APR Scout Foundation Management Committee President Dr. Chao Shou Po opened the dinner, thanking all the stakeholders who pledged their support in raising funds to enable more young people to benefit from the programs of Scouting. He, likewise, expressed his gratitude to the Boy Scouts of the Phil- ippines for sponsoring the dinner. “This means that all the proceeds from the ticket sales and all your financial pledges will directly go the Foundation,” said Chao. Also featured during the dinner were the heartwarming testimonials from the Ticket-to-Life (TTL) Manila Scouts who shared their respective stories and how Scouting changed their lives. “I was once a failure and had been exposed to vices, but Scouting changed my life, and I am proud to stand before you as a Rover Scout,” said Joseph Anderson of TTL-Manila. EditorialUnit Leader Empowerment

The volunteers, especially the Unit Leaders, are the heroes of the Scout Movement. They

give their time, their effort, their physical and mental capacity, their wealth, their personal property. All the other adults could be gone, but when the Unit Leaders are there, the Scouting Program continues.

After youth empowerment, the next step is Unit Leaders empow-erment. As Scouting officials, we should do all we can the best we can for our Unit Leaders – they do most of the work. We ought never to desire their admiration. We need be the ones admiring their work.

All our efforts, program ideas, program exchanges, conferenc-es, training courses, publications, Scouting employees, must be in support of our Unit Leaders in the field. The Unit Leaders implement the program, need we say it? Let us not forget, programs are words on paper unless they are implemented! Let us not forget, young people spend their time, their energy, their resources in the Movement because of their Unit Leaders.

We humbly salute our Unit Leaders. Theirs is not an easy job. Much of the time, young people are in Scouting because their Unit Leaders inspired

Announcement of the newly-elected Chair and two Vice Chair of the Asia Pacific Regional Committee has finally come. A historic moment passed when Ahmad Rusdi

received the Badge of Office as Asia-Pacific Regional Scout Committee (APRSC) Chair from Paul Parkinson who completed his term of office today. “This appointment is an honour for Indonesia and Gerakan Pramuka, and I thank the support from all Committee members,” he said.

Ahmad Rusdi, Gerakan Pramuka International Commission-er,will be assisted by two Vice Chairs:Hiroshi Shimada, Scout Association of Japan’s International Committee Chair and Dr. Somboon Bonyasiri, former APR Management Subcommittee Chair (2015–2018) and National Scout Organisation of Thailand National Executive Board Member.

Both took the Scout Promise and signed their Oath of Office with the remaining seven Committee members: Ahmed Ali Maniku(Scout Association of Maldives), Bhaidas Ishwar Na-garale(Bharat Scouts and Guides), Chay Hong Leng(Singapore Scout Association), DrIe-Bin Lian (Scouts of China), Dale Cor-vera (Boy Scouts of the Philippines), Elston Colin Hynd (Scout Association of Australia), and Mohammad Rafiqul Islam Khan (Bangladesh Scouts).

Five Regional Subcommittees were formed and their re-spective Chairs were also announced.

Boy Scouts of the Philippines National Chief Commissioner Cedrick Gayona Train was named APR Programme Subcom-mittee Chair and his compatriot National Treasurer Jimmy Ang Chairof the APR Financial Management Subcommittee.

Singapore Scout Association National Chief Commissioner Antong Shahrudin Rahmat chairs the APR Adults-in-Scouting Subcommittee and Scout Association of Australia Chief Com-missioner Neville Tomkins takes on the role in the APR Govern-ance Subcommittee.

Persekutuan Pengakap Malaysia Assistant National Chief Commissioner Dr. Ahmad Sabri Saad chairs the Communica-tions and Partnership Subcommittee and the Foundation Man-agement Subcommittee is chaired by Dr Chao Shou-po (Scouts of China), who previously served as APRSC Chair (2012–2015).

“Continuous partnership is expected among the incoming elected officials,” said APR Regional Director Jose Rizal C. Pangilinan. “The organization’s volunteers and employees work hand-in-hand. Since we are moving forward towards the realiza-tion of Vision 2023 of WOSM,we must ensure that the Regional plan is implemented during the triennium which is aligned with the WOSM triennium plan,” Pangilinan added.

It has been the tradition of the Association of Top Achiever Scouts, famously known as ATAS,

to gather its members at interna-tional Scout events all over the globe. Existing for 14 years, this company of Scouts who attained the highest rank in their respective NSOs aim to strengthen friend-ship and harmony through continued relationships with the members, support and complement the work of their respective NSOs and WOSM, and to develop networking amongst associates for sharing of experiences and knowl-edge.

On 18 October, the Conference here became a venue for historic meeting of the brotherhood of top achievers. It was the second gathering held in the Philippines; while the first was in 2009 on the occasion of the 26th APR Scout Jamboree in the Philippines. With almost 200 Scouts and leaders who participated, ATAS#002 from Korea Scouts As-sociation said: “This gathering is vital as it reminds you all of what a top achiever is and to lead a progressive scheme in your Scout associations. ATAS! ATAS! ATAS!”With thun-dering applause, the program was followed with a cultural dance presentation from the Brighton Venturers of the Boy Scouts of the Philippines, and messages from Craig Turpie, Ahmad Alhendawi, and Wendel Avisado that sent the top achiever Scouts a message of service, brotherhood, and growth.

