Her anxiety was also on the rise – she recalls having to escape a crowded room – but it wasn’t until Helena happened upon an attentive optometrist that she discov-ered her problem had a rela-tively straightforward solu-tion. The optometrist began by asking Helena how she reads.

“I close one eye,” she responded.

Since that fateful day a year and a half ago, Helena, 13, has been working with Cameron McCrodan, a Saa-nich optometrist with a pri-mary focus on behavioural optometry. McCrodan uses a method called visual ther-apy to treat vision inefficien-cies.

“Standard eye exams do not test someone’s tracking efficiency and accuracy,” McCrodan said. “Head-aches, crowd anxiety (can be) related to the inability to focus.”

Helena was an A student in Grades 4 and 5 at Arbu-tus Global middle school, so her behavioural shift seemed odd to mother Anita Murray-Hill.

Helena wouldn’t touch a book outside of school, and as other issues arose, Anita saw enough of a pattern that she and Helena spent the better part of two years trying to figure out what was wrong.

Medical doctors, a coun-sellor, an occupational therapist and other experts all had their say, but none could get to the root of the problem. At one point, Hel-ena was falsely diagnosed with dysgraphia, a form of writing deficiency.

Reynolds rocks on with Tour de RockSchool’s organizing team still hopes to raise at least $50,000 for research

Class can’t return to session soon enough for a driven trio of Reyn-olds secondary students leading the school’s mighty Cops for Cancer fun-draising effort.

As Reynolds has one of its own on the tour – guest rider and Reyn-olds vice principal Dean Norris-Jones –  Grade 12 students Rebecca Tran, Erinne Paisley and Abbie Reynard have set up the Reynolds kickoff rally for the 2014 Tour de Rock Cops for Cancer this morning at Braefoot Park.

“We’re able to use social media to get the word and out and we’ve had strong numbers with 10 to 15 people at organizing meetings, despite not being at school,” Renyard said.

Regardless of the strike, Reyn-olds’ Tour de Rock fundraising team has been planning a full schedule of events.

There’s a 10-kilometre walk at Elk Lake, leaving from Hamsterly Beach on Sept. 21, at 2 p.m. There’s an ice skating night on Sept. 26 at Pearkes arena. There’s also a car wash, bake sale, scrap metal collection and bot-

tle drive at Reynolds on Sept. 27.“It’s hard because we are all really

close with the teachers and know they want to be involved, because they’re very involved every year, helping us,” Renyard said.

“And if we (had been) in school, it would (have been) easier. It gives you easier options to meet and a place to advertise.”

Last year the school topped $100,000 in donations to Tour de Rock, but Renyard says they’ve tem-pered expectations with School Dis-trict 61 planning to open on Monday.

“The kickoff should be a big event where we’ll have sign-up sheets for everything, information and speak-ers getting everyone hyped about the campaign ahead,” she said.

Teachers may be in attendance on Friday. That’s yet to be determined based on Thursday’s ratification of the tentative BCTF agreement with the provincial government. Results were not available prior to the News deadline.

Either way, Norris-Jones will speak and will be joined at the kickoff by Saanich Police Const. Heather Hunter, a 2014 Tour rider who also happens to be a school liaison for Reynolds, as well as 2014 Tour rider and Saanich Police Sgt. Jason Bland.

“If everything goes perfectly and we can hit $100,000 again, that would be a dream,” Renyard said

“But our hopes are $50,000 because it seems a little bit more realistic right now.”

“Cops for Cancer has been one of the most important things that defines Reynolds as a school, and this year will be special for Reynolds as our very own Mr. Norris-Jones is a guest rider is there,” Tran said.

The date for Tour de Rock’s official Reynolds visit is Oct. 2 or 3, at which Grade 9 girls typically lead the way in head shaving.

“Why the Grade 9 girls seem to do it the most I don’t actually know,” says Reynard. “I did the Tour de Rock head shave in Grade 9 because my nana passed away from cancer and my grandma has three different types and is surviving.”

‘We’re at our breaking point’An annual report

released by the Greater Victoria Coalition to End Homelessness this week identifies a gap in “rapid re-housing initiatives” to address the needs of one-time shelter users and people dealing with tem-porary housing crises. The report points specif-ically to a rise in motel and hotel occupancy by homeless families as problematic.

Housing co-ordinator Kathy Dallman, who runs the Capital Region’s only family housing services program at the Burnside Gorge Community Asso-ciation, says homeless families have few options while they sit on BC Hous-ing’s wait list.

“There are only two family units that are shel-ters at Rock Bay Landing. That’s the only family shelter in all of Greater Victoria,” Dallman says. Parents often contact Dallman with the impres-sion that low-income housing will be immedi-ately available.

“We’ve had families waiting up to two years for that housing,” she says. “We’ve had others get in after a few months. But that rapid housing really isn’t available.”

Last year, Burnside-Gorge helped 264 fami-lies who were homeless or at-risk of homeless-ness. Their situations varied – some were liv-ing in their cars, others were camping, one family of six was sleeping in a one-bedroom apartment together. The majority (55 per cent) needed help avoiding eviction due to unpaid rent.

“Eleven per cent of our families were absolutely homeless, sleeping out-side or in their car,” Dall-man says. “That may not sound like much, but for an entire family, that’s pretty huge.”

Motel use, a stop-gap measure in the hunt for long-term affordable and low-income hous-ing, is increasingly being accessed by necessity, Dallman says.

“We’re so thank-ful there are hotels and motels available in this region, because that’s actually our solution to immediate family housing right now. When families ask me when they’ll hear about permanent hous-ing, my answer to these families is, ‘I don’t know.’ There’s just not enough buildings for the number of families on the list.”

