1. Introduction KP-Southern Area Development Project (KP-SADP) is a multifaceted development initiative of the Provincial Government for recovery, rehabilitation and quick uplift of the three least developed and crisis affected of Southern Khyber Pakhtunkhwa i.e. DI Khan, Lakki Marwat and Tank. The project is totally funded by Multi Donor Trust Fund, World bank (MDTF-WB) with a cost of Rs. (M) i.e. US$ 22.000 Million) nd the planned completion date was June, 2015 which was further extended to December, 2018.

Local Government, Election & Rural Development Department is the Implementing Agency for the project whereas execution is through Project Management Unit (PMU) including its three District Implementing Units (DIUs) located at DI Khan, Lakki Marwat and Tank.

The project is currently operational in 25 Union Councils (13, 8 and 4 in DI Khan, Lakki Marwat and Tank respectively). The project has proposed additional 29 UCs for expansion in the existing project districts to the donor for approval. Support to the project is provided by District Administration, District Line Agencies and through active involvement of the target communities.

The project has been designed on the World Bank Time Tested Community Driven Development (CDD) Approach envisaged for the post conflict environments, in the areas with poor tract records of service delivery, with main focus to develop Trust and Peace Building through quick and sustainable development of the affected communities. The CDD model assigns leading role to communities, facilitated/organized in Community Based Organizations (CBOs)/Economic Interest Groups (EIGs) whereas the project and all its partners will facilitate them to attain the project’s set objective.

2. Project ObjectivesThe Project’s main objective is to strengthen the capacities of the targeted communities to improve their livelihood options by providing them opportunities and access to social and productive infrastructure through their active involvement.

3. Project ComponentsThe key components of the Project include:

3.1 Community Development Support

This component includes facilitating communities through advisory services and knowledge based programs and to mobilize them to participate in the Community Based Organizations (CBOs)/Economic Interest Groups (EIGs) and developing their capacities to efficiently play leading role in their own development.

3.2 Community Driven Investment Program

This component includes three sub components that focus on basic social and productive infrastructure facilities to the targeted communities thus creating economic opportunities for self reliance and empowerment of targeted communities and households.

3.3 Social Infrastructure

This sub component includes rebuilding and improving post crisis social service infrastructure sub projects identified in the Community Action Plans (CAPs) i.e. feeder roads, culverts, bridges, street pavements, community education, healthcare and WATSAN facilities etc.

3.4 Productive Infrastructure

This sub component includes small-scale physical and socio economic infrastructure in Irrigation, Livestock, Agriculture Income Generating Assets and extension service type sub projects as an engine of growth in the post conflict affected communities. Most of the project will revolve around livelihood related activities in agriculture and livestock sectors and focus on farm activities, youth income generation and sustainable livelihoods.

3.5 Asset Building for Ultra Poor

This sub component would cater for the development needs of ultra-poor and vulnerable groups in the targeted villages. The activities include re-acquisition of their lost assets e.g. home/shelter or income source (livestock, poultry etc) and facilitate them to rejoin the economic activities.

4. Project Implementation SupportThis component would include providing capital and incremental operating costs for implementation of the project at provincial and district levels; technical assistance for quality delivery and impact assessments including functional reviews and third party monitoring ; and a functional and well-communicated complaints handling system. Additionally, this sub component will explore introduction of innovative approaches like ICT-based technologies for monitoring and community le-O&M.

5. Head Office The Head office of the project is located at Dera Ismail Khan wherein Project Management Unit (PMU) of the project is based. The Project Management Unit (PMU) headed by the Project Director includes a core team of sector specialists of Infrastructure, Finance, Livelihood, M&E, Procurement, Community Development, Communication, Audit Officer, HR/Admin Officer, MIS Officer and some support staff. The PMU has the overall responsibility of planning, implementation, coordination, monitoring and reporting.

