5. Special dispensation was granted by the Liquor Board in Pretoria allowing Blacks to drink at the Wanderers Stadium’s various bars while Transvaal and W.P. battled for the Datsun Shield?

6. Permit to allow Blacks at a particular venue where StarSchools has classes was turned down? i-

7. Forty nine applications for 221 pupils received for Black pupils to attend private schools in Transvaal and only 10 applications were granted permits?

8. Black golfers can only use the Oppenheimer Golf Course in O.F.S. on Mondays.

9. That the Ellis Park swimming baths are open to all races on four weekdays from 7.00 p.m. to 9.00 p.m. for training swimmers who had reached the required standard. At all other times the swimming bath would be open to whites only?

10. Eleven licenced restaurants were granted permission to admit all races and applications by six were rejected?

11. Sportsfields where multi-racial sport is played, e.g. Rand Stadium, Balfour Park or New Kingsmead have been granted permits to do so?

12. Whites could attend soccer matches in Black Townships provided they bought admission tickets in advance and . that the relevant Administration Board and the Police had been informed in advance about the event?

The list can carry on with humiliation entrenched in each case!The naive amongst us will remark that although the permit is unsatisfactory at least it shows a change of heart. Unfortunately this change does not come from the heart. For some time now theatres and restaurants have been empty for one reason or another and so have sportsfields been empty. It is common knowledge, for instance, that almost all White professional soccer teams are in the red. There is the vain hope that overseas playrights will lift what has been called "The Cultural Boycott" and allow the enfran­chised the chance, once again, of seeing all the plays which have been rightly withheld from them. There is also the forlorn hope that White sportsmen will once more play international sport which are on the drawing boards. They have all gone non-racial (the new "in" word) for their own selfish reasons. Move away from discrimination? No! Moving towards humiliation? Definately, YES! Those that rule realise full well that the permit is rightly considered to be an insult and that there are increasing thousands who refuse to be humiliated and so the pill is being sugared and the permit goes around in many guises. You are told that "clearance" must be obtained before this or that can be done. Then you

must "make arrangements" or you must "comply with certain requirements" or you must get "approval." The laws which rnilitate or obstruct the playing of normal sport are not abolished. Sincerely?

SPORTSMEN HAVE A VIABLE ALTERNATIVE There is a fundermental difference between a teacher forced to work in a segregated school because he has no viable alternative method to provide non-racial schooling for stu­dents, and a member of the Coloured Representative Council who in addition to his own occupation or profession is wilfully working the Apartheid system and gaining thereby an additional salary. There is a fundamental difference D6tween the scholar forced to travel to his segregated train, and that scholar voluntarily attending a sports gathering or a play under permit. The latter can give up his pleasure and sacrifice to show his voluntary rejection of racialism. There is a fundamental difference between accepting a permit to study a course offered at a segregated University (all Universities are segregated) and applying for a permit to hold a sports meeting or a social function at a segregated venue. The'former has no alternative, the latter has.The sportsman has a viable alternative. He can accept another venue (albeit inferior in facilities) or he can give up sport.Thus one has no right to condemn the disenfranchised black student as a segregated University whether under a permit, or at the ethnic variety: the child in his "Coloured," Indian or African school, the teacher in his segregated

classroom. These have no viable alternatives. Rather they are forced into temporary endurance of Apartheid.Are you freely agreeing with the assisting those who wish to deprive you of your rights as a South African sportsman? Are you willingly colloborating with those who would make you a foreigner in the land of your birth? Are you admitting, by your actions as a sportsman, that there are certain parts of our common fatherland which can be termed "White South Africa" and from which you can be excluded unless you have a permit in your pocket like an alien? It is time that our sportmen and women shed that slave mentality.The rapidly changing social and sporting scene in Africa is forcing similar big changes in Southern Africa. As sport administrators, players and spectators, we must not only be aware of the significant and relevant changes taking place but act within the spirit of such changes. We must avoid racialistic permits for sporting activities or functions and stop any voluntary connections with bodies promoting racialism in sport.Only complete non-racial sport will restore the dignity and self-respect of all sportsmen and sporting bodies in South Africa. With equal opportunities available there will be a full development of the latent and actual talent of every sports­man in the country.The new enthusiasm to represent one's province or country on a basis of complete equality will stimulate even greater competition. Standards in all sports will be raised to un­precedented heights. No discrimination on grounds of colour will be tolerated.There is only one way to non-racial sport and that is to abolish the Group Areas Act, Liquor Act, Separate Amenities Act, Etc.Traces, P.O. Continued from page 23We, the Azad Cricket Club, have been suspended from the Witwatersrand Cricket Union (an affiliate of the Transvaal Cricket Federation) by its Executive Committee under mysterious circumstances.Our initial request for a Council Meeting to discuss the descrepancies in imiementing "normal" cricket was bluntly turned down by the Executive Committee of the above Union,Subsequently, a requisition for an urgent Council Meeting signed by not less than seven clubs of the Union was sub­mitted.Not lacking in the show of authority, the Executive Com­mittee of the Witwatersrand Cricket Union replied that it has ruled the meeting requisition out of order and duly suspended our Club for “ violating one of the rules of the Union's Constitution".