Family housing support sparse in Greater Victoria

William Boggs’ command-ing stature is betrayed only by strained eyes and the subtle scent of damp clothing.

The U.S. military veteran sifts through stacks of doctors’ notes, veterans files and correspondence atop a narrow table inside Saan-ich South MLA Lana Popham’s constituency office while his wife, Diane, sits wearily beside him.

“We’ve been to every housing agency in Victoria,” Boggs says. “We’re phoning these agencies daily and hearing nothing. The fin-gers just point at the next door.”

Three months ago, the Boggs were living comfortably in a rented suite on Royal Oak Drive with their two children, Cody, 18 and Deleia, 20.

Today, they’re living in a Gorge Road motel. It’s a step up from the tent they called home for the summer months at Goldstream Provincial Park, but the family is struggling to process their finan-cial inversion.

“Were at our breaking point,” Diane says.

The life-altering change came in July when William’s monthly disability benefits were cut from about $3,600 to $825. He was told he missed a U.S. Veterans Affairs hospital physical in Washington State and his funding was subse-quently reduced.

“They were sending the noti-fications to my old address in Kelowna,” Boggs says. “I haven’t had to have a physical since 2010. I had no idea this was coming.”

The Boggs have since been pur-suing subsidized housing through BC Housing while trying to access other sources of income.

...Sgt. William Boggs was honor-

ably discharged from the U.S. Army in 2002. He served overseas in Iraq, Afghanistan and at a U.S. base in Germany, according to Vet-erans Affairs documents provided to the News.

“My family’s all military,” says Boggs, an Oklahoma native. “Between eight of us, we’ve got almost 100 years of active duty in three generations.”

Boggs was approved to receive disability benefits from the U.S. Department of Veterans Affairs in 2006, an amount calculated based on injuries he sustained on active duty during his 14-year career. He moved to Canada in 2009, a deci-sion that doesn’t impact U.S. vet-eran disability benefits.

Those benefits are determined by the severity of injury. Until two months ago, Boggs was receiving disability payments for “left lower extremity neurological effects,” partial paralysis of his leg and other injuries related to his spinal cord.

A letter from the U.S. Depart-

ment of Veterans Affairs in April and faxed to Boggs earlier this month stated his benefits would be reduced “because our records noted improvement in some con-ditions.” The letter does not elabo-rate.

Requests for comment from the office of U.S. Sen. Bernie Sanders, chair of the Veterans Affairs Com-mittee, were not returned by dead-line.

“I don’t know to this day how my pay was cut,” Boggs says. “They did this without any X-rays, any doctors’ evaluations, anything that can justify what’s happened.”

Adding to the complex situation are William’s $700 monthly child support payments, which he says can’t be reduced without going to court. Legal Aid rejected his appli-cation in August with a letter that stated his situation did not qualify.

On Wednesday, Boggs says a Vet-erans Affairs representative called. Boggs was told he could submit a formal appeal, but the process that will likely take months.

“I need this fixed now,” he says....

The couple filled out BC Hous-ing’s necessary paperwork for subsidized housing in July. Since then, they’ve received little infor-mation about their status on the housing waitlist.

“I phone every morning and they just keep saying we’re top pri-ority because we were basically homeless, living in a tent with our kids,” says Diane, a former food service worker who collects about $1,050 in Employment Insurance each month after she injured her back. She heads to Victoria Gen-eral Hospital today for surgery to address her spinal stenosis, ensur-ing she’ll be out of work in the

coming months as well.Peter Granger, owner of the

Scotsman Motel on Gorge Road East, heard about the Boggs’ plight through the Burnside Gorge Com-munity Association and arranged a room.

Granger said it’s not the first time he’s rented to homeless indi-viduals and families while they sit in limbo for permanent housing.

“A lot of people say they’ll only be living here temporarily and that they’re waiting for housing, but there isn’t’ enough housing for all these people,” Granger says. “As soon as they build more hous-ing, more people migrate here. It’s never-ending.”

A fire in May at one of Victo-ria’s most dense affordable hous-ing units, View Towers, displaced about 70 people and caused fur-ther strain on affordable housing availability, Granger says.

“They ate up all the available housing and it hasn’t gotten any better.”

mation on the Boggs’ file, despite receiving a full privacy release form from the family.

In a statement, BC Housing Van-couver Island regional director Roger Butcher said housing pri-ority is normally given to women and children fleeing abuse, fami-lies, youth, people with disabilities and other at-risk cases. Butcher said BC Housing and a homeless outreach provider have helped the Boggs by connecting them with Granger, and by subsidizing the motel room.

They’re also working with “a local shelter to identify and obtain appropriate long-term family hous-ing,” he said.

Butcher was unable to provide an average family’s wait time for housing, but said a number of fac-tors – including geographic restric-tions, an applicant’s history with BC Housing and personal prefer-ences like pets and smoking can slow down placement.

The Boggs say they’ve offered to move anywhere between Nanaimo and Victoria where housing is available.

stituency office staff have been doing what they can for the Boggs by assisting with paperwork and liaising with other community organizations.

“My office regularly works to help people in situations like this, but there are few options,” Popham said.

She said the provincial govern-ment needs to create and imple-ment a strategy to reduce poverty. A lack of a national affordable housing strategy also contributes to the funding gap.

“Emergency shelters in Victo-ria are at capacity,” Popham says. “Every subsidized housing unit in the area is full – and hundreds of people are on waiting lists.”

