SALES TAX ACCOUNTABILITY COMMITTEE MEETING

October 27, 2016

Meeting called to order by Gregg Laskoski at 10:00 am in the conference room of District Safety &

Security Building.

Present were:

Sean Arnold (Support Operations), Erik van de Boogaard (Facilities), Don Caquelin, Keith Jeppesen

(Facilities), Gregg Laskoski, Joyce McIntyre (Finance), John Martin (Facilities), Jeff Rogers, James

Scavetta, Kendra Sittig (Budget), Lori Sowers, and Bob Widmar.

Review & Approval of Meeting Minutes from July 21, 2016

Bob Widmar made a motion to approve the minutes, Don Caquelin seconded. Motion passed.

Kendra Sittig – Review of Funds

Kendra passed out a Monthly Summary of Revenues & Expenditures as of September 30, 2016, along

with a detail report of the Fund (386C) and printout of Collections from TERMS.

The total sales tax received through Sept was $ 5,633,924.08. The P.O.s issued totaled $ 1,832,084.73

and the P.O.s paid totaled $ 922,096.05. Fund Balance is $ 4,711,828.03.

Bob Widmar confirmed the revenues reported equal FL Dept of Revenue figures.

Lori Sowers – Project spreadsheet explanation

Lori created an Excel spreadsheet from the sales tax resolution project list that was passed out to

committee members. The PO and project lists passed out by Kendra and Erik are being matched to the

resolution list. Completed projects are highlighted. It was agreed the committee desires to see the list

maintained each quarter.

Bob Widmar questioned some projects and their placement. There were some on the financials he could

not match to the resolution list. Lori could match all of them and pointed out that the description on

Erik’s in progress report had slightly different descriptions and she could ascertain placement off his

description.

are timing issues because he may have assigned project numbers to projects, but the P.O. may not have

Kendra pointed out the board has budgeted $7.5 million in sales tax revenue for 2016-2017. This is a

conservative figure and we are on track to receive more.

Erik van de Boogaard

Explained his reasoning for timing of some projects. Facilities did smaller, ready-to-go projects to get

something accomplished quickly. They are in the planning & design phases for several projects, the

largest being HVAC. However, a major HVAC project right now could wipe out the sales tax funds

preventing other projects being done until the funds are replenished by the state. Facilities is balancing

making progress on smaller projects while not depleting the funds needed for the larger projects. In

addition, some older, on hold, projects (due to lack of funds) are now being looked at again.

They are exploring combining sales tax projects with energy savings projects in capital outlay to be able

to get some large projects done without using all the sales tax fund money.

James Scavetta

James is concerned about the $80 million in revenue and there still being a shortfall with capital revenue

vs capital expenditures. Are there any plans to get more money from the state for capital outlay so we

aren’t constantly in this predicament? Erik responded that according to standards, we should be

spending at least 3% of capital asset value on maintenance. The sales tax revenue is only about 1% of

value. In addition, the state is/has allocated PECO (Public Education Capital Outlay) funds 50/50

between charter schools and public schools, so that is hindering the district’s capital funding from the

state. Thus, the district is forced to use capital funds (not sales tax) to fund operations. Further, the

state is handcuffing us by restricting use of some funds and taking away some funds.

To try to answer James’ question, Gregg informed us that the funding lawsuit against the state is under

appeal. The attorneys found at least 50 problems with the Judge’s findings on the lawsuit, so there

seems to be a good basis for appeal and Gregg is optimistic.

Lori Sowers – Organizational issues

Lori Sowers brought up the fact that committee member, Rob Starz, has now missed a 2nd meeting.

When asked if the absences were “excused absences”, Gregg stated that Rob has not contacted him

regarding his previous absence or this meeting’s absence. Jeff Rogers motioned that Rob be removed

and the Superintendent appoint a new member, per the committee’s organizing document. A second

was made by Bob Widmar. Vote passed 6-0. Gregg will notify Rob of his dismissal.

Public and General Discussion

Hamilton Hansen (public observer) expressed his concern about transparency with the committee. He

believes the minutes are not detailed enough. He is also concerned about information being readily

available online. We assured him it is available online, the problem may be that it may not be super

easy to find on the District website. We agreed that the supporting documents for the meeting will be

attached to the minutes of the meeting to make it easier for the public to find.

Bob asked about the possibility of funds being used to pay non-sales tax expenditures. Joyce and

Kendra assured nothing could be funded without a P.O. He also asked about transferring funds from the

sales tax fund to another fund. Joyce said transfers can be done through a journal entry, but that all

journal entries had to be approved. Jeff has requested that we get a journal report every meeting. He

also requested that we receive a sampling of expenditure documents to compare with the report being

generated by Kendra.

Gregg set the next meeting for January 25, 2017 at 10:00 am at 8008 Mobley Rd.

A motion to adjourn was made at 11:14 by Jeff Rogers, Bob Widmar 2nd. Meeting adjourned.
