    REGISTERand VOTEThe Register & Vote (RV) campaign is an all-out drive to draw out around ve to nine million Filipino voters for theMay 2010 elec ons in order to empower rst- me voters, encourage poli cal par cipa on among disenfranchisedFilipinos, and strengthen democra c processes for good governance. Moreover, it is a collabora ve e ort amongprogressive public servants, youth leaders, and reform advocates that believe in the power of the vote to challenge

    poli cs as usual.

    Why is such a drive necessary? Let us look at the gures:

    VOTING BY THE NUMBERSBy 2010, young Filipinos aged 35 and below will comprise 54% of the vo ng popula on.

    Around 5 MILLION of them will be rst- me voters.

    Thats enough to swing the vote. Enough to change the electoral landscape.Enough to change the face of Philippine governance.

    However, in 2007, almost 1 MILLION young Filipinos failed to vote.

    SEVENTY-FIVE PERCENT (75%) of them did not know that they needed to register before vo ng.

    If this number remains unchanged in 2010, 3.75 MILLION rst- me voters will be disenfranchised.

    Today, we have less than 200 days un l voter registra on ends on October 31, 2009.

    COMELEC says that only 10% of poten al rst- me voters have registered.

    Each data capturing machine has a maximum capacity of 200 to 350 registrants per day. There are only 1 to 2 datacapturing machines per municipality around the country.

    WE NEED TO STEP UP THE DRIVE TO REGISTER & VOTE.

    The Register & Vote bus, also called The RV, is both a symbol and a physical manifesta on of the groups commit -ment to enjoin more Filipinos in the drive for voter registra on.

    As a symbol, it aims to communicate that we are all in this ride together, and that the journey towards change and last -ing reforms cannot be done by a single person or en ty alone. As a physical manifesta on of a commitment, it plans tobring the Register & Vote drive to di erent parts of the country to ensure that Filipinos from all over are given enoughinforma on about and access to their power to choose their future leaders.

    Leading the Register & Vote campaign are public servants and reform advocates Sen. Kiko Pangilinan, Naga City MayorJesse Robredo, Akbayan Rep. Risa Hon veros, former Bukidnon Rep. Neric Acosta, youth leader and social entrepre -neur Bam Aquino, and author Alex Lacson. It is also joined by Isabela Governor Grace Padaca, Ifugao Governor TeddyBaguilat, Misamis Oriental Governor Oca Moreno, and San Fernando, Pampanga Mayor Oca Rodriguez.

    The RV campaign is also supported by various youth groups, led by YouthVotePhilippines, and First Time Voters Project.

    CHANGE: A CALL TO ARMS

    By 2010, young Filipinos aged 35 and below will comprise 54% of the vo ng popula on.Around 5 MILLION of them will be rst- me voters.

    Theres a clamor for change. Never before in the history of the Philippines has there been this much excitement overa na onal elec on. The electricity surrounding 2010 is that of a coming revolu onthe same revolu on that ended20 years of dictatorship and restored democracy.

    Around ve to nine million Filipino voters are quali ed yet unregistered for the May 2010 elec ons. These are thevoiceless sector of society that will ini ate the much needed change the Philippine poli cal landscape needs. Theseare the immobilized segment of the public that are idealis c, yet possibly disenfranchised from previous elec ons.There is a need for a drive to empower these people, encourage poli cal par cipa on among disenfranchised Filipinos, and strengthen democra c processes for good governance.

    But the odds are stacked against voters registra on.

    The Register & Vote (RV) campaign is spearheaded by public servants and reform advocates Sen. Kiko Pangilinan, NagaCity Mayor Jesse Robredo, Akbayan Rep. Risa Hon veros, former Bukidnon Rep. Neric Acosta, youth leader and socialentrepreneur Bam Aquino, and author Alex Lacson. It is also joined by Isabela Governor Grace Padaca, Ifugao Governor Teddy Baguilat, Misamis Oriental Governor Oca Moreno, and San Fernando, Pampanga Mayor Oca Rodriguez.

    Most of the names involved in the RV campaign are overshadowed by bigger names with even bigger voices in thepoli cal arena. But the prime movers of the RV campaign make up for passionate desire what they lack in renown (ornotoriety)the fervent desire to usher in a new era of genuine reforms in governance.

    The RV campaign is also supported by various youth groups, led by YouthVotePhilippines, First Time Voters Project,and Ayala Young Leaders Alliance.

    This was the easy part, Padaca says. As governor, she moved quickly to neutralize e orts by Dy loyalists to sabotageher governorship and astutely priori zed her agenda. She paid o two-thirds of the provinces huge debts and restored its scal credibility. She abandoned a bankrupt medical scheme for a sounder government-backed plan. And she

    launched a program to subsidize rice and corn farmers. These programs yielded fresh funds for new infrastructure, better medical coverage for more bene ciaries, and a boon for the provinces farmers and agribusiness sector. Meanwhile,Padaca increased the budgets for educa on and reforesta on and made inroads against illegal logging and gambling.With the province on a healthy foo ng, she challenged the dynasty again in 2007 and was elected to a second term.