For the Boggs, returning to a campsite isn’t an option; many of the family’s items of clothing and other possessions had to be thrown away due to mould. The couple will continue calling vari-ous housing providers in the Capi-tal Region while pushing U.S. Vet-erans Affairs for an interim solu-tion and working on an appeal.

“It’s like everyone’s looking at us saying we’re on fire, but no one’s putting the fire out,” Boggs says. “They’re just watching.”

A Saanich Police Department K9 team is celebrating their “three-peat” win at the national Canadian Police K9 Champion-ships, held last week in Kelowna.

Const. Jon Zeilinski and police dog Zeke were top overall win-ners once again, thanks to their near-perfect execution of drills and commands.

“We’ve got as close a partner-ship as you’ll see in policing,” Zeilinski said. “It’s a unique rela-tionship. I spend more time with my dog than my wife or my fam-ily.”

Zeke took to the Saanich police training course like a duck to water on Wednesday, showcasing his skills by leaping through car windows, saunter-ing over plywood bridges and crawling through tunnels.

Zeilinksi, who joined Saan-ich Police Department in 2003, became part of the K9 unit in 2007 and has been working with Zeke for the past four years.

The competition, he said, is intense as police dog units from

across Canada show off the strength of their canine connec-tion.

“You try to mentally prepare but until you’re there, you don’t know what kind of a competition you’re going to face,” he said.

It wasn’t all no work and no play. Zeilinski said the cops still know how to unwind when they

get together. “It was a lot of fun for sure,”

said Zeilinski, throwing Zeke his chew toy before the dog settled down with the look of a job well done.

“The best part about working with Zeke is he’s always happy to go to work,” Zeilinski says.

Housing fix a long way offOn a cold night in February, a team of volunteers,

housing advocates and university students spread out across Greater Victoria to find out how many people were accessing shelters and other forms of temporary housing.

What they found wasn’t much different from a similar count in 2011, according to Andrew Wynn-Williams, executive director of the Greater Victoria Coalition to End Homelessness: 1,167 people, including 116 children, were sleeping on cots and thin mattresses in local shelthers or in motels throughout the region.

“The number of families counted increases when hotels and motels are included in the facility count,” says count lead researcher Marika Albert. “For me, this means that hotels and motels are often seen as the only affordable option for families experiencing homelessness, which is deplorable and an important indication that we are far from addressing the affordable housing crisis in the region.”

Like William and Diane Boggs in our Page A5 story, many families in housing crisis can face a steep climb when they lack family support. There are a total of two shelter units available to families on a short-term basis in the entire CRD at Rock Bay Landing, and Burnside Gorge Community Association offers the region’s only in-person family housing assistance program. Most of the 264 families they helped last year were on the cusp of losing their homes, while one in 10 were outright homeless. Some, like the Boggs, end up in local motels and hear little from BC Housing.

The region hasn’t been idle. Since 2008, there have been 274 supportive housing units and 350 affordable housing units built. But it’s clear families aren’t able to access services and stable housing with anything close to a timely manner. The Coalition recommends implementing “rapid rehousing initiatives” to help in crisis situations, a move that should garner support across all levels of government. It’s also time the federal government stepped up and created a fully funded national housing strategy to play its part in the housing fix. Otherwise, families will continue to be left out on the cold.

Re: Amalgamation ‘not a Saanich debate:’ Leonard (News, Sept. 12)

After moving here last year, I was shocked to find out the number of individual municipalities there were in what is clearly meant to be one city.

At first, I didn’t understand why it was different, when compared to the Greater Toronto Area and the Halifax Regional Municipality, where I’ve lived previously and have seen the results of amalgamation.

But your article makes it clear. If the decision to examine the pros and cons is left up to individual councils, it likely won’t happen because the mayors and councils do not want to risk losing control of their personal fiefdoms.

One of the efficiencies to be gained from amalgamation is a reduction in paid councilors and, human nature being what it is, why would people support something that could jeopardize their positions?

I’m pleased to see several municipalities allowing the question to go on the ballot this fall, but that’s only because it is non-binding.

The only way amalgamation is going to move forward is if the people get a lot louder and a higher authority (i.e. the provincial government) directs it to happen.

That’s exactly what it took in Nova Scotia, and that’s what it’s

going to take to make it happen here.

Now, obviously from this letter, it’s clear I support amalgamation, but let’s see what the study says at least, Mayor Leonard, before saying its not an issue for Saanich, eh?

We don’t expect costs to go down significantly, but at least there will be one body making decisions.

I will vote against Saanich Mayor Leonard because of his refusal to let us vote on this issue.

King Fife of Saanichdom should take a look at his surroundings once in a while and check the pulse of the people he misrepresents.

The Angus Reid survey produced 89 per cent support to have the question on this year’s ballot, but Frank Leonard tells me that I don’t want to have a chance at amalgamation.

Is this a process that will reflect on his little corner of the world?

He has lost my vote and I will be finding out as much as I can who in Saanich would not be willing to support the referendum, and that will reflect on my vote as well.

Perhaps Mr. Leonard should heed View Royal Mayor Graham Hill’s decision to step down.

Mr Hill, in my opinion, was not a good mayor, but with his council, I don’t know how anybody could have been a good mayor.

Community rallies for Lake Hill Challenge

Dacian Filipescu rolls a few feet closer to his dream ride after collecting a sizeable cheque towards the cause.

The 10-year-old and his family were on-hand to accept a $3,750 donation from Uptown’s Casca-dia Liquor Store to go towards Dacian’s Lake Hill Community Challenge, a $45,000 fundraiser to pur-chase a wheelchair adapted van for Dacian, who lives with Duchenne muscular dystrophy.