These gatherings of ATAS continue to enliven the Scouting spirit beyond the highest achievement attainable in the respective Scouts’ NSOs. The next ATAS gathering will be held at the Hong Kong Scout Centre on 3 November 2018.

26th APRSC breakout sessions

The spirits kept high among delegates during the “break-out” session at the 26th APR Scout Conference, PICC, Manila, Thursday 18 October 2018. All 600 delegates were

assigned to one of seven breakout groups.The seven groups were: (1) APR Plan 2018-2021 and WOSM Triennial Plan 2017–2020, (2) Diversity & Inclusion and Dialogue for Peace, (3) World Adults-in-Scouting (AIS) Policy and eLearning, (4) Educational Methods in Global Support Assessment Tool, (5) Scouting and Sustainable Development Goals, (6) Messengers of Peace, and (7) Growth.Facilitators from the WOSM and APR offices handled the breakout groups.

During the meeting, it was discussed that the APR Plan is aligned with WOSM’s Triennial Plan. It was understood that the needs of each NSO are unique. The plan also aims to monitor and keep track of the NSOs’ development and achievements. It promotes inclusion and diversity having “In Growth, Everyone Counts” as its main theme.Diversity and Inclusion

The group highlighted the importance of considering the differences of NSOs. Also, NSOs in the Region must be able to initiate efforts on diversity and inclusion through the creation of a position paper. It was emphasized that the program should always be inclusive in all aspects – inter-religious, inter-cultural, and cross-border.World AIS Policy and E-learning

The meeting highlighted key points on Recruitment, Per-formance, Decisions for the future and Recognition. The group recommended that Adult Training must be multimodal in de-livery, placing emphasis on eLearning opportunities, a creation of a set of guidelines for best practices in all parts of the AIS lifecycle, and the establishment of an APR network or avenue to share ideas for Trainers.Educational Methods in Global Support Assessment Tool

The World Triennial Plan aims to have 75% of NSOs to complete the GSAT assessment, looking at its 10 dimensions

– (1) NSO-WOSM Institutional Requirement, (2) Governance Framework, (3) Strategic Framework, (4) Integrity Management, (5) Communication, Advocacy, and Public Image, (6) Adults in Scouting, (7) Resources Allocation and Financial Controls, (8) Youth Programme, (9) Growth Potential, (10) Continuous Improvement. During the presentations, the facilitator said that APR was not far behind compared with GSAT statistics of the world.Scouting and Sustainable Development Goals

The session was partitioned based on two objectives. The first was about the relationship between Scouting education and Education for Sustainable Development, emphasizing the Sustainable Development Goals (SDGs), one of the seven critical issues in the Asia-Pacific Region. The second objective was to make a list of recommendations regarding Education for Sustainable Development

Messengers of PeaceScouts around the world have contributed more than one

billion service hours for Messengers of Peace (MoP) activities, and around 840 million of those hours were credited to APR. (WOSM made a projection of over 3 billion service hours by the year 2030). AP Region actually achieved over 840 million,but some projects and events in MoP were not reported and docu-mented in scout.org. The group recommended the creation of an approved structure, in collaboration with the Youth Program team, to implement and evaluate the MoP program in the NSOs.Growth

The Growth breakout group discussed the challenges that hinder NSO growth. Some of these were lack of financial resources from the government, increased focus on formal ed-ucation, retention of existing members, increase in competing organisations, and lack of consistency in leaders’ provision for the program. With these challenges, the group identified the following solutions: formalize leadership recognition, provide logical progression for young people to be leaders to prevent them from leaving the Movement, and projecting the message that Scouting is inclusive.

Alhendawi: A Man of Serviceby Isaias Florante III V. Fermin

The Scout Movement, now on its 111th year, expects to have 100 million member Scouts by year

2023 and still continues to be the lead-ing educational youth movement. Ahmad Alhendawi is currently the Secretary General of the World Organization of the Scout Movement, the 10th person to oc-cupy the position. He became a Scout at the age of 12. The Secretary General de-scribed the experience of being a Scout “…as a profound impact on my life… it was the first time I realized that educa-tion is not limited to the classroom.”

“The non-formal education being offered in Scouting contributes to the development of a young person,” he added.

Before joining WOSM, Alhendawi was the United Nations (UN) Secretary General’s Envoy on Youth. He is said to be the youngest senior official in the record of the UN. As the Envoy on Youth, he worked with agencies, governments, and organisations to coordinate issues concerning youth.

Secretary General Alhendawi values the voices of young people. He said, “It’s time for young people to voice their ideas and concerns.” “We need young people to come here and that’s my com-mitment to young people,” he added.

With his credentials focused on youth development on a global scale, he never leaves the idea of service and advocacies wherever he goes. He is truly one person to call a Scout.

on top of the proceeds from the fees of new Foundation members and the auction of donated items from key Scouting officials. Aside from this, the proceeds from the sale of special Foundation Badges produced by the Scout Association of Macau were also turned over, amounting to US$10,000.00.

An auction of a limited-edition scarf from former WOSM Secretary General Luc Panissod was also held for the benefit of the Africa Scout Foundation.

“We shall close this Fundraising Dinner with the mark of a winner. We all won. We are all victors.” said BSP National President Wendel E. Avisado during his vote of thanks.
