Adopted May 16, 2016

Our purpose is to glorify God by assisting each church to fulfill its unique mission for Christ

and provide channels for cooperative ministry.

Director of Missions Report

Thank you to all the churches of Comanche Cotton Baptist Association. I’m thankful first, and foremost, to Christ Jesus the Lord. His Word is true in reminding us… (DT 7:9 AMP) “Know, recognize and understand therefore that the Lord your God, He is God, the faithful God, who keeps covenant and steadfast love and mercy with those who love Him and keep His commandments, to a thousand generations” I am thankful to you for your faithfulness to Him and to His glorious GOSPEL. Another year is ending. This time of the year is like a hinge. We can look back and reflect on all that happened. We contemplate today in real time, but also, we begin the vision of what tomorrow can look like. Through all this God is faithful and true. I am praying for God’s direction and leading in key areas for 2020. I hope that together we can focus on church health and revitalization, practical missions both in education and going, but also continued emphasis in areas of importance such as Sunday School, VBS, and Evangelism. Through your physical and financial support we are able to support prison & jail ministry, the Pregnancy Resource Center, leadership development, and senior adult ministries. Our State Convention is going through changes that will impact our association and the local church to help advance the Gospel. I hope that the churches of the CCBA will continue to lead in cooperative program giving which allows us to be untied in Great Commission efforts. Continue to pray for one another and for your association. My faith in God’s plan overrides any attempts of the enemy to derail or discourage what Christ has called us to do. To Him be the glory in the church. God Bless!Bro. Troy

ARTICLE I.Name, Seal; and Office

Section 1. Name. The name of this corporation is the Comanche-Cotton Baptist Association.Section 2. Seal. The corporate seal shall be in the form as prescribed by the Executive Board. The seal

may be used, or a facsimile thereof, by causing it to be impressed on, affixed to, or any manner reproduced upon instruments of such nature requiring it to be executed by the officers of the corporation.Section 3. Office. The principal office of the corporation shall be in Lawton, Oklahoma.

ARTICLE II.Purpose

Section 1. Object This association is purely cooperative, and its purpose shall be to furnish a means by which Southern Baptist churches in their sovereign capacity can work together in promoting every aspect of the Great Commission.Section 2. Limitation. This association shall have no ecclesiastical authority or power whatever and

shall never assume to write creeds or to exercise judicial or legislative control over the churches.

ARTICLE III.Statement of Faith

This association affirms the Holy Bible as the inspired word of God and the only basis for faith and practice. This association encourages its member churches to subscribe to the Baptist Faith and Message in any of its editions, including the 1925, 1963, 1998, or 2000, as a faithful, but not exhaustive statement of belief.

ARTICLE IV.Changes of Constitution

This constitution may be amended by a two-thirds (2/3) vote of the messengers present at any session of any regular annual meeting provided that proposed amendment is recommended by the Executive Board and published in the newsletter of the association thirty (30) days prior to the meeting of the association.

BY-LAWS

ARTICLE I.Membership

Section 1. Constituency. This association shall consist of messengers elected by the cooperating Southern Baptist churches located principally in Comanche and Cotton counties in Oklahoma.Section 2. Number. Each church shall be entitled to three (3) messengers and one (1) additional

messenger for every fifty (50) members, provided that no church shall have over ten (10) messengers.Section 3. Qualification. Any church wishing to cooperate with this association shall petition by letter

and messenger. The initial petitionary letter must be presented to the associational clerk at least sixty (60) days prior to the annual meeting of the association. The Committee on Credentials shall investigate and make suitable recommendations to the association on the basis of the church’s doctrine and polity. Qualifications for full participation in the association is granted by a three-fourths (3/4) vote of the messengers.Section 4. Disqualification. This association reserves the right to withdraw fellowship from any church

found to be corrupt in doctrine or polity. Withdrawal of fellowship will be by the association’s refusal to seat a church’s messengers at the annual meeting of the association so indicated by a two-thirds (2/3) vote of the messengers. This action shall be taken only after an investigation by the Credentials Committee. Refusal to seat a church’s messenger may be enacted even if the church has not sent messengers to the annual meeting.

ARTICLE II.Annual and Special Meetings

Section 1. Date and Place. The date and place for the annual meeting of the association shall be set by the association itself in annual meeting. Special meetings may be called and the time and place of meetings may be changed by the officers of the association with the consent of the Executive Board in case of a reason deemed sufficient to justify in which case written notice must be given to all cooperating churches at least thirty (30) days prior to the meeting. In case of a called special meeting, the purpose of the meeting must be stated in the notice, and the meeting must be restricted to its stated purpose.Section 2. Quorum. At least one-fourth (1/4) of seated messengers shall be necessary and sufficient to

constitute a quorum for the transaction of business.ARTICLE III.

Officers

Section 1. Number. The officers of the association shall be the Moderator, First Vice-Moderator, Second Vice-Moderator, Clerk, Treasurer and such other officers with such other powers and duties consistent with these by-laws as appointed and determined by the Executive Board. Any two offices may not be held by the same person.Section 2. Election, Term of Office and Qualifications. The Moderator, Vice-Moderator, Second Vice-

Moderator, Clerk and Treasurer shall be nominated and elected at the annual meeting from among the membership of churches cooperating with the association. They shall assume office at the close of the annual meeting. The term of office shall be one (1) year.Section 3. Vacancies. In case any office of the association, with the exception of Moderator, becomes

vacant by death, resignation, retirement, disqualification or any other cause, the Executive Board may elect an officer to fill such vacancy, and the officer so elected shall hold office and serve until the election and qualification of his successor. In case the office of Moderator becomes vacant, the First Vice-Moderator shall assume the office of Moderator. In case the First Vice-Moderator is unable to assume the office of Moderator, the Second Vice-Moderator shall assume the office of Moderator. Any office may be declared vacated by a two-thirds (2/3) vote of the Executive Board.

