San Carlos City government opened its Negosyo Center in coordination with the Department of Trade and Industry (DTI) last Aug. 3, 2016.

Said center aimed at assisting the micro-small, small and medium enterprises in its registration with the Philippine Business Registry and Barangay Micro Business Enterprise, giving business advisory services fi tting to its needs like

business development, investment facilitation, fi nancing facilitation, guiding and providing information on the various assistance of the government.

City Mayor Gerardo P. Valmayor Jr. said that thru said Negosyo Center, the services extended by the city government to local entrepreneurs will be enhanced and can also open more opportunities for them to improve and thrive.

Negros Occidental DTI Provincial Director Lea Gonzales cited that said center is the fi fth center in the province and the fi rst to open in 2016.

DTI Regional Director Asteria Caberte said that the opening of said center will hasten business registration from 2 days (since processing is in Bacolod) to 15 minutes only and may improve the status of the city in the Annual Survey of Competitiveness of Cities conducted by DTI.

Caberte stressed that said Negosyo Center will result in good partnership between the DTI and the business sector in San Carlos City.

Th e city government of San Carlos thru its Integrity For Jobs (I4J) Project, launched two programs for community development and good governance called Feedbox and Chika-Chika sa Mayor last July 29, 2016.

Two Feedboxes were installed at the city hall and public market respectively, to cater to the complaints or commendations of the public about anything that pertains to local governance and other legitimate issues in the community that need the action of the city government while the Chika-Chika sa Mayor aimed at bringing the city government closer to the people thru a forum where people in the community or of certain affi liation and the city mayor can meet up and

discuss important issues so the city government can do something about it, improve its services and create an inclusive growth as good governance aff ects the economy in a positive way.

Said Chika-Chika sa Mayor started with the public market vendors’ group facilitated by City Gov’t Ass’t Dept. Head 1 (CGADH1) and Offi cer-in-Charge (Public Market & Slaughterhouse Deparment) Leila B. Mansueto.

Said forum yielded many suggestions and queries, one by one resolved by City Mayor Gerardo P. Valmayor Jr. together with the heads

of various local departments who are members of the I4J headed by its Point Person Atty. Ma. Chat Delima, Dep’t Head of the Offi ce for Human Resource Management.

Valmayor encouraged local residents to support the present administration’s drive against illegal drugs and be vigilant to report any suspected illegal drug personalities in their community and other criminality thru said Feedbox.

Th e I4J has set to bring the Chika-Chika sa Mayor to other sectors and barangays of the city within 2016 including the Micro, Small & Medium Enterprise Dev’t. Council, and barangays I, Quezon and Buluangan.

Th e city government of San Carlos thru its City Agriculturist’s Offi ce (CAO) already braced for any calamity during the rainy season particularly in the last quarter of the year 2016.

City Agriculturist Devitt Dollosa said that (CAO) has rehabilitated several irrigation canals or other water impounding facilities in various farm areas in the city in anticipation of the rainy season.

He also said that the Provincial Agriculturist’s Offi ce gave out 75 sacks of palay and 30 sacks of corn inputs to farmers so they can continue farming particularly in Brgy. Nataban aff ected by the army

Dollosa added that said farmers were also given orientation about the impact of said pestilence and how to address or avert disaster while spraying of farms was also conducted by CAO against said army worms attack.

Dollosa also cited that vegetable seeds in short cropping were also distributed to farmers to help them cope up with the rainy season.

On the other hand, around P15M worth of damage was brought about by said El Niño phenomenon to plantations of abaca, bamboo, corn and palay, Dollosa said.

Both offi cers in charge (OIC) Attorney Ma. Chat Delima for the Offi ce for Human Resource Management (OHRM) and Certifi ed Public Accountant Jose Venfort Legaria for the Accounting and Internal Audit Service (AIAS) of the city government of San Carlos were appointed heads of said departments.

City Mayor Gerardo P. Valmayor, Jr. thru Executive Order No. 105 s, 2016 revoked the OIC designations of the two as concurred by Sangguniang Panlungsod Resolution 16-140 after their appointments as City Government Department Head I for Atty. Delima and City Accountant Legaria eff ective June 01, 2016.

