STOCK CONT RA CTORS

a) New Stock Contractor Requirements.

i) A new Stock Contractor is defined as a contractor who wants to establish their

company as a new prime stock contracting company eligible to produce Prime

Rodeo events in the ICA.

ii) In order to be a Prime Stock Contractor in the Idaho Cowboy’s Association, new contractors applying f or membership must meet the

following requirements:

(1) Bring a minimum of one (1) new rodeo for approval into the

Association, following the minimum added money requirements set

forth in the current rules and regulations.

(2) The rodeo must be a new ICA rodeo that has not been sanctioned by the ICA within 12 months of the year the probationary stock contractor

applies f or their membership in the Association.

(3) Provide a letter of recommendation and references upon request.

(4) Meet the minimum stock requirements of 15 Bareback Riding Horses,

15 saddle bronc riding horses, and 15 Bull Riding Bulls. The Stock Contractor must also be able to provide proof that they have access to

Ranch Saddle Bronc horses.

(a) The Herd must be available for inspection performed by an

approved member of the ICA Board.

(b) Proof of ownership of stock must be provided and animals must be branded with a brand registered as belonging to the contractor

applying for approval. (Not required for Ranch Saddle Bronc

horses)

(c) The new Prime Contractor must provide proof of liability insurance

that meets the requirements set forth in the bylaws of the association.

(5) Upon completion of meeting the requirements listed above, the ICA board

will vote to approve the new Prime Contractor.

(6) Following approval, the New Prime Contractor:

(a) will be on probation for the first year. (b) New contractors must pay an additional $500 one-time membership

fee in addition to yearly dues.

(c) The New Prime Contractor will have a performance review

performed following their first rodeo by a designated member of

the ICA Board, the committee for the event and the event directors for each event. This report shall be reviewed with the

new contractor by the ICA President and/or the Stock Contractor

Director.

(d) Should the New Prime Contractor pass all the requirements, they

will be taken off of Probation for the next season. The board has

the right to extend the probation period with just cause. (7) The board has the right to Deny membership, extend the

probationary time and requirements or offer full membership to the

new contractor candidate during their probationary time.

(8) The New Prime Contractor will not be eligible for year end awards or

to bring stock to the finals while on probation. (9) The New Prime Contractor will have their membership revoked

should the new prime rodeo they brought to the ICA not continue to

sanction with the ICA for 2 additional years (3 years total), and it is

deemed due to an issue the stock contractor is found at fault for.

b) Prime Stock Contractors membership i) A Prime Stock Contractor is defined as a current Prime Contractor in the ICA

that is in good standing.

ii) All Stock Contractors must have liability insurance coverage for every ICA

rodeo, as well as for the ICA finals. A copy must accompany application for

membership

(1) Copies of Stock Contractors liability insurance must be on file with the ICA

office.

iii) When submitting an application, all Stock Contractors must include the legal

name of the business and/or the name of the persons(s) owning the livestock.

iv) A current copy of the brand card(s) must accompany the application.

v) All applications are subject to review by the ICA Board before they can be

renewed.

vi) The ICA Secretary will bring all completed applications to the Board for

approval prior to issuing a card. The Board will approve all applications that

meet the requirements set forth by the bylaws of the association.

vii) The Contractor must have successfully produced at least one prime rodeo

within the last year under the name of the company listed on the card.

viii)The contractor card in good standing will be eligible for the ICA finals year

end awards and rodeo stock selection.

ix) The ICA Board reserves the right to revoke membership of a stock

contractors card if one of the prime rodeos they produced chooses to not re-

sanction with ICA and it is deemed an issue the stock contractor is found at

fault for.

x) If a Contractor has more than one Stock Contracting card, they are required

to meet the requirements in these bylaws for each card held.

(1) Each card is eligible for year end awards or finals stock selection if

requirements are met.

(2) Stock must be designated to one card only.

xi) The Contractor Card gives membership to the owners of the company only.

All other workers/laborers must purchase a membership card that fits what

they provide to the company. All employees or workers of the Rodeo

Company must be listed on the membership application.

c) Transfer/Purchase or a Prime Contractor Card

i) If a prime contractor wishes to sell or transfer their card to someone, they

must meet the following rules:

(1) ICA Board must be notified of planned sale of card.

(2) Card must be in good standing. If a card is not in good standing, then the

contractor purchasing the card would be considered a new contractor and

subject to all rules in the new contractor requirements above.