Section 4. Moderator. The Moderator shall preside at all meetings of the Executive Board and at the annual meeting of the association. The Moderator may sign with the Clerk in the name and on behalf of the association as the President of the corporation any contracts or arrangements authorized by the association. To the extent authorized by law, the Moderator shall have such other duties as may be assigned to him by the Executive Board. The Moderator shall serve as a voting, ex-officio member of all committees.Section 5. First Vice-Moderator. At the request of the Moderator, or in the event of his absence or

disability, the First Vice-Moderator shall perform the duties and possess and exercise the powers of the Moderator; and to the extent authorized by law, the First Vice-Moderator shall have such other duties as may be assigned to him by the Executive Board.Section 6. Second Vice-Moderator. At the request of the Moderator, or in the event of the Moderator

and First Vice-Moderator’s absence or disability, the Second Vice-Moderator shall perform the duties and possess and exercise the powers of the Moderator; and to the extent authorized by law, the Second Vice-Moderator shall have such other duties as may be assigned to him by the Executive Board.Section 7. Clerk. The Clerk shall have charge of such books, documents and papers as the Executive

Board may determine and shall have the custody of the corporate seal. The Clerk shall attend and keep the minutes of all the meetings of the Executive Board and the association. The Clerk may sign with the Moderator as the Secretary of the corporation in the name and on behalf of the association any contracts or arrangements authorized by the association, and when so authorized or ordered by the association, the Clerk may affix the seal of the corporation. The Clerk, in general, shall perform all the duties incident of the office of Clerk, subject to the control of the Executive Board, and shall do and perform such other duties as may be assigned to the Clerk by the Executive Board.Section 8. Treasurer. The Treasurer shall have the custody of all funds, property and securities of the

corporation, subject to such regulations as may be imposed by the Executive Board. When necessary or proper, he may endorse on behalf of the corporation for collection checks, notes and other obligations, and shall deposit same to the credit of the corporation. The Treasurer shall sign all receipts and vouchers and together with such other officer or officers, if any, as shall be designated by the Executive Board, he shall sign all checks of the corporation and all bills of exchange and promissory notes issued by the association, except in cases where the signing and execution thereof shall be expressly designated by the Executive Board or by these by-laws to some other officer or agent of the association. The Treasurer shall make such payments as may be necessary or proper to be made on behalf of the association. The Treasurer shall make regular entries on the books of the association keeping full and accurate account of all monies and obligations. The Treasurer shall make a complete and up-to-date report at each Executive Board regular meeting, and shall be ready to exhibit the books at all reasonable times to any member of a cooperating church on application at the offices of the association. The Treasurer shall in general perform, or be responsible for, all the duties incident to the office of Treasurer, subject to the control of the Executive Board.

ARTICLE IV.Executive Board

Section 1. Number. The Executive Board shall consist of the Director of Missions, officers of the association, program directors of the association, the senior pastor of each church, one (1) additional staff member or lay member of each church to be selected by the church, and the senior pastor of each mission. Each cooperating church must file with the clerk the name of the one additional staff/lay member selected by the church before they may be considered an Executive Board member.Section 2. Meetings. The Executive Board shall hold at least four (4) regularly scheduled meetings a

year and such special meetings as the moderator in his judgment may call. The date and place of the regularly scheduled meetings shall be set by the Executive Board itself. In case of a called special meting the notice must include the purpose of the meeting, the meeting must be restricted to its stated purpose, and written notice must be given to all Executive Board members at least three (3) days prior to the meeting.Section 3. Quorum. At all meetings of the Executive Board the Moderator, or the designated substitute

described herein, and fifteen (15) members shall be necessary and sufficient to constitute a quorum for the transaction of business.

Section 4. Duties. The Executive Board shall have full authority to act on behalf of the association between annual meetings so far as may be consistent with these by-laws, to the extent authorized or permitted by law, provided that the Executive Board takes no action contrary to the expressed will of the association in annual or special meeting. Members of the Executive Board shall direct the corporation and shall report at each annual meeting.

ARTICLE V.Director of Missions

Section 1. Duties. The Director of Missions shall have and exercise general charge and supervision of the affairs of the association, subject to the control of the Executive Board, and shall do and perform such other duties as may be assigned to him by the Executive Board. The Director of Missions shall serve as a voting, ex-officio member of all committees and related entities of the association, except in matters relating to his own employment.Section 2. Vacancy. In case the position of Director of Missions becomes vacant by death, resignation,

retirement, disqualification or any other cause, a search committee of seven (7) members shall be elected by the Executive Board, from its own membership, without nomination, with secret ballot. The seven (7) persons receiving the largest number of votes shall form the committee. The one receiving the largest number of all votes shall be chairman. When the committee has a nomination to make, a special meeting of the Executive Board shall be called to consider the recommendation. The nominee may be elected by the Executive Board by a three-fourths (3/4) vote of members present. The position of Director of Missions may be vacated upon the recommendation of the Personnel Committee and a three-fourths (3/4) vote of the Executive Board.

ARTICLE VI.Committees & Teams

Section 1. Annual Session Committees. The moderator shall appoint the committees and chairmen of the committees related to the annual session over which he presides. The committees shall include Memorial, Resolutions, and Time-Place-and-Preacher.Section 2. Associational Committees. The Nominating Committee shall submit nominations at the

annual meeting for members of Associational committees and chairmen of said committees. Members shall be elected for three-year rotating terms. Associational committees shall include Budget/Finance, Credentials, Education Extension, Ethics and Religious Liberty, Nominating, Personnel, Properties, and other committees that may be necessary from time to time as shall be determined by the association or the Executive Board.Section 3. Associational Teams. Nominating Committee shall submit nominations at the annual

meeting for leaders of Associational teams. Team Leaders shall be elected for annually. Associational teams shall include Disaster Relief, Missions/Evangelism, Music, Senior Adult, Youth and other teams that may be necessary from time to time as shall be determined by the association or the Executive Board.Section 3 4. Directors and Representatives. The Nominating Committee shall submit nominations

at the annual meeting for program directors and representatives for the Baptist General Convention of Oklahoma and the Southern Baptist Convention. The program directors shall include Men’s Ministries Director, Discipleship Training Director, Sunday School Director, Woman’s Missions, Ministries Director, and others that may be necessary from time to time whose term of service shall be determined by the association or the Executive Board. The denominational representatives shall include Annuity Representative, Baptist Foundation Representative Cooperative Program Representative, Family Care Representative, International Missions Representative, North American Missions Representative, Oklahoma Baptist University Representative, and others that may be necessary from time to time as shall be determined by the association or the Executive Board.Section 5. Qualifications. Members of all committees, teams, directors and representatives, unless

otherwise stated in these by-laws, shall be members in good standing of a church cooperating with this association. All persons nominated by the nominating committee should be contacted prior to the annual session to affirm their willingness to serve if elected.

