RSACRP project - Crash Reduction Road Safety Audit and Crash Reduction Workshop Bandung, 27 & 28 May, 2011 Gerard Neilson VicRoads International Projects Team Leader, RSACRP Project (IndII #194) Slide 2 2 Slide 3 3 Slide 4 4 Slide 5 5 Slide 6 6 Slide 7 7 Slide 8 Road Infrastructure Safety Management The principle on which RISM is based is to provide "self-explaining roads and a forgiving road environment" 8 Slide 9 A self-explaining road.... Giving drivers good information about the road ahead makes the driving task easier, enables drivers to make better choices and reduces the risk of an accident. This is the essence of a self-explaining road. 9 Slide 10 .... and a forgiving road environment. A forgiving road environment is about constructing flatter batters and side slopes, covering drains, marking hazards which cannot be removed, providing safety barriers where there are steep slopes, etc., so that if a vehicle leaves the road or its lane, the risk of a serious or fatal accident is reduced. 10 Slide 11 RISM for Indonesia New Schemes Existing Roads Road Safety Audit Road Safety Inspection Black Spot Management (RSA)(RSI)(BSM) Pro-active (prevention) Re-active (cure) 11 RSACrash Reduction Slide 12 12 Slide 13 CR Process Crash reduction reporting (CRR) Crash reduction implementation (CRI) 13 Slide 14 Crash reduction reporting process 1Collect and analyse accident data 2Identify potential sites (locations or routes) 3Inspect site, accompanied by Balai and Polda / Polres (relate road user behaviour and infrastructure issues with accident analysis) 4Produce report with recommended crash countermeasures (blackspot report) 14 Slide 15 Crash countermeasure recommendations Classified into four categories (refer Workshop CRI Report) 15 Slide 16 Crash reduction implementation process For a selected site (location or route) 1.Complete a field survey and design the recommended works 2.Produce detailed engineering drawings 3.Produce a specification of the works and a bill of quantities 4.Issue implementation document 16 Slide 17 Three (of several) key provisions which will improve road user safety Provide sealed shoulders Provide delineation of the road alignment at bends and sharp curves Marking hazards, particularly the end walls on narrow bridges 17 Slide 18 Shoulder provision 18 Slide 19 Shoulder provision 19 Slide 20 Shoulder provision 20 Slide 21 Delineation of the road alignment 21 guide posts patok pengarah edge line garis tepi rrpm paku jalan centre barrier lines marka garis utuh tengah warning sign rambu peringatan chevron alignment markers (CAMS) rambu peringatan pengarah tikungan Slide 22 22 Slide 23 23 Slide 24 24 Slide 25 25 Slide 26 Hazard markers and other signs (additional to the DGLT manual ) width markers on bridge end-walls one-way chevron hazard markers additional warning signs 26 Slide 27 Thank you!
