1. RULES1.1 All races will be governed by the rules as defined in the current Racing Rules of Sailing (RRS)

1.2 Prescriptions and Special Regulations of Australian Sailing (AS) shall apply.

1.3 The South Australian Recreational Boating Regulations (DTEI) and the International Regulations for Prevention of Collisions at Sea 1972 (COLREGS) shall apply.

1.4 Nothing in these Sailing Instructions or Notice of Race relieves a boat of her responsibility under civil law to comply with the COLREGS or local conditions.

1.5 Between sunset and sunrise, when a boat cannot determine with certainty what tack the other boat is on, she shall keep clear of that boat. Competitors are reminded that part of the definition of “room” in the RRS includes taking into account the existing conditions (including visibility).

1.6 A boat, while racing, shall not cause interference to commercial shipping or other vessels having right of way under the government right of way regulations.

1.7 The following alterations have been made to the rules:

RRS 50.2 and RRS 50.3 are amended to permit boats to tack spinnakers to bowsprits or bow poles.

RRS 51, movable or variable ballast (within the meaning of those terms in the special regulations) is altered by adding, ‘except that canting keels and transferable water ballasting and pumps to fill, transfer and exhaust water ballast are allowed for the purpose of changing trim or stability’.

RRS 52 (Manual Power) is deleted. Stored power is permitted for the adjustment and operation of sails and movable appendages.

RRS 55 is amended adding the following sentence to the rule: “However discarding elastic, cotton, wool or any other biodegradable material when setting a sail is permitted.”

1.8 For boats competing in the IRC division, the IRC Rules Part A, B and C shall apply.

1.9 For boats competing in Offshore and Short Offshore races where waypoint marks are used, RRS Appendix WP “Rules for Racing Around Waypoints” applies.

1.10 Unless in use, boats shall NOT carry anchors protruding beyond the bow whilst racing, but must be carried inboard.

1.11 Boats with retractable bow poles must have them retracted when sails are not attached to the poles, except when setting or retrieving sails attached to the bow poles.

1.12 Supplementary Sailing Instructions may be issued for any race and shall be read in conjunction with these Sailing Instructions (SI’s) and take precedence where there is a conflict. Any and all amendments shall apply to that/those race(s) only unless expressly stated as permanent changes. The supplementary instructions will be available from the Sailing Office not less than two hours prior to the scheduled warning signal.

1.13 The race committee of the Port Lincoln Yacht Club (PLYC) will conduct and issue separate Notice of Race (NOR) and Sailing Instructions for the Adelaide to Port Lincoln Yacht Race.

2. ENTRY / RESPONSIBILITIESRefer to NoR 3 and Addendum E.

3. NOTICES TO COMPETITORSNotices to competitors shall be placed on the Official Notice Board located outside of the Sailing Office.

4. CHANGES TO SAILING INSTRUCTIONS4.1 Any change to the Sailing Instructions ashore will be posted on the Official Notice Board not less than 2 hours prior

to the warning signal for the first race in which the change will take effect, along with the appropriate flag signals.

4.2 Verbal changes to the Sailing Instructions may be made from the Committee Boat by displaying the ‘Third Substitute’ with three sound signals followed by no less than three broadcasts over the VHF race radio channel. Failure by the competitor to hear the transmissions will not be grounds for redress. This changes RRS 62.1(a)

5. SIGNALS MADE ASHORE5.1 Signals made ashore will be displayed from the club flagpole, in front of the Sailing Office.

5.2 Postponement Signals - When flag AP is displayed ashore ‘1 minute’ is replaced with ‘not less than 60 minutes’. This changes race signal AP.

6. SAFETY6.1 All inshore races shall be Category 6 as per AS Special Regulations, Part 1. Where Department of

Planning, Transport and Infrastructure requirements for boats in unprotected waters exceed the AS Special Regulations,1, then the Department of Transport regulations shall take precedence.

6.2 Short Offshore races shall be Category 4 while other Offshore races shall be Category 3, unless altered by Supplementary Sailing Instructions.

