Introduction

The Contents of this documentation has been designed to act as a method of control that has been drafted, after a risk assessment has been carried out on the above project. It is designed to control the operation and

ensure that all are aware of any hazards that may associated with the work, plus the Health & Safety precautions that are to be taken

It is the individual responsibility of all JPJ Ltd employees to comply with the safety instructions contained within this Method Statement. Only personnel who are authorised and properly trained are to carryout work for the

company. (Subcontracted employees must have obtained a successful result during the assessment process and received their contract in order to be considered authorised to carry our works for and on behalf of JPJ Ltd)

Directive File Copy: The contents of this correspondence should be briefed by the Project Manager to the assigned site supervisor in order for works to be completed. The Supervisor is then required to sign where appropriate. IMPORTANT: the following documentation must be signed; Method Statement & Manual Handling Risk Assessment prior to works commencing. Once this has been completed, it will then become the duty of the JPJ Ltd Supervisor to ensure that all site operatives have been briefed into all the contents of this file to ensure that any residual risk(s) involved remains low.

This File Copy of JPJ Ltd Method Statement & Manual Handling documents MUST be signed by the installation team and returned back to the office and filed, prior to commencement of works taking place.

Site Copy: This is a duplicate copy of the original safety correspondences, which is to be used to brief the assigned site supervisor by the Project Manager. It remains the duty of the supervisor to ensure that the contents of this material is delivered to all site operatives prior to works commencing. Once completed, this material is to remain on site and act as a source of reference until the completion of installation works has taken place. All JPJ Installations Limited operatives are to sign to confirm that they understand the contents and responsibilities.

All operatives working for, or on behalf of JPJ Ltd, are trained to a level of competency in installation of Kawneer Architectural Systems (Installation Manuals). All installers hold current CSCS cards. All supervisors are trained to SSSTS (CITB) requirements. JPJ Limited is fully compliant with their duties towards The Health & Safety at Work Act 1974 Section 2 (4-7) and carries out periodical consultation with all site-based staff. This includes the issuing of Toolbox Talks by the site supervisor and/or management member on a weekly basis and monthly(formal) meetings with all supervisors.

3.6 Responsibilities It is the responsibility of JPJ management to brief the Method Statement to the site supervisor, who will communicate the Method Statement to the site operatives and ensure that:

The operatives understand the safe working procedures.

All works are carried out according to the Method Statement.

Comply with Method Statement and report any difficulties to JPJ Management.

Sign the Method Statement to confirm they have understood the procedures and the safe sequence of works.

Variations of the Method Statement may only be undertaken following the agreement of JPJ Ltd, Health and Safety Manager. In these circumstances a written record of variation will be submitted to Main Contractor prior to works commencing and the Method Statement will be communicated to the operatives and subcontractors as above.

Any information that is critical to the safety of the project; this may include elements of the structural engineer’s reports, previous Health & Safety plans, any design drawings or specification that may be available.

Identify and assess: Identify those tasks where you are going to use lead or create

lead dust or fume. Pay particular attention to situations where significant exposure is

expected. This may include:

stripping or preparing leaded paint from doors, windows etc.

Control

Follow the controls below. You will have to consider additional controls for particularly

high risk tasks like abrasive blasting.

Prevent:

leaving in place paintwork that is in good condition and / or covered by non-leaded

paint. Make a key for a new paint layer by using wet abrasive paper. Only strip back

old paint if it is flaking, chipping, giving off dust/ particles or is a risk to children

using different work methods, eg cold / mechanical cutting instead of hot

cutting

Control: Even if you minimise some of the risk this way, you may still do other work

that might involve exposure to lead. Control the risk by:

Work Method – limit the amount of dust or fume you create. Consider using one or a

combination of:

chemical paint stripper

wet abrasive paper and scraper

On tool extraction with an H or M class extraction unit

Respiratory Protective Equipment (RPE) – wear RPE with an assigned

protection factor of 20 (eg FFP3 disposable mask or half mask with P3 filter). For

longer duration work consider powered RPE with the same protection (eg TH2

powered hood / helmet). Make sure any RPE is compatible with other protective

equipment. Fit Testing is needed for tight fitting masks.

Preventing spread – use additional controls to prevent dust or fume

spreading – eg plastic sheeting to separate the work and cover surfaces. Remove

or protect soft furnishings. Thoroughly wash / clean surfaces and dispose of

contaminated waste safely. Pay particular attention to keeping children and

pregnant women away from the work area.

