sparks, nevadaSparks is a city in Washoe County, Nevada, United States. The population was 66,346 at the 2000 census. Although Sparks was originally distinct from Reno, they have both grown toward each other to such a degree that today the border between them is purely political. They are often re-ferred to as a twin city (i.e. “Reno-Sparks”).

geogRaphy

Sparks is located at (39.554543, -119.735643).

According to the United States Census Bureau, the city has a total area of 24.0 square miles (62.1 km²), of which, 23.9 square miles (62.0 km²) of it is land and 0.1 square miles (0.2 km²) of it (0.25%) is water. Stormwater surface runoff from the city drains to the Truckee River, a sensi-tive hydrological element because it empties into Pyramid Lake, which has no outlet and is the habitat of two endan-gered species.

deMogRaphiCS

As of the census of 2000, there were 66,346 people, 24,601 households, and 16,630 families residing in the city. The population density was 2,773.6 people per square mile (1,070.9/km²). There were 26,025 housing units at an aver-age density of 1,088.0/sq mi (420.1/km²). The racial make-up of the city was 78.38% White, 2.40% African American, 1.18% Native American, 4.99% Asian, 0.50% Pacific Island-er, 9.11% from other races, and 3.46% from two or more races. Hispanic or Latino of any race were 19.70% of the population.

There were 24,601 households out of which 35.2% had chil-dren under the age of 18 living with them, 50.0% were mar-ried couples living together, 12.0% had a female household-er with no husband present, and 32.4% were non-families. 24.3% of all households were made up of individuals and 7.7% had someone living alone who was 65 years of age or older. The average household size was 2.67 and the average family size was 3.19.

In the city the population was spread out with 26.9% under the age of 18, 9.2% from 18 to 24, 31.6% from 25 to 44, 22.1% from 45 to 64, and 10.2% who were 65 years of age or older. The median age was 34 years. For every 100 females there were 97.7 males. For every 100 females age 18 and over, there were 96.0 males.

The median income for a household in the city was $45,745, and the median income for a family was $52,029. Males had a median income of $35,215 versus $28,242 for females. The per capita income for the city was $21,122. About 6.5% of families and 8.0% of the population were below the poverty line, including 9.8% of those under age 18 and 5.5% of those age 65 or over.

deMogRaphiC evolution

hiStoRy

In the early historical period, the area that is now Sparks was inhabited by the Washoe people. Euro-American settle-ment of area began in the early 1850s. Early settlers often sold cattle to California-bound emigrants. The emigrants’ cattle were commonly weak and sick from the long and ar-duous journey along the California Trail, and they needed fresh animals to take them over the Sierra Nevada. As part of the deal, the settlers would receive the emigrants’ cattle, and then fatten them up to sell to the next year’s batch of emigrants.

The population density in the area remained very low un-til 1904 when the Southern Pacific Railroad built a switch yard and maintenance sheds there. The city that sprung up around them was first called Harriman after Edward Harriman who was then president of the railroad. The city was quickly renamed Sparks after John Sparks, who was the Governor of Nevada at that time. This gesture was an unsuccessful attempt to forestall safety and tariff regulation of the railroads by the state.

Sparks remained a small and sleepy town until the 1950s, when economic growth in Reno triggered a housing boom in the area of Sparks north of the railroad. In the 1970s the area south of the railroad started to fill up with warehouses and light industry. In 1984 the tower for John Ascuaga’s Nugget was finished, giving Sparks its first, and to this date only, high-rise casino. In 1996, the redevelopment effort of the old and unsightly B Street business district across from the Nugget that started in the early 1980s took a step for-ward with the opening of a multi-screen movie complex and the construction of a plaza area. This area, now known as Victorian Square, is a pedestrian-friendly district that hosts many open-air events.