Section 6. Term. The term of all Associational committees, team leaders, directors and representatives shall become effective at the close of the annual meeting.

ARTICLE VII.Agents and Representatives

The Executive Board may appoint such agents and representatives of the association with such powers and to perform such acts or duties on behalf of the association as the Executive Board may see fit, so far as may be consistent with these by-laws, to the extent authorized or permitted by law.

ARTICLE VIII.Contracts

The Executive Board, except as in these by-laws otherwise provided, may authorize any officer or agent to enter into any contract or execute and deliver any instrument in the name of and on behalf of the association and such authority may be general or confined to a specific instance; and unless so authorized by the Executive Board, no officer, agent or employee shall have any power or authority to bind the association by any contract or engagement, or to pledge its credit, or render it liable monetarily for any purpose or to any amount.

ARTICLE IX.Investments

The association shall have the right to retain all or any part of any securities or properties acquired by it in whatever manner, and to invest and reinvest any funds held by it, according to the judgment of the Executive Board, without being restricted to the class of investments which is or may hereafter be permitted by law to make or any similar restriction; provided, however, that no action shall be taken by or on behalf of the association if such action as a prohibited transaction or would result in the denial of the tax exemption under Section 503 or Section 504 of the Internal Revenue Code and its Regulations as they now exist or as they may hereafter be amended.

ARTICLE X.Litigation Expenses

The Executive Board may authorize the reimbursement of litigation expenses of any Executive Board member, officers, or staff who are sued.

ARTICLE XI.Associational and Fiscal Year

Section 1. The Associational Year. The associational year for purposes of preparing the Annual Church Letter shall be from September 1 to August 31.Section 2. The Fiscal Year. The fiscal year shall be from January 1 to December 31.

ARTICLE XII.Rules of Order

The latest edition of Robert Rules of Order is the authority for parliamentary rules of procedure for all business meetings of the association and its related entities, except as stated otherwise in these by-laws.

ARTICLE XIII.Changes of By-Laws

The meeting began with Doug Snook, Minister of Music and Assimilation, First Baptist West, leading in prayer and congregational singing.

Dr. Patrick Latham, Pastor, First Baptist, Lawton, welcomed everyone to the 117 th Annual Meeting. He read the scripture, Matthew 5:16, and led in prayer.

Curtis Erwin, Moderator, called the meeting to order and read Galatians 6:6-10.

John Cullison, 1st Vice-Moderator, made a motion that we seat all messengers.

Curtis Erwin made a motion that we approve the adoption of the Book of Reports and all printed reports therein. Motion was seconded by Doug Snook. Motion passed.

Dennis Dawson, Credentials Committee chairman, made a motion that we accept Southside Baptist Church, Snyder, into our association. Motion passed.

Dr. Rodney Campbell, chairman of the Budget and Finance Committee, presented the 2019 Budget. There were no questions. No action was taken at this time. The Budget will be voted on later in the meeting.

Danny Toombs, Director of the Cameron Baptist Collegiate Ministry, gave the BCM report. Danny stated that he has worked at the BCM for 36 years. God has blessed. His report is on pages 26-28 in the Book of Reports. He stated that they have had several mission trips this past year. He asked for prayers. He stated that the population of international students is dropping. Danny thanked everyone for their support.

Rita Willoughby, Director of the Pregnancy Resource Center in Lawton, gave a report from the PRC. Her report is on pages 30-31. She thanked everyone for their support and all we do to help with their ministry.

Mike Hand, Strategist for Partnership Missions at BGCO, gave a presentation.

Dr. Jack Jacob, Pastor at First Baptist Church, Walters, stated that we did not vote on seating of the messengers. Motion was made and seconded to seat the messengers. Motion passed.

Floyd McKey, from the Baptist Foundation, presented a certificate to Curtis Erwin, Moderator, and Troy Taylor, Director of Missions, for outstanding leadership of CCBA. He stated that the Baptist Foundation is there to assist the church in any way they can.

Matt Kelly gave the Nominating Committee Report. The report is listed on pages 8-9 of the Book of Reports. Mission and Evangelism was moved from a Team to a Committee. There was a motion and a second to accept the report. Motion passed.Matt Kelly made a motion that we elect Curtis Erwin as Moderator, John Cullison as 1st Vice-Moderator, and Harold Gaches as 2nd Vice-Moderator. There was a second to the motion. Motion passed.

Dr. Rodney Campbell made a motion that we adopt the 2019 Budget. There was a second. Motion passed.

We do exist because of our churches. Thank you for your support—financial and prayer, and for your participation. We have eliminated the position of our part-time secretary. We will see changes in the New Year. We will have new focus on Missions and Evangelism. Pray for God’s wisdom. We are in the people business.

Brother Arbuary Ritter has been Pastor at Union Valley Baptist Church for 59 years. He has the longest tenure in the state of Oklahoma and the longest tenure in the Southern Baptist Convention. We want to honor Arbuary by renaming the Pastor’s School the Arbuary Ritter Pastor’s School.

Doug Snook led congregational singing.

Larry Tidwell, Pastor of First Baptist Church, Sterling, led in prayer for the offering for the Oklahoma Baptist Homes for Children. The offering received was $451.00.

Jimmy Lehew, Associate Pastor, Locust Grove Baptist Church, Elgin, gave the Memorial Report (listed on pages 36-38 of the Book of Reports). He led in prayer.

Doug Snook presented special music before the Annual Sermon.

John Cullison, Pastor of First Baptist Church, Geronimo, preached the Annual Sermon.

Troy Taylor noted, as an order of business, that the Associational Clerk would be elected at the next Executive Board Meeting in January. There was a motion and second to allow this to happen. Motion passed.