6.3 For all Category 6 races, boats shall sign on at the Sailing Office prior to the first warning signal for the day. For multi day regattas boats shall sign on each day. Sign on shall include boat name, sail number, number of persons on board and the signature of the person signing on. A verbal sign on at the Committee boat will be accepted up to 30 minutes before the first warning. Sign on by phone to the Sailing Office is acceptable. Failure to sign on will result in a DNC being recorded.

6.4 Lifejackets must be worn in accordance with AS Special Regulations, Part 1, Section 5. Trailable Yacht crews must wear Lifejackets at all times. See NoR 5.2.

6.5. Boats with lifting keels shall lock the keel down using a non-friction device at all times while racing.

6.6 The Race Committee reserves the right to audit a boat at any time for safety compliance. Non-compliance will be subject to protest.

6.7 Crew complement shall be as follows:

Category 3 and 4: A minimum of 4 able crew with a minimum age of 16 years. For crew numbers between 5 and 8, four able

crew shall have a minimum age of 18 years. For crew numbers in excess of 8, at least 50% shall have a minimum age of 18 years. The Skipper and/or Sail Master shall have a minimum age of 18 years.

Category 6: A minimum of 3 able crew with a minimum age of 18 years. Trailable Yachts crew complement is a minimum of two.

Short Handed Races: 2 able crew with a minimum age of 18 years.

Crew complement may be varied at the discretion of the Racing Committee.

6.8 Crew Certification

Category 3 and 4: Crew composition, training and experience must meet the following minimum standard.

The Skipper and/or Sailing Master shall hold a current Sea Safety Course certificate or a Safety and Sea Survival Certificate (SSSC)

A minimum of 4 crew participating in the race, shall hold a current Sea Safety Course certificate or a Safety and Sea Survival Certificate (SSSC). Safety Certificates are current if completed within the last three years and the SSSC if completed within the last 5 years.

For crew numbers between 5 and 8, four crew shall hold a current safety certificate. For crew numbers in excess of 8, at least 50% shall hold a current safety certificate. One member of the crew shall have a First Aid Certificate.

6.9 Commercial ships are restricted in their ability to manoeuvre while entering or departing the Port River and boats should take avoiding action early. In the event of avoiding action being necessary, a boat may start her engine to get out of the path of a ship, shall log her time/distance delay/gain and may continue racing after turning her engine off. She may lodge a written request to the Racing Committee for compensation of time lost. Similarly if she finds herself in a better position after turning her engine off, she shall notify the Racing Committee. Notification shall be made in writing before the end of the protest time limit or be subject to protest and disqualification. The Protest Committee after a hearing may give compensation or a discretionary penalty. RRS 42.3.

6.10 Retiring – A boat that retires from a race shall lower her Racing Flag, and notify the RC at the finish line or the authority nominated to conduct the radio monitoring as soon as possible after retiring, and before the end of protest time. Failure to comply may result in a boat being scored DNC. Boats retiring from offshore events shall comply with SI 20.8.

7. DIVISIONS / CLASSES7.1. Formation of a division or class shall be at the discretion of the Racing Committee and it will allocate boats to

a division for a series or race.

7.2. Divisions:

Inshore Series – Div 1, Div 2

Offshore – Allboats

Coaster Series – Allboats

Short Offshore / Coaster Series – Allboats

AMS Club Series – Div 1 & Div 2

Twilight Series – Div 1 (Green), Div 2 (Red)

Women’s Racing Series – Allboats

Special Races – Allboats

7.3. Boats shall conspicuously display the appropriate racing flag(s) as per 7.4 on a backstay or other stern attachment whilst racing. Failure to do so may result in a boat being scored DNC.

7.4. Racing Flags / Class Flags

Offshore “G” Etchells “W”

Twilight Division 2 “Red Ribbon”

8. SCORING8.1 Scores excluded in each series will be as per the NoR.

See NoR 10 ‘Race Program Summary’.

Note: discards are applied to completed races. The percentage is calculated thus ie:

7 races x 20% = 1·4 (1 discard); 9 races x 20% = 1·8 (2 discards).

