The Personnel Committee met on August 14, 2018, and the minutes were contained in the Board packet. In open session the Committee discussed policies and procedures; development of the strategic plan; and the Personnel Authorization Document, as well as modifications to current job descriptions and their titles.

1. Strategic Planning Update a. Cost Analysis Draft
We received a draft cost analysis from NBS which will be discussed in more detail the strategic planning update is addressed during closed session.
2. Job Descriptions Revised copies of two job descriptions, Executive Director and Executive Assistant that
had been discussed in the Personnel Committee meeting were disseminated to the full Board for approval. These revised versions have also been reviewed by Counsel.
A motion was made by Chief McLaughlin and seconded by Division Chief Wilson to accept
both job descriptions as written.

3. Revised PAD
IED Thuesen provide copies of both the previously approved Personnel Authorization Document (PAD) and the Revised Personnel Authorization Document for the Board to review and approve.
A motion was made by Chief McLaughlin and seconded by Division Chief Wilson to
accept the revised Personnel Authorization Document as written.

4. Text-to-9-1-1 (Staff Report) IED Thuesen provided a staff report addressing the implementation of Text-to-9-1-1 at the
Comm Center. The State of California has requested that it be implemented by December 2018. The fiscal impact of implementation will be minimal to the Center with the exception of staff time for training – four (4) hour class for two (2) dispatchers.
Some of our public safety “neighbors” have asked how to address the announcement of
the availability of this tool to the public. Chief Costamagna sent an email asking what other PSAPs have agreed upon regarding
how to make the announcement, but it is the desire of IED to approach public notification from a regional perspective.
Assistant Chief Johnson suggested that we draft a letter from the Board to our law
enforcement partners requesting a regional approach once we have determined when we anticipate implementation. Once the Board has approved Text-to-9-1-1, actual implementation at the Center would take approximately 60-90 days.
Comtech is partnering with the State of California to provide the service. A motion was made by Chief McLaughlin and seconded by Deputy Chief Costamagna to
move forward with Text-to-9-1-1 implementation at the Center.

5. Update on Chief Executive Director Selection Process
A nationwide search had been conducted to select an Executive Director for the Comm Center. Interviews were conducted on August 27, 2018, and as a result the Board has selected Joseph Thuesen (formerly Interim Executive Director) for the permanent position. The Board said the decision was an easy decision for them to make.

Chief McLaughlin offered his congratulations to Executive Director Thuesen on his selection and said it was obvious that Center personnel was very supportive of him and his ability to lead.
Deputy Chief Costamagna, Division Chief Wilson, as well as Assistant Chief Johnson all echoed the same sentiment.
ED Thuesen thanked the Board for their confidence in selecting him and expressed his appreciation to his wife, Angela, and Interim Deputy Director Kylee Soares for their support during this process.
A motion was made by Chief McLaughlin and seconded by Deputy Chief Costamagna formally approving Joseph Thuesen as permanent Executive Director for SRFECC.

11. CENTER REPORTS
A. Chief Executive Director Report (Thuesen)
1. Seven visitors from Placer County escorted by Chief Harms visited the Comm Centerto observe how we “do business” and continue to maintain our professionalism andoutstanding service for all of our constituents.
B. Communications Manager Report (Soares)
1. After five weeks of OES deployment, Comm van 5264 will be returning today. Overthat time we also deployed six employees of the Center.
A dispatcher was sent to OES headquarters to assist them with resource management.
2. A member of our peer support group was deployed by OES to the Carr fire.
3. We had approximately 30 recruits from Sacramento reserves visit the Center and dosit-alongs.
4. We are implementing some new training and processes so our team is prepared forupcoming enhancements to the system.

5. Dispatcher Janet Tracy will be retiring and her last day will be August 30, 2018. Wewish her well in her retirement.
6. We processed 18,275 calls; an average of approximately 589 per day. For the monthof July our call volume was 40,000 calls – included in those calls were 13 “life saves”;two births; 16 structure fires, three went to 2nd alarm; 12 working fires;47 grass fires;Nine water rescues; seven hazmats and four MCI’s.
C. Medical Director (Mackey)
1. Dr. Mackey has been working on many projects since our last Board meeting. Hespent eight hours at the Folsom fire academy doing some retraining.
2. Dr. Mackey reviewed over 190 cardiac arrests and has prepared a report for the FireChiefs of the City and Cosumnes. He created a graph clearly indicating the increasedsurvival rate based on slowing compression rates. It is important to share the results ofthis chest compression study with the field.
Dr. Mackey stressed that we need to communicate the changes that will occur withdispatch on September 10th to help alleviate excessive phone calls to dispatch.

