1 Introduction
In April 2016 Rutland County Council (RCC) instructed AECOM to carry out a feasibility study to
identify improvements to address the accident cluster site in the vicinity of the Market Place
and the junction between High Street East, High Street West and the A6003.

Site Description
The junction is located in the heart of Uppingham town, on the A6003 at the top of a hill, with a
slight stagger between east and west high streets. The road has a number of buildings close to
the carriageway and footways of varying widths. A signalised pedestrian crossing links the two
high streets. To the east of the junction is the Market Place and the main shopping area of the
town along High Street East. The Market Place is generally used for parking but hosts the
market on a Friday and various other special events throughout the year. The high streets and
Market Place are within a conservation area protecting the older portion of the town.

2 Accident Data and Analysis
The accident data provided by RCC (See Appendix A) covers the 10 year period from 1st
April
2006 to 31st
March 2016. Analysis of the data demonstrates patterns in the type of accident.
2.1 Accident Data Summary
The following list highlights the main points to note:
• A total of 7 personal injury collisions have occurred within the study area over the past
10 years.
• All collisions were slight and occurred on weekdays, during daylight hours.
• The collision that occurred on 05/08/2013, involved a delivery driver running himself
over, having forgotten to apply his handbrake. This accident is considered to be non-
treatable and has therefore been excluded from the percentages and totals below.
• 5 out of the 6 treatable accidents (83%) are vehicle vs pedestrian.
• 3 out of the 6 treatable accidents (50%) are related to vehicles colliding with
pedestrians when moving off from a parked position.
• 1 out of the 6 treatable accidents (17%) was a vehicle only collision.
• The last recorded accident was 27th
February 2014.
• The Doctors surgery moved from the A6003 London Road in March 2014, there have
been no accidents involving pedestrians after this date.
• All pedestrians involved in accidents were over 70 years of age with an average age of
77.
• Driver ages varied between 22 and 89 with no particular demographic.
• Postcodes of the drivers involved indicate that the majority of drivers were locals, with
50% of drivers living within 3 mile radius.
2.2 Accident Analysis
No personal injury accidents have occurred on High Street West or at the junction between High
Street East, High Street West and the A6003. Of the three accidents which resulted from
vehicles colliding with pedestrians when moving off from a parked position, two occurred on
High Street East and one occurred in the Market Place.
Between 2006 and 2013, the vehicular exit from the Market Place onto the A6003 (London
Road) was the site of two collisions involving pedestrians and one vehicle only collision.
However, it is likely that the relocation of the doctors surgery in 2014 has significantly reduced
pedestrian traffic and hence the potential for pedestrian collisions in this location.
The substandard visibility for vehicles exiting the Market Place at this point is considered to be
the main contributory factor to the vehicle only accident which occurred in this location.
However, due to the low number of vehicle only accidents which have occurred within the study
area over the past 10 years, there is not considered to be a significant vehicle-only accident
problem.

A high proportion of the treatable accidents have involved pedestrians. However, due to the
low number and severity of accidents occurring within the study area, along with the fact that
no accidents have occurred within the last two years there is not considered to be a significant
pedestrian accident problem at this site. However, it should be noted that all the pedestrian
accidents have involved elderly pedestrians. This report will consider whether engineering
measures can be put in place which will reduce the risk to elderly and vulnerable pedestrians.
3 Speed data
A speed survey was completed by RCC using a static camera. Speed readings were taken
between High street East and Leamington Terrace in order to assess the 85th
percentile speed
within the 30mph restriction. The data collected between 19/10/2015 and 26/10/2015 shows
the 85th
percentile speed to be 27mph in both directions along the A6003 (see Appendix B).
4 General Observations & Discussion
The following observations are based on site visits undertaken on 1st
April and 9th
May 2016:
• Parking provision within Uppingham includes the Market Place and on-street parking in
addition to pay and display facilities at the Co-operative supermarket and North Street
East car park.
• Parking provision within the Market Place is reduced on market days and during special
events, resulting in a reduction in free parking during peak periods.
• Parking on High Street East is provided in on-street parking bays with single and double
yellow lines providing additional restrictions to manage parking (see Photographs 1&2).