Calculations of 0·5 & upwards are rounded up to the next whole number.

8.2 Casual entries will not be scored for series results.

8.3 Boats still racing when her time limit expires will be scored points equal to the number of series finishers plus 30% of the number of series starters rounded to the nearest whole number, but no more points than the number of series starters. Such boats will be scored Time Limit Expired (TLE). This changes rules 35, A4.2, A5 and A11.

9. MINIMUM ENTRIES9.1 The minimum number of entries required to constitute a series/division is five.

9.2 The minimum number of entries required for a race is three except when the race is part of a series where there shall be no minimum number of entries.

10. HANDICAPPING [DP]10.1. The Top Yacht System will be used for RSAYS series/races. See Addendum C.

10.2 Club handicaps may be posted on the Official Notice Board not less than 1 hour prior to the warning signal for the race to which they apply. Handicaps will only be posted for the first race of the day on a multiple race day. Handicaps for subsequent races on the same day may be subject to change.

10.3 The Race Committee shall be advised in writing of any alterations to a boat and/or its equipment that may affect its performance not less than 48 hours before racing.

11. SAIL NUMBERS11.1 A boat shall notify the Sailing Office in writing when the sail number in use does not match the registered

number on their Entry Form.

11.2 Failure to do so may result in being scored DNC for all races concerned, if the RC cannot identify the boat.

12. COURSES12.1 Two course areas are referred to in the SIs: (see Outer Harbor Beacon Map).

Area A - south of shipping channel. Area B - north of shipping channel

12.2 Inshore courses will be either windward/leeward, triangular or fixed mark courses. Where triangular or a fixed mark course is programmed; the course will be available from the Sailing Office approximately 2 hours prior to the warning signal.

12.3 The ‘Gate’ is defined as two buoys L1 and L2. Boats shall pass between L1 and L2 and leave L1 to starboard or L2 to port.

12.4 Windward / Leeward Courses

For W/L courses a numeral pennant will be displayed prior to or with the warning signal indicating the course to be sailed. At or prior to the warning signal, a board showing the approximate bearing and distance to the windward mark may be displayed from the race committee boat.

Numeral pennant 2: Start, W1(P), Gate, W1(P), Finish.

Numeral pennant 3: Start, W1(P), Gate, W1(P), Gate, W1(P), Finish

Division 2 Numeral pennant 1: Start, W2(P), Finish.

Numeral pennant 2: Start, W2(P), Gate, W2(P), Finish.

Numeral pennant 3: Start, W2(P), Gate, W2(P), Gate, W2(P), Finish

Numeral pennant 4: Start, W2(P), Gate, W2(P), Gate, W2(P), Gate, W2(P), Finish.

12.5 Offshore Courses Supplementary Sailing Instructions will be issued for all offshore races. These will be available from the Sailing

Office not less than two hours prior to the warning signal and on the RSAYS web site.

12.6 Should variable conditions require changes to the published course, such changes will be announced over VHF radio by the committee boat and repeated. Skippers are reminded to monitor the race radio channel.

13. MARKS / OBSTRUCTIONS13.1. The starting and finishing marks will be a black and white chequered or pink inflatable.

13.2. For W/L courses: Division 1, W1 will be an orange inflatable. Division 2, W2 will be yellow inflatable. Gate marks or Leeward marks L1 & L2 will be orange inflatable buoys.

13.3. New marks as in RRS 33 for Div 1 will be an orange inflatable with a black band,

Div 2 a yellow inflatable with a black band (when racing conducted by the CYCSA) or unless otherwise stated. When in a subsequent change a new mark is replaced, it will be replaced with an original mark.

13.4 Glenelg Breakwater: Boats shall not pass between the lights marking the northern and southern ends of the old Glenelg Breakwater. There are a number of underwater obstructions along the eastern side and the southern end of the Glenelg Breakwater.