14. BOARD MEMBER COMMENTS
Chief McLaughlin told Dr. Mackey that he enjoys receiving tangible data.
He said many of us saw the article in the San Jose Mercury News about Verizon cuttingmedia access for Santa Clara County Fire Units. First Net has been adopted in Californiagiving fire (public safety) the right to pre-empt access over other users during emergencies.
The Ninth Circuit Court of appeals ruled on Americare vs Orange County Cities and the anti-trust. The Court affirmed the lower court decision which indicates the cities are allowed toprovide ambulance service which is good news for us.
Division Chief Wilson said he continues to be impressed and amazed by our Center. He saidseveral of the Executive Director candidates also expressed their positive impressions of ourCenter based on what they have heard out in the field.
Deputy Chief Costamagna echoed the positive comments by the other Board members. Hesaid he has recently seen involvement in career pipeline programs and peer support and it isgood to see the Comm Center involved.
Assistant Johnson said he was pleased with the Placer County visit and how impressed theywere with the Center and the professionalism of the staff.
The Board members would like to receive a copy of the cardiac suppression report from Dr.Mackey.

In Closed Session the Board the Board offered the Deputy Director position to Kylee Soares and she accepted the offer. The appointment will become effective immediately following the close of the Board meeting. The Board also received updates on personnel issues and anticipated litigation and pending litigation. No action was taken. Closed session remained in effect until 7:00 p.m. to allow for further discussion/negotiation regarding Tyler Technologies.

3. PUBLIC COMMENT Kelson Patterson, Help Desk Technician, addressed the Board and Counsel to declare his
support on behalf of the current Interim Executive Director. Mr. Patterson stated in his opinion, Joe Thuesen has been a loyal and dedicated employee to SRFECC beginning his career as a Call Taker, promoted to Dispatcher, Dispatch Supervisor, Communications Manager and as Interim Executive Director. IED Thuesen has willingly embraced the increased responsibility and worked to make positive contributions at each stage of his career. The staff trusts IED Thuesen to continue to lead them in a positive direction while accomplishing the goals set by the Board of Directors.
Mr. Patterson concluded by saying it is his hope that the Board will take Mr. Thuesen’s
contributions into consideration when deciding on a permanent replacement for the Executive Director.

RESOLUTION NO. 5-18 FIXING THE EMPLOYER CONTRIBUTION AT AN EQUAL AMOUNT FOR EMPLOYEES AND ANNUITANTS
UNDER THE PUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT
WHEREAS, (1) Sacramento Regional Fire/EMS Communications Center is a contracting agency under Government Code Section 22920 and subject to the Public Employees’ Medical and Hospital Care Act (the “Act”); and
WHEREAS, (2) Government Code Section 22892(a) provides that a contracting agency subject to Act shall fix the amount of the employer contribution by resolution; and
WHEREAS, (3) Government Code Section 22892(b) provides that the employer contribution shall be an equal amount for both employees and annuitants, but may not be less than the amount prescribed by Section 22892(b) of the Act; and
RESOLVED, (a) That the employer contribution for each employee or annuitant shall be the amount necessary to pay the full cost of his/her enrollment, including the enrollment of family members, in a health benefits plan up to a maximum of:

Plus administrative fees and Contingency Reserve Fund assessments; and be it further
RESOLVED, (b) Sacramento Regional Fire/EMS Communications Center has fully complied with any and all applicable provisions of Government Code Section 7507 in electing the benefits set forth above; and be it further
RESOLVED, (c) That the participation of the employees and annuitants of Sacramento Regional Fire/EMS Communications Center shall be subject to determination of its status as an “agency or instrumentality of the state or political subdivision of a State” that is eligible to participate in a governmental plan within the meaning of Section 414(d) of the Internal Revenue Code, upon publication of final Regulations pursuant to such Section. If it is determined that Sacramento Regional Fire/EMS Communications Center would not qualify as an agency or instrumentality of the state or political subdivision of a State under such final Regulations, CalPERS may be obligated, and reserves the right to terminate the health coverage of all participants of the employer.
RESOLVED, (d) That the executive body appoint and direct, and it does hereby appoint and direct, Executive Director to file with the Board a verified copy of this resolution, and to perform on behalf of Sacramento Regional Fire/EMS Communications Center all functions required of it under the Act.
