Dream Time Creative may be given information by a service user which may lead them to believe she is at risk of harm. This may happen because a client may tell at worker/volunteer that they feel they are at risk or, a worker/volunteer has concerns that the client is at risk.

An adult (a person aged 18 or over) may be considered to be vulnerable if that person:

receives personal care, or nursing, or support to live independently in their own home, or a care home

receives any health or social services has a substantial learning or physical disability, or has a physical or mental illness, chronic or otherwise, including addiction to

alcohol or drugs, or

has a substantial reduction in physical or mental capacity due to advanced age or to illness.

Abuse is defined as:

“Physical, sexual, psychological or financial; It may be intentional or unintentional, or the result of neglect. It causes harm to the vulnerable adult either temporarily or over a period of time.” (No longer afraid: DoH 1993).

Dream Time Creative has a commitment to the safety of its clients and is focused on empowering them to support themselves. However, if any staff member of Dream Time Creative has concerns about the safety of a client, or that a particular client may be a risk to other clients, they must immediately inform the Chief Executive Officer, whilst ensuring confidentiality of all clients. This intervention also may involve Social Services or Police.

Dream Time Creative will report any acts of theft from staff members or clients to the Police without exception.

Dream Time Creative will notify the Police in the event of any suspected acts of terrorism.

If clients or staff are judged to be at risk of serious harm, the Police MUST be the first point of contact.

An incident form must be completed as soon as is practically possible, which should be countersigned by another staff member and submitted to the Chief Executive Officer, who will decide what action, if any, needs to be taken and notify the board members.

All clients have the right to be treated with respect, and their needs addressed sensitively, irrespective of their age, ethnicity, language, culture, religion, disability, marital status, AIDS/HIV status, gender or sexual orientation. Any interventions should be taken with the client’s needs as paramount and conducted in accordance with such needs.

Record all discussions, decisions and actions on a Client Concerns Form andany relevant factual notes kept securely by the DTC staffer.

Appendix A

The following are guidelines on immediate action to be taken following a reporting of abuse by a vulnerable adult.

Don’t promise to keep it to yourself, at the earliest opportunity remind them of our confidentiality policy and explain what this means. Explain that you need to make sure that they will be safe and may have to pass on the information to somebody trusted to deal with it appropriately.Listen carefully to what they say and take them seriously.Allow them to tell you what happened in their own words.It is important to clarify what you have heard, and to establish the basic facts. However avoid leading questions and do not ask them specific questions about explicit details.If possible make brief notes during the initial disclosure, explaining to them why you are doing this. If not possible to do at the time, make notes as soon as possible afterwards and record these on a Client Concerns Form. All notes should be dated and signed by the staff member or volunteer taking them. The information recorded should include:

The nature of the suspicion or allegation.A description of any visible injury.Dates and times and any other factual information.The distinction between fact, opinion or hearsay.