(3) The card will not be automatically activated into the new owners name

without ICA Board approvals.

ii) The new owner of the Prime Card will:

(1) Submit all the documentation, application and requirements required of

prime contractors.

(2) Be placed on a one year probationary status to prove they meet all the

requirements set forth by the association.

(a) If the contractor who purchased the card was part of the original

ownership (Buy out of stock company etc), the probationary period

may be waived by the ICA Board pending all documentation of Brands,

stock requirements and insurance requirements are met in the new

entities/Owners names.

(3) Pay a one time $500 membership fee for the transfer of the card into the

new owners names.

d) Stock Subcontractor

i) Any person wanting to be a Stock Subcontractor must have a Prime Stock

Contractor sign their application f or a card and pay the Subcontractor fee

in the amount of $100 per year. ii) Timed Event Contractors are considered Subcontractors.

iii) Stock Subcontractors desiring to become Prime Stock Contractors must

abide by the rules set in place by the ICA rule book.

iv) All Stock Contractors must have liability insurance coverage f or every ICA

rodeo, as well as f or the ICA finals. v) Copies of Stock Contractors liability insurance must be on file with the ICA

off ice.

vi) When submitting an application, all Stock Contractors must include the

e) General Requirements

i) All timed event stock at a rodeo must be branded or ear tagged. No back tags with cement will be allowed. If animals are not marked, Stock

Contractors will be assessed $5 per animal per run for each unmarked

animal. Judges can allow up to two unmarked animals due to accidents i.e.

ear tags torn out. It is the Judge's responsibility to notify the ICA secretary

of infractions. ii) All rough stock must be branded. A horse or bull can be paint branded f or

two rodeos, then must be hot branded if kept in the herd. There will be a

$100 fine per event that is in violation of this rule.

iii) All Team Roping cattle must be identified with a permanent number brand

on the right side or a horn brand on the right side. All Steer Wrestling

cattle must be identified either with a permanent number brand on the left side or a horn brand on the left horn. Steers with numbers branded on

both sides may not be used in the Steer Wrestling. Cattle not properly

identified with brands will result in a $25 fine per head, unless otherwise

approved f or use prior to competition by the Event Director.

iv) Owners of Rough Stock leasing to Prime Contractors f or ICA events more than twice a year must purchase a Subcontractor’s card.

v) Rough Stock owned by Subcontractors are only eligible for the ICA Finals

if listed on a Prime Contractors Stock List. No animals will be eligible f or

the ICA Finals without proof of ownership which has been reviewed and

approved by the ICA Board. vi) Contractors/Subcontractors must provide proof of ownership f or all stock

used at ICA events to the ICA off ice. It is the duty of the ICA Officials to

inspect all livestock and enforce all livestock rules at each ICA event. Any

Contractor that does not provide proof of livestock ownership will be fined

$100 per incident and $100 each thereafter. vii) Year-end awards f or Rough Stock are only eligible f or animals listed on

Prime Stock Contractors lists.

viii)It is the responsibility of the ICA Officials to inspect all animals and

approve the ownership of said animals at all ICA events.

ix) The ICA Association and its Directors will not recognize any and all disputes between Prime Contractors, Subcontractors, or personnel.

However, if any dispute threatens the Association, Committee, or the

integrity of the sport the person(s) involved will be subject to a

probationary period and not allow ed to produce, work, or prof it from any

ICA sanctioned event until matters are resolved.

1. Boys 14 and under can enter the breakaway roping at any ICA prime rodeo if eligible. Once theboy enters the tie down roping at an ICA event, he will no longer be eligible to rope in thebreakaway. The age shall be determined by the first of the year.

2. The ICA board of directors are committed to maintaining behavior standard for any member or non-member participant. All participants shall conduct themselves in accordance with thisrulebook. These rules apply to sanctioned rodeos, ICA hosted events and anytime suchperson is representing the ICA in any way. All participants/member are subject to reprimand,fine, ineligibility, suspension as set forth in the rule book. Penalties shall be determined by theBoard of Directors.

All participants shall conduct themselves in a professional manner, with fairness, honesty andrespect. Participants in or out of the arena including social media who engage in quarreling,using excessive foul language, speaking/texting/messaging in an abusive or threateningmanner, attempting to cheat or displaying conduct that is detrimental to the public image ofthe ICA will be subject tp discipline as covered in rulebook. Participants drinking alcohol orshowing signs of intoxication in the arena during a rodeo performance or slack shall also besubject to discipline as well.