13.5 Outer Harbor Southern Breakwater: Boats shall not pass between the beacon and extremity of the breakwater.

14. STARTING LINES14.1. Outside River Start Line - The starting line shall be between a staff displaying an orange flag on the race

committee boat at the starboard end and the starting mark at the port end.

14.2. Inside River Start Line - The starting line will be between a staff displaying an orange flag on the race committee boat and the southern edge of the vertical blue panel on the Outer Harbor Signal Tower unless otherwise prescribed.

14.3. Twilight races – see SI 21.

14.4. A buoy carrying a pink flag may be streamed from the race committee boat. Boats shall not pass between it and the committee vessel.

15. STARTING PROCEDURES15.1 RRS 26 shall apply unless prescribed otherwise.

15.2 When more than one race is held on the same day, the warning signal for each succeeding race will be made as soon as practicable after the last boat in each division finishes in the preceding race. To alert boats that a race or a sequence of races will begin soon the Answering Pennant (AP) along with the division or class flag will be displayed 1 minute before the warning signal is made.

15.3 Starting countdowns may be broadcast on the VHF radio channel of the day.

15.4 Prior to the warning signal the approximate bearing and distance in nautical miles to the first mark may be displayed on the Committee Boat.

15.5 Prior to the starting sequence, boats shall keep clear of official boats engaged in mark laying. Boats that interfere with official boats maybe subject to protest and subsequent penalty. [DP]

15.6 Following a general recall the start(s) for succeeding class(es) will be delayed.

15.7 In the interests of safety, boats should keep clear of the start area until their warning signal.

15.8 For all races a boat shall not start later than 10 minutes after her start signal.

15.9 Late to the start line - A boat running late for the start may use her engine after the preparatory signal for the purpose of proceeding to the starting area, providing that before starting, the boat shuts off her engine and getting well clear of all other boats, makes 1 tack and 1 gybe in the same direction (1 turn penalty) under sail. A boat taking a penalty turn shall report in writing, the circumstances to the Sailing Office after the race and within the protest time limit.

15.10 For Offshore Races, boats which are OCS at the start and fail to return shall have 20% added to their elapsed time. POCS boats may be called for up to ten minutes on VHF 77 after the start. For Inshore Races, boats which are OCS and fail to return may be called on the prescribed radio channel for the day, after the start. Failure to hear or return to start correctly will not be grounds for redress. This changes RRS 62.1.

15.11 Handicap Starts:

15.11.1 A list of start times will be displayed on the Official Notice Board approximately 2 hours prior to the scheduled warning signal.

15.11.2 A time clock showing the current GPS time, will be displayed from the Committee Boat. Competitors shall start when their allocated time appears on the clock. The clock will switch to a 10 second count down for the last 10 seconds of each minute.

15.11.3 Sail numbers of boats that are OCS at their start time will be broadcast on the prescribed radio channel for the day, but no other signals will be made. This changes RRS 29.1.

16. FINISH LINES16.1 The finish line shall be between a staff displaying a blue flag on the race committee boat and the finish mark.

16.2 Offshore races– see SI 20.

16.3 Twilight races – see SI 21.

17. TIME LIMIT17.1 Inshore races: The time limit for all boats will be 4 hours unless otherwise indicated. Where two races are

programmed on the same day, the time limit shall be 2 hours for each race. Boats failing to finish within the time limit shall be scored TLE. This changes RRS 35. See SI 8.3.

17.2 Offshore Races: no time limit

17.3 Twilight races: See SI 21.

18. RADIO COMMUNICATION18.1 In accordance with RRS 41, the Race Committee may broadcast the course to be sailed, names/sail numbers

of OCS boats, and/or any other information of interest to competitors. Any failure of, or defect in, such a broadcast will not be grounds for redress. This changes RRS 60.1 and 62. For this purpose, in Category 6 races boats may carry a hand held VHF radio.

18.2 The Race Committee will monitor VHF CH77 for all Inshore Races and starts of the Offshore races. VHF CH73 will be used for the RSAYS Twilight Series. These may be varied by the Supplementary Sailing Instructions.

