2.PROJECT2.1. Description

This document outlines the processes for management and the technical outline for the work required to fracture stimulate Spring Gully 28. Halliburton and Vause will be used to perform the work.

The aim of the fracturing jobs is to remove skin damage caused by cement and mud invasion during the drilling and casing process. To bypass the formation damage, a small water and sand fracture stimulation will be placed into each coal seam.

2.2. Wellsite Control

Control of work sites is to be formally handed over between Service Groups in the following manner.

3.OPERATIONSALL PERSONNEL ONSITE HAVE THE AUTHORITY TO STOP ANY

ACTIVITY THEY BELIEVE TO HAVE AN UNACCEPTABLE LEVEL OF RISK

3.1. General1. The tasks listed in this program form a guide for the anticipated fracture stimulation activities and may need to be modified as the work progresses. Minor changes to the program may be made at the discretion of wellsite personnel in consultation with the Wellsite Representative and the Completions Superintendent. A Drilling Change Control Record approved by the Brisbane Office will be required when:• An equipment or well design change has an impact on safety• There is a material change to what is documented in this program• The cost impact of the change is greater than $20,000.

2. All personnel participating in the project must receive a Site Specific Induction from the OECSG Wellsite Representative prior to commencement of activities on the site and be outfitted with appropriate PPE. Non-essential personnel and casual visitors should be discouraged from entering the wellsite. Any visitors to the wellsite must receive the Site Specific Induction or a Visitors Induction.3. Toolbox Meetings (TBM) or Job Safety Analysis (JSA) meetings must be conducted prior to any new or critical operation and any change or variation in the procedure.4. No equipment is to be moved onto location until Weed Hygiene Declaration forms have been received and approved by the Operations Superintendent responsible for the area. The Origin Wellsite Representative will liaise with the Operations Superintendent prior to the equipment mobilising to the wellsite and arrange a handover to discuss local issues that may impact on the project.

IN ALL EMERGENCY SITUATIONS THE PROTECTION OF PERSONNEL IS PARAMOUNT. NO ATTEMPT SHOULD BE MADE TO ENTER A DESIGNATED EMERGENCY AREA.

3.3. Tasks

3.3.1.General Notes:

a) Confirm with Roma FSG that the landholder has been notified of the intended well activity prior to moving the rig and equipment onto location.

b) The frac spread shall not be moved onto location until the Origin Energy Wellsite Representative is present and (a) has been confirmed.

c) Safety meetings must be held at the appropriate times throughout the following task list, including field inductions upon arrival. All safety meetings, JSA and TBM shall be documented in the daily report.

d) Fluids are not to be discharged onto the well site, except to an approved pit.

e) The well site is to be cleaned up and restored as soon as is practicable.

f) When the spread has moved off location and the lease cleared of all equipment and rubbish, the OE Wellsite Representative will hand the well back to the Spring Gully Construction Manager or his nominee using the “Handover/Handback – Oil/CSG Well” form.

g) The cased hole logs (CBL-VDL-GR-CCL) have already been performed on 4th Aug 2006.

3.3.2.Specific Notes:

a) When rigging up the injection and primer lines, ensure that the primer line back to the frac pond is not connected to the top of the 6 way frac head. The primer line must be installed on one of the side outlets of the frac head to ensure that the well may be flowed back to the pit if required.

b) The installed 7” BTC x 7-1/16” 5K nipple and the 7-1/16” 5000 psi frac valve have not been pressure tested after installation. The 7” BTC x 7-1/16” 5K nipple should be new or tested (thickness & crack) prior to use on each campaign. The handover note to Origin Energy Completion Supervisor, or Spring Gully Construction Manager should clearly indicate that the casing nipples are to be returned to Origin Energy Roma once removed from the well at campaign end for inspection &

testing prior to re-use on subsequent fracture stimulation campaigns.

c) A safety meeting will be conducted daily and a toolbox meeting prior to any new operations. JSA’s and work permits should be completed for any operations required that are not part of the usual fracture stimulation program operations.

d) Baffle depths are from the CBL-VDL-GR-CCL log.

e) Exact flush volumes and decline times will be determined by the Origin Energy Site Frac Engineer.

f) The OE Wellsite Representative is to ensure the frac pond is fit for purpose before the arrival of the frac spread.