Under direction of the U.S. Environmental Protection Agency, a comprehensive dynamic water quality computer model, the DSSAM Model was developed (Earth Metrics, 1987) to analyze impacts of a variety of land use and storm-water management decisions throughout the Truckee River Basin; this model was used to develop a set of surface run-

off stormwater management measures for Sparks in the 1980s.

tRanSpoRtation

Amtrak, the national passenger rail system, provides ser-vice to Sparks. The city’s passenger rail station is centrally located on Nugget Avenue east of 11th Street, within the Union Pacific Railroad Yard. Amtrak Train 5, the westbound California Zephyr, is scheduled to depart Sparks at 8:55am every day and serves the cities of Reno, Truckee, Colfax, Ro-seville, Sacramento, Davis, Martinez and Emeryville, across the bay from San Francisco. Amtrak Train 6, the eastbound California Zephyr, is scheduled to depart Sparks at 4:08pm every day and serves the cities of Winnemucca, Elko, Salt Lake, Provo, Helper, Green River, Grand Junction, Glen-wood Springs, Denver, Omaha, Galesburg, and Chicago.

Reno stead airportReno/Stead Airport is a large general aviation airport lo-cated in the North Valleys area, northwest of the central business district of Reno, a city in Washoe County, Ne-vada, United States. It is owned by the Reno Tahoe Airport Authority.

The airport is home to the Reno Air Races and is also used by the Bureau of Land Management as a base for fire fight-ing aircraft. In addition, it was the launch site of Earthwinds, which tried and failed multiple times to circumnavigate the globe.

Stead aiR FoRCe baSe

The airport began life as Stead Air Force Base, which was primarily used for survival training and hosted the SAGE DC-16 direction center.

Reno Army Air Base was originally assigned to the Second Air Force in October 1942. Although the base was originally intended for use as a training center, the operation of its facilities required the additional construction to accommo-date the number of troops brought there for training. The Ferrying Division of the Air Transport Command assumed command of the base in 1943 until its deactivation in 1945.

In April 1948, the 192nd Fighter Squadron, Nevada Air Na-tional Guard, took over the then vacant base for training activities. In December 1949, 1st Lt Croston Stead, a Reno native, lost his life when his P-51 Mustang crashed at the base during a flying training mission. In January 1951, the base was named Stead AFB in his honor.

In 1952 it was determined that the Sierra Nevada mountains and forests would be suitable for survival training and the USAF Survival School moved to Stead AFB from Fort Car-son, Colorado. In September 1954, Stead AFB became part of the Air Training Command (ATC) and the 3635th Combat Crew Training Wing (Survival) was activated.

In January 1958, a small group of instructor pilots from Randolph AFB, Texas was sent to Stead AFB to determine the feasibility of advanced helicopter training in the area’s mountains. On July 15, 1958, the 3635th Crew Training Wing was redesignated as the 3635th Flying Training Wing (Ad-vanced), concurrent with the relocation of the USAF Heli-copter Pilot School to Stead. During the summer and fall of 1958, the USAF Helicopter School was moved from Ran-dolph AFB to Stead AFB and designated the 3638th Flying Training Squadron (Helicopter). The base provided ample

facilities and an unencumbered airspace in which to oper-ate the flying training mission. The base had also recently undergone a large building project of all new Capehart fam-ily housing which lent well to the accompanying military families. Pilots would undergo training in the H-19 Chicka-saw and Piasecki H-21 Workhorse/Shawnee helicopters. The syllabus would contain basic transition training and instru-ments as well as advanced operational techniques in high altitude confined area and mountain operations. Training in the HH-43 Huskie was also introduced as that airframe entered the USAF inventory.

Pilots from all fixed-wing and rotary-wing backgrounds would also attend the USAF Survival School at Stead in preparation for operational assignments.

Flying training was conducted at Stead as well as an auxil-iary airfield, Sky Ranch, located about 10 miles east of the base. A number of unprepared ridgetop and pinnacle land-ing spots at altitudes up to 8,100 feet MSL were located on Peavine Mountain directly south of the base. A similar num-ber of tree-lined spots were located in Dog Valley, south-west of Peavine, to conduct confined area landing and take-off procedures. The area north of Stead to Pyramid Lake was used for instrument training.

