Background

• DEEP-SEA 2003, New Zealand• FAO COFI, 2005: management challenges of

deep-sea fisheries, particularly demersal deepwater fisheries

• Expert Consultation on Deep-sea Fisheries in the High Seas, Bangkok, 21-23 Nov. 2006

• Technical Consultation on International Guildelines for the Management of Deepsea Fisheries In the High Seas, FAO, 2008

• SEAFDEC-JFT Program on “Development of Demersal Fishery Resources Living in Un-trawlable Fishing Ground in SEA”, since 2006.

Deepsea 2003

• ...a response to the increasing exploitation of high-seas deepwater fisheries and the need to identify effective means of regulation to protect those fisheries and their environment. Technological development and market demand has both exacerbated these problems while increasing the opportunity and desire to exploit deepwater fisheries at increasingly unsustainable levels– Assessment and management of deepwater

fisheries; – Management of small-scale deep-sea fisheries;– Conservation and management of deepwater

fisheries; and– Bioprospecting in the high seas.

• Oceans, seas, and waters outside of national jurisdiction are referred to as the high seas*

* High seas highlighted in blue.

Expert Consultation on Deepsea Fisheries in High Seas

...to the concerns and suggestions made at the twenty-sixth session of COFI and took place from 21 to 23 November 2006 in Bangkok, Thailand. Experts from a range of disciplines and geographic areas were brought together to analyse four main aspects of deep-sea fisheries in the high seas: the overall resource, management of the resource, legal issues, and high seas marine protected areas.

International Guidelines for Management of Deepsea Fisheries in the High Seas

• Sustainable utilization of the deepsea fishery resources in consideration of minimizing short- and long-term impact to the deep sea marine environment, with proper management regimes

SEAFDEC-JFT: Development of Demersal Fishery Resources Living in Un-trawlable Ground in the SEA Region

• Deep-sea Fisheries Resources Exploration in the Southeast Asian Waters, 2007~2010– Investigate/explore deep-sea fishery resources

and fishing ground in SEA waters

– HRD on deep-sea fishery resources exploration

• Sustainable Utilization of Potential Fisheries Resources and Reduction of Post-harvest Losses. 2006~2009– Survey/analyze potential fishery resources in the

un-trawlable grounds in SEA waters

– R&D on the reduction of post-harvest losses for fish handling at sea.

Overall Objectives

• Encourage SEAFDEC MCs on deep-sea fishery resources exploration

• Support research survey of the MCs using MV SEAFDEC2 and their national research vessels

• HRD on deep-sea exploration

Specific Objectives

• Develop SOP for deep-sea fishery resources exploration

• Exchange of experiences/views• Improvement of deep-sea sampling gears:

beam trawl, otter-board trawl, trap, etc.• Formulation of the future plan activities at

regional/national level on deep-sea fishery resources exploration.

Envisaged Output

• Set of SOP:– deep-sea fishery resource exploitation– sampling gears

• Recommendations for future improvement of current deep-sea sampling gears and methods

• Future plan of activities for regional/national collaboration on the deep-sea fishery resource exploration.

Tentative Agenda (1 of 2)

• Opening and Introduction• Sharing Experiences on Deep-sea

Resources Research and Survey– Technical requirements and prerequisites for

the deep-sea fishery resources exploration (DFRE)

– Experiences and lessons learned from regional/national initiatives on DFRE

• SEAFDEC• Survey in Continental Slope of the East

China Sea• National resources survey

Tentative Agenda (2 of 2)

• Clarification on the SOP– Challenges of assessment, application tools

– Interpretation of terms for DFRE

– Standardization of the specific procedure for the operation of the deep-sea sampling gear

• Development of Action Plan for Deep-sea Exploration/Survey– Identification of the requirement for future actions

at regional/national levels for DFRE

– Development of the regional/national programs/initiatives for future DFRE

• Conclusion• Closing