1. Prior to mobilising the Frac spread, arrange for the installation of the following on top of the casing stub: 0.5 m long 7” BTC N-80 23 ppf x 7-1/16” 5K R-46 casing nipple and 7-1/16” 5000psi frac valve. Refer to the included Wellhead Sketch for Pumping.

2. MIRU Vause logging unit and crane. Ensure all current emitting devices on site are turned off and perforating safety/danger signs are posted at lease entry point. Use the CBL-VDL- GR-CCL dated on 4th Aug 06 log to confirm perforation depth.

3. Open frac valve. RIH and perforate Frac #1 coal seams as per the attached Perforation Interval table. Pull out of hole. Close the frac valve.

4. MIRU Halliburton water frac spread. Mix Bacteria kill into frac pond and roll chemical into pond with blender unit. R/U on-the-fly dosage pumps for Bactericide and pH control chemicals.

5. Complete relevant work permits and conduct pre-job safety meeting with all personal on site prior to commencing fracture stimulations.

6. Pressure test surface lines to 5000 psi against the closed frac valve. Repair any leaks as necessary. Set PRV to 5,100psi and set electronic kick outs on the pumping units between 4800 psi and 4900psi.

7. Pump Frac #1 as per the included Pumping Schedule. Stop pumping and monitor decline until the Origin Energy Site Frac Engineer gives the OK to stop. Close the frac valve and bleed off pressure in the injection lines.

18. Pressure test surface lines to 5000 psi against the closed frac valve. Repair any leaks as necessary. Set PRV to 5,100psi and set electronic kick outs on the pumping units between 4800 psi and 4900psi.

19. Pump Frac #4 as per the included Pumping Schedule. Stop pumping and monitor decline until the Origin Energy Site Frac Engineer gives the OK to stop. Close the frac valve and bleed off pressure in the injection lines.

20. R/D all pipe work from the frac valve up. If there is a requirement to remove the frac valve prior to demobilising Halliburton for the next well, see section 4.8 for instructions.

21. Bleed off well pressure. If surface well pressure bleeds to zero remove the frac head, frac valve and casing nipple together by unthreading the casing nipple at the 7” BTC connection. These 3 components can then be mobilised to the next well for immediate rig up.

If the surface well pressure does not bleed to zero remove the frac head and request an additional frac valve and casing nipple from the SG lay down yard for rig up on the next well.

In the event the frac valve needs to be removed independently of the frac head see Section 4.8 for instructions.

4.3. Frac Sand & Chemical RequirementsAdditive concentrations for the fluid formulations listed below are estimates only. Actual concentration to be determined based on pilot tests of frac fluids on location or in Roma. The pH buffer will be added on the fly. The bacteriacide will be added to the pond initially and depending on requirements, may also be added on the fly.

4.4. Perforating Considerations

a) Rig up BOPs and lubricator with crane.

Note: 3-3/8” Guns cannot be run through baffles with an ID of 3.625” or smaller.

Advise all on-site personnel to shutdown electrical equipment and maintain radio silence while perforating.

b) Note: Full bore 5,000 psi frac valve to be installed prior to any perforating for all wells.

c) Make up and arm HSC guns and RIH to perforate the intervals for the zone being fracture stimulated next.

d) Correlate to CBL-VDL-GR-CCL log dated 4th Aug 2006. Perforate coal seam intervals then POOH.

e) Rig aside lubricator and BOPs with crane and layout guns. Check if all shots were fired and report.

4.8. Frac Valve RemovalOften there are more wells to be fraced then available frac valves. If there isn’t a workover rig available to move onto a fraced well and remove the valve, the following procedure is to be followed.

4.8.1.Equipment Required

Crane or Hiab truck. A long reach crane would be more suitable then a Hiab truck due to the possibility of the well flowing.

2 x 2-3/16” Hammer spanners. Chain Tong to suit 7” casing. 7” BTC, 3K#, wellhead for final well completion. Inclusive of:

o 3-1/2” EUE tubing hanger fitted with 3-1/2” EUE bull plugo Fitted annulus valves for complete well isolation.