    As she pursues her ambi ous agenda today, Governor Grace stays in close touch with her cons tuents. She challengesthem to reach beyond their poli cal comfort zones and to defend what is good in society. She reminds them that thepeople of Isabela are no longer the vic ms of cheaters and opportunists. Her victory is their victory, she says. I willwork every day to prove that democracy is the be er choice.

    Neric AcostaCongressman, House of Representa ves (1998-2007)CALD Secretary General 2005-present

    Dr. J.R. Nereus Acosta is the current Secretary General of the Council of Asian Liberalsand Democrats and the former Secretary General of the Liberal Party of the Philippines.He served as representa ve of Bukidnon province in Northern Mindanao to the Houseof Representa ves for three consecu ve terms (1998-2007). Apart from sponsorship of major environmental legisla on on clean water, solid waste management and biodiversityprotec on, he was the principal author of the groundbreaking Clean Air Act that has be -

    come a model of environmental legisla on in Asia. Dr. Acosta served as Chairman of theCommi ee on Ecology and Vice-Chairman of the Commi ees on Science and Technology,Human Rights, and Foreign Rela ons of the House of Representa ves. He has representedthe Philippines in numerous interna onal forums, including the United Na ons SpecialAssembly on HIV/AIDS and the Asian Forum of Parliamentarians on Popula on and Devel -opment, where he served as the Deputy Secretary General.

    An academic and civil society stalwart, he earned his PhD in Poli cal Science from theUniversity of Hawaii as an East West Center Scholar. He received a BA in Poli cal Sciencefrom the University of the Philippines, an MA in Public A airs (Interna onal Rela ons andPoli cal Studies concentra on) from the Indiana University of Pennsylvania and a endedthe special programs on Leaders in Development Program (1999) and Environmental Eco -nomics (2002) at the Kennedy School of Government of Harvard University. In 2004 hewas named the rst Filipino World Fellow of Yale University.

    Dr. Acosta is now Associate Professor at the Asian Ins tute of Management and the Ate -neo de Manila University. He con nues to be ac ve in micro nance, rural developmentand environmental protec on projects in his na ve Bukidnon.

    Jesse RobredoMayor of Naga City, Philippines

    Jesse M. Robredo, incumbent mayor of Naga City, Philippines, is an interna onally rec -

    ognized expert in local governance. He is an Edward Mason Fellow and a graduate of Masters in Public Administra on at the John F. Kennedy School of Government, HarvardUniversity, and Cambridge, Massachuse s. Previously, he completed his Masters in Busi -ness Administra on at the University of the Philippines, nishing at the top of his classas university and college scholar. He is an alumnus of the De La Salle University, havingobtained undergraduate degrees in Industrial Management Engineering and MechanicalEngineering.

    In 1988, he won his mayoralty bid, making him the youngest Philippine city mayor at theage 29. He would later serve the city for an unprecedented six 3-year terms as local chief execu ve.

    Cited in 1999 by Asiaweek Magazine for transforming Naga City from a lethargic Philip -pine city into one of Asias Most Improved, Robredo energized the bureaucracy, drama -cally improved stakeholdership and people par cipa on in governance, in the processrestoring Naga to its preeminent posi on as premier city of the Bicol Region. Today, Nagais considered a model local government in the country and a laboratory of local govern -ment innova on. Robredo is a member of the Liberal Party of the Philippines and a primemover behind the Kaya Na n!, a na onal movement that seeks to bring genuine changeand ethical leadership in the country.

    Risa Hon verosCongresswoman, House of Representa ves

    Congresswoman Risa Hon veros, currently in her second term as representa ve of

    AKBAYAN Party-list, is known as a progressive poli cian, a womens rights advocate,former journalist, and peace advocate. She is currently serving as a Deputy MinorityLeader in the House of Representa ves and is ac ve in more than 17 congressionalcommi ees.

    Her ac vism began when she was s ll a student in Ateneo de Manila University, where asa scholar she graduated cum laude. While s ll in school, she entered the world of journal -ism, a career she pursued for more than a decade. She was awarded the Golden Dove forBest Female Newscaster by the Kapisanan ng Mga Brodkaster ng Pilipinas (KBP) in 1994.She also became ac ve in the peace movement and served as the Secretary General of the Coali on for Peace and member of the GRP panel in the peace talks with the NDF. Shewas given the Ten Outstanding Young Men (TOYM) Award for Peace Advocacy in 2001.

    Risa became a single mother to four children when her husband suddenly died in 2005.Her family as her main inspira on, she has made her mark in Philippine poli cs as a prin -cipled public servant and as a champion of the voiceless.