Shoppers, blue badge holders and delivery drivers were observed using the single and double
yellow lines for parking, causing obstructions on the high street (see Photograph 3).

A6003, High Street East and West Junction Layout: The junction between High Street East, High
Street West and the A6003 (see Photograph 4) is a staggered crossroads with a bend on the
approach from the north and a hill on the approach from the south. Forward visibility along the
A6003 is limited by the alignment and the proximity of the buildings to the road. The one way
systems on the High Street East and West prohibit vehicles from exiting the High Streets onto
the A6003. Accident data does not indicate that there is a safety problem at this junction.

Market Place Exit Junction Layout: The exit from the Market Place on to the A6003 is a one way
junction approached by a narrow section of carriageway bordered by buildings (see Photograph
5). Visibility for traffic exiting the junction is substandard due to the proximity of the A6003 to
the surrounding buildings (see Photographs 6 & 7). Based on OS data and measured from a
2.4m set-back, the stopping sight distance of 70m is achieved to the north of the junction. To
the south only a distance of approximately 7m is achieved. Alterations to the road layout in
order to improve the visibility are not feasible due to the fact that the highway and footway
widths are constrained by the close proximity of the buildings.

Existing pedestrian crossings: The existing pelican crossing (see Photograph 8) provides
pedestrians with a safe location to cross the A6003. During a site visit it was noted that the
crossing appeared to be offset from the current pedestrian desire lines. A number of
pedestrians could be seen crossing the A6003 from the north side of High Street East.

Whilst there are no formal pedestrian crossings along High Street East, there are a number of
dropped crossings (see Photographs 9 & 10) but pedestrians typically cross the High Street
between parked vehicles. However, during site visits, pedestrians were observed crossing the
road easily and safely as a result of the low traffic volume and speed.

Pedestrian desire lines: The highest pedestrian movements are centred around the Market
Place and along the high streets. Within this area there appear to be no specific desire lines with
pedestrians crossing between numerous local businesses at oblique angles to the road. There
are a number of passageways (see Photographs 9, 10 & 11) on the north side of High Street East
that lead towards car parks and small businesses to the north. These passageways see
concentrations of pedestrian activity and the two larger passageways have parking restrictions
and dropped crossings at the roadside. Since the Doctors surgery has relocated it is likely that
there has been a reduction in the number of pedestrians crossing the A6003 London Road at the
vehicular exit located to the south of the Market Place.

Surfacing Signage and Road Markings:
• Signage is generally good, providing clear directions for the one-way system.
• Road markings are worn, particularly the ‘NO ENTRY’ marking on High Street East and
the ‘zig-zag’ markings on the approach to the pedestrian crossing (See Photographs 3 &
8).
• The road surfacing and high friction surfacing are generally in good condition.
Existing speed limit: The existing 30mph for the A6003 London Road appears to be appropriate
and is well observed. This is due to a combination of the street scene, the alignment of the road,
the limited forward visibility and traffic calming measures. The accident data indicates that none
of the collisions have been attributed to speed and the 85th
percentile speeds are within the
30mph speed limit.

