An intergovernmental agreement on simplified procedure for calls of warships to the ports of Russia and Myanmar was reached on Saturday after talks between Russian Defence Minister Sergei Shoiguand the commander-in-chief of the Myanmar Armed Forces Senior General Min Aung Hlaing.

The agreement was part of moves to extend military cooperation between the two nations, and Shoigu says the nations are ready to implement a large-scale bilateral military cooperation plan.

"We point to a positive dynamics of the cooperation between Russia and Myanmar in the military sphere, an additional impetus to which was given by the agreement on military cooperation of 2016,"said Shoigu, General of the Army. Russian news agency TASS reports the minister saying that Russia is set to strengthen the armed forces’ combat readiness. The countries’ military support regularcontacts, he said. "We pay special attention to visits of the Russian military ships to Myanmar’s ports, and we expect visits to Russia of the warships from Myanmar," Shoigu said.

Shoigu also says Russia is ready to share its experience of fighting long-range unmanned aerial vehicles used for attacks by terrorists in Syria with Myanmar. “There is a new terrorist threat evolved inSyria – unmanned aerial vehicles that can operate at a range of over 100 kilometers (62 miles).” He pointed out that such terrorist attacks can happen elsewhere, not only in Syria.

Shoigu is visiting Myanmar, Laos and Vietnam during a working trip to Southeast Asia from January 20 to 23.

Ramzan Kadyrov, the strongman ruler of Chechnya, has challenged the Russian government’spolicy on Myanmar because of Yangon’s persecution of the country’s Rohingya Muslim minority.

His threat highlights the fragility of Moscow’s control over Chechnya, the tense North Caucasusterritory over which it fought two bloody wars.

Chechnya has been kept quiet over the past decade only thanks to a deal under which Mr Kadyrovreceives generous financial support from Moscow and a free hand to run the republic as a personalfiefdom in exchange for loyalty to president Vladimir Putin.

“If even Russia will support those [devils] who commit crimes, I am against the position of Russia, because I have my own view, my own position,” Kadyrov said in a 30 minute video messagepublished on social media on Monday. He called the suppression of the Rohingya a genocide andcursed those who commit crimes against Muslims.

Hundreds have died over the past week amid aninsurgency in northwestern Myanmar where theRohingya live. Tens of thousands have fled toneighbouring Bangladesh.

Russia, along with China, has been opposinginternational proposals to condemn or sanction theMyanmar government over its handling of the crisis.

Mr Kadyrov said in his video address that it wasimpossible to intervene with troops because this wasthe prerogative of the state. “But if it were up to me, ifthere was the possibility, I would hit there even withnuclear [weapons], simply eradicate those peoplewho kill children, women, old people.”

Mr Kadyrov’s threat was underpinned by a rallyorganised by his government and attended by him

and the entire Chechen leadership on Monday. Regional authorities said more than 1m peopleattended.

A preacher addressing the crowd said that if it was up to him, Chechnya would send an immensearmy of fighters to Myanmar. “Each of those warriors loves death more, much more, than theirmiserable lives,” he said.

The threats triggered an outcry among members of the Russian opposition.

“We have created in Russia and are sponsoring with tax money an extremist Islamist regime whichis threatening the world with an army of suicide bombers,” opposition leader Alexei Navalny wroteon Twitter.

Mr Kadyrov’s address came a day after hundreds ofMuslims gathered for an unsanctioned protestoutside Myanmar’s embassy in Moscow on Sunday.

Riot police watched but did not break up thedemonstration, although holding such rallies withoutgovernment approval is illegal in Russia.

Mr Kadyrov praised a move by Turkish presidentRecep Tayyip Erdogan to accuse Yangon of genocideagainst the Rohingya, and raise the issue at the UNGeneral Assembly later this month. “Erdogan’sposition is the best and most open one, we supportit,” Mr Kadyrov said.

Russia had established diplomatic relations with Myanmar, when it became independent and it remained even today after the fall of the Soviet Union. China and

Russia once vetoed a U.N. Security Council resolution designed to punish Myanmar.[1][2] In recent years, China has shown a lack of willingness to back the

Myanmar government and has attempted to stabilize the political situation in Myanmar.[1]

In June 2016, the two countries signed a defence cooperation agreement.[3] Min Aung Hlaing and Sergei Shoigu announced their intention to expand military

cooperation in a 2018 meeting.[4]