“This is a huge cheque,” said Dacian, laughing.

The disease means Dacian is gradually becoming more tired, and his reliance on his wheelchair is increasing as he seeks to keep up with his friends.

Neighbourhood friend Angelika Fox is helping mom Delia and dad Cos-min organize the Lake Hill Community Chal-lenge, which was near-ing $14,000 this week.

“We’ve had a busy summer of events with a lem-onade stand visited by Saanich Fire Department, bottle returns, a book sale, garage sale and indi-vidual donations,” the support has been great,” Fox said. “It’s a parent supported concept but it’s all of the kids helping Dacian out.”

Fox is a wine rep for Stone Road, an Okanagan winery. She approached Cascadia, who sells the product, and they agreed to set up a donation program with contributions from the sale of each bottle of Stone Road at all five Cascadia locations in the region.

It made up the bulk of the $3,750 with additional money from donated bottle returns and Cascadia’s by-donation ice.

Saturday is Dacian’s 10th birthday party and it’s going to be a big one.

Dacian and friends are hosting an open invita-tion to the community at Saanich Commonwealth Place tomorrow (Sept. 20) starting at 11 a.m., an afternoon of wheelchair games (for all).

Entry is by donation, with cupcakes donated by two stores, Ooh La La and Uptown’s Original Cup-cakes by Heather and Lori. Commonwealth Place donated the gym time.

The Lake Hill Community Challenge is lining up other events for later this fall. Dacian’s friends are already very excited about the Oct. 25 Lego party, in which kids (and adults) have access to the Vic-toria Lego User Group’s plethora of plastic pieces.

Former Oak Bay-Gordon Head MLA and B.C. Liberal cabinet minister Ida Chong was expected to announce her candidacy in the Victoria mayoralty race yes-terday. The announcement was made after the Victoria News deadline. Chong, a Saanich resi-dent, sent out invitations earlier

this week to a press conference where she was to “make a very special announcement about the future of Victoria.”

If Chong does decide to run, she’ll join city councillor Lisa Helps and Changes the Clown.

Mayor Dean Fortin has yet to announce his candidacy, but it is widely expected he will throw his hat in the ring soon.

Honda Fit goes big but in a smaller packageThe subcompact segment in Canada had been a bit stale, until this past year, when we witnessed a number of new entries into this segment. In 2013, Nissan introduced the Versa Note hatchback and earlier this year Nissan followed up with the Mi-cra, the least expensive car on the market ($9,998). The latest entry is the Honda Fit, the only vehicle in this com-petitive class to come with an amazing array of seating options that make it a wonder-on-wheels. LooksIn an age where most cars get bigger from one generation to the next, Honda has bucked the trend and actually shaved 41mm off the overall length of this new 2015 Fit, but improved interior volume. The way they achieved this is by stretching the wheelbase and shortening the front and rear overhangs. This move also helped in the styling department by producing more of a wedge front surface with a sleeker front windshield. The Fit now looks longer, sleeker, and less top heavy. Priced from $14,495 - $22,595, the Fit, on paper, might not look as attractive as the top selling Hyundai Accent and Kia Rio. But when the buyer factors in the versatility of this vehicle and the fact it has the highest retained value in this class, according to Canadian Black Book, it can offer good value.InsideAs attractive as the new exterior is, the interior has always been the real story. There is no other car in the subcompact, or even the compact class, that has the same functionality and flexibility. This

new 2015 has 79mm of additional rear seat room, the largest cargo area, class leading passenger volume and more front shoulder room than its competitors. That’s all good stuff but the design of the rear seats and car-go floor make all of that room even more useful. Honda has what they call Magic Seats: an

outrageously simple rear seat design that allows the seat bottom to flip up, making the rear seat floor accessible to store large or tall objects. This would be a great place to transport a dog, almost like a kennel on wheels. Since the fuel tank is placed under the front seats instead of the typical location under the rear cargo floor, this allowed the designers to lower the rear floor offering a much deeper cargo area. Combine this with the ability of the rear seats to fold, plus the front passenger seat to be re-clined to help transport extra long items the Fit has the space race won.DriveHonda has a new line of engines it calls Earth Dreams, a less than subtle mocking of Mazda’s Skyactiv. The essence of this new engine technology is taking variable valve timing and direct injection, plus a lighter design to help in power delivery and fuel consumption. The new 1.5L engine has eleven per cent more power, at 130hp, plus more torque at 114 lb.-ft. but is 27 per cent lighter than the old engine. The power goes to either an all-new 6-speed manual that is available on all trim levels or a new continuously variable transmission that expands the gear, ratio range by fourteen percent. What this means in

terms of drivability is a better jump off the line and improved highway cruising. Because the new transmission reduces weight and friction, the fuel economy has improved by 16 per cent, which is an amazing accomplishment in such a small car. Rated at 7.0L/100km in the city and 5.7L on the highway, using the much tougher 2015 fuel standards, this represents fuel number buyers will actually be able to achieve. In addition, the suspension has been improved for more responsiveness but I found the ride a bit choppy over bumpy roads.VerdictThere is so much to talk about with the Honda Fit from space to design and new engineering; it is easy to overlook the creature comforts that have been added. There is now a height adjustable drivers seats, a standard 5-inch LCD screen with backup camera and Bluetooth all on

the base $14,495 DX trim. Move up one step to the $17,295 LX trim and Honda includes a huge 7-inch touch-sensitive Display Audio system and heated front seats (my favourite). There is also the $19,195 EX trim with alloy wheels, paddle shifter and moon roof, but the big news is the inclusion of the $21,295 EX-L Navi trim. This is the EX trim with leather and navigation, making the fit downright opulent. This isn’t the least expensive car in this class but on the whole it offers so much more than just a price point. This car is all about smart money.