After the Annual Sermon we had a celebration of fellowship. The meal was prepared by First Baptist Church, Lawton.

At 6:30 we reconvened for our Evangelism Rally. Mike Neff, Minister of Music, First Baptist Church, Lawton, led in congregational singing. Curtis asked those present to look over the minutes from the July Executive Board Meeting. Motion was made by Dennis Dawson that we approve the minutes as written. Motion was seconded by Tony Cook. There were no questions. Motion passed.

Director of Missions report by Troy Taylor:Sixteen CCBA newsletters. That is how long I have been the Director of Missions for the CCBA. It’s not the official standard for tenure but it is very beneficial. I was looking through every newsletter and was reminded of all that we do as an association of churches. I was even more encouraged to think that not all our churches do for the Lord is even listed there. The benefit of that exercise is far reaching. It is easy to sit at your desk and feel like nothing is happening around you. I guess there are times that is true, but most of the time there are many things being accomplished for the Lord. We aren’t to soak in that, but be encouraged and press on.

Thank you for all your hard work and all that your churches do. We have had a successful year and I look forward to 2019. I wanted to share a few things we will embark on beginning January 1. I will send out a detailed questionnaire to all pastors that will give a sense of what you think is important and where you want to see us go. I want to schedule a few “listening sessions” around the association so that can be communicated as interactive leadership training curriculum. I’m also trying to coordinate a “Church Health” conference for some time next year, specifically designed for the needs of CCBA. We also have a new missions committee that will be planning and leading for us to be on mission.

Thank you for giving to the association and for your prayers and support. God is faithful and I know He has a plan for us. We have our CCBA Pastor’s School and our annual meeting coming up October 29-30 at First Baptist, Lawton. I hope you will plan to be there. Also, it is time for us to pray as churches to give to the Lottie Moon Missions Christmas Offering that keeps our missionaries on the field all over the world.God Bless!Bro. Troy

New Business: Dennis Dawson, Chairman of the Credentials Committee, stated that Southside Baptist

Church, Snyder, has asked to be a part of our association. Southside Baptist Church was a part of Tillman Association which has disbanded. The Credentials Committee and Troy have met with the church. Dennis brought a motion from the Credentials Committee that Southside Baptist Church of Snyder be received into our association. Motion passed.

Dennis also stated that the association has no clear cut process for a church to become part of the association, nor do we have a clear definition of what a cooperative church is. The committee will report back on this at a later meeting.

Rodney Campbell, Budget and Finance Committee Chairman, presented the 2019 Proposed Budget. There were no questions. The Budget will be presented at the Annual Meeting on October 30th for approval.

Team Reports were given by the following: Missions and Evangelism – Michael Williamson thanked everyone for the opportunity

to serve on the committee. He encouraged every pastor and church to evangelize and work together.

Music – Doug Snook stated that in 2013 our association presented “Celebrate Freedom”. We will be doing this again in June 2019. Contact Doug Snook if your church would like to participate.

Sunday School – Trey Smart stated that we had one of the largest Sunday School conferences in Oklahoma to equip people. Anytime you need help with Sunday School, we have people to help. Contact the CCBA office if you need help.

Vacation Bible School – Trey Smart stated that there will be an Early Bird Conference for Vacation Bible School in November. Contact the BGCO for more information.

There have been several building updates, painting, carpet work, and ceiling tiles. Collegiate week, and the Campus cookout as well as other Fall events are upon us, any help is appreciated. Danny would love to see more people involved.

Senior Adult Revival will be held at FBW. Harold Gaches will be the preacher and worship led by Doug Snook.

Regional Disaster Relief Training will be held at FBC Walters.

Troy has a burden for pastorless churches and would ask the pastors to join him in prayer for these churches.Troy shared that CCBA is looking for security system for the office. Leadership training is going well, the next meeting is at Faxon First. The title of this training is

“I Want to be A Leader That Learns” Phil. 4:9. New Logo was presented, with or without Mount Scott, colors: gold & black. Matt Kelly made

a motion to accept Logo as presented and it was seconded by Walter Wilson. Motion Passed. Annual Meeting was discussed. Troy wants to move it back to Sunday instead of Tuesday.

Location: Olivet BC. Motion was made by Doug Snook to approve Annual Meeting be moved to Sunday October 27th and location be at Olivett BC. Motion was seconded by Ken Lane. Motion passed.

YOUTH-Tim Martin expressed the need for Youth Pastors to meet. Curriculum is ready for NOVEMBER-MAY 2020. United Weekend is approaching. Association Youth groups will get together to help.

WMM-LaRae Taylor stated Mission Ignition was very successful, thank you to FBC East for hosting. This year was the first time the ladies hosted the Associations Secretary Appreciation Lunch. All church secretaries in CCBA were invited. Twenty-three secretaries attended. The meal featured beef brisket, baked beans, potato salad, relish tray, fresh fruit tray, and a variety of delicious homemade desserts which were prepared and served by the CCBA Women’s Missions & Ministries Council.

Each secretary who attended was presented with a small gift bag. While at the registration table they were given the opportunity to have their names put into a basket to be drawn out for prayer partners for the coming year. Special guest speaker for the event was Glennette Russell, Ministry Assistant at the Grady Baptist Association office. At the conclusion of the lunch there was a drawing for door prizes. Date set for Annual Women’s Event, Saturday September 21st, special guest Stacy Neuschaefer from the BGCO will be sharing about being the Bride of Christ. The team is looking for ways to serve the community and live a missional life.

BCM- Danny Toombs announced that the NEW stove is in! They have been blessed with generous donations and are very thankful. In May 10 students going on mission trip.Losing International students has left a huge dent, numbers are very low.