New Membership Category: Submitted by Dax Pearson Laborer

1. A Laborer membership card is for any person that works an event and is brought/hired orworks for the Stock Contractor. This includes and is not limited to timed event sort staff,Flank men, Chute Boss, Gate Help etc.

a. Although members of the committee are encouraged to purchase a membership ifthey help produce an event, they are not required to as long as they are listed aspart of the committee. Should that person receive a fine for any reason, it will begiven to the committee should the committee person not have a card.

2. Laborer memberships will cost $30/year.

Barrel Racing:Pg. 60 #18 - be re instated Each performance be limited to 12 contestants. If the committee chooses to run more than 12 in a performance they are responsible to tractor rake after 12 and take consistently in the slack. When a rake is required it will happen after the 12 contestant according to the draw. If the committee chooses to run less than 12 in a performance, the ground in slack must be raked after equivalent number of contestants drawn for the performance.

All judges are to attend a judging seminar every two years, by approved association (ICA or approved association. Changing from rule stating you have to attend every year.

Rules Proposals and Changes for Photographers Photographers Card Pricing to be raised to $250.00$100 from every Photographers Card sold, and shall be set aside tobe given to the Photographer chosen to do the Finals (Photographerof the Year) as part of His/hers Award There shall be a place on the Rodeo Application for the OfficialPhotographer of the Rodeo just as there is for all other rodeopersonnel and should be named and chosen by the HostCommittee. The Association and its Board members shall play nopart in the choosing or placing of a photographer and must remainimpartial but will provide a current list of photographers in goodstandings with the Association. The Committee must offer the jobas Official Photographer to a Photographer who is in good standingwith the Prime Association before it can offered to any anotherphotographer, if a photographer is chosen that is not a part of thePrime Association the Host Committee will be fined $200 and thatmoney will go to the Finals fund for the Photographer of the year.His or Her name shall also be on Day Sheets just as other RodeoPersonnel. There shall only be one photographer unless agreed differently bythe Official Photographer and the Committee. NO otherProfessional Photographers (Carded or not) will be allowed tophotographer the Rodeo, this may also include Media. Mediashould sign a “No Competition Clause” refraining them fromselling pictures or saturating the market with free pictures, viasocial media (Facebook, Instagram). Association Photographers must always maintain the highestdegree of professionalism and show the same degree of respect tofellow photographers and their common craft while always shiningthe best possible light on Rodeo.

Fines and Penalties

Any Photographer that chooses to photograph a Rodeo that isn’ttheir own, (chosen by the Committee) where they are not the

Official Photographer are subject to fines and penalties. Shootingover the shoulder or chicken hawking the Official PhotographersRodeo will not be tolerated. First Offence for photographing another photographers Rodeo. $1000.00 fine, half of which will go to the Official Photographerand the other half to go back to the Prime Association.Also, the offending photographer will not be considered for thatyears Finals. Second Offence for photographing another photographers Rodeo. $2000.00 fine and a 2 year suspension and not eligible for theFinals for 5 years. $500.00 of this fine shall be given to theoffended Official Photographer unless by chance it’s in successionby the same offending photographer to the same OfficialPhotographer, if so, half will be given to the offendedphotographer. Host Committees can also be fined if found to not being helpful inabiding by and or not choosing a Photographer with the PrimeRodeo Association.Anyone including Websites, Media, and Stock Contractors thatwishes to promote themselves or use pictures from ICA eventsmust work with the official photographer of that event for imagesand may NOT employ their own photographer unless thatphotographer is the official photographer.

