Using RP Model to Solve the Current Challenges of PAKISTAN
Abstract Over the globe there are more than 200 countries and each country has its own unique
features and culture. Pakistan is one of the country in south Asia, and due to its strategic location, it is
very important. Over the last few years, this country has faced different kinds of challenges. So in this
paper, we will discuss in detail the current challenges and will also propose an RP model to handle these
challenges and issues in this country. The main objective of this paper to provide some solutions through
proposed model and this model will ensure the safety of Pakistan.

IINTRODUCTION
There are more than 200 hundred countries over the globe and each country has its own unique
culture and language; moreover, if it is in a strategic location that is one of the key factors that identifies
its importance. Pakistan is also one of the countries in south Asia and before the partitioning of India and
Pakistan, they lived together and it was the Two-Nation Theory that made the separation of these two
countries. This theory held that there were two nations, Hindus and Muslims living in the territory of the
Sub-continent and Sir Syed Ahmad Khan was the first exponent of the Two-Nation Theory in the modern
era. He believed that Hindus and Muslims were the two major nations on the basis of nationality, religion,
way-of-life, customs, traditions, culture and historical conditions. Thus these historical, cultural, religious
and social differences between the two nations accelerated the pace of the political developments andfinally led to the division of British India into two separate independent countries Pakistan and India, on
August 14 & 15, 1947, respectively. Accordingly, on August 14, 1947 Pakistan, comprising West
Pakistan with the provinces of Punjab, Sindh, Balochistan, and the Khyber Pakhtunkhwa and EastPakistan with the province of Bengal, became independent. Figure 1 and Figure 2 show the map and
major provinces of Pakistan.

Muhammad Ali Jinnah was first Prime Minister of Pakistan and he had great vision and also played a key
role in the division of these two counties. At the time of the separation, Pakistan suffered a lot of
problems and hundreds of people died during shifting from one place to another. The situation was very
serious because there was no infrastructure available for running the government and serve the people of
Pakistan. But at the time of partition, only one thing in that nation i-e Great Leader(Muhammad Ali
Jinnah) and the whole nation was full of PASSION to run their country. Just after the partition,
different countries were the opinion that this newly born country could not survive. After a few years, the
people of the world began to see the achievement of this country and the big progress in all areas of life.
But now after 65 years, this country has become a nuclear power and has a special image in the Muslim
world. For the last few years, this country has been facing different kinds of challenges and these
challenges have made the progress of this country difficult and have also affected the lives of this
countys people. So, the main objective of this paper is to discuss in detail the current challenges that arefacing this country now a days and we will also propose some possible solutions to handle these
challenges and make more progress to enter in the line of the developed countries in the world. Here we
are describing the key objectives of this Research work:-
To remove the uncertainty situation in Pakistan. To reduce the level of depression in whole nation. Gather whole nation on ONE point. To find more possible solutions of current problems.This paper is divided into three sections, section II explains the unique features of Pakistan and how
these features make it different from other countries. Section III will give a brief overview of the concept
of democracy and its modules as well as the role of democracy to serve the nation. The current challenges
which are facing this country and a detailed discussion of the effect of these challenges on the life of the
people as well as the effect on the progress of this country are presented in section IV. Our proposed
model will be discussed in detail in section V and the conclusion of this paper will be in last section, VI.

IIUNIQUE FEATURES OF PAKISTAN
Due to its unique features, this country has a special place in south west Asia countries and its
population is 190,291,129 (July 2011)[2], five major provinces and four seasons make it differentiated
from other countries in the world. People are one of the main entities for every country and their role is
very important to develop their country and the Pakistani people are one of most talented people in the
world. We are given a title for thepeople of Pakistan that is called Diamond .We have used this wordand here we give the complete detail and proof that this word is actually suitable for the people of this
nation. Table I explains the people of Pakistan and their achievement in different fields of life and these
are the best people due to their achievements.

The second important feature is that the land of Pakistan, here we would like to give it the title Gold,
produces tasty mangoes and many other fruits and we are a special nation and here we have mentioned its
important factors:-
Food: Every province has its own culture, language and also different kinds of food. Weather: In this one country, there are different kinds of weather not just during the four seasons
but at the same time, in different locations, this is one of the great blessings of the almighty Allah
given to this country. This weather has resulted in varying landscapes. KPK is a fully green
mountainous area and its beauty is unbelievable; if you want to see the desert, then southern
Punjab has a big desert valley that is called Cholistan. Moreover, if you want to visit beaches
then Karachi and Gawadar has very beautiful beaches.
Historical Buildings [13]: There are many historical buildings in Pakistan and these buildings show their
history and culture (Badshahi mosque, fortress of Lahore, Alamgiri Gate, Wazir Khan Mosque,Shalimar
Gardens).

