PatrickWilliamsisapartneroftheVancouverlawfirmClarkWilsonLLPandamemberofthefirm’sStrataPropertyGroup.HeisalsoamemberoftheAlternativeDisputeResolutionPracticeGroup.Patrick’spracticefocussesonassistingstratacorporations,developers,andstrata-lotownerswithdisputeresolution.Heisanexperiencedandqualifiedarbitratorandmediatorwhohasmanagednumerousstrata-property,real-estate,andconstructiondis-putes.Patrickhaswrittenandpublishedmanyarticlesonissuesimpactingthestrata-propertyindustry,includingconstruction-relatedproblemsexperiencedbyowners,propertyman-agers,anddevelopers.Heisaregularcontributortoindustryperiodicalsandregularlyde-liverspresentationsandseminarstoindustrygroups,stratacorporations,andpropertymanagers.HehasalsopublishedarticlesregardingtheuseandbenefitofarbitrationandmediationasanalternativetocourtandisafrequentguestinstructorforthemediationcomponentoftheProfessionalLegalTrainingCourserequiredtobetakenbyallarticledstudentsinBritishColumbia.PatrickreceivedhisdisputeresolutiontrainingthroughtheContinuingLegalEducationSo-cietyofBritishColumbiaandtheBritishColumbiaArbitrationandMediationInstitute.HeobtainedhisBachelorofCommercedegreein1973andhisBachelorofLawsdegreein1974,fromtheUniversityofBritishColumbia.VeronicaBarlee(committeememberJuly2014–present)isaseniorpolicyadvisorwiththeprovincialgovernment’sOfficeofHousingandConstructionStandards.Forthepastsevenyears,Veronicahasworkedonstratalegislation,regulations,policies,andis-sues.StratahousingisavitaleconomicdriverandakeyhousingchoiceinBritishColumbia,providingalmost25%oftheprovince’shousingstock.Veronica’sprofessionalbackgroundincludesextensivepolicy-developmentandmanagementexperienceintheprivate,public,andnot-for-profitsectors,includingsmallbusiness,fundraising,forest-firefighting,and
BritishColumbiaLawInstitute—StrataPropertyLawProject(PhaseTwo) Page2of6BackgrounderNo.2—MembersoftheProjectCommittee 29September2016communityservices.HerMBAfromtheUniversityofAlbertaisaugmentedbyongoingpro-fessionaldevelopmentinpolicydevelopment,stakeholderconsultation,publicengage-ment,andinformationmanagement.LarryButtress(committeememberOctober2013–June2016)wasfirstlicensedundertheRealEstateActinBritishColumbiain1980.Workingforhisfamily’ssmall,independentreal-estatecompany,hesoldresidentialandmulti-familyrealestate,assistedinthecom-pany’sproperty-managementportfolio,andachievedhisagent’squalificationsin1982.ThatsameyearhebeganworkingwiththeRealEstateBoardofGreaterVancouverasthemanagerofitsMultipleListingService.In1986,heearnedhisDiplomainUrbanLandEco-nomicsandbecameamemberoftheRealEstateInstituteofBritishColumbiaandtheRealEstateInstituteofCanada.In1988,hewasappointedasREBGV’sexecutiveofficer,aposi-tionhehelduntil1995.In1995,hejoinedJCITechnologiesInc.asdirectorofreal-estateservices.Hesuccessfullynegotiatedthatcompany’spreferredsupplieragreementwiththeCanadianRealEstateAssociationthatledtothedevelopmentofmls.ca,nowREALTOR.ca,thelargestandmostfrequentlyvisitedreal-estatewebsiteinCanada.LarryjoinedstaffattheRealEstateCouncilofBritishColumbiain1998asitsmanager,in-dustrypractice.HehasbeenanactiveparticipantintheCanadianRegulatorsGroupaschairofitsInternetAdvertisingGuidelinesTaskForce,chairofitsElectronicTransactionsTaskForce,andvice-chairofitsAgencyTaskForce.In2003–04,Larryalsoservedasthedistrictvice-presidentoftheCanadianDistrictofARELLO,theAssociationofRealEstateLi-cenceLawOfficials.LarryrecentlyretiredasthedeputyexecutiveofficeroftheRealEstateCouncilofBritishColumbia.J.GarthCambreyhasover28yearsofexperienceintheproperty-managementindustryinBritishColumbia.GarthcurrentlysitsontheRealEstateCouncilofBritishColumbia,wasthefoundingdirectorandpastvice-presidentofStrataPropertyAgentsofBCandwasapastdirectorandvice-presidentoftheProfessionalAssociationofManagingAgents(PAMA).HeisanactivememberoftheRealEstateInstituteofBritishColumbiaandisin-volvedwithvariousindustryassociationsandcommittees.GarthhasbeenappointedbytheSupremeCourtofBritishColumbiaasanadministratorundertheStrataPropertyActon17occasionsandholdsaCharteredArbitratordesignationwiththeADRInstituteofCanada,actingasanarbitratorinstratadisputes.GarthisalsoinvolvedinvariousadvisorygroupswiththeBritishColumbiagovernment,providingsupportandadvicewithrespecttoprovinciallegislation,includingtheCivilResolutionsTribunalAct.TonyGioventuistheexecutivedirectoroftheCondominiumHomeOwnersAssociationofBritishColumbia(CHOA),aconsumerassociationinBritishColumbiawithover200000memberscomprisingstratacorporations,owners,andbusinessmemberswhoservethestrataindustry.TonyistheweeklyCondoSmartscolumnistforTheProvince,TheTimesColonist,and24HoursVancouver.Since2002,Tonyhaswrittenover1000columnsandin-formationbulletinsdedicatedtostratalivingandistheco-authorofAPracticalGuidetoBy-laws:TheStrataPropertyAct,andUnderstandingGovernance:StrataRulesoforderandpro-ceduresinBritishColumbia.Tonyhasservedasadirector/committeememberfortheHomeownerProtectionOffice,BCBuildingEnvelopeCouncil,CanadianStandardsAssocia-
BritishColumbiaLawInstitute—StrataPropertyLawProject(PhaseTwo) Page3of6BackgrounderNo.2—MembersoftheProjectCommittee 29September2016tion,theRealEstateCouncilofBritishColumbia,andcontinuestoplayanactiveroleinre-searchanddevelopmentofbuildingstandards,legislationforstratacorporations,andcon-sumerprotection.WithofficesinNewWestminster,Victoria,andKelowna,CHOAprovidesservicetoitsmembersthroughouttheprovince,promotinganunderstandingofstrataliving,andthein-terestsofstratapropertyowners.Onaveragetheassociationfields300inquiriesadayfromowners,stratacouncilmembers,managersandagents,anddeliversover100semi-narsannuallyonavarietyofstratarelatedtopicsincludinggovernance,operations,andadministration.TimJowettstartedwiththeVancouverlandtitleofficein1988andhasprogressedthroughtheyearsfromanexamineroftitleintohiscurrentpositionofseniormanager,E-businessanddeputyregistrarwiththeNewWestminsterlandtitleofficeattheLandTitleandSurveyAuthorityofBritishColumbia.TimcurrentlyoverseestheE-businessteam,agroupofspecialistexaminerswhoarere-sponsibleforthepublishedpractices,statutoryproceduresandfunctionalityrelatedtotheelectronicfilingsystem.Theteam’sworkinvolvesvariousenhancements,changes,andup-datestothesystemsandprocessesthatarebeingdoneinanefforttosupporttheneedsofstakeholders.Hisrolealsoentailsansweringquestionsfromavarietyofstakeholders,primarilylawyers,notaries,landsurveyors,andemployeeswithlocalgovernments.Timhaspresentedandisakeyparticipantatvariousmeetingsandconferencesonland-titleissueswiththesestake-holders.AlexLongson(committeememberJuly2016–present)startedhiscareerinrealestatein2005,shortlyafteremigratingfromtheUnitedKingdom,wherehehad20years’experi-enceintheautomotive-engineeringindustryworkingasatestengineerforFordMotorCompany.Hebecamelicensedforstratamanagementin2006withabrokerageintheOka-nagan,andsubsequentlybecamelicensedforrentalmanagementandasamanagingbro-kerin2009.In2012,hejoinedthestaffoftheRealEstateCouncilofBritishColumbiaandinhisroleasseniorcomplianceofficerheinvestigatescomplaints,advisesandeducatesli-censeesontherequirementsofthelegislation,andsupportstherealestatecouncil’sStrataManagementAdvisoryGroup.HehasalsobeenaguestspeakertotheStrataPropertyAgentsofBritishColumbiaandtheBritishColumbiaRealEstateAssociation,andiscur-rentlyaresourcetotheRealEstateCouncilofAlbertafortheCondominiumManagersIm-plementationAdvisoryCommittee.JudithMathesonstartedhercareerinrealestatein1980.Sheiscurrentlyareal-estateagentwithColdwellBankerPremierRealty.Judithhassoldthousandsofstratapropertiesasresales,aswellashavingworkedformanyofthetopstratadevelopersinBritishColum-bia.SheisrankedinthetopsevenpercentofrealtorsworldwidewithColdwellBanker,andisaColdwellBankerPremierRealtyTopProducer.