19. PROTESTS19.1 Protests shall be lodged as per RRS 61 to the Sailing Coordinator, Race Officer, a member of the Race

Committee or a club office employee.

19.2 For Inshore Races, protests shall be in writing and lodged within 2 hours of the finishing time of the last boat in the last race of the day or after the abandonment signal is made.

19.3. For Offshore races, protests hall be lodged by 1500 the day following the protestors finishing time with the boat’s own Club

19.4. Twilight races – see Addendum A.

19.5. The organising authority will advise the date and time of the hearing.

20. OFFSHORE RACES (OTHER REQUIREMENTS)20.1 Each boat shall submit a completed “Offshore Race Crew List” at the Sailing Office listing crew details and

radio(s) to be used at least two hours prior to the warning signal. Please note – this list must be legible and a typed list is preferred. A boat will be scored DNC for failure to do so. This changes RRS 63.1.

20.2 The Crew List is to contain; crew names, AS number, and next of kin contact details and relationship.

20.3 Late submission of the Offshore Race Crew List will attract a 20% time penalty to the boat’s elapsed time.

20.4 The COLREGS apply for all races between the hours of ‘deemed’ sunset and sunrise, except where the time of starting is after sunset when the rules of PART 2 shall apply until 15 minutes after the start signal. Between sunset and sunrise, when a boat cannot determine with certainty what tack the other boat is on, she shall keep clear of that boat. Competitors are reminded that part of the definition of “room” in the RRS includes taking into account the existing conditions (including visibility).

20.5 Category 3 and 4 - Where Department of Transport requirements for boats in unprotected waters exceed the AS SR Part 1 SECTION 2, then the Department of Planning, Transport and Infrastructure regulations take precedence.

20.6 In addition to SI 20.1 boats shall sign on at the Sailing Office at least one hour prior to the warning signal.

20.7 Sign-on and race documentation for the Adelaide to Port Lincoln Blue Water Classic will be sufficient for entry. Boats shall also conform to the relevant club SI requirements for Offshore Racing.

20.8 Each boat shall sign-off, regardless of finishing the course, by submitting a completed ‘Offshore Declaration Form’ recording the boat’s finishing time (elapsed time will not be accepted), ship’s time and club time at the Sailing Office within 3 hours of finishing. Alternatively boats may complete the online “Offshore Declaration Form” found on the RSAYS web site. Failure to comply will result in a boat being scored DNC. Finishing Time shall be recorded using either (a) GPS Time, (b) Mobile Network Time or (c) Ship’s Time with Club Time to an accuracy of 1 second.

20.9 Radio procedures: VHF radios are mandatory.

20.9.1 Race frequency is VHF 80. Boats shall maintain a continuous listening watch on VHF 16 for the duration of the race, except during radio schedules.

20.9.2 Pre-Race Radio Checks: All boats shall call the nominated radio base between the times specified in the Supplementary Sailing Instructions. These checks shall be on Ch 80 and confirm their intention to start and the number of crew on board. A boat failing to complete her Pre-Race Radio Check shall not start.

20.9.3 Reporting of Positions: All boats shall report their position at the listed times of the radio schedule to the radio base nominated in the Supplementary Sailing Instructions. Boats failing to report their position shall have 10% added to their elapsed time for each sked missed. The Race Committee may, upon receiving a satisfactory written explanation within the protest time limit, waive this penalty. This changes RRS 63.1.

20.9.4 Position reports shall be given as a 4-digit latitude and 5-digit longitude and nominate their next mark of the course.

20.10 Start Time Limit: A boat shall not start later than 10 minutes after her start signal.

20.11 The Finish Line:

An imaginary line extending from the #13 green beacon to the No1 Lead in and can be approached from either side. To locate the line, it is in transit with the O/H Front and O/H Rear beacons and the northern Torrens Island chimney (red lights). Boats shall record their own finish time on the Offshore Finish Declaration Form or via the RSAYS web site.

20.12 Boats which retire shall advise immediately of their intentions to the radio base nominated in the Supplementary Sailing Instructions and shall continue to report their position as per the scheduled times, until they reach their port. Failure to comply will result in a boat being scored DNF.