6. Demographics of D.I. Khan District:D I Khan is composed of 49 Union Councils/Ward with Five Tehsils. The population of D.I.Khan is a mix of ethnic groups like Jats, Baloch and Pashtun segments, with a significant minority of Urdu-speaking immigrants. Urdu, the national language, is understood and spoken by the majority of its residents, while Saraiki is the major Dominant language of the district. Pashto is also spoken, primarily within the Pashtun community.

Natives of Dera Ismail Khan are known as Derawals. The residents of the entire district are not against the development of their area. They not only welcome any uplift initiative but also participate in the development process. Moreover, the people are hardworking and an asset for the socio-economic development of the area.

Geographically, DI Khan is located at very important position & gateway to Punjab, Sindh & Baluchistan. Moreover, CPEC project is passing through DIKhan at Yarik, ensuring the Development & Prosperity of this area manifold. The city is connected through Bannu Road via the Indus highway, which further connects it to the provincial capital of Peshawar via Kohat and Darra Adam Khel. Another road connects D. I. Khan to Mianwali through Chashma Barrage to Punjab province. The third major road connects it to Bhakkar in Punjab, situated on the eastern bank of the Indus River. Its Fourth route connects it to Baluchistan via Zhob.

7. Demographics Of Tank District:Tank is one of southern district in Khyber Pakhtunkhwa province of Pakistan. The city of Tank is the capital of the district, which consists of Union Council City I and Union Council City II.

There are totally sixteen Union councils of district Tank. Tank is bounded by the districts of Lakki Marwat to the northeast, Dera Ismail Khan to the east and southeast, and South Waziristan to the

southwest, west, and northwest. Pashto and Saraiki are the main languages spoken in Tank. The vast majority of people are conversant in Urdu whereas English is understood by the educated. People make their livelihood by farming, land ownership, gun running, falcon catching, and migration for employment to the Persian Gulf, or by ownership of shops and businesses in Tank.

8. Demographics Of Lakki Marwat District:Lakki Marwat is one of the Southern Districts of Khyber Pakhtunkhwa in Pakistan. It was created as an administrative district on July 1, 1992, prior to which it was a Tehsil of Bannu District. Pashto is main language spoken and significant number of people speaks in Hindku as well. Urdu being national language is also spoken and understood.

The district is a combination of hills and sandy plains. The hilly areas are along the boundaries of the district especially in the east, southeast, southwest and northwest. In the southeast, the Marwat range separates Lakki Marwat from Dera Ismail Khan District while in the east the Karak range separates it from Mianwali District. It is surrounded by Baittani range on the west and southwest, which separates it from Tank District and the tribal Area adjoining Tank District and South Waziristan Agency.

9. Youth Internship Program (YIP) of KP-SADP The KP-SADP Youth Internship Program is one of the initiatives of the project to equip the unemployed educated youth of the project area with productive skills in their respective fields and to enable them for future employment opportunities who will directly or indirectly contribute to the area development. The program was launched in the year 2014-15 by providing opportunity to 22 interns from the three project districts including both genders. This was followed by giving another opportunity to 45 interns during the year 2017 wherein 37 interns have completed their internship facility from the project. The YIP will continue in the remaining period of the project.

9.1 Objectives/Purpose of YIP

The program is aimed at increasing the capacities of unemployed educated youth in their respective disciplines and facilitating the jobs of various sections in development sector. Also to enable the participants understanding the problems faced in development sector and foresees future prospects for themselves to get market oriented employment opportunities.

9.2 What the interns will do?

The interns selected through set criteria will be attached to different sections/components of the project for six months. They will be given theoretical and practical coaching as per their qualification in the selected sector/component. The interns will record the field and office learning on daily basis and will prepare a monthly progress report as per monthly progress reporting proforma (annexed). Upon completion of the internship they will be supposed to develop a complete internship report and will submit it to the project.