Milton Keynes, England – The security here seemingly rivals that of the most top-secret government institutions.“Without the proper finger you can’t get in,” says Silvia Halfar, grinning while prodding the fingerprint scanner. The door clicks open to the Infiniti-Red Bull Racing factory, where we would observe the hi-tech production tech-niques behind the success of four-time world F1 champion driver Sebastian Vettel and the four Constructors’ Championship titles earned by the team.The design genius is indisputably Adrian Newey. With ten Constructors’ Championships under his belt, won with three different teams – Williams F1, McLaren and now Infiniti-Red Bull – he has no rival.“Adrian draws up to 100 designs (car parts and components) a week and I mean draws, literally,” informs Silvia. His work is scanned and 3D printers generate models for testing.It’s not a one-man show: more than 600 people design, test, build and as-semble the hundreds of thousands of parts required for the race cars driven by Vettel and Daniel Ricciardo. Every season, the 110-strong design team produces a new car that conforms to the strict F1 regulations. A super com-puter tests every part virtually, before a new model hits the former Concorde jet wind tunnel in nearby Bedford. Its processing power is a closely guarded

secret but it’s greater than 35,000 iPads combined.Different parts are designed for every racetrack, sometimes within 24 hours of a race. The race simulator is out of bounds but we learn new part profiles are fed in and tested virtually by the drivers on any of the F1 circuits programmed into the machine. It was likely over-worked this year as the old V8 engines were replaced with turbo-powered 1.6-litre V6 hybrid powerplants.There are no underground tunnels between the four buildings so when a secret race-winning part is produced what happens? – Silvia laughs: “Well, then we put it on a tea trolley, cover it with a towel and wheel it across the road.”By the time the chuckling had died down, we were all peering through the windows of a huge gym. “The race team has to keep fit,” said

Silvia, anticipating our question. There are also trainers and nutritionists available to the pit side crew. Turns out the garage guys practice pit stops every day within the factory’s four walls. “The team holds the world record for a pit stop in 1.923 seconds!” she add-ed. Every one-hundredth of a second can mean the difference between a win and loss. Shortly before leaving, we stand by a windowless wall. It’s the operations room, in where live data is analysed and information fed back to the race-track. No admittance. “After one race the winning team Tweeted a picture of their ops room . . . . we could see who was in the room and what programs they were running on their monitors.”With that, the exit door buzzed and the cool air rushed in to take our places.

Race route not for the fast and furious By Keith Morgan

Milton Keynes, England: As we climbed into a gleaming Infiniti Q50 sports sedan, one killjoy warned the road to the Belgian Grand Prix would be like a dance – quick, quick, slow.The tour of the Infiniti-Red Bull Racing factory had us pumped and ready to roar Sebastian Vettel-like, along the UK’s motorway network to Folkestone, Kent. There we would take Le Shuttle train beneath the waves of the En-glish Channel to France and on to Spa, Belgium. It would be a

600-kilometre drive (374 miles) and take less than six hours. The doomsayer was right, try ten hours!The aforementioned four-time F1 champ influenced the production of this car so it was a neat idea to take the sharp-looking Q50 on an ex-tended spin to a race weekend. However, plain sailing it was not as we encountered motor-way chaos to the EuroTunnel. It was equal parts low-gear slow crawl, near-posted speed limit bursts – enabling a few paddle-flipping-gear changes – and parking pauses

long enough to test the eight-position power seat adjustments and play with the large dual touch screen infotainment displays. The navigation system ‘lady’ suggested we take the M25 the opposite way around London. Whoops. Should have ignored her.Nevertheless, this was all a blessing because the car was forced to perform in adverse conditions and its mettle/metal was truly tested.Extended time at the wheel of a 328-horsepower 3.7-litre V6 version (starts at $37,500) and a Hybrid ($10,000 more) with a 3.5-litre engine left me scratching my head about which would be my choice. Both provide a quiet, com-fortable drive, not averse to a sprint when necessary, all aided by a seven-speed auto transmission that is as a smooth as a baby’s you-know-what. All-wheel-drive would be an option I would choose on either model.Interestingly, the constant-ly changing speed limits flashing above helped show off the predictive forward collision technology. If you trust the car ahead, the radar-controlled gizmo will govern your speed and braking automatically. In addition, lane control keeps you on the straight and narrow should you drift into that passing car you were alerted to by another warning system. Thanks to the $320 flexi pass, we rolled with ease onto the train and smirked at the lineup with the $120 tickets. About 40 minutes

later, we were enjoying the French countryside, travel-ling for extended periods at the construction zone speed of 30 klicks.Darkness enveloped the road ahead but our way through Belgium was lit by the most spectacular elec-tric storm. Ah yes, the wind-shield wipers performed efficiently in a downpour of Biblical proportions.We finally reached Spa, birthplace of Agatha Christie’s fictional detective Hercule Poirot, and famous for its therapeutic cold springs. By the time we arrived, we’d had enough of the cold springs from above.The inclement weather didn’t dampen our spirits as we rubbed shoulders for the next two days with the fast and the fashionable in the Formula One Paddock Club at the Circuit de Spa-Fran-corchamps. Champers was the breakfast of champions at the 2014 Belgian Grand Prix, if you had the admis-sion price of $3,500 burning a hole in your jeans.

Garrison seeks nod in new riding

Esquimalt-Juan de Fuca MP Randall Garrison will seek the NDP nomination in the new riding of Esquimalt-Saanich-Sooke for the upcoming federal election.