The first students to go through helicopter pilot training were rated fixed-wing USAF pilots. In fact, all pilots under-going helicopter pilot training since 1944 had been rated pilots. In 1965, students were entered into helicopter pilot training having received approximately 120 hours in the T-28 Trojan, but not yet having received their wings. They would receive their wings upon graduation from helicopter training.

The 3638th Flying Training Squadron (Helicopter) trained not only USAF pilots but also many from foreign countries. At least a dozen countries, including Japan, Argentina, Pak-istan, India, France, Bolivia and China (Taiwan), sent pilots to basic helicopter pilot training as well as instructor pilot upgrading. There was an Exchange Program with England’s Royal Air Force and the Royal Australian Air Force for a 2-year tour by the Exchange pilots. U.S. Marine Corps pilots flying the Sikorsky H-34 Choctaw were given a short course in high altitude mountain flying techniques. Four RAAF helicopter pilots also received several hours of mountain indoctrination on their way from UH-1 Huey training at Fort Rucker and returning to Australia to fly their own “Hueys”. From 1958 through 1965, the Helicopter School trained over 1252 USAF and 384 foreign helicopter pilots.

In support of the Air Rescue Service, which was seeking a better performing aircraft for combat search and rescue missions in Southeast Asia, the Helicopter School also con-

ducted Lime Light 36, an escalated training program to pro-vide crews for the Sikorsky HH-3E helicopter then deploy-ing. Between August 23 and September 29, 1965, crews and support personnel trained as a unit at Stead. On September 30, 117 men and six HH-3Es deployed to Udorn Royal Thai Air Force Base, Thailand, and integrated with the three HH-43 crews of Detachment 5, 38th Air Rescue Squadron.

Part of the School included the Instructor Training (IT) Sec-tion of the Squadron. Experienced line pilots assigned to the squadron to be instructors had to be indoctrinated into the standardized techniques and grading procedures used in the school. This sometimes required some rethinking on the part of the new instructors that had been used to doing it “their way” when in the field. They were reminded about how they handled the controls when they had only 5 hours of helicopter time and relate it to their students. Standard-ized procedures were necessary for scoring of the student’s progress and if a change of instructors might be required.

The Helicopter School was tasked with other missions. From February through July 1962, eleven pilots and six H-21B helicopters where airlifted by C-124 Globemaster aircraft to Christmas Island, South Pacific in support of Operation Dominic atomic tests. They would provide personnel airlift and search and rescue. They also conducted recovery of rocket nose cones shot through the clouds of an atomic de-vice detonation by Research agencies. This required enter-ing ground zero within 20 minutes of detonation and flying 15-25 miles over the shark infested Pacific Ocean without any flotation device on the helicopter. All nose cones were successfully recovered.

In 1960 and again in 1964, helicopters were provided to NASA’s Astronaut Desert Survival Training Site near Naval Air Station Fallon, Nevada.

In 1964, the Secretary of Defense made the announcement that Stead AFB was to be closed and the Helicopter School and Survival School would be relocated. The USAF Helicop-ter School moved to Sheppard AFB, Texas in late 1965. to Hill AFB, Utah in 1971 and to Kirtland AFB, New Mexico in 1976 where USAF Advanced Helicopter Training is still be-ing conducted. The Survival School was relocated to Fairch-ild AFB, Washington, where it continues to operate. (See “History of the USAF Helicopter School”). Helicopter train-ing is also conducted by the 23d Flying Training Squadron at Fort Rucker, AL.

In 1966, Stead AFB was closed, the airfield transferred to the City of Reno and the housing facilities sold to private individuals.

FaCilitieS and aiRCRaFt

Reno/Stead Airport covers an area of 5,000 acres (2,023 ha) which contains two asphalt paved runways: 14/32 measur-ing 9,000 x 150 ft. (2,743 x 46 m) and 8/26 measuring 7,608 x 150 ft. (2,319 x 46 m).