9.3 Eligibility Criteria for Youth Internship Program

The project has developed eligibility criteria for the program with the following points;

a. The candidates must have completed their Master, Bachelor degree, Civil Engineering degree and civil diploma holders are eligible to apply.

b. Internees must be less than 30 years of age.c. Both male and female candidates are eligible with 50:50 ratio respectively.d. The candidates must be fresh and have not availed any chance of internship before.e. The candidates must be bonafied residents of the project districts i.e. DI Khan, Lakki Marwat

and Tank.f. The candidates must not be associated in terms of employment with any Government, Semi

Government or any other organization.

While advertising the internship program in the local and national newspaper etc, as evidence of meeting the eligibility criteria mentioned above list of document to be provided is listed as under;

9.4 Hiring of Interns (Upper limit):

Keeping in view the eligibility criteria for hiring of interns upper limit will be taken into account both in age as well as in qualification. Age of the interns must not be more than 30 years. For engineering internship, B.Sc Civil Engineering and for the rest of the project components Master degree will be required. The scoring for selection is given as under;

9.5 Learning Expected from Interns at the end of internship

The interns once get internship opportunity with the project are expected to get major learning in the following areas.

i. Understanding of Office decorum: The interns will get chance to observe and learn how the officer/officials, offices work in terms of timing, communication, planning, reporting, coordination, administration, management, crisis management, problem solving etc.

ii. Understanding Filing system: Preparation of files, their labelling, organizing, preparation of note sheet, movement of files to different sections of the project, approval of files for implementation of the project activities etc.

iii. Understanding of financial matters: Understanding of different areas in financial management of the project as below;

ix. Environmental and Social Safe Guard: To understand risk and vulnerabilities aspects of the project interventions with regard to environment and social safeguard before implementation of the schemes.

x. Report writing: Preparation of different reports like monthly reports, quarterly reports and project reports and internship completion report etc.

9.6 Total Duration of the Training:

The total duration of the internship will be 6 months wherein the internees will be attached to different sections of the project at PMU and DIUs level.

9.7 Orientation and Training:

Orientation to the internees will be organized for three days in the PMU and DIUs focusing on the following points;

Introduction about the project Project staff Introduction Objectives of the internship Roles and responsibilities of the internees Documentation of internship program

The interns will be attached to different sections/components of the project for getting theoretical and practical training both at office and field level during the 6 months’ time. Most of the time (70%) at field level the DIUs will involve the interns for hands on training. The rest of the 30% time will be spent in the office for learning office matters and reporting of the learning.

9.8 Rotation of interns:

Major training of interns will be held in the specific section/unit as per approved list of intern’s distribution wherein their 5 months’ time will be used while the rest of 1 month of his/her time will be spent through rotation of different sections of PMU and DIUs to get a broader view of project all sections/components.

9.9 Field Visits:

To understand practical implementation of the project interventions, field visits will be organized for interns jointly with field staff. Field visit report proforma developed for recording the field information is attached. Monthly field visit report proforma is attached, each intern will fill it and will submit the same to Specialist/DO concerned for record.

9.10 Grievance Redressal Mechanism:

The project has set a mechanism for interns under Youth Internship Program that if any intern has any complaint during his assignment, he/she can approach his/her supervisor to resolve the issue at office level otherwise the project Grievance Redressal Mechanism policy will be followed.

9.11 Certificate for Conflict of Interest (COI):

After selection of the interns as per set criteria, all the interns will be bound to provide a certificate for conflict of interest (COI) as given below;

9.12 Periodic Review and assessment of Interns:

From time to time the progress of the interns will be reviewed and assessed based on his attachment with the section/unit concerned which will be carried out by concerned staff of PMU and DIUs. A standardized template/monitoring proforma developed for the purpose is attached..

9.13 Assignments and output:

The approved assigned tasks will be expected to be carried out in toto by the interns during internship duration of 6 months. The report of the assignment will be produced by the interns on monthly basis and he/she will submit it to the staff of concerned section (monthly progress report proforma attached). The final draft report of the internship will also be produced by each intern without which no certificate of internship will be awarded to him/her.