“Every day I see

more evidence of how (Stephen) Harper’s out of touch policies and mismanagement are making life harder for Canadians,” said Garrison in a released statement.

“Every day I see the values that have made Canada a great nation being eroded. That is why I have decided to seek re-election as the NDP candidate in Esquimalt-Saanich-Sooke,” Garrison said.

As the result of the redistribution, Langford and Highlands will join the new riding of Cowichan-Malahat-Langford.

The rest of Esquimalt Juan de Fuca will be joined with an additional portion of Saanich to make up the new riding of Esquimalt-Saanich-Sooke.

Garrison was first elected as a Member of Parliament in

2011. He previously

served as a councillor in the Township of Esquimalt and spent two decades teaching criminal justice and political science at Camosun College.

He continues to reside in Esquimalt with his partner, Teddy Pardede.

TD to plant 325 plants in park

Volunteers planters are needed for TD Tree Days.

TD is hoping to get as many eager green-thumbed volunteers in the area as it can to help plant more than 325 trees at Cecelia Ravine Park on Oct. 4.

To register as a volunteer, go online to tdtreedays.com.

This fall, more than 4,224 trees will be planted by 775 volunteers – including many TD employees and their families, customers and community partners – at 18 sites across the province.

The initiative is funded by the TD Friends of the Environment Foundation, which has provided more than $66 million from 140,000 donors to over 22,000 environmental projects.

The Victoria Mariners premier baseball team is hosting the inaugural Zack Downey Baseball Tournament at Layritz Park.

The Mariners will make it an annual feature in the fall schedule, commemorating Downey, who was a Mariner when he was diag-nosed two years ago and then passed away in June following a year and half struggle with cancer.

The Mariners will split into two teams, with four more invites tak-ing part from the B.C. Premier Baseball League, the Victoria Eagles, Nanaimo Pirates, Parksville Royals and Coquitlam Reds.

The six-inning games began on Thursday and continued with the Mariners 2 team playing the Eagles today at 8 a.m. The Reds face the Mariners 1 at 5 p.m. today. On Saturday morning the Mariners 2 play back-to-back games against the Royals and Reds at 8 and 10:15 a.m. The Eagles play the Mariners 1 at 5 p.m. Saturday.

The University of Victoria is hosting a women’s basketball clinic for community coaches.

“This clinic is a great opportu-nity for our program to connect with coaches of all levels in our community,” said Sinclair. “As university coaches, we benefit greatly from the work these youth coaches do year in and year out, and this is a way to continue to build basketball on the Island together.”

The rugby players could soon be joined by another group of high performance athletes, as the fourth-year CEO hopes the soon-to-be-built world class run-ning track attracts Athletics Can-ada to PISE.

“The track is only the latest project, we’re building incre-mentally where we can as we become better funded,” Bet-tauer said.

During his time here, Bettauer, 58, has morphed from tennis analyst on Sportsnet to the face for PISE, at least in Saanich.

“When PISE started, there were a lot of adjustments, and it’s taken time to connect PISE to the various levels of sports in Greater Victoria, of which there are a lot. And now we’re burst-ing at the seams,” Bettauer said.

The non profit entity enjoyed its third straight year on the positive side of a balanced bud-get, having recorded losses in its first two years of operation. PISE was originally built on the south end of Camosun College’s Interurban Campus in 2008 with $24.5 million of the $27-million cost coming from provincial funding.

Making PISE sustainable has taken years.

The initial CEO lasted three months. The building’s original vision didn’t take shape until former Tennis Canada CEO Bob Moffat spent the next two years as a general manager. Moffat worked with Bettauer at Tennis Canada, where the latter was the director of tennis development.

Now the facility is in good standing, thanks in part to the growth of key tenant partners such as the Canadian Sports

Institute Pacific and Camosun College. Camosun’s Centre for Sport & Exercise Education pro-gram runs in PISE with 400 stu-dents and faculty in four class-rooms.

Only $100,000 of PISE’s annual $2.5 million operating bud-get comes from the province. The rest comes from a combi-nation of lease and rental rev-enue, program revenue, grant revenue and the Common-wealth Legacy Fund, the Vic-toria Foundation (for child pro-gramming) and sponsorships. “We walk the talk. When we look to add resources we can say we’re looking to enhance what’s here, not to create,” Bet-tauer said.

More than half of the program-ming PISE offers is now external, run at schools and community centres, he added.

“The good news is we’ve filled the building, we’re burst-ing at the seams. The bad news is we’re bursting at the seams. External community programs are now done out of strategy and out of necessity.”

Forty per cent of PISE’s $1 mil-lion track budget has already been raised.

The track will only be four lanes but will meet world ath-letics standards and will include seating for 500 people.

Community mem-bers will come together today (Sept. 19) to celebrate the kickoff to the renova-tions of a housing com-plex for at-risk youth.

An anonymous donor gave the house, Forrest House, to the Threshold Housing Society, which offers transitional housing for people between 16 and 21 years of age who are at risk of being homeless.

“The place needed a big renovation to be made safe and sustain-able,” said Paul Latour, founder of HeroWork Program Society, the organization in charge of the renovation. The complex is located on Davie Street in Victo-ria.

emony will start off with a parade, the con-voy of heroes. Close to 70 decorated vehicles full of sponsors, con-tractors and volun-teers will drive from the Oak Bay Marina at 4 p.m. to the site on Davie Street at 4:30 p.m.

“Everybody will be honking their horns,” said Latour. “It’s really a celebration of com-munity and coopera-tion.”

