Allstudentswhowouldliketoparticipateinanyofthefinancialaidprogramsofferedmustfollowtheprocedures:

StudentsarethefocalpointoftheoverallmissionandworkwedoatSKCeachandeveryday.Fromthebeginningtotheendofastudent’sacademicjourney,SKCprovidesmanyresources,supportsystems,andprogramstohelpassuresuccessanddegreecompletion.

Stepping-StoneOne:NewStudentOrientationEachstudentbeginsthepathtosuccesswithNewStudentOrientation,whichisrequiredwhenenteringSKCandrecommendedforallreturningstudents.Thisexcitingevent,heldatthebeginningofeachquarter,providesvaluableinformationpertainingtoadmissions,financialaid,scholarships,classregistration,buildinglocations,campuspersonnel,assistanceprograms,andcampusactivities.ContacttheRegistrar’sofficeformoreinformation.

Stepping-StoneTwo:AdvisingAdvisingisakeycomponentofstudentsuccessatSKC.FollowingNewStudentOrientation,theAdmissions/Registrar’sOfficewillassignanadvisorbasedonthestudent’sdeclaredmajorcourseofstudytobegintheregistrationprocess.Astudentshouldconsiderhis/heradvisorthe“goto”personwheninneedofsupportandguidanceduringthejourney.Thefollowingguidancewillbeprovided:

1. Atthebeginningofastudent’scareer,theadvisorwillprovideadviceonthedegreeplanandexplainthedegreerequirementsforthecourseofstudychosen.

2. IfastudenttransfersintoSKC,theadvisorwillhelpthestudentcompletetherequiredtransferpaperworkanddeterminewhichremainingcoursesneedtobecompleted.

3. Throughouttheremainderoftimeinthedegreeprogram,theadvisorwillprovideacademicguidanceandrecommendandrefervariousSKCsupportprogramsandcampusresources.

4. Priortoeachnewquarterduringpre-registration,studentsmustmeetwithadvisorstocompletethepaperworkneededtoregisterforcourses.Advisorsignaturesarealwaysrequiredtocompleteregistration.

5. Ifastudentdecidestoaddcoursesorwithdrawfromcourses,theadvisorwillprovideguidanceinthedecisionandassistinthecompletionofrequiredpaperwork.

6. Anadvisorwillguideastudenttowardgraduationbytrackinggraduationrequirementsthroughouthis/heracademiccareer,andassistinthecompletionofrequiredgraduationpaperwork.

7. Althoughtheadvisorprovidesamplesupport,astudentmustadvocateforhimself/herself.Ultimately,itisthestudent’sresponsibilitytotrackhis/herownacademicprogress.Adherencetothecurriculumplanoutlinedinthecatalogwillsupportdegreecompletionintheexpectedtimeframeforaparticulardegree.Eachstudentisencouragedtocreateaquarterlycourseplanwithanadvisorandmonitortheplanthroughouthis/hercollegecareer.Duringeachquarter,astudentshouldcontacttheassignedadvisorforanyofthefollowingreasons:

Entranceproficiency:AllstudentsarerequiredtotakeaTABEAssessmentaspartoftheenrollmentprocess.Thisisanopportunityforstudentstodemonstratelevelsofproficiencyinmath,English,andreading.SomestudentsmayberequiredtotakeafollowupadvancedplacementtestformathandEnglishtodeterminepropercourseplacement.

MidtermandFinalExams:Somecoursesrequiremidtermandfinalexamsaspartofthecourserequirements.

FinalProjects:Somecoursesrequirefinalprojectsthatdemonstrateproficiencyinthecourse. CourseandDegreeProgramPortfolios:Courseanddegreeprogramportfoliosmayberequiredforsuccessfulcompletionofthecourseorprogram.Portfoliosareusedtodemonstrateproficiencyincourseandprogramobjectives,whicharebasedontheCollege’sstudentlearningoutcomesmeasuredbythe4Cs(CriticalThinking,CulturalAwareness,Citizenship,andCommunication).SeetheSKCCatalogfordefinition.