20.13 Radio sign-off: Boats shall notify the radio base nominated in the Supplementary Sailing Instructions as soon as possible after finishing.

20.14 For Offshore races where a Waypoint Mark is used:

20.14.1 A boat is required to provide evidence that it has sailed the course correctly. Photographic (phone or similar) evidence of the yacht’s GPS showing its position at the mark must be supplied to the Sailing Co-ordinator by e-mail; [email protected].

20.14.2 A boat that fails to provide evidence of sailing the course shall be scored DNF without a hearing. A boat so penalised shall be entitled to a hearing on request. This changes RRS 63.1.

21. TWILIGHT RACES (OTHER REQUIREMENTS)21.1 Twilight Sailing is a traditionally a social outing for which a special spirit of sportsmanship shall prevail. Boats

shall sail with due regard for other boats having guests and inexperienced crew. A higher degree of alertness is required for twilight races.

21.2 No spinnakers, bloopers, gennakers, code zero or staysails are to be used. Main and foresail (tacked inside the forestay) only. Spinnaker poles may be used to pole out the headsail at the clew only. When in use, the pole shall be attached to the mast. RRS 50.2.

21.3 Anchors shall be stowed inboard, i.e. no part of the anchor shall protrude beyond the sheer line. [DP]

21.4 For the Lady Helm races a boat shall have on board a Person-in-Charge who shall be a member of RSAYS. It is intended that the lady helm steer the boat for the majority of the race. However in more extreme weather conditions or in and around the start line it is acceptable for the owner to helm. This SI is not protestable by competitors. (RSAYS rule).

21.5 VHF 73 will be used for radio communication.

21.6 There will be two divisions nominated as Div 1 (Green) and Div 2 (Red). All boats shall display a ribbon available from the Sailing Office corresponding to their allocated division.

A list of boats and their allocated divisions will be posted on the Official Notice Board prior to race 1.

21.7 Course descriptions shall be indicated by a course number displayed from the committee boat at or prior to warning signal. When special courses are set on the night, course descriptions will be available from the Sailing Office.

21.8 Radio: Please monitor VHF 73 at all times during the race.

21.9 The start line: The start line will be between a staff displaying an orange flag on the race committee boat and the southern edge of the vertical blue stripe on the Outer Harbor Signal Tower, unless otherwise prescribed.

21.10 The finish line: The finish line will be between a staff displaying a blue flag on the race committee boat and #18 Red Beacon unless otherwise prescribed. The race may be shortened at any point along the course that all vessels must pass. This changes RRS 32.2.b.

21.11 Time limit: Time limit for all boats will be 2 hours from her start or the official sunset time whichever is earlier. For RSAYS/CYCSA combined races, this will be varied to the earlier of 2000 hours or the official sunset time.

21.12 A boat that runs aground during a race may use her engine to free herself for safety reasons and continue racing, provided that once she is free, she then shuts it off and has not gained an advantage by its use. She may still be subject to protest by a boat or RC. In addition her handicap will not change down in the next race after such an incident.

21.13 Retiring – boats retiring shall notify the race committee on VHF 73 as soon as possible after doing so or be scored DNC.

21.14 RRS 44.1 & 44.2 are changed such that “Two-Turns Penalty” is replaced by “One-Turn Penalty” and shall include one tack and one gybe.

21.15 Twilight Courses: See Addendum B.

21.16 Protests: Will be subject to arbitration - see addendum A.

21.17 Arbitration Hearings will take place on the same night and prior to the presentations.

22. RENDERING ASSISTANCE22.1 If a boat sights flares or believes another boat to be in distress it should maintain a watch on HF 2182 or VHF

Ch 16 or 80 and render all possible assistance.

22.2 A boat in distress or assisting another in distress should call for assistance on VHF16 or 80.

22.3 If a boat uses her engine, full details of the use must be furnished in writing, together with an accurate log giving positions, times, courses, etc. from the time her normal racing course is altered to go to the place where assistance is required, until she resumes racing.