Clothing – wear disposable coveralls and use washable (eg PVC) or

disposable gloves if there is likely to be lead dust contamination. Remove these

when leaving the work area. Do not wear them in rest areas and keep them away

from personal clothing worn outside of work. Avoid washing contaminated clothing

at home.

Washing – washing is an important control. In many cases, standard site

welfare facilities will be enough. Workers should ensure they:

wash hands and forearms before eating, drinking, smoking, using the

telephone, taking medication etc

avoid hand-mouth contact when in contaminated areas

Breaks – avoid contamination by taking rest and meal breaks away from the

work area.

REMOVAL OF EXISTING WINDOWS

1. JPJ process would be to ensure that the areas concerned are totally sheeted

out to prevent dust spreading throughout the school.

2. All installers to wear half face masks and protective suits, gloves and glasses.

3. The windows will be checked for flaking prior to removal.

4. Ideally all windows will be stripped prior to removal.

5. Area around the cutting zone will be damped down or extraction systems will

be attached to the cutting tool.

6. Fixings will then be cut from the surround.

7. All units removed, will be disposed of in a suitable skip clearly marked with

lead warning signs.

8. Once each room is complete an air test will be carried out to confirm that no

lead particles are in the area.

9. This process will be used for all remaining areas.

Section 5. Emergency & Welfare Arrangements 5.1 First Aid

Information JPJ Limited’s Procedure

All JPJ Ltd operatives will familiarize themselves with all site emergency / welfare arrangements at Induction. First Aid on site provided by MC,. First Aid equipment on site will be supplied by Main Contractor. All installers are to follow the company accident / emergency procedures in the event of an incident All accidents must be reported, however minor. In order to achieve this, the following procedure should be adopted. 1. Obtain treatment for the injury from a first aider or other appointed person. 2. Make the area safe following the incident (e.g. by using barriers, warning notices etc), to safeguard other personnel in the vicinity (except where the accident results in a major injury, in which case the scene should be left undisturbed until advised otherwise by the enforcing authority). 3. Enter details in the accident book. 4. Inform the injured person's manager (or a responsible person) of the incident. 5. Keep the company informed of any after-effects of the incident, including periods of total or partial incapacity for work.

5.2 Emergency Action Plan

5.4 Personal Protective Equipment (PPE)

Without exception, personal protective equipment (PPE) must be worn in compliance with site rules. Hard Hat Mask P3 Press to test Gloves (cut resistant) Eye protection (EN166) Safety boots (EN345) Ear protection (when required) Hi visibility clothing (EN471:2003 Class 2),or as directed by the Site Manager

5.5 Noise JPJ personnel have undergone Audiometric Testing (Health & Safety Management Consultants Limited, march 2013) in order to assess their workplace. Personnel should apply the appropriate hearing protection if exposed to noise levels of 80dB (A) or above. Main Contractor is to deploy the appropriate mandatory signage, as detailed within the Safety Signs & Signals Regulations 1996, in areas of the site where the noise exposure exceeds acceptable limits.

5.6 HAVS JPJ Ltd are committed to reducing HAV. Where risks cannot be eliminated, the adopted control methods include:

Offering information to installation staff about selecting lower vibration tools and equipment

choosing the right tool for the job

where applicable, altering processes and procedures to minimise exposure to vibration

where applicable, implementing task rotation and time limits on activities with high exposure levels

making operators aware of activities with the tools that produce unusually high vibration emissions

providing information on methods of using the tool to be adopted or avoided to reduce vibration levels

making sure operators avoid gripping the tool too tightly

providing information and training in tool maintenance (badly maintained tools can produce more vibration).

6.2 Housekeeping / Waste

How will waste be removed from site? Consider location of skips, provision of bins and what collection arrangement will be put in place. How will materials be stored on site e.g. storage of glass (strapped)?

All operatives working for, or on behalf of JPJ ltd, will make sure their working area is managed for safety hazards at all times. Glass is to be strapped and covered when left in storage. Tool boxes are to be kept free of loose cutting blades. Old blades should be stored in a suitable container and disposed of off-site via a licensed amenity tip. Where appropriate arrangements have been made for the disposal of all waste on site, off –cuts, old blades etc, must be disposed of correctly in the appropriate waste receptacles in accordance with site rules. Where there are no waste removal facilities available, all waste is to be transported off site for disposal.