At 5 p.m., everyone from the parade will march onto the build-ing site, led by a bag-piper.

After an opening cer-emony, demolition of the inside of the build-ing will start at 5:30 p.m.

“The contrac-tors say it’s about a $350,000-valued reno-vation,” said Latour, adding there are 80 companies involved who have donated time and resources to the project.

“A couple hundred volunteers will be involved in it as well in addition to that,”

sad Latour. “It’s about creating this amazing, wonderful event that inspires people and gets them all work-ing toward a common goal.”

The kickoff party will also feature live music, food, clowns and face painting. It will wrap up at 7:30 p.m. and be completely over by 8 p.m.

The renovation will then continue for three successive weekends, with the grand reveal on Oct. 5.

“Paul Latour and the HeroWork Soci-ety have been a God-send,” said Mark Mul-doon, executive direc-tor of Threshold Hous-ing Society. “We would not have been able to open this building without their help.”

The building will be able to house at most six youth, said Mul-doon. One of the units will be used for life skill building such as cook-ing and financial liter-acy.

“Our goal is to give at-risk youth a very positive rental expe-

rience as a stepping stone into adult inde-pendence,” said Mul-doon. Forrest House is a transition house in that there is a termina-

tion point to each indi-vidual’s residency.

Once Thresh-old Housing Society decides a resident has reached a certain level

of maturity and integ-rity, it will be time for them to move on, said Muldoon.

“We don’t discharge anyone to homeless-

ness,” he said. “We make sure they have a good, safe, clean environment to move into.”

While a biennial homeless count found an increase in shelter users in Greater Victoria, the goal of reducing the number of chronically homeless in the region appears to be coming closer.

A report unveiled this week at the annual general meeting of the Greater Victoria Coalition to End Homelessness held Tuesday in Langford stated many of the 1,167 individuals counted – including 116 children – on Feb. 5 of this year were only occasional users

of the various temporary housing facilities.

Representatives from the various service providers and stakeholder groups that make up the coalition were told that roughly 15 per cent of the people who use the various forms of shelter for temporary accommodation take up about 55 per cent of the beds over the course of a year.

“The coalition started with the assumption of, ‘let's look after the ones who are the greatest drain on the system, the greatest economic challenge, the most chronic,’ that's what that 15 per cent number is,” sadid coalition executive director Andrew Wynn-Williams.

The total number of chronically homeless six years ago was in the neighbourhood of 1,200. Now there are around 300 in that

category. “That number has come down

a lot,” Wynn-Williams said. “Now it's time for us to expand our horizons and start acknowledging that affordability is also a critical driver of people on the street. They may not have addictions or mental health issues, they're at risk because they can't afford to live in our community.”

With the vacancy rate for units less than $700 in Greater Victoria at less than one per cent, and the sheer number of units falling into that category also shrinking, some people are forced onto the street or to couch surf, he added.

The shelter allowance for people on social or disability assistance is $375, which when added to the cost of food and other expenses, can leave individuals or single-parent families in a financial hole at the

end of the month, Wynn-Williams noted.

“Eighty-five per cent of shelter users are there due to an affordability issue, and with the increase in families in our facilities count, it shows that, just like the rest of Canada, we are in an affordable housing crunch.”

The figures used for the report are from 2012-13, a time frame in which less transitional or supportive housing units came on stream, he said, which may have contributed to the eight per cent overall increase in shelter users counted from the 2011 tally.

With additional units being created this year, it should reduce the chronically homeless numbers, Wynn-Williams added.

Victoria Mayor Dean Fortin, co-chair of the coalition's leadership council, said while the area of housing families in

shelters is still an area of concern – the

February count found 70 families in temporary housing – he is optimistic about the long-range picture.

“The numbers are getting better and we're seeing some good strong results, but we're seeing some challenges out there. Poverty, mental health and addictions, all of those continue to drive the risk of homelessness,” he said.

"The good news is there's a recognition that first and foremost we need 350 (more) supportive housing units and that is going to take care of our chronic homeless population."

The report laid out the coalition's priorities in seven different areas: housing, communications, research, prevention, aboriginal homelessness, reintegration and operations.

After 12 years of serving his community in the top job, View Royal Mayor Graham Hill will not be seeking re-election this Novem-ber.

Hill, 79, made it offi-cial this week.

“I’ve had a long and varied career, but this has been the best chap-ter by far,” he said in a statement.

Hill won the mayor’s chair for the first time in 2002, filling former mayor Bill Camden’s vacant seat and defeat-ing two other candi-dates by a healthy mar-gin of at least 300 votes, despite having no pre-vious council experi-ence. He remained unchallenged for nine years until 2011, when he beat out Coun. Andrew Britton and Barb Fetherstonhaugh to take up his fourth term.

Only View Royal’s third mayor since it was incorporated in 1988, Hill worked to improve the town and lead change, helping it be recognized as a desir-able place to live and where property values would be sustained. He cites several large improvement projects as the highlights of his career as mayor, includ-ing the beautification and improvement of Helmcken Road, the cycling and turning lanes installed on Four Mile hill, the intricate stone mural built there in 2011 and most

was not without con-troversy.

He and the town were hit with a lawsuit from Kevin Weaver, president of Thetis Cove Estates Ltd., which accused Hill and the town of View

Royal of not following through on promises made when Weaver was attempting to develop Thetis Cove area between 2000 and 2008.

Despite the legal trouble, Hill says he’s

satisfied with what he’s accomplished during his terms.

“Most of what I’d hoped to see has taken shape in View Royal,” he said “There are new chapters to write.”