From the above, the dictatorial attitude of the Executive is clearly exposed and furthermore they have failed to point out in what respect the meeting requisition was in default and also which clause of the Constitution was breached by our Club which led to its suspension.It is also needless to mention that the constitutional require­ments have also been tossed overboard insofar as Clause 13(b), pertaining to the function of the Executive Commit­tee, are concerned. The Clause states "The Executive shall function ONLY when it has been duly authorised by the Council on a given question or when a matter of urgency arises and is too late to convene a Council Meeting".If normal cricket is being played in the Transvaal, then why is the Executive Committee of the Witwatersrand Cricket Union afraid to discuss the question of normal cricket at a full Council Meeting?P. OF SCHOLARSHIPS AND COACHING AND MINI BUSES AND THINGS . . .The Transvaal Cricket Council, affiliate of the South African Cricket Union, is quite desperate to stem the reported tide of voteless, black cricketers who wish to sever their con­nections with the Transvaal Cricket Council.The following "incentives” or bribes, if you wish, have been offered to "promote non-racial cricket" (their words);i. scholarships to white private schools,ii. full time coaching organisers and rides in mini-buses,iii. improved equipment and facilities andiv. a series of games against white schools (with, we pre­

sume, the attendant publicity of "Indian" schools playing“ White" schools in a proper multi-national set up)..Non-racial cricket, or non-racial sport for that matter, cannot be promoted solely along the lines envisaged. This spells the all too popular promotion of the elite that we see in athletics, soccer, rugby, etc. where the cream of black sportsmen get the scope and publicity to further their talents while the sport is ignored or neglected at grass­roots level. These super sportsmen are estranged from their fellow sportsmen while they breath the rarified air of honourable white status. Furthermore they are used to show the outside world just how non-racial sport is supposed to be in South Africa. Is this not what the recent school boy­cotts were all about?Full time coaches and rides in mini-buses can never com­pensate black students for all the deprivations they suffer under an inferior education system which has its roots in a fundamentally unfair discriminatory political system in which their parents are ciassed as non-citizens."Improved facilities" must refer to the use of so-called white facilities in so-called white areas because we have none in our ghettoes. These will be used under the humilia­ting system of permits. Black school-boys will play under sufference and until such time that they decide they no longer want to play under the banner of the T.C.C. Other school boys of colour will not share these facilities in spite of the fact that they too are South Africans. They will, once more, constitute an elite by virtue of their membership of the T.C.C.