2018-2019 Director: Danny Toombs Associate Director: Jacey Franco We would like to express our deepest appreciation to the Comanche-Cotton Baptist Association for their continued support of the Baptist Collegiate Ministry at Cameron University. The BCM or Baptist Collegiate Ministries exists to serve as a link between the campus and the local church. We realize that BCM work, here at Cameron and across the state, is made possible only because of the support we receive from Churches, Pastors and Associations. It is our goal to direct our students to a local church during their college years. We are blessed here at Cameron to have such great support for our BCM work. We are indebted to the many churches that bring meals for our students each semester as well as those who support us in many other ways. And we are thankful to have so many people praying for our students as they seek to grow in their relationship with Christ and direction for their lives. Our theme for the 2018-19 school year was “You’re Invited”. Our theme verse was John 1:39a. The passage shares Jesus’ response to two of John’s disciples who asked Him where He was staying. Jesus simply replied “Come and see.” Our desire was for students to know that Jesus’ invitation included them. Our state BCM strategy is “every campus, every life,” which challenges each campus to seek to impact every student, faculty and staff member to some degree. There are 6 focus areas in this strategy. Below are some of the highlights of the school year under each of those 6 areas. 1 – Student Leadership Development We have a BCM Leadership Team made up of student leaders who help plan and execute our BCM events and ministries. We meet as a team weekly to plan and evaluate BCM activities. Each semester, we invest in our leaders with a Discipleship study and Leadership study. As a staff, we spend time regularly with each of our Leadership Team members. Our time is spent studying God’s Word, how it relates to our daily lives and also developing their leadership skills. We also have Open Leadership Meetings about once a month which allows more students with leadership skills to have input and to develop those skills. It also serves to increase our Leadership Team members’ leadership skills by facilitating a ministry group, incorporating new ideas, and giving away ownership. We also offer Leadership 101, which was especially for Freshmen and Sophomores to help them learn valuable leadership skills and to better prepare to serve on the Leadership Team, in their local church or in their career. 2 – Evangelism One of our main objectives at the BCM is Evangelism. We seek to present students with the truth of the gospel and give them an opportunity to respond to the gospel. We have a variety of means to reach this objective. We scheduled a revival (called Focus Week) where we had as a goal to reach the lost as well as challenge Christians. This past Fall, we had students share their testimonies of how Christ had changed their lives. In the Spring we focused on the campus. Each day students were given an assignment that could lead them to an opportunity to share their faith with someone. We have continued to train and encourage students to share their faith whenever and wherever they have opportunity. There were a total of 2 students who committed their lives to Christ this past year that we aware of.

3 – Discipleship We offered a couple of discipleship opportunities each semester on Monday nights at 7:00 prior to C.O.R.E. For the first 2 month of the Fall, we used David Platt’s study, “Follow Me”, which emphasizes what it means to be a true follower of Christ. After the teaching, we would break into small groups for discussion. We finished the semester teaching the four C’s of Disciplemaking. In the Spring, we taught “Search for Significance” by Robert McGee. So many of our students struggle with low self-esteem and a false view of themselves. The study focuses on identifying four false beliefs the enemy uses against us and then discovering four Truths from God’s Word that overcomes the lies. We also challenge our Leadership Team members to find at least one person to mentor/disciple during the year as well as find someone to mentor them. I also try to meet with 2-3 young men each semester individually to disciple them and lead them to disciple others. 4 – Recruiting We have several events and ongoing ministries that help us recruit new students. Our events include hosting a Senior Night in the Spring, where high school seniors in our Association are invited to come see what BCM is all about regardless of where they are planning to attend college. During the Summer, we try to make contact with the incoming Cameron freshmen who attend Super Summer and Falls Creek. We also host an on-campus cook-out and a Freshman Night at the beginning of the Fall Semester to make connections and make them aware of ways they can be involved. Our ongoing events include: Noondays, which provides free lunch on Wednesdays to all students, faculty and staff, and C.O.R.E. which provides worship opportunities every Monday night at 8:30. 5 –Administration The BCM continues to seek to have a presence on campus. We move 1 or 2 of our regular events to campus each semester. We have helped the International Student Office with a sound system for their annual Scholarship Banquet. This past fall, we were able to participate in Day at the Park where we worked in one of Lawton’s city parks, painting and cleaning alongside other Cameron organizations. We participated in their Halloween Carnival which is open to the public. Each Spring we participate we join the University in serving on MLK Day and we are involved the Homecoming activities. We are a recognized organization on campus, participating in Student Government and campus activities. Several faculty and staff members come over for lunch on Wednesdays, giving us the opportunity to get to know them. We seek to make ourselves available to help whenever and however we can in order to show God’s love and bring Him glory. 6 –Missions We strongly encourage our students to get involved in missions in a variety of ways. God continues to change the lives of our students as well as those we minister to through giving, going, and growing. We had two students serving at Falls Creek and two at CrossTimbers this past summer. These students are involved in a discipleship program for those serving throughout the summer. For Spring Break we focused on the Lawton area in what we call Project Jerusalem. In May, ten students went to Connecticut, where we assisted a church in Wethersfield. We helped with some building renovations as well as assisting them in a variety of ministry endeavors. Several students were also involved in some Disaster Relief projects, primarily Chain saw jobs, throughout the school year. We greatly appreciate all who helped us raise the money so that our students could minister all around the world. Missions is a great opportunity for students to carry out the Great Commission and to encounter life-changing experiences. Including what the students paid themselves for the various Mission Trips and projects, we raised $18,341.60 for Missions. God truly blessed through His people.

Operation: Share the Harvest

In 1997 CCBA was approached by Chaplain Via Leau to help with Thanksgiving food boxes for the lower paid, lower rank soldiers that were connected with his chapel at Ft. Sill. Initially he requested 45 boxes, but, through the generosity of our churches, 55 boxes were received. The next year he asked for both Thanksgiving and Christmas boxes. Each year since then, our churches have joyfully participated in this ministry. In 2018, our 21st year, 92 boxes were received at Thanksgiving and 108 were received for Christmas.

CCBA Prison Ministry

CCBA Prison Ministry is active in both Comanche and Cotton counties. In Comanche County, we sponsor a greeting card ministry to the inmates at the Lawton Correctional Facility – GEO which houses 2,500 men. Lynn Wyrick, a member of Cameron Baptist Church, over sees the distribution of greeting cards ordered from a leading card company. The Association purchases the cards for 8 cents each through American Rehabilitation Ministries, Joplin Missouri. Inmates apply through the Chaplain’s office to request cards to send to loved ones. In Cotton County we support the “Captive Hope Ministry” with their Christmas Brunch served to those incarcerated in the County Jail. Shelly Penrod, a member of First Baptist East, and other volunteers organize and serve the brunch. The inmates can spend an hour together with their families to share a meal consisting of breakfast sandwiches and juice. Small gifts bags were given to the children of the inmates.