IIICONCEPT OF DEMOCRACY
Democracy originated more than 2,400 years ago in ancient Greece and the word democracy means
rule by the people and this definition tells us that the citizens of a democracy govern their own nation.
However, it omits essential parts of the idea of democracy as practiced in many countries around the
world. The principal purposes for which the people establish democratic governments are for the
protection and promotion of their rights, interests, and welfare. Democracy requires that each individualbe free to participate in the political communitys self-government. Thus, political freedom lies at the
heart of the concept of democracy. Democracy, constitutionalism, and liberalism are three parts of
modern democracy and each part must exist in a political system for it to be a genuine democracy to serve
the people. Figure 3 show the principal parts of democracy.[14]

DemocracyRule by the People through free and fair elections and other forms of participation[14].
Free elections means all adult citizens of the country can use his/her vote in election and standfor office. Candidates for office are not in any way blocked from addressing the electorate.
Fair elections means elections system should be fair and all votes must be accurately counted. Frequent elections means that elections must be held after a specific time period and people use
their vote and selected people exercise their control of the government.
ConstitutionalismThe use of constitutions is to limit government by law[14].
The people do not give power to the government to oppress or abuse, but rather to protect their
fundamental rights, interests, and welfare. Therefore, they limit the government power by authoritative
fundamental laws called constitutions. A constitutional government is a government that, as a practical
matter, is limitedboth in whatit does and how it acts. The government is limited to acting within the law
and cannot make up rules to suit its convenience. The law applies to everyone, including those who
govern andNo one is above the law [14].
Liberalism The freedom, equality and dignity of the individual[14].
Liberal democracy recognizes the moral primacy of the individual and that all persons have certain
fundamental rights. The central purpose of democracy is to protect these rightsin the practical world of
everyday life [14]. Examples of these fundamental rights are:

Concept of Trust
An entity can be trusted if it always behaves in the expected manner for the intendedpurpose[15].
So finally, we describe the Trusted Democratic Government as those people who select the people of that
country and these selected people define some policies for their country and work together to serve the people
of their country.
Trusted Democratic Government: The government that is called a Trusted DemocraticGovernment, in which that the rule is by the people, is selected from a fair and free election
process and after that, whenever these people come into power, they define some polices to
serve the people of their country and the country progresses further and further. The
following are some of the responsibilities of a Trusted Democratic Government (Provide the
basic necessary things of life for their people).

Non-Trusted Democratic Government: The Non-Trusted Democratic Government are thosepeople who spend a lot of money on their election process and whenever they come into
power, the main objective of these people is to serve their family members and their relatives,
and to increase the volume of their bank accounts. This is a really serious situation as the
people of that country suffer due to the negative behavior of such a government. Moreover,
the process of achieving milestones will be affected and finally the countrys system will be
jammed. The living standard is effect drastically due to such behavior of non-trusted
democratic government and the people cannot properly receive all the basic life necessities
which are provided by the trusted democratic government. Figure 4 explain the trusted and
non trusted government setup, government is the main ruling body and main objective is to
serve the people and in this process, army and judiciary and media provide supporting role. If
this government is trusted then they will run the system and people give benefit from them
and if this government is non trusted then system will not working in properly manner and
finally people of that particular will suffer.

Malaysia is one the countries of south Asia and a country that we could say is gradually changing its state
from a developing country to a developed country in the future. There are many people along the path of
this success, but one name is more prominent; that is Dr. Mahathir Mohamad [16]. Dr. Mahathir is the
person who played the key role in achieving the main milestones and establishing the system ofgovernment and properly running that system without any element of corruption. Malay, Chinese and
Indians are three different races with varying cultures and religions living in Malaysia and also working
together and running the government setup and making their own country Asian tiger.
In our point of view, one leader can build or destroy the whole nation; it all depends on the behavior of
the leader. Actually, Dr. Mahathir Mohamad integrated these three different racial natures and built up the
country; now, the people of this country enjoy their life on the vision of their leader. If we want to see the
real benefits of a trusted democratic government in a current situation, then we will prefer to study the
progress of Malaysia. Figure 5 explains the malaysian country progress setup, how one leader will
government authority and also run the system and finally benefit of this whole process will get the people
of Malaysian.