For the 12-month period ending November 1, 2007, the air-port had 64,000 aircraft operations, an average of 175 per day: 84% general aviation and 16% military. At that time there were 258 aircraft based at this airport: 76% single-engine, 9% multi-engine, 8% jet, 1% helicopter, 1% glider, 1% ultralight and 5% military.

Reno-tahoe international airportReno-Tahoe International Airport is a joint civil-military public airport located three nautical miles (6 km) southeast of the central business district of Reno, a city in Washoe County, Nevada, United States.

Reno-Tahoe International Airport is the second busiest commercial airport in the state of Nevada after McCarran International Airport in Las Vegas.

The Nevada Air National Guard maintains the 152nd Airlift Wing to the southwest of the airport’s main terminal.

Reno-Tahoe International used to be the hub of Reno Air, a now-defunct medium sized airline that had offered non-stop MD-80 and MD-90 service to many cities, until Reno Air was bought and taken over by American Airlines and eventually completely disposed of in 2001. Reno Air’s first flight was on July 1, 1992, and its last flight was on August 30, 1999.

The passenger terminal is named after the late US Senator Howard Cannon. The main lobby of the terminal contains an exhibit featuring the bust of Nevada State Senator (and Nevada State Senate Majority Leader) William J. “Bill” Rag-gio. Raggio is described in the exhibit as being “The Father of the Airport Authority.”

hiStoRy

The airport was built in 1929 by Boeing Transport Inc. and named Hubbard Field after Boeing Air Transport VP and air transport pioneer Eddie Hubbard. It was acquired by United Airlines in 1936 and purchased by the City of Reno in 1953. The first terminal building was completed in time for the 1960 Winter Olympics held in Squaw Valley, Califor-nia. The airport received its current name in 1994, when the terminal was named in honor of retired Air Force Re-serve Major General and former U.S. Senator Howard Can-non. Prior to that airport itself was named Reno-Cannon International Airport.

aCCidentS and inCidentS

In the early morning hours of January 21, 1985, Galaxy air-■lines Flight 203 took off from the airport for Minneapolis, Minnesota and crashed southwest of the airport while the

pilots were attempting an emergency landing after experi-encing an unexpected vibration from under the wing. an investigation attributed the crash to pilot error for failing to maintain proper control over the aircraft while investigat-ing the cause of the vibration. The vibration was later found to be caused by an open air start service door which the ground crew failed to secure before departure. all but 1 of the 71 passengers and crew onboard were killed.

FaCilitieS and aiRCRaFt

Reno-Tahoe International Airport covers an area of 1,450 acres (587 ha) at an elevation of 4,415 feet (1,346 m) above mean sea level. It has three concrete paved runways: 16R/34L measuring 11,002 by 150 feet (3,353 x 46 m), 16L/34R measuring 9,000 by 150 feet (2,743 x 46 m), and 7/25 measuring 6,102 by 150 feet (1,860 x 46 m).

For the 12-month period ending July 31, 2007, the airport had 145,515 aircraft operations, an average of 398 per day: 44% general aviation, 37% scheduled commercial, 15% air taxi and 4% military. At that time there were 182 aircraft based at this airport: 68% single-engine, 13% multi-engine, 12% jet, 2% helicopter and 4% military.

The airport is also host to Reno Air National Guard Base, an approximately 60 acre complex which was established on the west side of the airport in 1954 when Air National Guard units relocated from the former Stead AFB in Reno.

The base is home to the 152d Airlift Wing (152 AW), a Nevada Air National Guard unit operationally gained by the Air Mo-bility Command (AMC) and equipped with C-130H Hercules aircraft. A tactical fighter and fighter-reconnaissance unit for most of its history, the 152 AW transitioned to a tacti-cal airlift mission in 1995. The wing is the host unit for the base, which is comprised of over 1,100 Air National Guard personnel, both full-time Active Guard and Reserve (AGR) and Air Reserve Technicians (ART), as well as part-time tra-ditional air national guardsmen.