The 2019 Associational Children’s Camp at Falls Creek was held in two sessions beginning Sunday, May 26 and ending Saturday, June 1. The theme for the week was “Armor of God” based on Ephesians chapter 6. Total registration for both camps was 6,778. Seventy-four churches attended the first session; 120 churches attended the second session. There were a total of 172 salvation decisions recorded during the week. Camp Pastor was Keith Coast.

Director of Missions Office Updated

In the fall of 2018 the CCBA Executive Board authorized expenditures to update the DOM office which had been unchanged since 1994. New paint was applied to the walls, the carpet was removed (which was a huge project, since the built-in cabinets were constructed on top of it), new laminate flooring was installed and LED lights were added to the ceiling. The old furniture was replaced with a new desk and comfortable seating was added for visitors. Thanks to all those who volunteered their time and skills to make this project possible.

CCBA Sunday School Report 

2019 REGIONAL RECONNECT TRAINING EVENT“Saddle Up For Success” was the theme of our 2019 regional training event held at First Baptist East in Lawton this past August. We had 323 people from our churches and from churches in neighboring associations. Participants in this year’s training event chose one topic to attend for the evening including the study of the booklet, “Saddle Up” in each of the age-groups. Other topics were offered to assist leaders of preschools, children, students and adults be more effective in accomplishing the mission of Sunday School - connecting people to Jesus, His Truth, His Community and His Mission. Some of the best conference leaders in our state led the sessions. People left the evening better equipped and excited about the work of Sunday School for the coming year.

 

The tentative date for next year’s event is August 16, 2020 at a location to be determined. Watch for more information in the coming months. 

BETA COLLECTIVESeveral of our churches have been participating in a training event sponsored by the Baptist General Convention of Oklahoma called, “Beta Collective.” The once-a-month meeting features a top-notch speaker on various topics related to Sunday School. The experience also includes lunch and a time of coaching from a seasoned person. Each meeting is for the pastor and Sunday School director or a designated

person. This has been a real time of enrichment for those who have participated and it continues through the end of this year. There is a plan for this to continue in 2020 with some adjustments. If you are interested in Beta Collective for 2020, contact Bob Mayfield at the BGCO or the Comanche-Cotton Baptist Association office. 

THIS IS SUNDAY SCHOOLA similar program to Beta Collective, this is designed especially for pastors to help them lead the Sunday School in their church. The goal is to help pastors see Sunday School as the primary strategy for their church to fulfill The Great Commission. This training has not been offered in some time, but if a group of pastors would be interested, this is another opportunity to be equipped in the ministry of Sunday  School. A number of books are provided in addition to a notebook of listening sheets and information. If you are new to our association or have not participated in this training in the past, and you would like to be part of this opportunity, contact the associational office at 580-353-2701. It is not only great help in looking at Sunday School as the primary way to grow your church, but it is great fellowship for pastors or staff members! If enough interest is shown by pastors, this five-month program will be scheduled. 

RECONNECT TRAINING WEB SITEThis website is sponsored by the Baptist General Convention of Oklahoma and features all kinds of helpful training videos to equip your Sunday School leaders. Individuals in your church can go to reconnectss.com and register to view various videos specifically addressing preschool, children, youth and adult leadership as well as pastors and general officers. The web site also features weekly assistance from an Oklahoma Baptist University profession for teachers of adults using the Explore the Bible or Bible Studies for Life curriculum. These videos will help fine tune your skills as a Sunday School leader if you are a veteran leader. They will also be helpful to anyone who is  teaching for the first time. And the best part - it is all FREE! And, you can watch the videos from any device that is internet-capable. This site will be valuable to your church to train leaders at any time during the year without having to wait until August!

CCBA Youth Ministry Team Report

United Weekend Disciple Now -- February 1-3, 2019First Baptist East Church, Lawton (Youth Facility)Speaker: Darren NeeleyBand: Mike Romero Band

The United Weekend consisted of here main sessions for all 8 churches that were in attendance. The main focus every year is salvation, outreach, and unity in the Body. There was a session Friday night, Saturday morning and Saturday evening. The Saturday afternoon recreation for all churches was at Family Fun Zone in Wichita Falls, TX. This allowed our students to fellowship together outside the sessions we were in together. There were multiple salvations over all the churches and the event could not have gone better. God moved in our groups! All churches ended the weekend at their own churches on Sunday morning for their youth pastor/worker to conclude the weekend as they saw fit and wore their United Weekend shirts to service as well. The weekend was the second annual event and grew from 5 churches in 2017 to 8 churches and more than doubled in attendance this year. There were approximately 280 in attendance including students and sponsors.

The goal of the event was to bring awareness to SYATP that was coming on Wednesday, September 25, 2019 all over the nation in every school. The challenge was for every student to pray ALL WEEK instead of just at their pole on Wednesday morning. A prayer guide was distributed to everyone in attendance to help accomplish that goal.

Students played volleyball, basketball, 9-square in-the-air, and Gaga ball outside as well as a host of indoor games. The fellowship made the event a blessing to get our students together! Burgers were grilled by Dr. Dan Horton and the First Baptist Church, Lawton, grilling crew. Chips and drinks were also served. The CCBA provided the food, so the event was free to all the churches who could attend.

Thank You CCBA for your financial support! This enables our smaller-in-attendance churches to come to an event like this at a much reduced cost for a quality weekend or day event that is sponsored by the CCBA in partnership with First Baptist Church, Lawton, and First Baptist East, Lawton, for a United Weekend.

We want to share last years ministry statistics with you. In 2018 we saw 1,846 clients. There were 716 first time visits, 230 births, shared the Gospel 228 times with 26 decisions to follow Christ. Baby Cache Distribution was 718, total pregnancy testing 431, ultrasounds 311, 336 were counseled spiritually, and 317 chose LIFE!!