Short landing joint, 3-1/2” EUE. For helping to install tubing hanger in to casing bowl.

Either of the following;o Halliburton 5-way frac head still fitted to the well c/w lifting cap, oro Lifting sub to remove frac valve. 7-1/16” flange with a 2.5m length of 7”

LTC on top. Lifting lugs with chain and swivel attached for lifting and nippling up.

3-1/8” flange lifting sub with eyelet for lifting wellhead. Lifting chains and a swivel will be required if the Crane or Hiab doesn’t have a

swivel on the hook. 3 x 20m ropes for stabilisation of the lifting sub and frac valve once removed. Gas Detector.

4.8.2.Preparation Work Prior to Frac Valve Removal

The Wellhead needs to be prepared prior to being fitted to the well. The following will need to be completed:

The tubing hanger needs to be removed and the 3-1/2” EUE bull plug fitted to the underside of the hanger. The plug needs to be done up tight as the workover BOP’s will be pressure tested against it. The tubing hanger then needs to be reinstalled into the casing bowl, the tie-downs tightened, and the bonnet flange fitted. Correct installation of tubing hanger to be verified by Wellsite Representative. Use the 3-1/2” EUE box thread looking up and start landing joint if required to land hanger.

The annulus valves need to be fitted and tightened. The valves should be left open.

4.8.3.Frac Valve Removal

1. The wellhead should be prepared & ready to install prior to commencement of frac valve removal.

2. Observe the well and ensure the well has zero WHP.

3. If the well is not at 0 psig, wait until the well has bled off to 0 psig. Due to the high permeability it is expected that the wells will leak-off to 0 psi within one hour.

4. Gather a 3 man crew (1 on the crane, 2 nippling up) and hold a tool-box meeting to run through the procedure and ensure everyone understands the response plan and knows their role.

5. Check the well again for pressure. Ensure the Hiab truck or Crane has a hot cut-out switch within easy reach in case the well begins to flow during the valve removal process. From here on in the Hiab or Crane will be simply referred to as

the ‘Crane’.

6. Attach the lifting cap to the 5-way frac head or the 7-1/16” lifting sub to the top of the 7-1/16” frac valve (ensure a soft iron ring gasket is used).

7. Open the 7-1/16” frac valve.

8. By taking a small amount of weight with the crane, unscrew the 7” LTC nipple

with frac valve still nippled up. Should the well begin to flow or kick, refer to Section 4.8.4 on page 20, Contingency Procedure.

9. Once the casing nipple and frac valve is clear, quickly install the wellhead with the tubing hanger and bull plug fitted. Ensure the annulus valves are open, this will prevent any pressure build-up while installation is in progress. Stand clear of open valves.

10.Once the wellhead is attached to the casing string and tightened, close the annulus valves. RDMO the crane from the lease.

4.8.4.Contingency Procedure

The first priority will always be the protection of personnel. No attempt should be made to protect equipment over personnel.

Case 1. If the casing nipple is still threaded and the well begins to flow, shut down and isolate the crane immediately. Tighten the casing nipple as much as possible and close the 7- 1/16” frac valve. Contact the Brisbane office and inform the Completions Superintendent. Clear the well area of all personal and wait for forward plan from Brisbane.

a. The site crew completing the frac valve removal can begin getting a cross over flange, choke, and flow back line ready to flow the well back to the frac pond.

b. Pre-emptive preparations to run an OWEN Econo bridge plug could begin also.

Case 2. If the casing pup and valve has been removed and the well flows before the wellhead can be installed, shutdown all machinery and clear the well area immediately. Immediately contact the Brisbane office and inform the Completions Superintendent. Clear the well area of all personal and wait for forward plan from Brisbane.

a. Preparation to re-install the frac valve can begin while waiting for instruction from Brisbane. The site crew completing the frac valve removal can begin getting a cross over flange, choke, and flow back line ready to flow the well back to the frac pond.

b. Pre-emptive preparations to run an OWEN Econo bridge plug could begin