Black schools, we are told, will be Included In the official Johannesburg schools' programme next season. Will they be playing away matches all the time because black schools Just do not have the facilities that white schools have? Will a ride in a mini-bus make them forget the miserable conditions at their schools? Must they be beggars forever on the bum, unable to reciprocate the hospitality that they will no doubt enjoy at superior white schools?The chairman of the T.C.C. wishes us to believe in their sincerity to promote non-racial cricket. We are told that their integrity or motives have never been questioned. We are doing so now;If white sportsmen are sincere why don't they join us in our fight to attain a fair deal along genuine non-racial lines for all sportsmen? They agree that “ sport is a microcosm of society in general" yet they expect us to subject ourselves to humiliating concessions and bribes in sport instead of proclaiming their solidarity with us. if they considered us as their fellow beings they must know that we are hurt in our dignity when we are considered as standing apart from the South African nation. But they are only interested in using us as instruments to further the inter-national aspirations of white sportsmen. Recently a coaching course was conducted for primary school-masters in Durban. Photos and newspaper cuttings were rushed to England where the I.C.C. was meeting in order to demonstrate to them just how non-racial South African sport is. Was this sincerity or sport for sports' sake or was the whole thing stage-managed for propaganda purposes? So much for their sincerity.Cricketers the ball is in your crease. You are forced to live under permit, you are compelled to have your child at uni­versity under permit and sometimes you earn your livelihood under permit. Are you also prepared to play sport under permit and other humiliating concessions? Remember the Old Parks-Kohinoor incident will be repeated dozens of times while white sportsmen enjoy the protection and endorsement of discriminatory laws. Stand up now and make the right choice. We shall take white sportsmen seriously when they too declare a moratorium on overseas tours and visits from overseas teams until the day that sport in South Africa is truly non-racial. Are they prepared to make the sacrifice?

OTHERSIDE OF SPORTSSports has two sides. One side of sports is that which everybody is familiar with. The other side is more compli­cated but which every sports person in this country should know in order to understand the non-racial sports set up.

BASIC EQUIPMENT RULES OF THE GAME TEAMSLOCAL LEAGUES

ADMINISTRATION SPONSORSHIP PLAYING FACILITIES MEDIA COVERAGE INTERNATIONAL SPORTS CLUBS

The other side of sports involves sponsorships, playing facilities, news coverage and international sports. Although non-racial sports is deprived of these by the government and its supporters, non-racial sports persons realise the impor­tance of these factors in sport.1. SPONSORSHIP; Sponsorship by big multi-national com­

panies and some local businesses have been exclusively for White sports. Since total isolation of South Africa from international sports, some sponsorship is now made available to those Blacks who collaborate with the government to regain international status. The non-racial sports bodies are now taking note of companies that use their money to manipulate sports persons to further the government's multi-national policy.

2. PLAYING FACILITIES: Sports facilities must be provided by the government at various levels. Facilities at Black schools is completely lacking while excellent facilities are available at White schools. As long as gross discri­mination exists in this country, facilities at Black schools will always be inferior, or non-existent.Bare minimum facilities for senior sports is available for non-racial sports. Excellent sports facilities are provided in areas set aside for White people. These areas are kept exclusive by group areas and other laws. It is govern­ment policy to provide inferior facilities in areas set aside for Black people. Black people are not allowed to own land to provide their own facilities. Our Club has applied for land in Johannesburg to develop a cricket field. All

enquiries have led to dead ends. Some facilities are now available to those blacks who collaborate.

3. NEWSMEDIA: All forms of newsmedia in this country are controlled by government. Radio and television are controlled directly and newspapers indirectly.Newsmedia only reported White sports until the total isolation came. Now some coverage is given to Blacks who collaborate to break international isolation. Non-racial sports is still denied any coverage in the government media. However, non racial sports has developed its own ways of communication through which non racial sports is kept alive. Sponsorship is often denied to non-racial sports on the grounds that non racial sports receive no coverage in the government newsmedia.The news media misleads actively or passively to give credibility to multinational sports and helps to regain international links for White South Africa.

4. INTERNATIONAL LINKS: UnitI 10 years ago White South Africa enjoyed full international links. Tours in and out of the country in every code was normal practice. However, their luck ran out and apartheid in sports was exposed both locally and internationally. This led to total isolation of White South Africa internationally. Only at this stage did the sponsors, newsmedia and the government finally accept the existence of non-racial sports. Non racial sports was totally excluded from international sports by White South Africa. Non racial sports survived and grew despite this isolation. Now that White sports is excluded internationally, their very survival Is threatened. They are trying to regain international links by using some Black collaborators. Thus far there has been very little success. This having failed, they are actually trying to sabotage international sports by bringing third rate teams to tour this country at great costs.

From the above it can be seen that this side of sports plays an important part in sports. It is only with great dedication and sacrifice that non racial sport grows from strength to strength without sponsorship. News coverage, facilities and international sports. The day will come when non racial sports will enjoy all of the above and compete with the best in the world.RASIK GOPAL