CCBA Women’s Missions & Ministries Report

The Comanche-Cotton Baptist Association Women’s Missions and Ministry team is continuing to move forward as we serve in this association. Our monthly meetings were held mainly at the CCBA office this year. We have agreed to take on the Ministry Wives Appreciation Dinner in August next year and are currently organizing a Missions appreciation service. Our team was involved in several ministry events in 2019.

In March we had Mission Ignition. First Baptist East was our host church. Our team worked closely with Kevin Slough, children’s pastor at FBE, and a group of volunteers. It was a huge success and we look forward to next year.

In May we hosted the CCBA Secretaries lunch. There were 23 secretaries in attendance from all over the association. Our guest speaker was Glenette Russel from Chickasha. Our team prepared and served lunch and each lady left with a gift bag and there were several door prizes given away.

In September we had our annual CCBA Women’s Missions and Ministry Conference and Brunch. This year we collected gift cards and stress balls for the Dragon Fly home in Oklahoma City, which is directly connected to the Red Cord Ministry. There were 14 churches represented and around 130 in attendance. Our guest speaker for the event was Stacy Neuschaefer, our state’s WMU president. She taught on “The Bride of Christ” and our part as we are preparing for our bridegroom. Denise Tulloh from Walters First Baptist led us in worship. We had an abundance of door prizes and an amazing brunch prepared by Will & Barry and a Coffee Bar from the host church.

In October we had the joy of serving at the Creative Living Center in Lawton.

We have gained two new team members this year and are looking forward to joining God where He is at work!

Vacation Bible School 2019

Association Report

Our associational VBS training clinic was hosted by Cameron Baptist Church with a wonderful team. We had 155 that registered and attended for the evening. We had some special guest come to the clinic when “Zoo to u” joined us to advertise their petting zoo and “C me Twist Ballooning” presented their “In the Wild Creations”. Thank you to all who served. Look for some exciting changes for 2020. We will train for the Concrete and Cranes Theme with a schedule that is still under construction. Make plans now to bring your team in April 2020.

Historic Happenings in our ChurchesCache, First Baptist October 4 through October 8, 2018 and June 28 through July 2, 2019 we were able to go on mission to Edmonton Canada.Grandfield, Calvary Baptist In February 17, 2019, the church ordained Billy Don Whittington as a Deacon. Troy Taylor gave the charge to the church with a great fellowship meal to follow.

Lawton, Immanuel Baptist On July 7th, 2019 Immanuel Baptist celebrated 70 years. There was a great birthday celebration with members singing spiritual hymns. Refreshments, cake, ice cream, and fruit punch were served to members and guest. The attendees: Pastor Steve and Paula Mallow, Bill and Fern Yackeyonny, Larry and Virgie Purifoy, Julio and Taressa Macias, Mr. Horton, Lunda Hysong, Ray Mallow, Tara Cole, Eddie Gregory, Sandy Denney and her granddaughters, Madison, Abby, and Isabella Sponsel. Guest in attendance were Halle Means, Mike and Joyce McCallick and their children, Dean, Jacey and Elaina. Ikjae and Sarah Chin had their daughter Ida, dedicated to the Lord. Danny and Alexis Maldonado had their son Danny, dedicated to the Lord. Lawton, Cameron Baptist On February 15, 2019 Cameron became debt free! Pastor Mike Teel and former pastor Bob Jones joined together, along with the membership in a “note burning”, signifying that their loan is paid in full. Lawton, Mind of Christ Celebrated 12 years and they are in the process of a brand-new facility.Letitia Baptist Church On February 10, 2019 Letitia implemented their mission statement: “Letitia Baptist Church exists to connect people to Jesus, His word His church, and His calling.” On May 30, 2019 five young men were treated to a few days of backpacking, mountain climbing and white water rafting as church members presented God’s plan for their lives. This was in Gunnison National Forest at the Adventure Experience, Inc. base camp. Several members partnered with members of First Baptist Cache traveling to Edmonton Alberta, Canada where we continued our ministry with Whitehall Christian Fellowship.Locust Grove Baptist Church On June 6, 2019 Mr. Mark Barker was ordained as a Deacon. On June 30, 2019 Locust Grove had a community Picnic and fundraiser for Cox’s Store Volunteer Fire Department. Union Valley Baptist Church On October 14th, 2018 Union Valley celebrated their 90th Anniversary. Walters First Baptist Church On March 31, 2019 Cody Pennington was ordained into the ministry. Cody is currently serving as Walter’s Youth Pastor. Walters ordained seven men to their Deacon Ministry on June 30, 2019. I ELIGIBILITY REQUIREMENTS FOR ASSOCIATIONAL SCHOLARSHIPS

The applicant for any of the Associational scholarships must be an active member of a church in the Comanche-Cotton Association. A Student must maintain passing grades to continue to receive scholarships from the Association.

Note: After a scholarship is granted to OBU, a student will retain their eligibility as long as they are a member of one of the Comanche-Cotton Baptist Churches or if they join a college church and retain their relationship to a CCBA church in the summers and/or their parents remain members locally. In the event of questions regarding a student’s status or eligibility, the Education Extension Committee will verify the status with the Student’s local Pastor.

II AMOUNT OF ASSOCIATIONAL SCHOLARSHIPS

The amount of a scholarship for a seminary student would be up to $100 annually, depending on funding availability. The scholarships are granted on a semester by semester basis (only 2 semesters per year, $50 per semester).

The scholarship is granted on a semester by semester basis (only 2 semesters per year, $50 per semester). The OBU Scholarship funds are sent to OBU by the Association with a letter requesting that the funds are for the named student under the OBU partnership matching fund procedure.

The meeting began with a congregational song “Oh How Marvelous” led by Brent Bennight

Kenn Lane, Pastor @ Olivet welcomed all to the 118th Annual Meeting. He shared a verse from Mark chapter 12 verses 28-30

Meeting was called to order by Curtis Erwin, Pastor at Crossroads Baptist in Elgin.

Motion that we seat all messengers was made by John Cullison, pastor @ Geronimo First and seconded by Dr. Jack Jacob, pastor @ Walters FBC.

Motion that we approve the adoption of the Book of Reports and all printed reports therein was made by Curtis Erwin. Motion was seconded by Dr. Rodney Campbell. Motion passed.

