Our Leadership and History

Mr. Robert F. Shearer, PE, President and Owner of Shearer & Associates, Inc., had a dream of starting his own engineering firm primarily to provide highly effective engineering services to government clients. In September of 2000, Mr. Shearer made this goal a reality by founding Shearer & Associates, Inc. specializing in facility and security engineering.

Shearer & Associates, starting as a one-man company with an office in a garage in Athens, Alabama, had grown and relocated to an office suite in Cummings Research Park, Huntsville, Alabama, four years later.

• Assisted the Navy with formulating and implementing a policy for Advanced Metering Costs/Benefits Analysis.

• Provided specialty engineering and design for metering integration, communications, project management, and systems design for automated metering ready for multiple Navy installations.

reviews to ensure the biddability, constructability, and operability of a design, as well as value engineering assessments. Once the design has been reviewed, we can assist in qualified contractor selection and construction contract negotiation through design, bid, build, and design/build methods.

Shearer & Associates has substantial experience in preparing and maintaining cost engineering and scheduling documents using industry

standard software. We can prepare bottom-up cost estimates using the client-preferred software to deliver budgetary or parametric estimates. If necessary, our staff can act as an owners’ representative during cost analysis and negotiations. For schedules, we are well-versed in determining critical tasks and establishing the critical path for project execution with appropriate milestones. When asked to maintain schedules, we continually evaluate actual performance versus expected performance and advise our clients where corrective action may be necessary to maintain schedule.

Cost Estimating, Micro-computer Aided Cost Engineering System (MCACES) Water Structures Security (WSS) Program, USACE, HNC:

• Provided cost estimates for the following places: Pine Flat Dam, CA; Terminus Dam, CA; Cochiti Dam, NM; and Warm Springs Dam, CA.

• Cost estimates were based on 95% submittal design drawings provided by other design firms, and each design involved significant upgrades to both electric and physical security systems under the Critical Project Security Program (CPSP).

Cost Estimating for the Project Management Directorate, Utility Monitoring and Control Systems (UMCS) Program, USACE HNC:

• Provided cost estimating services in support of the preparation, negotiation, and award of contract actions for the UMCS Product Delivery Team in support of the UMCS Program.

• Annual contract obligations for the UMCS team for this period were in excess of $125 million; this represented more than 150 Task Orders (not including modifications) that we supported through our cost estimating services.

• Estimates included Architectural/Engineering drawings and specifications, a parametric estimate based on unit prices, and analogous estimates based on historical information.

• Responsible for the logistics of coordinating and tracking the acquisition and shipping of assets from seven different manufacturers required for upgrade to the Access Control Points.

• Equipment included active and mobile vehicle barriers; fixed and mobile lighting systems; under-vehicle inspection equipment; closed caption television (CCTV); fixed and mobile ballistic rated guard booths; trace element narcotic and explosive detection, x-ray machines, and support equipment; and explosion mitigation equipment.

Logistics and Sustainability Planning, Product Management for Force Protection Systems (PM-FPS) and the USACE Access Control Point (ACP) Equipment Program, USACE HNC:

• Provided expert management to assist USACE, the PM-FPS, and the U.S. Army Office of the Provost Marshall General (OPMG) with fielding and sustaining numerous pieces of high-volume, low-density Force Protection Equipment.

• Included research; development of requirements; managing the ordering, delivery, installation, and training for multiple systems at more than 350 locations worldwide valued at more than $85 million.