Atty. Delima became OIC at the OHRM on October 13, 2014 following the retirement of then dep’t head of OHRM Evangeline Carampatan, while Legaria started his OIC status at AIAS on July 2, 2013.

A total of 25,600 seedlings of Acacia mangium were transported to San Carlos City by the Dep’t. of Environment & Natural Resources (DENR)-Negros Island Region (NIR) last Aug. 1, 2016.

Said seedlings came from the DENR-NIR’s state-of-the-art nursery of 9.3 hectares in Brgy. Banban, Ayungon, Negros Oriental called Mechanized & Modernized Forest Nursery, delivered to San Carlos upon the request of San Carlos City Mayor Gerardo P. Valmayor Jr. to DENR-NIR Director Al Orolfo in aid to the city’s reforestation project.

DENR-NIR Forester Cristina Manlangit said that Valmayor’s request complements the national government’s target to distribute 1.5B seedlings all over the country in 6 years under its national Greening Program and San Carlos City was the very fi rst local gov’t unit to request from their offi ce.

Brgy. Bagonbon led by the Community Environmental and Natural Resources Offi ce (CENRO) and City Environment Management Offi ce (CEMO) Supervising Environmental Management Specialist and Offi cer-in-Charge Engr. Loreto Sanchez last June 29, 2016.

Sanchez said the DENR has allocated P5M under the Bottom-Up-Budgeting for said reforestation which so far planted 433,000 various indigenous and other fruit-bearing trees at said area.

Sanchez also stressed that aside from Brgy. Bagonbon, four other barangays will undergo reforestation including Nataban, Prosperidad, Codcod and Rizal, with an allocation of 20 hectares each for said project.

Flash fl oods, landslides and water shortage were the results of the diminishing forest, hence, the national government has initiated mitigating measures of which the city government is always in support, Sanchez said.

Standard First Aid and Life Basic Support training was conducted by the City Disaster Risk Reduction Management (CDRRM) Offi ce among student representatives of the mountain barangay elementary schools of the city last July 13 to 15, 2016.

Said activity was part of the city’s various activities in observance of the National Disaster Consciousness Month in July which kicked off , July 6, 2016.

Project Development Offi cer Jensen Garcia of the Department of Education-Division of San Carlos said that the training aimed at preparing students on what to do during times of calamity especially when injuries occur among students in school. First Aid kits were also given to them.

Local DRRMO IV Joe Recalex Alingasa, Jr. also said that CDRRMO also conducted Flood Preparedness Forum among residents of fl ood prone areas especially with the onset of the rainy season in the last quarter of the year.

A rescuelympics followed said activity participated by diff erent public elementary and secondary schools.

On the other hand, Regional Director Dr. Blanche Gobenciong of the Offi ce of Civil Defense, Negros Island Region visited the city last July 8 and met with City Mayor Gerardo P. Valmayor Jr. to talk about the city’s calamity preparations.

Th e city government has already built several evacuation centers with amenities in barangays mostly aff ected by fl oods and landslides, established DRRM Command Center as well as well-coordinated evacuation plan, and improved mobilization by providing CDRRMO with new rescue truck and other emergency vehicles.

Several rescue groups in the city also joined in said observance of National Disaster Consciousness Month with the theme “Kahandaan at Pagtugon sa Sakuna, Tungkulin ng Bawat Isa.”

City Mayor Gerardo P. Valmayor Jr. cited his plans for his last term as city mayor of San Carlos City during his inaugural speech last June 30, 2016.

Mayor Valmayor told representatives of various sectors, business establishments, local department heads and employees that although his administration has brought successful projects and accomplishments during the 6 years of his term, he will continue to add more projects and improve the city.

He vowed to develop further the agriculture, environment, education, health and peace and order including fi nding more possible water supply for the city.

Valmayor also said that before the year ends, the construction for the sports complex and another sports park for lawn tennis, badminton and swimming enthusiasts will also start.

He also informed the audience that tourism will take off with the development of the city’s natural sights including the beautiful mountain formations and caves and expand the tourism potential of Sipaway island to its best condition so that people from other places will have more reasons to come to the city.

Th e mayor also cited the awards received by the city through the implementation of its citywide “no smoking” policy and the city’s concern of its people’s health and welfare with the installation of the new and bigger 240-bed city hospital which will be opened before the year ends.

