You are the single reason for the success of Sapporo as both a city and as an Olympic bid. You individually, have trusted the cities winter Olympic bid to the dazzling heights it has thus far achieved. We thank you in that regard. Though, there are still many obstacles ahead. The submission of Sapporo’s 2022 “one Dream” plan hopes to achieve the spectacular. To arouse the sense, to quiver the spine, to strive for excellence. Our bid does not compromise the ideals of the past, rather reinstates them into Olympic history in a modern and ideological way. Sapporo, Hokkaido Sapporo, the largest metropolis and capital of Hokkaido, Japans most northern providence, is a true world city. Home to over 2.5million Japanese, Sapporo is nothing short of spectacular. This well planned; historic and modern city sits high in the Japanese mountains and was the first city in Asia to host a Winter Olympiad. Surrounded in winter bliss, Sapporo prides itself on its spacious parklands, world class facilities, large local economic growth and its proud history.

Not only has Sapporo showcased itself to the winter and skiing world once before, but on many occasions Sapporo has been chosen as the world destination for winter sports. In 2007, Sapporo held the FIS World Nordic Championships in superb fashion by pulling of the largest and most spiritual event in the federation’s history. But not only does the city boast some of the worlds most amazing ski and Nordic slopes, but it also encourages the development of some truly spectacular sporting precents. The Sapporo Dome, built for Japans FIFA World Cup domination is an example of the ingenuity felt within all Sapporo citizens.

In 2022 the soft misty slopes of Sapporo’s Teine Mountain will clear, the ice at the cities hockey arenas will be carved up and the crowd at Okurayama Ski Jump Stadium will erupt into frenzy once again. Sapporo, a world city with an audacious dream.

Olympic Concept Sapporo is a city of class, history and success and the Olympic Games in 2022 will carry forward these reputations. Planned for 2022 is a concept firstly involving a “central” games with all events located close to Sapporo, to transport and together. It is expected that no venue will be more then 45km’s away from any other precent and ALL events will take place in Sapporo’s municipalities. The entire Olympic layout will be based around centring itself on Sapporo’s central district were several new venues are due for construction Secondly, Sapporo aims for modern and futuristic games. Given the economic prosperity of the area, Sapporo and Japan would like to showcase some of the most technologically advance, vibrant and colourful Olympic sites ever seen in the history of the Games, Thirdly and finally, Sapporo aims for a culturally successful Olympic Games. An Olympiad that can showcase to the world Japans history and the story it tells. Vibrant colour, devilish design, creative music and simplistic aurora will help enable Sapporo to glide off the cultural ski jump.

Support and Government The Japanese Government is one of the most powerful, resourceful and respected among foreign nations. Although important and influential the elegant chamber works credibly to help further understand the values and need of the Japanese people.

Throughout Japan, all levels of government have already pledged their support towards the Sapporo bid, and if successful, a Sapporo Games. Prefectures outside of Hokkaido have even agreed to financially support the bid to help the city in its Olympic endeavours. The Japanese Government has pledged it support through both the Emperor of Japan and the Prime Minister of Japans chamber. The Japanese Government has already committed over US$40million towards the Sapporo bid and has quoted “We will financially support a Sapporo Winter Olympics in any means possible”.

Environment The Olympic Games are the world’s largest cultural, physical and sporting event. It can capture the hearts of billions of peoples and its legacy to inspire can last for eternities. Although, with the grave advantages brought forward by the spirit of the Olympic Games, also comes the harsh reality of the effect it can have on the local and greater environment. The Winter Olympic Games are particularly subject to this as nearly all events, meetings and gathering of the games, can and will be held in naturally created sites and venues. Sapporo 2022 aims to minimize the lasting affect on the environment that the Olympic Games bring. Throughout the games many steps will be taken to reduce air, water and noise pollution across the city. The metropolitan transport system will be encouraged more then ever to promote clean transit. Designed walkways around the city, parklands and natural Olympic site will be purpose made to prevent erosion of earth due to large crowd and spectator numbers. All new Olympic venues, together with the Olympic Village will feature “grey-water” installations to help preserve the precious liquid and prevent the dumping of waste. Though, more importantly, spectators will be designated into pre designed zones to prevent any build up of large groups or crowds, reducing noise pollution on Sapporo’s Tiene Olympia. The total budget assigned to environmental case studies and protection from the Sapporo Olympic Games is US$1.5billion.

