Brown County Request for Information (RFI)

To be competitive in the 21st century, broadband access is essential. Brown County views Internet access as a prerequisite core service, like water, electricity and gas. Internet access is critical to: grow business, improve education, deliver healthcare and provide an equal opportunity for success across all communities.

Brown County’s seeks to improve rural and urban broadband access. Currently, urban residents have fair to good internet, but some rural residents have poor to no service. The goal of the RFI is to examine ways to eliminate the digital divide between urban and rural areas along with enhanced broadband needed to attract residents and businesses to Brown County. The RFI may or may not be used to select a single or multiple County broadband partner.

Brown County is requesting information to prepare for possible HR1319 ARPA (American Recovery Plan Act) funding pending Board and Executive approval, and other possible state and federal grants.

Brown County is requesting information regarding solutions to improve High Speed Internet throughout all of Brown County. The scope and details are noted below.

1. Statement of Qualification a) Provide summary of Providers market presence. The Provider must indicate at least three references

(please provide names, phone number and e-mails of references) for the provision of similar services. b) Provider must meet responsible bidder requirements.

2. Service Areas

a) Provide map and geographical boundaries of broadband deserts and underserved broadband areas within Brown County. (Per Treasury Guidelines: Unserved & underserved is 25 Mbps download and 3 Mbps upload or less).

b) Per Treasury Guidelines: Coverage area may not include locations that have existing agreements to build reliable wireless service with minimum speeds of 100 Mbps download and 20 Mbps upload by December 31, 2024.

c) Must document the method used to determine underserved areas.

3. Qualification Requirements: a) Provider must provide an explanation of how they propose to accomplish the project outcome within the

stated timeframe. The proposal should include task-by task detail, including milestones that will require review and input from the Broadband planning team. Provide a timeline that shows the planned starting time and duration of each task in your scope of work. Provide a table that shows your firm’s cost for the service, listed by task.

b) Provide a 3 phase multiple year approach to brining service to non-served and under-served areas with the following guidelines:

i. Revenue sharing agreement must be included, which will be used for expansion of Phase 2 and Phase 3 along with providing revenue sharing to cover county operational costs. (Per Treasury Guidelines: prioritizing support for broadband networks owned, operated by, or affiliated with local governments, non-profits, and co-operatives-providers with less pressure to turn profits and with a commitment to serving entire communities.

ii. Provide county owned fiber to County 911 towers and [GPS locations] – or - Optionally 911 towers as wi-fi, or alternative options for fiber (map) partnering on fiber install.

c) Provide fiber or wi-fi service to county property & assets (see Attachment 1 list) d) Provide fiber to County Southern Landfill and

i. 1258 Mill Road Greenleaf WI 54126 e) Provider may optionally use county owned property as locations for Wi-fi towers location f) Use or maximize use of existing County fiber g) Provide county owned fiber to Municipal partners buildings (they will have the option use provider

infrastructure or WiscNet Service. Municipality may forgo fiber for broadband wi-fi service. Separate cost estimate for fiber run for municipality if they select that option).

h) Provide county owned fiber to School District partners building (they will have the option use provider infrastructure or WiscNet Service. School District may forgo fiber for broadband wi-fi service. Separate cost estimate for fiber run for School District if they select that option).

i) Provide coverage to non-served areas by Phase 1 in one year. j) Provide coverage to underserved areas by Phase 3. k) Fiber routes should maximize and allow for connection to businesses and non-profits for service. l) Fiber and/or publicly owned towers, must be publicly bid and will be owned by Brown County. Additional

alternatives may be included. m) Use of County 911 Towers require county or property owners consent to place wi-fi, or additional

equipment. n) Provide 10 year budget projection for each phase o) Proposal must have total fixed cost included. p) Provide life expectancy of components and replacement financing plan q) Provide customer pricing model and other associated costs for service (Per Treasury Guidelines: integrate

affordability options into program designs.) r) All data transmitted on County Operated Fiber is property of Brown County

4. Technical Requirements:

a) Provider must allow VPN traffic. b) The provider must have 24 hours a day, 7 days a week and 365 days coverage for technical assistance

and/or helpdesk facilities. c) ISP Uptime of more than 99% d) All optical fiber cables and cable plants shall be tested for insertion loss using Electronic Industries

Alliance/Telecommunication Industries Association (EIA/TIA) Standards EIA/TIA 526-14 or EIA/TIA 526-7 e) OTDR Testing: The Applicant will be required to test all fiber segments with an optical time domain

reflect-o-meter. The tests performed are to verify the quality of the installation and for establishing baseline data for future troubleshooting. However, it shall not be used as a measurement of the light loss of the cable. OTDR measurements should follow procedures outlined in EIA/TIA 455-59, -60, and -61.

f) The County reserves the right to verify through separate testing the Applicant’s test data submitted. g) The Provider must guarantee that the maximum packet loss within their infrastructure does not exceed

1%. h) Provider must not use Throttling or Data Caps with the exception of Voice/Video QOS. i) Provider must guarantee initial diagnostics and response within the first 4 hours of an unexpected

outage j) Share minimum and maximum backhaul ratios also referred to as oversubscription ratios for the

proposed services. Number maximum number of people expected at a specific speed – normally measured in oversubscription of 50:1 or 200:1 as an example.

k) Provider Service Performance – provide costs per service level

i. (per Treasury Guidelines: reliability meets or exceeds symmetrical upload and download speeds of 100 Mps. Unless impractical due to geographical, topographical, or financial constraints may permit upload speeds of between at least 20 MPS and 100 Mps.)

ii. Optimal is 1000 down and 100 up iii. If 100 Mps is not achievable, provider must provide evidence.

l) Provider Service Latency i. Optimal 20ms

ii. Base is 40ms iii. Minimum is under 60ms

m) RFC 2544 benchmark testing or equivalent. Test should benchmark throughput, latency, and frame loss at multiple frame sizes to ensure performance is within specifications. All test results will be documented and delivered to the County. The County reserves the right to test any and all network services to verify quality standards are met.

i. The provider must provide a peering diagram listing its current and planned connectivity capacity, distribution points, as well as peers.

ii. Describe failover, alternate routing or fallback arrangements for continuity of service (if any), should their primary link(s) to the Internet fail.

iii. Provide publicly accessible performance monitoring information n) Quote cost per mile for 432 strand fiber, completed including permits, right of way, engineering, dig,

terminations and testing.