iii. STOCK SADDLE BRONC RIDING Ground Rules: (2019) 1. Eight (8) Second Ride

2. Rider may start one or two handed. 3. Spurs must be same as Bronc riders, 5-star, free rolling.4. Standard saddle or slick fork with or without bucking rolls. Saddle must be a usable ranch saddle. 5. No hobbling or binding of stirrups in anyway.6. Horses maybe throat latched at the contractor’s discretion. 7. Rein must be attached to halter.8. No chapping a horse at the gate. (Throwing or slapping chaps or raincoat at horse.) 9. Same rein must remain in the same hand and must maintain control for the duration of the ride. 10. No spur out/mark out required (if they do it should be rewarded).11. Fanning of hat is allowed but no quirts or whips.12. Loss of stirrups is allowed but points may be deducted for doing so.13. If horse goes down to knee, belly, hip, or shoulder the rider must ride them down and ride them up. (May take away points for how long the horse is down.)14. If the horse goes down and touches both hip and shoulder on ground (lying flat) the rider must declare to receive a reride.15. Riders will be rewarded points for control, aggressiveness, exposure, length of spur stroke and drag time. The wildest, yet most controlled ride should win.16. Rerides will be given according to rule Judging: re-rides

a. If faulty equipment from a stock contractor, you must complete the ride in order to receive a re-ride.

17. Stock Saddle Broncs must be drawn according to ICA riding event Drawing Livestock rules with one exception:

a. Paint brands on animals are allowed. (2001)

18. Anything holding on the rope or rope strap must be leather.

19. If the ICA Rulebook does not cover a rule, then the WSRRA rules will be used.

20. Any alterations to these rules must be submitted on the rodeo application as part of the ground rules and must be posted at the rodeo.

Trades:

1. A contestant may not be moved without legally trading. Trades are made with rodeo secretary. Trades will be made position for position. For a trade to be effective, each contestant involved in a trade must personally notify the rodeo secretary. Trading time limit is 3 hours prior to . performance or slack.

2. To fill a position which has been a medical out, vet out or turn out, the timed event contestant will be first to compete in those events and the barrel racer will be last to compete---they are trading the performance not the position.

At the finals in the ridding events rerides will be drawn from the herd first.

Rules not in Rule Book that should be

Pg 13 v. Team Roping Replacement of Partner.

If a team roper doctor releases, draws out or turns out with visible injury prior to performance or slack. The individual entered with him may draw out or may get another partner from among those contestants that are entered at that rodeo. Except those team ropers who are entered at that rodeo.

If a team roper's partner fails to notify the ICA Secretary or Rodeo Secretary of a turn out or does not appear prior to the performance or slack. The individual entered with him may, up until the time of his competition in the performance or slack of the team roping, obtain another partner from among those contestants that are entered at the rodeo, except those who are entered in the team roping. Or he may draw out, provided he is present at the rodeo.

If an alternate team roping contestant is replacing a partner who has turn out (either notified or non-notified), that replacement will NOT be required to pay entry fees. If an alternate team roping contestant is replacing a partner who has Dr. released or been officially drawn out, that replacement will be required to pay entry fees.

Rule Proposals that pertain to or submitted by Barrel Racers

• Pg57 xviii if the committee choses to run more than 12 in a performance,

they are responsible to rake after 12. Change to – For any reason that there are more than 12 barrel racers that run in a performance there WILL NOT BE A RAKE

• Re-instate previous rule from 2019: Each performance be limited to 12 contestants. If the committee chooses to run more than 12 in a performance they are responsible to tractor rake after 12, and rake consistently in the slack. When a rake is required it will happen after the 12th contestant according to the draw. If the committee chooses to run less than 12 in a performance, the ground in slack must be raked after the equivalent number of contestants drawn for the performance

• Prime count lowered from 6 to 4 rodeos • All results of ICA Prime Rodeos will be submitted to the association

secretary within 24 hours of the conclusion of the last performance of the rodeo. The first infraction will be a $25 fine to the rodeo secretary, doubling with each subsequent infraction

• Duties of Rodeo Secretary 1. Rodeo Secretaries shall send all prize money and checks with a

contestant fails to pick it up or has not specified where he wants money sent to the ICA office the first ay following the final performance

a. If rodeo secretary fails to send prize money and checks which a contestant fails to pick up to the ICA rodeo after the first day following the final performance, the following actions will be enforced:

i. First offense $200 Fine – Payable to the finals purse ii. Second offense $500 Fine – Payable to the finals purse

iii. Third offense – Secretary Duties Suspended for 3 rodeos

2. ICA office agrees to mail received prize money and checks to contestants on or before the second Monday following the rodeo. Contestants can use post mark date on envelope as compliance. If office fails to do so, the following actions will be enforced to all parties who failed to do their part

a. First Offense - $200 Fine – Payable to finals purse b. Second Offense - $500 Fine – Payable to finals purse c. Third Offense $1000 Fine – Payable to finals purse