Sound levelS

Sound levels have been analyzed for over two decades at this airport, with one of the first studies being a compre-hensive production of aircraft sound level contour maps. Later analysis was conducted to anlayze sound levels at Kate Smith School and provide retrofitting to reduce sound levels through a Federal Aviation Administration grant.

Beckwourth PassBeckwourth Pass (el.. / 1,591 m) is the lowest mountain pass in the Sierra Nevada mountain range. It is located at the eastern edge of the Sierra Valley near the small town of Chilcoot-Vinton, Plumas County, California. Beckwourth Pass is east of Portola, California and northwest of Reno, Nevada.

Beckwourth Pass is named in honor of mountain man, ex-plorer and guide James P. Beckwourth, who is credited with the discovery of the pass in 1850. Beckwouth later devel-oped his Beckwourth Trail which originated from Truckee Meadows (now the site of Sparks, Nevada) north to Beck-wourth Pass and then west through Plumas, Butte and Yuba counties into California’s great central valley terminating at Marysville, California.

State Route 70 and the Union Pacific Railroad (formerly the Western Pacific Railroad) use the pass to cross the Sierra Nevada mountain range. Beckwourth Pass is approached from the west along the railroad’s Feather River Route. Route 70 crosses over the pass; however, the railroad, in order to not exceed the maximum allowable rail grade in its eastern approach, uses a tunnel that is constructed under the pass. The tunnel’s western portal is located at the town of Chilcoot.

In 1895, the Sierra Valley Railway, a narrow gauge railroad originating from Reno, Nevada, built its route over the pass. In 1918, the route was abandoned. Part of the route’s road bed is still visible south of the pass on the eastern approach.

The 2009 annual Western and Midwestern Orthotic and Prosthetic Association will be held May 14-16th at John As-cuaga’s Nugget Hotel in Sparks/Reno, Nevada. Here are some of the highlights for the 3 day event: The three day program will be featuring CEU accredited (24 credits ap-proved!) Professional programs for ABC, BOC, and C.PED attendees presenting new products and new patient care procedures. The two day accredited (16 credits approved)Technician Program on Friday and Saturday addresses cur-rent and new cutting edge fabrication techniques. As al-ways, the Don Colwell Memorial Golf Tournament will be

on Thursday Morning at Red Hawk Golf Course. The golf awards banquet will be hosted at the reception on Friday night in the exhibit area. This is always a fun time to meet and greet your colleagues and toast the winners. The nearly two hundred practitioners and technicians attending the meeting along with over seventy-five exhibitors will include people from over twenty states in the U.S.. SuMMeR SolStiCe SplaSh dogS Fun JuMp and CoMpetition

Can Your Dog Fly? Reno, Nevada. Local dog lovers are invit-ed to try one of the Country’s hottest new dog sports when Splash Dogs comes to Reno, Nevada for a high-flying, tail-wagging event during the summer of 2009. Sponsored by Tamarack Junction Casino and the Nevada State Fair, and presented by volunteers from northern Nevada’s own dog diving club H3D (High Desert Dive Dogs). Dogs fly high for fun and prizes during the two-day Summer Solstice Splash Dogs Fun Jump and Competition June 19 -21 at the Tama-rack Junction Casino in south Reno. Competition jumps will be held throughout the weekend. On Sunday the event’s top dogs compete in Junior Handler, Open and Pro Finals. Splash Dogs competitions are open to anyone with a canine partner who loves to run, jump, fetch and swim. Newcom-ers are invited to give dog-diving a try during practice ses-sions for $10 a day. Experienced H3D club members will be on hand to help beginners get started. Splash Dog competi-tions are also great spectator events, featuring high flying dogs from throughout the West. Many of the dogs fly 20 to 25 FEET as the competition heats up. H3D is a non-profit club dedicated to teaching and promoting the safe and fun methods of dog dock jumping. Members of H3D regularly compete in events in Nevada, California, Oregon and Wash-ington. Club members practice most weekend mornings on the east side of the Sparks Marina.