Conduct/Grievance ProcedureItisexpectedthatifthenatureofthecomplaintisillegalorcriminal,itneedstobereportedtocampussecurityandConfederatedSalishandKootenaiLawEnforcementimmediately.Ifastudenthasviolatedthecodeofconduct,theprocesstofileagrievanceisasfollows:Step1:Thestudentmustmakeanattempttodiscussandresolvedifferenceswiththeperson(s)involvedinthecomplaint.Ifaresolutioncannotbereachedinformally,thestudentmaycontinuetostep2ofthegrievanceprocesswithin14calendardaysoftheincident.Step2:ThestudentmustdiscusstheincidentandattempttoresolvethegrievancewiththeguidanceoftheDepartmentChairwithin21daysoftheincident.IftheincidentinvolvedDepartmentChair,thestudentmaycontinuetostep3ofthegrievanceprocess.Step3:ThestudentmustsubmitaformalwrittengrievancelettertotheAcademicVicePresidentwithin30daysoftheincident. AppealProcess

Astudentwithspecialmitigatingcircumstancescontributingtohis/hersuspensionmaybeabletoappealforreinstatementprovidedhe/shecouldproperlydocumentthecircumstance.Astudentwillonlyreceiveareinstatementonceinhis/hercareeratSKC,anditwillonlybeappliedtoonequarter.Thestudentwillthenbeplacedonaprobationarystatusiftheappealisapproved.Afteronequarter,thestudentwillbere-evaluatedforgoodstanding.

Mitigatingcircumstancesinclude,butarenotlimitedtoinjuryorillness,deathofarelative(spouse,child,siblingandparent)orinacaseofunduehardship.

thestudentfailedtomakesatisfactoryprogress,andwhathaschangedinthesituationthatwillallowthestudenttomakesatisfactoryprogressatthenextevaluation.

3. Submitallsupportingdocumentstosupportappeal.4. Submitasignedgraduationplanforthemajorfromadvisor.

TheFinancialAidCommitteereviewstheappeal,andthestudentwillbenotifiedoftheresultsbyemailorface-to-facecommunication.Iftheappealisdenied,thestudentmustcompleteonequarteronyourown.Astudentthatsuccessfullycompletesaquarterofatleast8creditswitha2.0GPAfortheterm,andreturnstogoodsatisfactoryacademicprogressstandingwillbeautomaticallyreinstated.

ProbationaryStatus1. Astudentmaybeplacedonfinancialaidprobationiftheappealhasbeenapproved.Whileonfinancialaidprobation,astudentwillcontinuetoreceivefinancialaid,butthefinancialaidpaymentwillnotbereleasedforthenextquarteruntilaftergradesandpaceofprogressionforthecurrentquarterhavebeenevaluated.2. Onceastudentisplacedonfinancialaidprobation,he/shemustsuccessfullycompleteallhoursenrolledandmustbeinthedeclaredmajorwithatermGPAof2.0orbetter.Astudentonprobationarystatuswhodoesnotmeettherequirementsimmediatelylosesfinancialaideligibilityuntilhe/shecompletesonequarterof8creditswitha2.0GPAwithoutfederalaid.

ChangingMajors Astudentthatchangesmajorsduringtheacademicyeararestronglyencouragednottowithdrawfromanyclasses,ashe/shestillmustsuccessfullycompleteaminimum67%ofthehoursattemptedatSalishKootenaiCollege,includingallhoursacceptedintransfer.AstudentthatchangesdegreeprogramsisatriskofexceedingtheMaximumAllowableTotalAttemptedHoursbeforeobtainingadegree.Astudentchangingmajorsshoulddosoearlyinhis/heracademiccareersoasnottojeopardizefutureeligibilityforfinancialaidatSalishKootenaiCollege.ChangingmajorsisnotajustificationforfailingtomaintainSAP.

ReturnToTitleIV ThispolicyappliestostudentswhowithdraweitherofficialorunofficiallyorwhoaredismissedfromenrollmentatSalishKootenaiCollege.TheReturnofTitleIV(R2T4)FundsprocessisseparateanddistinctfromtheRefundPolicy.ThecalculatedR2T4fundsearnedbytheschoolandstudentaredeterminedbythefollowingdefinitionsandprocedures.

SalishKootenaiCollegehas45daysfromthedatetheinstitutiondeterminesthestudentwithdrewtoreturnallunearnedfundsfromwhichitisresponsibleandwillnotifythestudentbywrittennoticeifhe/sheowesarepayment.IfSalishKootenaiCollegedeterminesthereshouldbeapostwithdrawaldisbursement,theschoolwillnotifythestudenttheyhave14calendardaystoacceptthepayment.IfSalishKootenaiCollegedoesnotreceivearesponse,theschoolwilladjustCODtoreflecttheactualPellGrantawardreceivedbythestudent.

SalishKootenaiCollegemustdeterminewhenastudentofficiallyorunofficiallywithdrawsfromtheinstitution.SalishKootenaiCollegeisnotrequiredtotakeclassattendance.