Estimated Windfall: -US$124million

Finance and Budget Sapporo is already a financially sound city with high private investment in the regions property and infrastructure sector. Although the Winter Olympic Games are showcased as the winter world’s landmark event, the city of Sapporo, Hokkaido Prefecture and the nation of Japan are ready to finically back a Sapporo based bid. Although Sapporo 2022’s plans will make it one of the most expensive Winter Olympic Games on record, the city already receives major funding from government institutions and Japan’s enormous private sector. On the back of several key partners, property groups and several government levels, Sapporo 2022 aims to fully over all costs of the games and to ensure all given legacies. With the support of the Hokkaido prefecture government and the Japanese national parliament, Sapporo 2022 aims to construct all new venues and refurbish all existing venues based on funds from institution level. This will ensure that all infrastructure in Sapporo will remain under the control of government authorities with sales in shares to occur after the games. The total OCOG Budget for the 2022 Sapporo Winter Olympic Games is US$1.78billion with all other windfall covered by the Japanese Government. The total cost of the Games including inflation ending 2020 is US$10.5billion

Sports Concept Sapporo, as a city aims to be the most prepared and experienced host of any Olympic candidate. The ideo of having all sports centred around one ideological zone (being the city centre) and the venue of “Olympic Place” will allow spectators access, by several modes of transport to all Olympic sites and events. Sapporo Dome The Sapporo Dome, the cities super structure built for the 2002 FIFA World Cup Korea/Japan is nothing short of a landmark.

The mystical structure located to the south of the city resembles a modern day “bubble” and is regular host to football, baseball and conventions. In 2022, the Dome will be transferred into a world class indoor arena and will play host to the ceremonies.

At the conclusion of competition, the venue will move back into Ceremony mode for the closing of the Games. Sapporo Dome is a versatile and modern venue that will prove to be the best Winter Olympic Stadium ever seen. Sapporo Arena The Sapporo Arena, located in the cities northern districts is the essence of Japanese ingenuity.

The versatile venue is arranged in such a manor, as to be three venues in one. Complete with a large movable stand the venue can be transformed from a convention space, to a ice hockey sized arena, to an indoor football stadium! During the 2022 games, the arenas movable stand will be utilised in such a way, that it creates two sperate spaces under the one stadium roof.

In one section, a large indoor arena will be utilised for ice hockey, while on the other side of the stand, the arena’s convention centre space will be transformed into an indoor curling rink. This versatility and creativeness is something we have come to expect and love about Japan and Sapporo.

Nippon Olympic Oval The Nippon Olympic Oval, constructed near the Sapporo Dome, will be the cities newest addition come 2022. The “bubble” like structure will be built on grounds in the south of the city and host long track Speed Skating during the 2022 Winter Olympiad.

This 8,000 seat venue will boast uninterrupted sightlines, movable ice sheets, two large video screen, world class cooling systems and movable stands. The roof of the venue will be partly transparent to allow light into the venue. This exciting new facility, post games will be Japan’s only indoor speed skating venue and a precent for all future Winter Olympic athletes.

Olympic Complex The Sapporo Olympic Complex is marked for construction by 2020. This modern facility will comprise of two large indoor facilities and host two sports. Built in the northern districts of Sapporo and close the Olympic village and transport, the venue will show Sapporo’s cultural flare through its sceptical design.