5 Options Considered
Option 1 - Kerb build out crossing locations: Introduce kerb build-out crossing locations on
High Street East in addition to widening the footway on High Street East near to its junction with
the A6003 (see drawing in Appendix C). The improvements would need to be introduced
sympathetically within the conservation area to maintain the character of the Market Place and
High Street. At detailed design the impact on large vehicles entering the High Street, the
carriageway width, surface water drainage and Traffic Regulation Orders would need to be fully
considered.
Advantages:
• Encourages pedestrian desire lines that reduce conflict with vehicles.
• Improved visibility from/to pedestrians crossing.
• Reduced likelihood of pedestrians crossing between parked vehicles.
• Reduced width of road for pedestrians crossing.
• Dropped kerbs providing improved crossing facilities for mobility impaired users.
Disadvantages:
• Small reduction in on-street parking.
• Some pedestrians may still choose to cross between parked vehicles.
Option 2 - Designated Pedestrian Routes within Market Place: Introduce a designated
pedestrian route across the north side of the Market Place in addition to designated pedestrian
routes within the Market Place itself in order to reduce the conflict between pedestrians and
vehicles.
Advantages:
• Encourage pedestrian desire lines that reduce conflict with vehicles.
• Highlight the presence of pedestrians to vehicles.
Disadvantages:
• May reduce the number of parking spaces available.
• Not all of the designated pedestrian routes could be used on market days.
• Some interaction between pedestrians and vehicles is unavoidable and pedestrians may
choose not to use the designated routes.
Option 3 – Stop Sign and Stop Line at Market Place Exit onto London Road: Provision of a
regulatory stop sign to Diag. No. 601.1 with accompanying stop line on the exit from the market
place (See drawing in Appendix C) would prohibit vehicles from exiting the junction without
stopping. Based on an assessment using OS mapping data the junction appears to meet the
requirements for the provision of a stop line as set out in Traffic Signs Manual - Chapter 3.
Advantages:
• Prohibits motorists from exiting the junction without stopping.
• Highlights the substandard visibility and encourages motorists to exercise caution when
exiting the junction.
• Reduces the potential for vehicle / pedestrian conflicts at the junction.

Disadvantages
• Does not improve the substandard visibility at the junction.
• Some motorists may fail to comply with the stop sign.
• Due to the narrow width of the exit there may be no suitable options for mounting the
stop sign without risk of the sign being struck by vehicles.
• Requires Police enforcement.
Option 4 – Pedestrianisation of High Street East: Introduce a time-restricted pedestrianised
area on High Street East between the Market Place and Queen Street.
Advantages:
• Removes the potential for conflict between pedestrians and motorists during normal
shopping hours in this section of the High Street.
Disadvantages
• May affect trade within the town centre.
• Significant reduction in the amount of on-street parking available.
• Delivery vehicles unable to access properties or businesses during normal working
hours.
• Likely to require removal of the one-way system currently in place on High Street East
between the Market Place and the A6006.
• Costly to implement.
5.1 First Year Rate of Return
No First Year Rate of Return calculations have been completed for this site since the low
number and frequency of accidents over the past 10 years make it difficult to predict the
accident reduction and cost benefits associated with the engineering options.

6 Conclusion
Due to the low number and severity of accidents within the study area, along with the fact that
no accidents have occurred within the last two years, there is not considered to be a significant
accident problem within the extents of this study.
Market Place Exit onto A6003
The relocation of the Doctors Surgery reduces the likelihood of further pedestrian injury
collisions at the exit from the Market Place onto the A6003 without the introduction of
engineering measures. Given the fact that only one vehicle-only accident has occurred at the
exit from the Market Place during the past 10 years, the junction is considered to operate
safely, despite the substandard visibility. The safety measures described in Option 3 are
therefore not currently justified.
Market Place
Since only one pedestrian injury collision has occurred at the Market Place during the past 10
years, the Market Place appears to operate safely, despite the interaction between pedestrians
and vehicles. In order to reduce the potential for conflict the Market Place may benefit from
the introduction of designated pedestrian routes as described in Option 2 but this measure is
not currently justified solely on safety grounds.
High Street East
As there have been only two pedestrian injury accidents during the last 10 years on High Street
East, there is not considered to be a significant safety problem in this location. The
introduction of the kerb build-out crossing locations described in Option 1 is unlikely to be
justified solely on safety grounds based on the current accident record. However, it would
reduce the likelihood of further vehicle/pedestrian conflicts and improve crossing facilities for
the elderly and those with impaired mobility. Pedestrianisation of High Street East (Option 4) is
not currently justified and may lead to secondary conflicts associated with changes to the one-
way system.
7 Recommendations
It is recommended that Rutland County Council monitor the accident record at this site over the
next year to determine whether the recent safe operation of the Market Place, A6006 and High
Street East is maintained. Although none of the pedestrian improvements identified are
currently justified on safety grounds alone, it is recommended that Rutland County Council
consider introducing the measures outlined in Options 1 & 2 in order to improve pedestrian
facilities and reduce the potential for vehicle/pedestrian conflicts.