OfficialWithdrawalProcedure ToofficiallywithdrawfromSalishKootenaiCollege,thestudentinitiatesthewithdrawalprocessby:

UnofficialWithdrawal IfstudentsleavestheschoolanddoesnotcompletethestudentDrop/Addform,itisconsideredanunofficialwithdrawal.ThelastdayofattendanceisdeterminedbythelastacademicallyrelatedactivityandwillbeusedasthewithdrawaldateusedintheR2T4Calculation.

Astudentwhowithdrawsinthefirstweekofthequarterwithoutattendingclasseswillreceivea100%refund,lesstheregistrationfee.AstudentreceivingTitleIVfundswillnot

Astudentreceivingfinancialaidassistancegreaterthantheamountofinstitutionalchargesandwithdrawalspriortocompletingmorethan60%ofthequarterwillmostlikelybesubjectedtorefundsomeofthosefunds.Indeterminingtheamountthatastudentwillhavetoreturn,theFinancialAidDirectorwilluseexistingsoftwarefromtheDepartmentofEducationtorunthecalculation.SalishKootenaiCollegeBusinessOfficewillnotifythestudentofanyrefundowedtotheDepartmentofEducationortoSalishKootenaiCollege.

RepaymentPolicy Astudentreceivingfinancialaidinexcessofdirectcosts;(tuitionandfees)mayberequiredtorepayapercentageofTitleIVaid.TheamountrepayabledependsonthenumberofdaysthestudentwasenrolledandtheamountofTitleIVaidreceived.All100%ofthefinancialaidisreturnedtoCODwhenastudentwithdrawsordropsoutbeforethefirstdayofclassbegins,lesstheregistrationfeeand$10forthestudentidentificationcard.Astudentmaybebilledforanoverpaymentifhe/shedropsoutofschoolbeforetheendofthequarter.Anindividualwhoowesarepaymenttoanyfederalsponsoredstudentaidprogramcannotreceiveanytypeoffederallysupportedaiddisbursementsforfutureenrollmentatanyschool.

SalishKootenaiCollegeRefundPolicy(non-TitleIV)TuitionandFeeRefundPolicyisasfollows:Theregistrationfeeisnon-refundable.Allotherrefundsaremadeaccordingtothefollowingschedule: 1stweek–90% 2ndweek–80% 3rdweek–70% 4thweek–60%CreditLoadFull-timestatusrequiresaminimumof12creditsperquarter.Part-timestudentsmustmaintainaminimumof1credittobeeligibleforFederalPelldollars.TheFederalStaffordLoanprogramrequiresaminimumof6creditstoqualify.Basedonregistrationstatus,studentsthatqualifyforTitleIVfundsmayreceiveareducedamount.Full-timestudentsthatdropbelowtheregistrationstatuspaidwillbeplacedonprobation/suspension.Afterthestartofthequarter,drop/addformsmustincludesignaturesfromthestudent,advisor,andfinancialaidofficialpriortoprocessing.Ifapprovedbyanadvisor,repeatedcoursesmaycounttowardcreditload(maximum3times).TheFinancialAidDirectormayremovethisoptionforanystudentshoulditbeabused(e.g.repeatingacoursemorethanthreetimes).

StudentRecordsAccess&Confidentiality(FERPA)

ThefederalFamilyEducationalRightsandPrivacyAct(FERPA)establishesguidelinesunderwhichstudentsmayaccesshisorhereducationrecordsmaintainedbySalishKootenaiCollegeandunderwhichthoserecordsmaybedisclosedbytheCollegetoothers.

1.Definitions

a."EducationRecords.""Educationrecords"arethoserecordsthataredirectlyrelatedtoastudentandthataremaintainedbySalishKootenaiCollegeorbyanofficialwhoservestheCollegeinanadministrative,supervisory,academic,research,orsupportstaffposition.

FERPAindicatesthat"educationrecords"donotinclude:

i.Recordsofinstructional,supervisory,administrative,andeducationalpersonnelthatareinthesolepossessionofthemaker,e.g.,afacultymember'sgradebook,oradean'sadvisingnotes.Sharinginformationwithanotherpersonorplacinginformationwhereitcanbeviewedbyothersmaymakeitan"educationrecord"andsubjecttoFERPA.

ii.RecordsrelatingtoindividualswhoareemployedbySalishKootenaiCollegethataremadeandmaintainedinthenormalcourseofbusinessandrelateexclusivelytoindividualsintheircapacityasemployees,andarenotavailableforanyotherpurpose.Thisincludesinformationaboutstudentworkersthatismaintainedabouttheiremployment.

iii.RecordsthatcontainonlyinformationrelatingtoapersonafterthatpersonisnolongerastudentatSalishKootenaiCollege(suchasinformationgatheredontheaccomplishmentsofalumni).

v.RecordscreatedandmaintainedbytheSalishKootenaiCollegeSecurityDepartmentforthatdepartment’srecords.