    Alex LacsonLawyer and Author, 12 Li le Things Every Filipino Can Do To Help Our Country Nine years ago, A y. Alex and his wife Pia seriously contemplated on leaving the Philip -pines and migra ng to the U.S. or Canada. The country then was very chao c, and manyof the couples rela ves and friends were leaving the country for greener pastures abroad.But a er serious thought, they decided to stay.

    However, one of the things that keep on worrying Alex is this What if our Philippinesdoes not progress in the next 20 or 30 years? In their desire to be part of the solu on,Alex and his wife decided to do their part in helping the country.

    Alex decided to contribute his best talentwri ng. Seven months later, he nished 12Li le Things Every Filipino Can Do To Help Our Country. The book was edited by his wife.

    In less than 6 months from its publica on, the book became a na onal bestseller. Thebook is now on its ninth prin ng, as many companies, schools, organiza ons and individu -als order copies of the book in bulk. The author himself became busy in giving talks andspeeches in di erent parts of the country, including abroad. Alex is also the author of thefamous poem I Am Filipino.

    Teddy BaguilatGovernor, Ifugao Province

    The preserva on of the Ifugao culture and heritage is one of the main concerns of Ifugaogovernor Teodoro Teddy Baguilat, Jr., a proud Igorot who grew up in Manila but neverforgot his roots. Determined to learn more about his familys province, he le Manilawhen he was a junior in high school to con nue his studies in Kiangan in the province of Ifugao. Having grown up in the city, Governor Teddy took some me adjus ng to rural life,le ng go of some small luxuries like shoes, extra notebooks, and extra pencils.

    It was when he went to college in the University of the Philippines in Diliman that he realized how di erent rural life was with the urban. People from the provinces did not havethe same opportuni es as those who were born and raised in Manila. This led to himreturning to Ifugao in 1991 and establishing a non-government organiza on that grantsscholarships to underprivileged Ifugaos.

    A er being elected councilor of Kiangan, Governor Teddy saw an opportunity to preservethe Ifugao heritage through his posi on in government. One of the things he urges hispeople to do is to have someone in the family stay in the province to preserve their culture. The family members who leave in search of greener pastures elsewhere have to subsidize their rela ves who stay in Ifugao. Aside from this idea, the provincial governmentalso arranges cultural tours and has plans of restoring Ifugao rice plan ng rituals, as wellas revising a plan to rehabilitate the well-known Banawe Rice Terraces, all in the name of keeping Ifugaos rich culture and heritage alive.

    Bam AquinoTV Host, Entrepreneur

    In late 2006, Paolo Benigno Bam Aquino co-founded and is currently the President of Microventures, Inc., a social business enterprise that services micro nancing organiza -

    ons and their clients.

    Some me in 2007, he joined the board of Rags2Riches, Inc., another social business en -terprise that helps underprivileged women with livelihood projects.

    Previous to these entrepreneurial ac vi es, Bam was made Chairman of the Na onalYouth Commission (NYC), the main youth policy-making arm of the Philippine Govern -ment from 2003 to 2006. As such, he was the youngest person in Philippine history tohead a government agency.

    He hosted Breakfast and Yspeak for a number of years, two shows that focused on theyouth and aired on ABS-CBNs Studio 23. His latest show, Start-Up, a show for buddingentrepreneurs, currently airs on the ABS-CBN News Channel.

    Bam is also the President of the TAYO (Ten Accomplished Youth Organiza ons) AwardsFounda on, the countrys premier youth award-giving body for youth groups.

    His rst publica on, Young Southeast Asia, a book that focuses on young achievers inthe region and commissioned by the ASEAN, is currently available in bookstores in theASEAN.

    UNITY STATEMENTWe are public sector leaders, reform advocates, and Filipinos who believe that change is impera ve for the Philippines in 2010and beyond. We have seen how decades of corrupt, inept leadership has led us to a state of decay and des tu on, with government o cials con nuously robbing us of our dignity, pride, and welfare. For us to end this cycle of destruc on, we believe thatall of us must come together to elect a NEW GENERATION of public sector leaders who are commi ed to long-term reforms,sustainable development, and, above all, good governance.

    For REAL CHANGE to happen, we must wage an electoral revolt of progressive, independent-minded, and engaged ci zenswho can tell the di erence between good and evil, between the trapos and the genuine leaders. And we must do it NOW.

    We will begin by saying no to the apathy that paralyzes us. We will begin by registering and making ourselves counted amongthe NINE MILLION FILIPINOS who can CHANGE THE VOTE in 2010. We will begin by staying vigilant and keeping ourselves informed so that the forces who seek to perpetuate the old, inu le ways will not prosper. We will begin by collec vely ac ng onour fervent belief that the Philippines deserves be er.