Sapporo GreenDome The Sapporo GreenDome is another venue still in use from Sapporo’s 1972 Olympic Games. This excellent venue offers uninterrupted views of the competition surface and is regular host to concerts and ice skating. The complex has undergone several refurbishments since 1972 and in 2015 will under go several more to boost the venues capacity host it can host Ice Skating events in 2022. The venue features movable lower tier stands, a large score board and movable ice sheets. The Dome has also been noted for having one of the largest and best indoor cooling systems in the World.

Teine Mountain Sapporo’s Teine Mountain is located literally seconds from the cities downtown district. This easy to access and mystical precent offers some of the worlds best skiing as well as whimsical views of Sapporo. Stretching for almost 3km, the Teine ridge gives citizens of Sapporo easy to access to world class skiing on its 20 runs. In 2022 the mountain will be host to the Olympic Sliding Centre and several key skiing events. 25,000 seats will be scattered at various viewing points on the mountain.

Eniwa Mountain Eniwa Mountain was the premier venue of the Sapporo 1972 Olympic Games. This huge mountain located 30km’s south of Sapporo has been noted as the worlds best place to ski on several occasions and is surrounded by some of the most pristine landscape on the planet. In 2022 several thousand seats will be constructed at selected viewing spots across the mountain and the area will play host to most Nordic and freestyle events.

Olympic Sliding Centre The Olympic Sliding Centre, set for construction near Sapporo’s Teine Mountain, will the worlds best sliding venue. Constructed with over 4,000seats lining each run, the centre will also come complete with a canopy to allow for year round use. The canopy will allow the venue, from a distance to look like a silver worm, crawling down the side of the mountain. The budget for the venue in Olympic use and post game legacy is expected to be US$22million. Okurayama Olympic Ski Jumping Precent Okurayama Olympic Ski Jumping stadiums comprises of two separate ski-jumps and aerial skiing facilities. The precent, located to the west of Sapporo city centre, offers sweeping views of the city and its built just above the foot of Sapporo’s Teine Mountain. The venue was used in the Sapporo 1972 Olympiad though has been refurbished on many occasions. The venue will host Ski-Jumping in 2022.

Olympic Place Olympic Place will be a temporary venue constructed in the centre of Sapporo. Temporary stands will be erected around a purposely constructed snowboarding half-pipe run. The venue is expected to cost US$8million to install for the duration of the games. The site will also play host to the medal ceremonies during Sapporo 2022.

Hokkaido Prefectural Sports Centre The Hokkaido Prefectural Sports Centre will be utilised as a practice venue for the 2022 Olympic Games and is located close to the city centre.

Media Operations Sapporo is a true world city. A city capable of broadcasting its vast cultural zest to the world through its modern infrastructure and existing high-tech media establishment. During the 2022 Games, Sapporo, as a city, will strive to become a world leader in Olympic Broadcasting and media operations.

The media operations for the 2022 will be based at the Hokkaido Convention Exhibition Centre situated in downtown Sapporo.

The building in Shiroishi Ward, Sapporo, is three stories with one basement and has a total floor area of almost 20,000m2. Not only the huge scale but also the combination of facilities enables the centre to host conferences and exhibitions. The Convention Centre contains a large hall, special meeting room, medium and small size halls and fifteen meeting rooms. In addition, there is a building for parking as well as outdoor parking at the site. Of special note is the jewel of the centre, the main hall with 2,600m2 of floor space that is able not only to accommodate 2,500 people in theatre-style seating but also to find application in trade shows and various events thanks to its flexible functions.

Games Village In 2022, Sapporo will boast the most effective Olympic villages in the Games history. This 6building facility located a mere seven kilometres from downtown Sapporo will boast over two thousand apartments, a boating marina, small shopping district, entertainment precent, public library and gymnasium facilities all ready to welcome the athletes, officials and media delegates of 2022. The five main structures of the village will be constructed along a section of river bank in the north of Sapporo. This area during and following the Games will be known as Hokkaido Edge. This new district will add a certain zealousness to Sapporo’s northern wards and hopefully will inspire a second home for the city. The idea to create a city within a city is one looked upon in 2022. This village within the city of Sapporo will be almost completely self sufficient and will aim towards zero tolerance on natural waste, littering and air and water pollution. Each of the five structures will be designed to represent an Olympic ring, and in doing so, an area of the world. This will mean the furnishings inside will generally suggest one continent or culture of the world. Floor by floor each building will change so that a total world experience will be felt. Tower One will represent The Americas, Tower Two Europe, Tower Three Africa, Tower Four Asia and Australasia and Tower Five Japan. Footbridges, motorways and rail line will be used to access the village.