While a biennial homeless count found an increase in shelter users in Greater Victoria, the goal of reducing the number of chronically homeless in the region appears to be coming closer.

A report unveiled this week at the annual general meeting of the Greater Victoria Coalition to End Homelessness held Tuesday in Langford stated many of the 1,167 individuals counted – including 116 children – on Feb. 5 of this year were only occasional users

of the various temporary housing facilities.

Representatives from the various service providers and stakeholder groups that make up the coalition were told that roughly 15 per cent of the people who use the various forms of shelter for temporary accommodation take up about 55 per cent of the beds over the course of a year.

“The coalition started with the assumption of, ‘let's look after the ones who are the greatest drain on the system, the greatest economic challenge, the most chronic,’ that's what that 15 per cent number is,” sadid coalition executive director Andrew Wynn-Williams.

The total number of chronically homeless six years ago was in the neighbourhood of 1,200. Now there are around 300 in that

category. “That number has come down

a lot,” Wynn-Williams said. “Now it's time for us to expand our horizons and start acknowledging that affordability is also a critical driver of people on the street. They may not have addictions or mental health issues, they're at risk because they can't afford to live in our community.”

With the vacancy rate for units less than $700 in Greater Victoria at less than one per cent, and the sheer number of units falling into that category also shrinking, some people are forced onto the street or to couch surf, he added.

The shelter allowance for people on social or disability assistance is $375, which when added to the cost of food and other expenses, can leave individuals or single-parent families in a financial hole at the

end of the month, Wynn-Williams noted.

“Eighty-five per cent of shelter users are there due to an affordability issue, and with the increase in families in our facilities count, it shows that, just like the rest of Canada, we are in an affordable housing crunch.”

The figures used for the report are from 2012-13, a time frame in which less transitional or supportive housing units came on stream, he said, which may have contributed to the eight per cent overall increase in shelter users counted from the 2011 tally.

With additional units being created this year, it should reduce the chronically homeless numbers, Wynn-Williams added.

Victoria Mayor Dean Fortin, co-chair of the coalition's leadership council, said while the area of housing families in

shelters is still an area of concern – the

February count found 70 families in temporary housing – he is optimistic about the long-range picture.

“The numbers are getting better and we're seeing some good strong results, but we're seeing some challenges out there. Poverty, mental health and addictions, all of those continue to drive the risk of homelessness,” he said.

"The good news is there's a recognition that first and foremost we need 350 (more) supportive housing units and that is going to take care of our chronic homeless population."

The report laid out the coalition's priorities in seven different areas: housing, communications, research, prevention, aboriginal homelessness, reintegration and operations.

Building good credit and larger down payment is worth the wait, says expertDaniel PalmerNews staff

The first-time home buyer often looks at affordable condominium prices as the natural first step up the towering property ladder.

But in a land-locked area like Saa-nich, the value of a home on a plot of land holds a greater guarantee of a return on investment, says Sandy Sauve, Royal LePage real estate agent based in Royal Oak.

“When I meet a new buyer, they think they should buy a condo because it’s the least expensive,” Sauve says.

“But that monthly $200 or $300 strata fee could go into writing down a mortgage.”

Sauve’s advice? Spend a bit more time saving for a down payment and strengthening good credit, then find a home with plenty of potential.

“You want to live within your means. Your housing costs should not be more than 32 per cent of your monthly income,” she says.

First-time buyers should build at least six months of good credit, and then see a mortgage broker, “who can pull in money from everywhere to get you the best rate,” Sauve says.

“The biggest investment you’ll make is buying a home, so you want to have the right people behind you who are working for you.”

Mortgage brokers can also negoti-ate longer terms on mortgages than can otherwise be achieved by going directly to the bank, Sauve adds.

There are also several programs

that exist for first-time buyers to lessen the financial burden of pur-chasing a home.

The B.C. government allows first-time buyers to purchase a home up to $475,000 without paying property transfer tax, a potential savings of $7,500, Sauve says.

“Right now on the market, there are 328 homes priced under that amount from here to Sooke. That’s a lot of homes to choose from,” she says.

There’s also the ability to with-draw up to $25,000 from RRSP sav-

ings to be used towards a down pay-ment without being taxed.

Another key program is the Pur-chase Plus Improvements program, which allows home buyers to add the cost of new renovations to a mortgage loan.

“For $300,000, you can get $30,000 to make improvements to your home to renovate your kitchen, or replace the carpet,” says Sauve, who lives near the Gorge waterway in Saanich.

Home buyers need written quotes for major renovations and there are

qualifying stipulations for the Pur-chase Plus Improvements program, but it means renovating a fixer-upper isn’t quite as daunting if the location is just right.

“Land always holds its value,” Sauve says. “When you’re buying a condominium, there’s no guarantee that will hold its value.

“But land always goes up. It’s then up to you to build equity in the house, and if you start with good bones, you can do a renovation and you’ve got gold.”

First-time home buyers often shy away from homes that need renovations.

However, the price of a new home can be prohibi-tive, and often means mov-ing to more rural, developing areas of the Capital Region.

As an alternative, try searching for homes built in Saanich in the 1940s through 1960s and then book a home inspection if it suits your taste.

If the property has good bones, look into the Pur-chase Plus Improvements program, which lets you combine renovation costs with the your mortgage.

Up to 10 per cent – more for those who put down higher down payments – of the price of a home can be used for renovation for quali-fied buyers.

Remember: Greater Vic-toria is a land-locked pen-insula, which means land is likely to retain and increase in value. The home that sits on that land can be built to suit your needs over time, so focus less on the asthetics and more on the location and potential.
