1, We refer to the email advice received from the Foreign Assisted and Special Projects Office (FASPO) on 25 April 2014, providing us an advance copy of DENR's signed letter, endorsing the revised Procurement Plan. We reviewed the revised Procurement Plan and have no objection to its implementation. ,

2 Similarly, we were informed that the four major consulting packages are already with the DENR Secretary for his reviewlapproval. T o be able to commence project implementation activities, we would appreciate if these consulting packages be immediately advertised on ADB's Consulting Services Recruitment Notice (CSRN). ADBk project Administration Instructions 5.02, section C has the following guidelines on the advertisement process.

Advertising ( ~ o n s u l t i n ~ Services Recruitment Notice)

The EA posts the CSRN in the Business Opportunities section of ADB's website before shortlisting. For this purpose, the EA sends an e-mail to csrn@adb.orq, wifh a copy to the concerned project unit staff, stating all projects under ifs administration. Once the Operations Services and Financial Management Deparfment (OSFMD) receives this, if preregisters the EA so that an account may be created for the 13 for the CSRN posting. '

The EA's user ID and passwod will be emailed to the EA. The minimum posting time for each CSRN is 30 days. The EA may also adverfise the requirement in other appropriate media, including a local newspaper or international trade publication. ADB then provides the EA with a standard template for the CSRN that if could follow for the advertisement

3. We would appreciate DENR's facilitation of the advertisement of the consulting packages.