The 2020 Budget was presented by Curtis Erwin and passed.This year we added Mission Moments to our schedule. The first “Missions Moments” was presented by First Baptist Walters. They shared a video of an inner-city mission they have been a part of for 10 years. Volunteers serve at a camp in the panhandle of Oklahoma (Camp Gibson) where inner city kids come to live life on a farm and learn about Jesus.

Danny Toombs, Director of the Cameron Baptist Collegiate Ministry, gave the BCM report. He thanked all the churches and the Association for their monetary gifts and support. Danny shared that he has been in college ministry for 37 years, he loves what he does and understand that God “prunes” occasionally, referring to the International ministry that has gone away because of certain international requirements from Camron University. But he is continuing to see fruit. He also pointed out that in America we are less evangelized than most countries we are sending to. Danny shared about leading a group to Spain in the spring. Please continue to pray for Danny, the students and the BCM Ministry.

Rita Willoughby, director of PRC, gave PRC report. She began by sharing a story in John chapter 4 about the Samaritan women. “Women and families walk through the door with burdens, the PRC gives them a safe place to share their story, we then get to share truth about God’s love, plan, and purpose for their life. We get to replace fear with confidence through confession. Ultrasounds have been a very effective tool. When the parents see the baby, they are less likely to terminate. Pastors please send your people who are suffering.”

LaRae Taylor, WMM president, shared the past events of this ministry, which are highlighted in the Committee Reports. Moving ahead, she would like to take a handful of women to Day Spring Villa for a

three-day mission trip. The committee is also planning a Missions Celebration event as well as a Ministry Wives appreciation brunch in 2020.

Nominating committee report was given by Matt Kelly, pastor at Letitia Baptist Church, with a motion to accept report as printed by Kevin McCurdy, pastor at Westwood Baptist Church. Motion carried.

Curtis Erwin called for the election of officers for 2019-2020. Trey Graham, Pastor First Cache, nominated John Cullison, pastor at First Baptist Geronimo to be moderator, Harold Gaches, pastor at First Baptist West, as 1st Vice Moderator, Matt Kelly as 2nd Vice Moderator, and LaRae Taylor as clerk. Mickey Miller, pastor at Grandfield Baptist Church seconded the motion, motion passed.

John Cullison read a quote from CS Lewis, “Christianity, if false, is of no importance, if true, it is infinitely important.” No middle ground. He then made a motion we accept the 2020 budget. Dr. Rodney Campbell seconded it, motion passed.

New pastor and staff were introduced by Troy Taylor. Scott Patton, pastor at Indiahoma, Zach Pruitt pastor at Faith Journey, Rudolph Johnson is now full-time pastor at God’s Family Church, Dr. Tony Nichol, pastor at Paradise Valley, Dr. Dale Linebaugh, pastor at Cowboy Church, Roger Snow, pastor at Calvary Walters and Robert Jacobson, pastor at Faxon. Troy Taylor encouraged everyone to pray for these men, their wives and children.

Troy Taylor, Director of Missions gave his report. He gave a warm welcome and thanked everyone for attending the Annual Meeting. He shared the importance of the Association and the Annual Meeting. Several associations have dissipated, and the annual meetings are poorly attended, but praise God CCBA is going strong and we want to continue to get stronger. Because of modern technology you don’t need the association in the same way you use to but “We must be careful what we throw out and what we keep, we are trying to have a stronger social media and internet presence, but we still need each other you cant get that online. Annual meetings allow me to see people I only see once a year. We are successful when we surround ourselves with other believers. I am trying to tighten up our mission, put together a better face of what we do, like the prison ministry, jail ministry, Disaster Relief, Women’s & Men’s ministry. We are working hard not to duplicate other ministries, but do things separate and unique for CCBA. This is not what I DO, but what WE DO.

Brent Bennight led us in a congregational hymn, “Heaven Came Down”.

Sara, Vice President at the Waters Edge, a ministry of the Baptist Foundation of Oklahoma, passed on her appreciation for pastors and Comanche-Cotton Baptist Association. She briefly explained the many benefits of outsourcing accounting to the Waters Edge. They offer basic bill pay, designated fund accounting, payroll services, contribution tracking as well as the people software. It usually takes 4-8 hours to get all the information turned over.

Darrell Knapp gave a Disaster Relief ministry report. “Disaster Relief ministry opens up mission opportunities for people who aren’t mission minded.” Only 5% of our budget comes from cooperative giving, the rest is donations. You can help one way or another in this ministry. He then challenged us to ask God to show us what we can do for DR?

Larry Tidwell, pastor at Sterling First Baptist led in prayer for the Oklahoma Baptist Homes for Children. An offering of $553.45 was taken for this ministry.

John Cullison led in a memorial prayer and stated he wanted to remember his father-in-law, Jack Pearson, pastor for 34 years, who went to be with the Lord earlier this year.

Troy Taylor presented state mission offering certificates and read a letter from Dr. Dilbeck to First Baptist East, First West, First Lawton, First Walters, and Chatanooga.

Trey Graham and Matt Kelly presented the next Mission Moment. They shared how they have partnered with a church in Edmonton Canada called Whitehall Christian Fellowship. There are 4,000 people in two square blocks. Together they were able to take 6 trips with 24 members to Edmonton Canada.

The choir from First Baptist Walters presented the special music before the Annual Sermon.

Dr. Jack Jacob preached the annual sermon. He taught from Ephesians 3:14-21 “God is Able”.

After the message we enjoyed a fellowship meal in the Family Life Building.

At 6:30 we reconvened for our evening worship. We began with Kenn Lane playing a piano solo that set the tone for the evening. Troy Taylor presented Curtis Erwin, outgoing CCBA Moderator, with a nice wooden personalized pen & pencil set. The Olivet Baptist Church Praise Team led us in several worship songs and a fantastic hymn medley. Dr. Joe Ligon, Senior Associate Executive Director of the BGCO brought a message from God’s word, His text was in Romans 8:1 and John 3:18. Dr. Joe Ligon offered a time of response at the end of the service and several people prayed at the alter. John Cullison closed in prayer.
