225 KEY HABITATS AND BIRDS The Arctic tundra in northern Russia (Biome AS01: Arctic tundra and SA 087: Chukotski peninsula) is immensely rich in breeding waterbirds, in particular waterfowl and shorebirds, most of which migrate to other parts of Asia and to Australasia outside the breeding season. Many waterbird species nest only in the tundra zone (and its interface with the taiga zone), including the threatened Lesser White-fronted Goose Anser erythropus, Red- breasted Goose Branta ruficollis, Siberian Crane Grus leucogeranus and Spoon-billed Sandpiper Eurynorhynchus pygmeus. The vast expanse of coniferous taiga forest (and associated wetlands) that extends across Eastern Siberia, and the temperate forests in south-east Russia (Biome AS02: Boreal forest – Taiga, Biome AS03: North-east Asian temperate forest and SA 088: Sakhalin) support huge numbers of breeding birds, many of which migrate to East and South-East Asia in winter, including the threatened Baikal Teal Anas formosa and Hooded Crane Grus monacha. The riverine forests in south-east Russia support the threatened Scaly-sided Merganser Mergus squamatus and Blakiston’s Fish-owl Ketupa blakistoni. There are steppe grasslands (and associated wetlands) in parts of south-east Russia (Biome AS04: Eurasian steppe and desert). Large areas of these steppes have been converted to agriculture, but the remaining grasslands still support threatened species such as Imperial Eagle Aquila heliaca and Great Bustard Otis tarda. The Altai-Sayan mountains have extensive areas of alpine scrub, grassland and barren, rocky areas (Biome AS05: Eurasian high montane – Alpine and Tibetan), and support populations of high- altitude specialists such as the endemic Altai Snowcock Tetraogallus altaicus. KEY HABITATS AND BIRDS

Legislation relevant to IBAs includes the Law on EnvironmentalProtection of 1991. The 1993 Constitution of the RussianFederation states in article 9: “land and other natural resourcesare used and protected in the Russian Federation as the basis ofthe life and activity of the population inhabiting the correspondingterritory”. Article 42 of the constitution states: “everyone has theright to a healthy environment, accurate information about itsconditions, and compensation for damage to health or property asa result of violation of the environmental law”.

There are several categories of protected areas in Russia. Naturereserves (zapovedniks) are primarily to protect examples ofparticular ecosystems or landscapes, and, less frequently, to protecta particular species. Many of them have a permanent scientificresearch station. They are under the jurisdiction of the State Servicefor Environmental Protection, part of the Ministry of NaturalResources. At 2001, 101 zapovedniks protected 340,000 km2

throughout the Russian Federation, including 65,000 km2 of marinearea, and they cover 1.6% of the land area of the country. Wildliferefuges (zakazniks) are created to limit, temporarily or permanently,some forms of economic activity to protect ecosystems or particularspecies; the main reason for their establishment has been to regulatecommercial hunting to preserve wildlife. They can be establishedby both federal and regional government; there are more than onethousand regional zakazniks that, in principle, protect c.440,000km2 and 69 federal zakazniks that total 115,000 km2. The two mainbodies leasing zakaznik land to users are the Ministry of NaturalResources (timber allocations) and the Hunting Administration

(hunting licences). Other forms of protection include national parks(at 2000, there were 35 in Russia covering 70,000 km2 or 0.6% ofRussian territory, but none in the Russian Far East) naturalmonuments, regional nature parks and “territories of traditionalnature use”.

OVERVIEW OF THE INVENTORY

• Of the 169 IBAs in eastern Russia, 114 support globallythreatened species, four have restricted-range species, 89 havebiome-restricted species, 153 qualify as IBAs because they holdlarge congregations of waterbirds and/or seabirds, and one IBAis an important bottleneck site for migrating raptors.

• The IBAs listed here cover just over 3% of the land area ofeastern Russia. The birds and other biodiversity have not yetbeen surveyed in many parts of this vast, sparsely-populatedregion, and it is anticipated that future field surveys will identifymore sites which qualify as IBAs.

• All major habitat types in eastern Russia are well representedin the IBA network, with the Arctic tundra biome representedin 41 IBAs, extensive areas of boreal forest found in 28 IBAs,north-east Asian temperate forests in 16 IBAs, steppe grasslandsin 11 IBAs and Eurasian high montane habitats in five IBAs.Outstanding IBAs for threatened forest birds include: Middlereaches of the Bikin river (IBA 154) and Middle reaches of theIman river (IBA 157) in Primorye.

• Almost all of the IBAs in eastern Russia contain some wetlandhabitat, and all major wetland types and regions are representedin the IBA network. Outstanding IBAs for threatened wetlandbirds include: Torey lakes (IBA 55) in Chita; Kytalyk ResourceReserve (IBA 72) in Yakutia; Lower Anadyr lowlands (IBA84) and Vankarem lowlands and Kolyuchin bay (IBA 87) inChukotka; Malkachan tundra (IBA 133) in Magadan;Konstantin and Tugur bays (IBA 141), Udyl’ lake (IBA 148)and Bolon’ lake (IBA 150) in Khabarovsk; MuraviovskiyWildlife Refuge (IBA 151) and Arkhara lowlands (IBA 152) inAmur; Khanka plain (IBA 159), Islands in Peter the Great bay(IBA 161) and Lower Tumen river (IBA 162) in Primorye; andNorth-east Sakhalin lagoons (IBA 163) in Sakhalin.

• There are 19 IBAs in eastern Russia with large concentrationsof breeding seabirds, most of which are small offshore islands.

CONSERVATION ISSUES

• The main threats to forest IBAs and their biodiversity in easternRussia are logging, conversion to agriculture, development(mainly infrastructural and industrial), and pollution and over-fishing of forest rivers.

• Steppe grasslands in eastern Russia are under pressure fromdevelopment, cutting of nesting trees, steppe fires, pesticides anddisturbance by people and livestock.

• The wetlands in many parts of eastern Russia are under lesspressure than those in most other parts of Asia. However, tundrawetlands are potentially threatened by oil exploration anddevelopment and associated pollution. The coastal wetlandsaround the Sea of Okhotsk and the northern Sea of Japan arethreatened by the development of several major new coastal ports,roads and other infrastructure, and Steller’s Sea-eagle is likely tobe affected by a predicted collapse in salmon populations (becauseof overharvesting of salmon runs) as well as increased disturbance.Many steppe wetlands are gradually drying up, as a result ofirrigation schemes and possibly climate change. Problems on thelower Amur and Ussuri floodplains include wetland drainage,development, agricultural fires, cutting of nesting trees, pollutionand pesticides, and human disturbance.

• Of eastern Russia’s 169 IBAs, 41 (24%) are wholly withinprotected areas, 29 (17%) are partially protected, 86 (51%) areunprotected and 13 (8%) are of unknown status. Importantproposals for new protected areas include the Bikin river basin(including IBAs 153 and 154) and the Iman river basin (includingIBA 157) in Primorye. Extensions have been proposed toKytalyk Resource Reserve (IBA 72) to increase coverage of the

breeding grounds of Siberian Crane. A number of problems areaffecting the protected areas system in eastern Russia, linked tothe on-going decentralisation of administrative structures withinthe country, a recent steep decline in funding for reserves, thelack of a unified management and planning structure, and poorpublic support. These issues urgently need to be addressed tomaintain the effective protection and management of key areasfor biodiversity conservation.