IVCURRENT CHALLENGES OF PAKISTAN
For every country, success and failure are two main sides of human life; moreover, in the same way,
ups and down are a part of any country. The best things are to learn from their experiences and define
some polices to achieve success in the future. Over the last few years, Pakistan has been facing differentkinds of challenges and more effects of these challenges are found by those living inside the country.
Time has changed and computers and the Internet have made the country closer to other countries and
more of a global village. There is no manual way to handle these issues/challenges; however, now a days
there are many scientific methods to solve your problems and find more and more new solutions for your
particular problems. In this section, we will give an overview of the current challenges which have
jammed the system of Pakistan. Figure 5 shows the current challenges that are facing now a day in
Pakistan.

a) CorruptionCorruption is one of the key challenges which are facing this country over the last few years. So first,
we should define what the meaning of corruption in any country is Corruption is something which is
considered morally wrong, which reflects dishonesty or foulness and it will occur when an elected
government (Representative) makes decisions that are influenced by a vested interest rather than their
own personal or party ideological beliefs.This is the first key parameter of a non-trusted democratic Government; when these elected government
officials use public money for their personal use and their policies just serve their party members or
family members, then we could say that this democratic government is corrupt.
Unfortunately, some bad people come in the area of politics; while, not all politicians are bad, but due to
some politicians, who are bad, it directly affects the country and the people of that country suffer. These

politicians are those people who spend money on elections and their thinking is that politics is a business
and earns the money from those projects which government authorities give for the people of country. We
can control the corruption through Change the Thinking ofthe politicians.

This low Index Score is really alarming condition for the people of Pakistan and identifies these people
which are directly involved in corruption. There are many effects of corruption, but poverty is one of the
key effects and it directly affects the life style of the people of Pakistan. Figure 6 show the how corruption
is effected on the life of people in Pakistan.

b) Security and Safety/Law and order situation Inner security (Police System) Outer Security (Pakistani Army)
Inner security is the responsibility of the police department, and in Pakistan we have a complete, well
organized police department. However, due to political influence, the efficiency of this department is
directly affected while there may be some other reasons which decrease the performances of the police
department also.Poverty is also creating a situation law and order in the country, its a matter of the division of money,
some people have a lot of money and they can buy and enjoy their life through all the basic facilities. An
example of this effect is when one group of people do not any have money or any available life facilities,
then in that society the crime rate becomes high and the condition law and order will be disturbed.

Outer Security is the responsibility of the Pakistani army and the Pakistani army is one of the best and
well established departments of the country. Security of any country depends on the strength of their
army, we are proud that our army is highly skilled in all its departments and they know the best way to
secure the country.
After 9/11, different countries were affected all over the globe. The Pakistani has also suffered a lot in the
war on terror. Pakistani army has done many operations against the terrorists in different locations, andthe consequences of these operations are that the terrorists started attacking the Pakistani army in different
regions. Over the last few years, many soldiers have been Shaheed in this war and the operations on
terror. The whole Pakistani nation has great trust and respect for their army and this is the real strength of
the Pakistani the army. Whenever the country faces any problem, the Pakistani army helps in all of the
situations and serves the people of Pakistan.
c) PovertyCorruption and power crises are two main factors that increase the levels of poverty inside the
country. People are suffering from the lack basic life facilities and there are not any government policies
which show that in the near future this problem will be solved or that there will be a decrease in the levelof poverty and an improvement in the lifestyle of the people. Here, we have defined three parameters and
have shown how the other two parameters directly affect poverty.
A. Prices of Goods/basic necessitiesB. Purchasing PowerC. Poverty
Case one: Mostly, this case is considered in developed countries, where people earn moneyfrom their job and the government ensures the provision of the basic life facilities. In such
situations, the crime rate is low because every person has basic life facilities and enjoys their
life.
Case Two: In this situation, where the prices of goods high but the people have purchasingpower and also the government provides basic life facilities. But in this condition, the system
is running well and the life of the people will not be affected by it.
Case Three: This is the worse situation for any society. Whenever the people do not haveany purchasing power to fulfill their basic life necessities then the Poverty and crime rate is
automatically high. This is the main responsibility of the government to define such policies
so that the peoples lives are not affected.

d) Power CrisesBlood plays a key role in the human body and the circulation of blood is a sign of life. Electricity has
the same role for any country to run the industries and serve the people in their homes. Over the last fewyears, power crises have made the life of the Pakistani people difficult, 12-14 hr Load-shedding has made
life miserable and it is necessary for the government to define some new polices and solve this issue.
These are the following effects of power crises on the people of Pakistan:-
Depression Unemployment Breakdown of industrial System Decrease in the level of Export Increase in the level of Poverty Difficult to provide the Basic Life facilities
e) Lack of leadership VisionA country progresses on the vision of their leaders and history has shown that all those countries that
have a visionary leader, today, have been in the list of developed countries. Here again, we give the
example of Dr. Mahathir Mohamad and Abram Lankan as those visionary leaders and now their nations
are on the path of success. History has shown that whenever we have had talented and visionary leaders,
at that time our country has made progress and the process of progress cannot be continued because of the
lack of leadership.
f) Breakdown of Transportation SystemTransportation is one of the key departments of any country and it directly gives benefits to the
people in every country. Whenever people move from one place to another, the people mostly use buses
or take railway services; it depends on the distant to travel and the class to which that particular person
belongs. We have divided the transportation system into three parts.