SalishKootenaiCollegeStudentHandbook 57a.Confidentiality.FERPAsaysthateducationrecordsandpersonallyidentifiableinformationaboutastudentmaynotbedisclosedwithoutthestudent'swrittenconsentunlessdisclosureispermittedbycertainexceptionsunderFERPA.

Thestudent'swritten,signedconsentmust:

--Specifytherecordstobereleased;--Identifythepartyorclassofpartiestowhomtherecordsshouldbereleased;--Indicatethereasonfortherelease.b.AccesstoEducationalRecords.FERPAprovidesthatstudentsarepermittedtoinspecttheirowneducationrecords.Astudenthastherightto:

--Inspectandreviewhisorhereducationrecords;--Requestanamendmenttoaneducationrecordifthestudentbelievesthereisaninaccuracy;--Restrictthereleaseofhisorher"DirectoryInformation"frompublicaccess;--FileacomplaintwiththeU.S.DepartmentofEducationifheorshefeelstheCollegehasfailedtofollowFERPAguidelines.Astudenthastherighttoinspectandreviewhisorhereducationrecordswithin45daysofsubmittingarequesttotheCollege.

c.AdministeringOffice.TheSKCRegistrarisresponsiblefortheadministrationofFERPAguidelinesattheCollege.StudentsandotherswhohavequestionsregardingthetreatmentofspecificinformationinaspecificcircumstanceshouldcontactastaffmemberintheRegistrar'sOffice.

3.Confidentiality

FERPAgenerallyprohibitsthereleaseofconfidentialpersonallyidentifiablestudentdatafromeducationrecords,withlimitedexceptionsthatinclude"DirectoryInformation"withoutthestudent'swritten,signedconsent.

Personallyidentifiablestudentdata,otherthan"directoryinformation"forstudentswhohavenotrestricteditsrelease,areconfidential.Examplesofconfidentialinformationinclude,butarenotlimitedto,socialsecuritynumber,dateofbirth,ethnicity,gender,countryofcitizenship,classschedules(includingmeetingtimesandlocations),grades,gradepointaverages,andparents'orguardians'namesandaddresses.

FERPAprovidescertainexceptionsforthereleaseofpersonallyidentifiableeducationrecordinformationwithoutthestudent'swrittenconsent.Theseexceptionsinclude:

DirectoryInformation.Directoryinformation,asdefinedinsection1.c.above,maybemadeavailabletothepublicifthestudenthasnotrestricteditsrelease.

TheCollegewillhonorrequeststowithholddirectoryinformationbutcannotassumeresponsibilitytocontactstudentsforsubsequentpermissiontoreleasethisinformation.

Studentsshouldcarefullyconsidertheconsequencesofanydecisiontowithholddirectoryinformation.WhenastudentinstructstheCollegenottoreleasedirectoryinformation,anyfuturerequestsforsuchinformationfrompersonsororganizationsoutsideSalishKootenaiCollegewillberefused,unlessanexceptionapplies,orunlessthestudentsubsequentlyfilesawrittenrequestthattheinformationbereleased.SalishKootenaiCollegeassumesnoliability

Requestsfornon-disclosuremustbesubmittedinwritingtotheOfficeoftheRegistrar.FormsformakingsuchrequestsmaybeobtainedfromtheRegistrar'sOffice.

LegitimateEducationalInterest.Personallyidentifiableeducationrecordinformationmaybegivenoutwithoutthestudent'swrittenconsenttoacollegeofficialwithalegitimateeducationalinterestintherecord.AcollegeofficialisapersonemployedbytheCollegeinanadministrative,supervisory,academicorresearch,orsupportstaffposition(includingpublicsafetyandhealthstaff);apersonorcompanywithwhomtheCollegehascontracted(suchasanattorney,auditor,orcollectionagent).Aschoolofficialhasalegitimateeducationalinterestiftheofficialneedstoreviewaneducationrecordinordertofulfillhisorherprofessionalresponsibility.

