Presentation Structure
• Each Surge has three slides:• First, the proposed service patterns
with changes in trains per hour (TPH)• Second, the estimated total impacted
peak period trips per day• Third, peak hour ridership demand
and estimated car crowding impacts
• All values are estimates

Ridership demand as presented here is “unconstrained” by
reductions in capacity due to track work. These estimates
are “first order” only and do not account for riders diverting to
other modes or reducing travel as a result of service changes.
What These Number Are
• Unlike the analysis presented here, the SafeTrack plan on www.wmata.com/safetrack describes the most severe impacts only, for all day, using May 2015 data
• The analysis presented here provides data to describe the impacts broadly and to identify where mitigation may be needed:
• Peak hour and peak period• Trip counts from the month of the project the previous year• Broken out by severity of impact corresponding with the service change

Understanding Railcar Crowding
• Railcar crowding is measured in average passengers per car (PPC)
• Actual PPC can vary across the cars of a train and within a given hour
PPC Impact
80 Comfortable ride, some standing but seats available
100 No seats left, but relatively comfortable
120+ Customers struggle to enter and exit trains, some are left behind on platforms, passengers block doors, increase in door malfunctions