22.4 Any boat failing to render assistance when able to do so shall be subject to protest.

23. PRIZES23.1 Weekly prizes will be awarded at the discretion of the Racing Committee and presented approximately one

hour after the RC boat docks.

23.2 Casual entrants will be awarded weekly prizes but not series prizes. Perpetual Trophies will be awarded for PHS handicap results. Awarding of perpetual trophies is described in the NoR.

23.3 Divisions with 5 or 6 Series entrants - 1st & 2nd will be awarded

Divisions with 7 or more Series entrants 1st 2nd & 3rd will be awarded.

24. DEFINITIONS24.1 Race Committee: The Race Committee of the Royal South Australian Yacht Squadron (RSAYS) and the Racing

Executive of the Cruising Yacht Club of South Australia (CYCSA) shall be the Organising Authorities for the purpose of, and with the powers and discretion contained in RRS 89.1.

24.2 Inshore Races: Races conducted within an area extending no more than 5 nautical miles from the coastline.

24.3 Offshore Races: Races listed in the Offshore Series and Short Offshore Series may extend beyond the limits referred to in SI 24.2.

24.6 A Casual Entry is a boat not entered in a series.

25. WARNINGSailing and activities associated with it involve risks of personal injury, loss, damage and even death. The risks include, but are not limited to, the risk of injury from collision, capsizing, falling overboard, being trapped under a sail or boat after capsize and impact with equipment. The risks involved in this activity are increased by adverse weather conditions, inadequate training, fatigue, inexperience, failure to maintain the boat, failure to supply and use the recommended safety equipment and failure to observe the RRS, AS Prescriptions and the Sailing Instructions.

Protest arbitration is a process of resolving protests without the formality of a full protest hearing. Arbitration is simply a short meeting between sailors involved in a protest and an experienced judge serving as the arbitrator. The sailors tell the arbitrator what happened on the water and the arbitrator makes a decision about which boat, if any, broke a rule. The party who broke a rule is offered the chance to take a reduced penalty. If the arbitrator’s decision is accepted, the protestor withdraws the protest and the dispute is resolved before the protest is formally heard by the protest committee. The primary purpose of arbitration is to simplify and speed up the protest process for incidents that do not require the full protest hearing process.

The penalty:Rule 44.1 is changed to permit a boat to take a 20% scoring penalty as calculated in RRS rule 44.3(c) during the arbitration hearing. Her position across the line will be increased by 20% of the difference between the boat’s finishing place and the number of starters in the race (including casual entries) rounded up to the next whole number except that she shall not be scored worse than points for DSQ. The scores of other boats may receive the same score. Once accepted, this decision is not subject to reopening or appeal. Changes RRS 64.1(a), 66 & Appendix A.

Eg; if you finish in 10th place and take an arbitration penalty of a 40 boat fleet, you will be scored 20% of the difference between 10th and 40th, 20% of 30 places = 6; your score will be 16th. In addition her handicap shall remain unchanged for the following race.

The hearing: • Arbitration takes place after a written protest has been filed, but prior to the protest hearing.

• The arbitration hearing is heard as soon as both parties are present

• The normal rules for intending to protest ie, flag and hail under rule 61.1(a) informing the party apply, to decide validity

• Only the arbitration judge, protestor, and protestee are permitted to attend. No witnesses are allowed

• Arbitration only will take place where no contact that causes damage or injury occurs

• Will be only used where two boats are involved, and limited to rules of Part 2 and RRS 31.

• The decision is based on the high probability that questioning of the parties and their witnesses would not change the result with a full protest hearing

• The decision should be reached in a maximum of 15 minutes.

• At any time any party can decide to terminate the arbitration process and decide to have a protest hearing

• If one party decides to accept the decision the protest is withdrawn and the penalty as stated is applied

• The competitor accepting the penalty or the party withdrawing the protest shall sign the protest form in acceptance of the decision

• If the protestor is found to have broken a rule, the protest may not be withdrawn until the penalty has been accepted

• Once the protest is withdrawn, the arbitrator is free to discuss any aspect of the case with the parties to the hearing.

