Bulgarian Consortium (1/2)

To work on the HeERO 2 project and deployment of eCallin Bulgaria, a consortium of stakeholders was established:

• ITS Bulgaria – member state leader

• Ministry of Interior – owner and responsible for 112 PSAPs

• Enterprise Communications Group – system integrator

• ICOM & Technical University of Sofia – IVS providers

• Mobiltel – Mobile Network Operator

e-Call model (1/4)The territorial structure of National System 112 in Bulgaria is based on the administrative structure of the country, there are six economic regions and in each of them is situated a Center 112.

In Bulgaria the eCall service architecture follows the systemorganizational model and is fully integrated in the existing 112system

2 national PSAPs – main in Sofia and redundant in Russe and 4 regional 112 centers are interconnected (voice, using common DB and technology)

via VPN cloud.

Received eCalls are treated and routed as regular 112 calls:

The system dispatches eCall data (MSD) and eCall voice to theoperator, following the same logic as for regular calls to 112.

e-Call model (4/4)• If there is no free call-takers in one centre, the eCall data (MSD)

and voice will be redirected to available call-taker in anothercentre.

• If there is a failure in one center, all calls will be accepted andserved by the other centers

• Serving of multilingual eCalls the same way like regular foreignlanguage calls

• Integrated solution ( using the same GIS (maps) with caller/eCalllocalization, integrated call/eCall case leading screen forms etc.)doesn’t require a lot of efforts for training the operators tohandle eCalls.

Bulgarian HeERO 2 project (2/4)• Execution of the activities on the implementation of the eCall

system in Bulgaria was divided on two stages:

Stage 1 (2013)

Before eCall flag implementation, eCall test environment – PSAP application integration and connection to EUCARIS or local VIN data base

Stage 2 (2014)

After eCall flag implementation eCall test environment – PSAP application integration and connection to EUCARIS or local VIN data base.

Interoperability testing between test PSAP in Sofia and IVS devices from Belgium, Romania, Luxemburg, Croatia and Spain

• The follow challenges have been detected

– Procurement issues. Changes into legislation are needed

– There is no a legislation in field of certification, also a certification authority is not appointed, yet. A necessary legislation is needed and authority to be appointed soon.

– The triggering system is the most challenging issue for retrofit eCall devices.

– An obligation of all MNO is to implement the mechanism to handle the ‘eCall discriminator’ in their networks by 31st December 2014.

After 1st October 2017? (1/2)• Currently there is no ITS action plan in Bulgaria and no specific

contents have been determined, yet. Also, there is no adopted roadmap for eCall implementation on a country level, yet. The project HeERO 2 is the first step in that direction.

• Responsibility for the development of the framework in field of ITS, in particular eCall, is to the Council for Intelligent Transport Systems.

• The expectations are Bulgaria to have adopted ITS Action plan and Architecture and Roadmap for eCall deployment by 1st

October 2017

• The eCall model in Bulgaria is going to be the same as the one used in the HeERO 2 project

• eCalls are going to be routed as 112 calls and the most appropriated PSAP is going to receive 112 calls and eCalls.

eCall in the Balkans (1/3)

• “eCall, B-call, and Pay as you Drive (PAYD) insurance will drive the in-car telematics ecosystem and reach over 100 million vehicles equipped by 2017”.

• “The EC assumes that it will take approximately 14 years to replace the average European vehicle park. eCall will also be an open platform enabling a number of vehicle-centric services such as Breakdown call (B-Call), Stolen Vehicle Recovery (SVR), and Pay As You Drive (PAYD) insurance, tax, leasing, and rental.”

• The enlarged Europe has a car park of 235 million passenger cars, 196 million of which are in Western Europe. According to ACEA the average age of cars in Europe is 8.2 years.

eCall in the Balkans (3/3)• In SEE countries the car park is predominantly comprised of used

cars. While the ratio “new cars / total park” in the UK is 1/15 and in Germany it is 1/14, in Bulgaria this ratio is less than 1/100, in Poland it is less than 1/50, in Romania 1/45, etc.

• The provision of eCall IVS in used vehicles seems to be more than reasonable prerequisite for the fulfillment of eCall’s goals in the new EU member states.