He also assured that the housing program of the city government will continue to provide permanent shelter to government employees who don’t own any property and informal settlers in diff erent barangays thru a minimum pay.

Valmayor said that in his last term as city mayor, he will continue to serve the best interest of the public and lead the local government employees of San Carlos City into service with integrity and transparency.

A newly fashioned pageant among the employees of the local departments of San Carlos City government, the Mr and Ms LGU marked the 56th Charter Day celebration of the city.

Juje Ramada, public elementary school teacher and Kareen Kaye Gustilo, Accountant 1 of the City Accounting and Internal Audit Services Dep’t. were hailed as the very fi rst Mr and Ms LGU during the Employee’s Night last June 24, 2016.

Both received P10,000 cash prize each and another P500 for every minor awards won.

Ramada earned the Best in Production Number, Best in Festival Costume and Mister Photogenic awards while Gustilo, in sweeping got the Best in Production Number, Best in Festival Costume, Best in Formal Wear, Best Speaker and Ms Photogenic awards.

Th e 1st runner-ups for said event include Cristah Marie Dumancas, public secondary school teacher and Neil Bantillo, Fire Offi cer I of the Bureau of Fire Protection, who also won as Best Speaker for the male. Both received P5,000 cash each followed by Kim Estrada, Nurse II of City Health Offi ce and Erwin Convite, public secondary school

teacher who both got the 2nd runner-up place and received P3,000 cash. Jacqueline Solidarios, Nurse I and Dr. Jose Maria Perez, Jr. of the City Hospital Dep’t. landed

as 3rd runner-ups and got P1,000 each while John Michael Bolivar, Jail Nurse of the Bureau of Jail Management and Penology was the lone 4th runner-up placer who received P1,000 as cash prize and won the Best in Formal Wear.

Along said event was the search for the Stars of the Night on its second year where the most outlandish attired regular employee in blue motif, both male and female won.

Luella Cabili, Clerk I of the Engineering Dep’t who looked sleekly marvelous with her simple elegant dress and Dr. Jose Enrique Gonzaga, Medical Specialist II of the City Hospital Dep’t who sported an airline pilot uniform, emerged as stars of the night winners.

Both received a cash prize of P1,500 each, while non-winners were given P500, respectively.Said events brought not just a night of wonder and amusement but in eff ect created a windfall

of fellowship among local government employees and city offi cials.

Th e newly elected city offi cials of San Carlos City, both incumbent and new, have already engaged in their respective functions right after they have taken their oath of offi ce last June 30, 2016.

Said functions were relevant to the various committees assigned to them including Women and Family and Livelihood and Cooperatives under the chairmanship of SP Member Mari-Car O. Quisumbing; Education, Arts and Culture, Senior Citizens and Veterans Aff air and Indigenous Cultural Community/Indigenous people chaired by SP Member Victoriana C. Cabili; Public Utilities, Integrated Land Transport Terminal and Market and Abattoir and Sports and Youth Aff airs headed by SP Member Christopher Paul S. Carmona.

Other important committees with its chairmen include Public Works, Engineering, Energy and Waterworks and Urban Development by SPM Engr. Clint S. Mansueto; Business, Trade and Industry and Police Matters, Fire and Penology by SPM Benito Allen Y. Gustilo, Jr.; Barangay Aff airs by SPM Carlito S. Lastimoso; and, Hospital Services and D i s a s t e r

(PESO) of the city government of San Carlos assisted the Save More Sanford Marketing Corp and Watsons-City Mall, San Carlos in the hiring of applicants for various positions for its soon to open stores in the city where out of the 221 applicants, 58 were hired on the spot.

Aug. 19, 2016More than 50 families of B-Guadalupe

were placed under capability building seminar as the very fi rst benefi ciary in the Integrated Community Food Production (ICFP) project under the Bottom-Up-Budgeting facilitated by the City Agriculturist’s Offi ce (CAO).

Said project initiated by the National Anti-Poverty Commission and budgeted at P500,000 taught benefi ciaries how to grow chickens and goats for selling and specifi c vegetables using the organic way including organic fertilizer production, .