CALCULATING THE HANDICAP FOR THE NEXT RACEThe Allocated Handicap (AHC) is the handicap used for the current race. For race 1, this handicap is allocated by the handicapping committee. For subsequent races, the AHC is the CHC calculated from the previous race in a series.

The Back Calculated Handicap (BCH) is calculated by the system and is the handicap that each competitor would have sailed to in order that all competitors finished with the same corrected time. For BCH the reference time will be that of 46% of the fleet.

The Calculated Handicap (CHC) is calculated by the system as a result of performance in the current race using the Top Yacht Exponential Handicapping System. It is the handicap that will be used for the next race.

For the calculation process, each BCH will be restricted to a maximum difference (higher or lower) from the current AHC of the race from which it is derived. This maximum is known as a Clamp. The BCH with the clamps applied is called the CBCH.

Provided that the Upper or Lower Limits are not exceeded, the BCH will be restricted by the clamps to produce the CBCH.

Upper and Lower LimitsUpper Limit is +15% of the AHC for all races except Twilights where it is +20% of the AHC.

The Lower Limit is −10% for all races.

During a series, boats typically have one great performance and some bad due to breakages, etc. Limits are a mechanism to accommodate these anomalies.

These function as follows:

• If the BCH is above the upper limit, the full BCH is used with no clamp applied. Two or more consecutive BCH’s above this limit are considered as improving performance. Thus the second and subsequent consecutive occurrences will use an amplified BCH in calculating the AHC for the next race.

• If the BCH is below the lower limit, the competitor is assumed to have broken something etc. and the BCH is not representative of a boat’s normal performance. In this case, the BCH for that race is ignored and the CHC will remain unchanged.

Upper and Lower ClampsThe BCH is clamped at ±6% of the AHC for all races except Twilights where they are +15% of the AHC and −7.5% of the AHC to produce the CBCH.

The different settings of Limits and Clamps for Twilights is aimed at making the handicaps fluctuate more rapidly and thus giving more boats the opportunity of placing.

The Exponential System does not use any data from previous races in calculating the handicap for the next race, it simply focuses on the current race.

ADDENDUM E – MEMBERSHIP AND CREW LISTS FOR RACING

BackgroundRSAYS policy on the membership of crew ensures that:

• all crew are covered by Australian Sailing personal and accident insurance;

• detailed information is available to assist sea rescue;

• all members and guests are paying their fair dues; and

• boats comply with Racing Rules of Sailing Clause 42 (crew must be a member of an Australian Sailing affiliated club after 3 races).

Crew ListsSkippers are required to lodge an Inshore Crew Registration form at or before the time of signing on for the following inshore races:

• Inshore Series races;

• Coaster Series races;

• the Coaster race components of the Short Offshore/Coaster Series,

• Women’s Series races; and

• Trophy races.

The exceptions are Twilight and Friday Sternchaser races, but a POB count is needed at sign-on.

The Crew List requirement applies to both series and casual entrants. After initial completion, the Inshore Crew Registration form becomes a simple checklist form.

A more detailed Offshore Crew List applies for Offshore and Short Offshore Races.

Membership CategoriesCrew racing in any RSAYS race must have membership in one of the following categories:

(a) an annual RSAYS member (Senior, Family, Crew, Intermediate, Associate, Junior or Life);

(b) a Daily Crew Member; or

(c) a member of an Australian Sailing affiliated club (which in the opinion of the Management Committee has reciprocal provisions and is of status equivalent to that of the Squadron).

This changes RRS 46 which allows crew to sail up to 3 races each season before membership applies. RSAYS policy is that all crew must be members for all races to provide skippers with insurance cover.

Day Crew Membership (SailPass)

Crew can apply for RSAYS Daily Crew Membership either through:

(a) the RSAYS Website: https://www.revolutionise.com.au/rsays/temporary-member/ or

(b) the RSAYS Sailing Office in person or by phone