A. Local Transport (Buses and Taxis)The high rates of petrol and gas also open a new door of problems for the countrys people. On a
weekly basic, there are increases in the rates of petrol and gas and it could increase the rate of fear among
the people. Moreover, every class of people moves from one place to another is affected.
B.
Railway systemOver the last few years, many departments have been effected, one department has been highly
effected and that is Railway system. In different countries, the most economical journey is considered to
be by railway; this is one of most economical facilities for every class of people. But in our country, the
railway system has been totally destroyed and the reason for such a situation is the lack of interest of
government in this area and no improvement in their system. Local people are drastically effected by the
break down in the system and none of the political parties have given any attention to this situation.
C. PIAPakistan International Airlines was one of the best airlines in the world a few years back. But for the
past few years, its functionality has also not been up to mark and other airlines have improved their
networks to meet the maximum standard. Still, PIA has world class pilots but over the passage of time,
PIA has not improved their network, because of this, they could not produce world class services.
V.PROPOSED RP(ROSHANPAKISTAN)MODEL
As a Pakistanis, we have our responsibility to find some solutions for all those problems which we
have mentioned in section III. Every person inside the country or outside the country is worried about
their country and day by day these challenges become more complex; moreover, the non-serious behavior
of our politicians makes it more difficult. One of the responsibilities of the politicians is to serve the
people and this is the actual objective of democracy. However, it is the end of democracy when the leader
starts attacks on the personal lives of other leaders. And the main entity is the awam or people who
suffer in all kinds of situations; this is the time for all the leaders of Pakistan to sit down together and startthinking about what we are doing with our people and why we are doing it, and to break the situation of
uncertainty. Whenever the level of uncertainty increases, the benefits of such situations will attract the
enemies of Pakistan. So, here we have proposed an SP model and the proposal of this model is to provide
the solution for current challenges. Moreover, it will make our country stronger and more joyful. The
people of Pakistan will remain happy and enjoy their lives. Here, we also want to mention one important
point; the purpose of this paper is not to criticize to any political party. We have respect for of the all
political parties and wish only to guide them to go in the right way and serve the people of Pakistan so
that the people of my country will become more joyful and happy. So, in Figure 8, we have divided our
model into three parts and will explain in detail each part of the proposed model.

A.
Phase One: Establish an ad hoc Govt. SetupThe Pakistani army has the most organized setup and now it is time to play the role to make the
ad hoc setup with the help of the judiciary system. These are two main modules of our country
that the people of Pakistan still trust and a medium that also promotes the right person and
reduces the problems of the people. In Pakistan, there are many talented, experienced and
patriotic persons; therefore, the media identifies them and the army and judiciary make the final
group of people who become a part of the ad hoc setup. This is the essential and first step to solve
the current challenges. If the people of the ad hoc setup are non-trusted or corrupt, it will directly
affect the future government setup. The Figure 9 shows the process of the ad hoc setup.

There are three main responsibilities of Ad hoc Government as follow.
Run the system and Serve the PeopleThe first responsibility is to run the system and increase the level of trust of the people through
their speech and with various policies.
Select the Candidate for the electionThe election commission is the main body who is responsible of elections in a country. So, the
key post of the election commission should be the right person and that right person makes it

possible to select the right candidate for the election. So, here we are defining some key candidate
selection parameters which are given below.

Clean ElectionsA clean election is the final part of the ad hoc government, so it is important who can make it
clean. So, here we provide some possible solutions for a clean election. NADRA is the big
national database of all country people and they have all types of information. So, NADRA share
the record with the election commission and verifies the people involved. In this way, we can
easily identify the non-registered voters and make it possible for only a register voter to use the
right of his/her vote.

Responsibilities ofthe people AWAM:-
Unity: Unity is one of the main characteristics needed to build a nation. In Pakistan, we havedifferent cultures and languages, and each province has its own unique culture and languages. But
as a whole, we should show unity as Pakistani citizens. This is the way to handle all of the outside
challenges.