B-Guadalupe was chosen as the fi rst

benefi ciary since it has a high malnutrition incidence rate and its location is easy to monitor by the CAO.

Brgy. San Juan in Sipaway Island Simplicio “Boboy” Caballero took his oath before City Mayor Gerardo P. Valmayor, Jr. as the new punong barangay of said area in lieu of the late Sadilleto Gadiane who died last Aug. 4, 2016.

Sept. 6, 2016San Carlos City government conducted a

three-day skills training on mango processing among the local mango growers and business stakeholders thru the Cooperatives & Livelihood Development Offi ce at the Multi-Alliance for Development (MUAD) –Negros Food Processing plant at So. Maloloy-on, Brgy. Punao.

Th e participants were taught on how to make various food products out of mango including dried mangos, chutney, jam, jelly and pickles especially during peak season when it becomes cheaper.

Sept. 7, 2016Th e Alternative Learning System (ALS)

had its Completion Day Program where 167 (103 females, 64 males) learners passed the 2015 Accreditation & Equivalency Test in District II, IV and V for secondary.

Said passers were given the diploma with the Department of Education Seal and signed by the Secretary of Education which gives them the chance to pursue college education.

together with the City Health offi ce and diff erent public and private schools opened the Nutrition Month with several activities in line including visitation to the City Health Offi ce and City Hospital, evaluation of the Gulayan sa Barangay, Well Baby Contest and

Aug. 5, 2016Th e City Health Offi ce and the local

Dep’t. of Education in coordination with the Dep’t. of Health launched the school-based immunization program in line with the National Immunization Awareness Month at Don Carlos Ledesma Nat’l. High Sch. in Brgy. Buluangan which target the Grade 1 pupils in all public elementary schools in the city and the Grade 7 students of said national high sch.

Said program aimed at preventing the spread of diseases and maintain the health of students, served 283 students with free tetanus-diphtheria and measles rubella vaccines.

Th e city government thru its City Environment Management Offi ce led the national simultaneous clean-up drive participated by all local government offi ces, non-government organizations and private sectors.

Said activity also include planting of not less than 2,000 various fruit bearing trees such as Rambutan, Durian and Jack Fruit (nangka) at So. Nabatang in Brgy. Prosperidad to help mitigate the eff ects of climate change and at the same time gain fruits later on.

Management Division of the City Environment Management Offi ce undergone an assessment seminar-workshop on the management of the coastal resources of the city called Fisheries Management Assessment Kit and Marine Protected Areas Eff ectiveness Assessment Tool.

Said activity conducted by Rare Philippines aimed at enhancing the city’s eff ectiveness and ratings compared with other local government units in terms of programs in the conservation and protection of coastal resources and marine protected areas.

District Jail Warden was awarded as Best District Jail Warden of the Year-Negros Island Region (NIR) among the 22 district jails in 31 jails in the whole region.

Said award was due to the implementation of important policies and carrying out plans on improving facility benefi cial to inmates.

Said award was given by NIR Jail Director Serafi n Barreto last Aug. 25, 2016.

On same date, out of the 18 component cities in Negros Island Region, San Carlos Police Station was also awarded Best Component City Police Station during the PNP’s 115th Police Service Anniversary because of its extensive police operations.

Said award was given by PNP Chief Police Director Gen. Ronald “Bato” Dela Rosa together with NIR-Police Chief Supt. Conrado Capa.

Also awarded were San Carlos City Prosecutor Antonietta Silab as Most Supportive Member of the Prosecution Service and Judge Katherine Go of the San Carlos City Regional Trial Court Branch 59 as Most Supportive Member of the Judiciary.

Police Superintendent Jacob Crisostomo and Supervising Administrative Offi cer Jesus Facundo Combate, Jr. received said awards at Camp Alfredo Montelibano, Sr. in Bacolod City during the PNP’s celebration of its 21st Police Community Relations Anniversary last July 25, 2016.

San Carlos City got said award due to its full support in the implementation of the various programs, projects and activities of the local PNP which contributed to peace and order of the city and development initiatives in connection with police community relations.

On the other hand, in the campaign against illegal drugs in San Carlos City, a total of 862 surrenderers were taken account due to Oplan Tokhang and Operation Double Barrel Alpha as of October 31, 2016, per record of the local PNP.