OtherExceptions.Educationrecordinformationmaybedisclosedwithoutthestudent'swrittenconsentinthefollowinginstances:

a)Tothestudent;

b)Ifitis"DirectoryInformation"andthestudenthasnotrestricteditsrelease;

c)Ifproperlysubpoenaedpursuanttoajudicial,legislative,oradministrativeproceeding.Inthiscase,SalishKootenaiCollegewillmakeareasonableattempttonotifythestudentofthesubpoena,incaseswhereFERPAapplies,priortothereleaseoftheinformation,unlessthesubpoenaspecificallydirectsthatthestudentisnottobenotified;

d)Inconnectionwiththestudent'sapplicationorreceiptoffinancialaidasnecessarytodeterminetheeligibility,amountorconditionsofthefinancialaid,ortoenforcethetermsorconditionsoftheaid;

e)Inconnectionwithauditsoffederalorstatesupportededucationalprogramsrequiringdisclosureofinformation;

f)ToeffectcollectionofpastduefinancialobligationstotheCollege;

g)ToauthorizedrepresentativesoftheComptrollerGeneraloftheUnitedStates,theAttorneyGeneraloftheUnitedStates,theSecretaryoftheDepartmentofEducation,theU.S.CitizenshipandImmigrationServicesbureauoftheDepartmentofHomelandSecurity(withrespecttointernationalstudents),orstateorlocaleducationalauthorities;

h)TotheVeteransAdministrationtodeterminecompliancewitheducationalassistance;

k)Toofficialsofanotherschoolorinstitutionofpostsecondaryeducationwherethestudentseeksorintendstoenroll,orwherethestudentisalreadyenrolledprovidedthedisclosureisforpurposesrelatedtothestudent'senrollmentortransfer.

4.AmendmentofRecords

Astudentmayrequestamendment(change)ofthestudent'seducationrecordsthatthestudentbelievesareinaccurate,misleading,orinviolationofthestudent'sprivacyrights.

Arequestforamendmentofastudent'seducationrecordshouldbesubmittedinwritingbythestudent.Therequestshouldstatewhatrecordthestudentbelievesisinaccurateoridentifythe

SalishKootenaiCollegeStudentHandbook 59partofarecordthestudentwantschanged,andshouldstatewhythestudentbelievestherecordisinaccurate,misleading,orinviolationofthestudent'sprivacyrights.IftheCollegedecidesnottoamendarecordasrequested,theCollegewillnotifythestudentofitsdecisionandadvisethestudentofhisorherrighttoahearingregardingtheissue.Additionalinformationregardingahearingprocedurewillbeprovidedtothestudentwhennotifiedofsuchdecisions.

5.Complaints

SKC$Employees$Are$Mandated$Reporters!If you are a student and want to disclose an experience with sexual assault or other sexual misconduct, stalking, relationship violence, sex-based discrimination, sexual harassment, or retaliation to an SKC employee like a professor, librarian, or your RA, please know that all SKC employees (except those described as CONFIDENTIAL) must inform the Title IX Coordinator about your report within 24 hours. This would include details of the incident and the names of people involved. The Title IX Coordinator will keep this information as private as possible, and will contact you to discuss safety and support options; provide resources and options for a Title IX investigation and accountability through the College; and will provide resources and options for a possible criminal investigation by law enforcement. The Title IX Coordinator will also use this information to identify and address patterns on campus such as specific students engaging in repeated acts of violence or an unsafe location on campus.

Title$IX;$Equal$Opportunity$and$Affirmative$Action$Office!When you contact the Title IX Coordinator, she will help you maintain safety, get the help you need to heal, and provide support to assist you in continuing your educational opportunities. Your information will be kept as private as possible. Contacting the Title IX Coordinator does not automatically commit you to pursuing a formal investigation. The College has an amnesty policy, which means that students who report information to the Title IX Coordinator will not be disciplined for drug or alcohol use associated with the incident. The Title IX Coordinator provides choices concerning a Title IX investigation and accountability under College policy and can assist you in contacting law enforcement to pursue a criminal report if you wish. If an investigation is initiated to determine whether an SKC policy violation occurred, the Title IX Coordinator acts as a neutral fact-finder. Whether or not a formal Title IX investigation is pursued, SKC will take immediate action to provide interim measures. Such measures may include no contact directives, academic accommodations such as a change in class schedule, changes to a living arrangement, transportation, obtaining counseling, and/or, identifying an advocate to help secure additional resources on- or off-campus. If you ask that an investigation not be conducted, or that your name not be revealed to the respondent, the Title IX Coordinator will consider the reasons for your request, including concerns about your safety. The Title IX Coordinator must, however, balance considerations about the overall and continued health and safety of campus community members (for example repeat offenders or use of dangerous weapons), against your desire for no investigation. An advocate from a confidential$resource$(below) can help you make a decision about reporting to the Title IX Coordinator or can accompany you to that meeting. You have the right to a person of support at any meeting.