Trust in the Army: The Pakistani army is one of the best armies in the world, so it is time to givemore and more respect and show trust in it. Over the last few years, the army has also been busy
with different projects and they have also been fighting against bad people and making big
sacrifices in the war against terror.
Serve Customers: Over the last few years, the prices of different goods have become higher andevery category of people has been affected. Businessmen and local buyers are directly affecteddue to the negative policies of the leaders. So, it is necessary to adopt some middle way to solve
this problem; if the people help other people and do not rely on the government. In our point of
view, the solution to this problem is that the buyer should take a small amount of benefit and help
serve the sellers. At this point, we need to sacrifice our big profit to current situation in order to
serve the poor people.
The Rich help the Poor: The actual problem is the unequal division of money; day by day, poorpeople become poorer and rich people become richer. So, it is necessary to create such an
environment that the rich people take responsibility to provide food and free education for the
children of the poor people. In this way, we can build our future generations; moreover, Allah
gives very good rewards for this virtue.
Do not believe politicians emotional speeches: Now it is time to decide on who is the right orwrong person in the political body. Over the last few years, politicians have just impressed the
people through their emotional speeches when they actually have no clear objective or any project
to serve the people. They just make emotional speeches and show their past achievements.
Moreover, they have no future plan for their own region where they have actually been giving
speeches and have been selected for elections.
Power of the Vote:Now, it is time to decide to give the vote on the basis of personal likes ordislikes or for any of their own personal benefits. Just vote for that political party which has a
clear vision about the future of the people of Pakistan and who will run the government system of
Pakistan.
B. New Govt. SetupWhenever we select our PM from the selected candidates, we should know that the future leader has
the following leadership qualities. We should first give the details of the qualities of Trusted Leader (TL)
who can solve all the current issues and challenges in new government setup. Figure 12. Shows the role of
trusted leader to run different systems and serve the people of your country.
Well Educated: Education is one of the key requirements for any leader and he/she should knowthe current challenges and how to deal with these challenges. Every job needs a specific degree
and here is a matter for the whole country, so we should handover our country to someone that is
well educated and knows how to run the different departments of the country.
Vision: A country is run on the basis of vision; all over the globe different countries throughouthistory have made progress and met the challenges, and have been proven as a nation on the basisof the quality of their leaders visions. The leaders should have the future of their own country in
their minds and provide clear pictures to their nation as to where the country stands now and after
five years, what will be the target to achieve.

Talented/Creative: Leaders should be sharp and talented because they run the whole system ofthe country and they should know about every system of their country so that they can guide the
people to meet the system standards of the developed countries in the world.
Patriotic: Leaders should have a lot of love for their nation and prove that they are true patriotsthrough their policies. Actually, they feel a strong concern for their people and provide all the life
facilities and serve as a mother. Inside the country and outside the country they declare suchpolicies that people feel prove them as a nation.
Familiar with the Culture of Pakistan: Leaders should know the basic culture of their owncountry and promote their culture all over the world.
Run the system: Interactive communication with different departments of the country andrunning of the system is the key most quality of a leader. We should believe that whenever the
system is in the state of running, the people of that country will get benefits from it. Corruption
plays a role in the government system like a virus in a computer system. So, the leader should
have the capability to run the system and also define some milestones and achieve these
milestones over a passage of time as well as serve the nation with new technologies.

Whenever any post is given to any candidate, consideration should be made as to that particular candidate
being familiar with that particular post. This is the last phase in which every responsible person does
his/her own work related to his/her own assigned post. Let us choose one candidate as the minister of
education so that minister can identify the problems in the current system and propose some solution to
meet the international standard of education. This candidate must also define some milestone and achieve
it during a specific time frame. This is just one example for one system; there are many systems which are
running in our country. Every minister should be able to run their related system and serve the people of
Pakistan. New Govt. setup also submits one complete document about their projects future three years. Inthis documents ever year show the major milestone which Govt. will achieved and people take benefits
from new democratic government. Figure 13 describe the process of new education system in new
government set up and Figure 14.explain the detail of three year future plan of new government setup
with milestones.

VICONCLUSION
The history of Pakistan shows that at the time of the partitioning, we did not have any resources torun the system; at that time, only one thing we have that was called the PASSION. So, now after 65
years, we again need this passion to build our country. This time, we have all of the departments but we
need one trusted leader to run the system and solve the problems of Pakistan. In this paper, we have
proposed a RP model and we believe that if we implement this model, then we will be on the list of
developed countries. Media plays a key role to promote this model and guide the people awam; in this
way, we will achieve our goal and solve our current challenges. This will lead us to be on the path of
success (Inshallah).