Transport and Infrastructure Japan is respected around the world for its vast and extensive transport and infrastructure that sets standards in size, quality and boasts some of the most modern systems in the world. Sapporo is no exception to this boasting the fourth largest railways, road and underground transport system in Japan. Connected to the JR (Japanese Rail) high-speed system, Sapporians can travel to almost anywhere in Japan and Hokkaido in a matter of minutes. The city also boasts a train system second to none and quite impressive considering its size. Seven semi-underground lines and two Japanese rail lines serve the city with the main stations located near the University of Hokkaido in downtown Sapporo. The transport system in Sapporo serves over 180,000 people a day in a city of just over 2million. The cities “New Chitose Airport” is located just 20 kilometres south of down town Sapporo and is the largest in Hokkaido and the fourth largest in Japan. This world renowned airport has a massive carrying capacity and four international runways. Flights move into the airport on an average of 8minutes making it one of the busiest in Asia. The airport will offer a gateway to the lucrative North American and Asian markets during the 2022 Games. Sapporo 2022 also plans a 5 lane highway from the cities northern districts (around the village) to the Sapporo International Ski Area, two new underground train lines severing the village and Sapporo Arena and a small expansion to the hospitality sector of Chitose Airport. The total transport budget of the OCOG is $US40million while the total estimated cost of transport for the games is US$4billion.

Culture and Ceremonies From the Kimono to Origami, Japanese Tea to Karate, Japan is a country with culture and flare. It is a country vast is diversity and welcoming to all. Although, for Sapporo, nothing is more cultural then the winter event known as the “Sapporo Snow and Ice Festival”, which is the largest ice craving and snow sculpting event in the world. Millions travel the world to make it to the exposition of winter and ice that celebrates Japanese culture in a cooler climate. The event will coincide with the Sapporo 2022 Winter Games creating the ULTIMATE winter feeling in Sapporo.

The Opening Ceremony for the 2022 Sapporo Winter Olympic Games are scheduled for February 12th 2022 (the period signalling the end of the “Sapporo White Illumination Festival) and will take part under the roof of the Sapporo Dome. Movable ice-sheets will be installed for the ceremony with a flame cauldron visible both inside and outside of the Dome. The closing ceremony will be held under the roof of the Sapporo Dome once more to a spectator capacity of almost 45,000.

Volunteers It is expected that Sapporo 2022 will require over 8,000 volunteers for the Games from across Japan and the rest of the World. Te volunteers, as seen in previous games play a crucial part in the operation of the Games as a whole. Uniforms and training expositions will be held before the Games to ensure Sapporo’s Olympic volunteer army is the best seen yet. The total budget for the volunteers in Sapporo is US$120million.

Security Japan, considering its size, is one of the safest nations in the world. Despite its compact living standards it still has one of the lowest crime rates of any nations. Given that Sapporo’s population is one of the least dense of any major Japanese city in turn brings the lowest crime rate in the country. Sapporo sits well below the national average and is by far the safest city of all Japan’s major metropolitans. A new security for of over 18,000 will be employed from the duration of construction activities and during the operations of the Games. The force will ensure the safety of the media, athletes, officials, spectators and more importantly the people of Sapporo. Conclusion Sapporo is a premier city, different to anything ever seen in Japan. Although host once before, the emphasis of the city has changed rapidly. This is a new Sapporo, a city willing, a city waiting a city with “One Dream” to host the 2022 Winter Games.
