Sunland Park Racetrack & Casino officials con-

FILLY AIMS TO ADD TO NOBLE FIRE'S LEGACYBy Claire Novak

When Hot City Girl contests the Feb. 13

could be foaling the latest in a short but

impressive line of successful runners.

The 11-year-old dam of Eclipse Award

champion female sprinter La Verdad, ob-

tained privately by Three Chimneys Farm,

was bred to Will Take Charge for 2016. The

world should soon meet the new little one,

as Noble Fire "is sitting in the foaling barn

waiting to pop any day," said broodmare

manager Steve Spittler.

Noble Fire, who was left open for 2011 and

2015, will be sent next to Pioneerof the Nile.

"You get an Eclipse Award winner, and

you move on up in the world," Spittler said.

From three foals to race, Noble Fire has

produced stakes winner N. F.'s Destiny

(Cuvee), grade II winner La Verdad (Yes It's True),

and grade III winner Hot City Girl (City Zip). Linda

Rice is greatly vested in the family as the train-

er of both Noble Fire and City Zip, as well as all

three of Noble Fire's runners to date—with Hot

City Girl and the recently retired La Verdad both

running for Lady Sheila Stable.

Noble Fire's fourth foal, however, sold at the

Fasig-Tipton Kentucky October yearling sale for

$30,000 to Dwight Pruett's Xpress Thorough-

breds—the same operation that sends out

Smarty Jones Stakes winner Discreetness in the

Feb. 15 Southwest Stakes (gr. III) at Oaklawn.

"I just liked her conformation and everything;

she looked racy to me," trainer Jinks Fires said

of the 2-year-old Freud filly. "We've got her in

Florida right now in training down there with Bo

Hunt, and she'll be at Churchill Downs by the

end of April. After this meet (at Oaklawn) is over

on April 16, I leave here and go to Churchill and

we try to get all the 2-year-olds in by then. BH

Arkansas-trained Discreetness attempts to hold off

California invader Collected and 12 others in the

Southwest Stakes (gr. III) at Oaklawn Park Feb. 15.

Discreetness (Discreet Cat), trained by Jinks Fires,

breaks from the outside gate. He has won two stakes,

the latest being Oaklawn's Jan. 18 Smarty Jones.

Three horses that finished behind him that day

are back for another go: second-placed Gordy Florida

(Cactus Ridge), third-placed Synchrony (Tapit), and

fourth-placed Luna de Loco (Malibu Moon).

Shipping from Bob Baffert's California-based sta-

ble is Collected (City Zip), an impressive winner of the

Sham Stakes (gr. III) at Santa Anita Jan. 9. He will leave

from the inside barrier as he attempts to give Baffert

a fifth Southwest Stakes winner since 2010 (two came

when the race ran split divisions in 2012).

Siding Spring (Warrior's Reward) runs for the first

time since finishing 10th in the Breeders' Cup Juve-

nile (gr. I). Also contesting the race is two-time winner

Whitmore (Pleasantly Perfect) and Pennsylvania Nurs-

ery Stakes winner Bird of Trey (Birdstone). BH

WV BILL COULD THREATEN LIVE RACINGBy Tom LaMarra

West Virginia Horsemen's groups have been well

aware of state lawmakers' intentions to termi-

nate live dog racing, and they warn the effort could

extend to Thoroughbred racing at Hollywood Casino

at Charles Town Races and Mountaineer Casino,

Racetrack & Resort.

On Feb. 12 legislation was referred to the Senate

Finance Committee that would remove a require-

ment for video lottery terminal licensees—race-

tracks—to have a racing license.

In Florida, where similar legislation is being con-

sidered, the practice is called decoupling.

The bill also would remove language requiring

a track to have a contract with the representative

horsemen's group regarding the amount of VLT reve-

nue going to purses.

"This bill would no longer require live racing at

Charles Town and Mountaineer if those racing asso-

ciations chose not to retain their racing licenses, but

they could continue to retain their video lottery and

table games licenses," a horsemen's memo states.

Given that the legislation was just introduced,

horsemen's groups say they will continue to make

their case for protecting live racing and breeding in

West Virginia, as well as educate lawmakers on the

industry's economic impact for the state. BHCO

SAM HOUSTON TREND: TAKEOUT DOWN, PURSES UP

Sam Houston Race Park officials could offer

opinions on the track's many low-takeout

wagers, but they figure that pricing every hori-

zontal wager (Daily Double, Pick 3, Pick 4, Pick 5)

at 12% for a fourth straight year says volumes.

That is to say, if low pricing wasn't working;

Sam Houston wouldn't be bringing the 12%

rate back each season. Examining the track's

numbers suggests the low rates are working for

horseplayers, the track, and horsemen.

Takeout is money removed from each

pari-mutuel pool to

fund the sport, with

most of it divided

between tracks and

horsemen's purses.

In 2012 Sam Hou-

ston had indus-

try-typical takeout

rates for its Daily

Double and Pick

4 wagers of 21%

and 25%, respec-

tively. But in 2013

the Houston track

reduced those rates

to 12%. Sam Hou-

ston previously had

lowered its Pick 3 rate to 12% and also offered

its new Pick 5 at 12%.

For players this means winning tickets return

more money. For instance, for a $25,000 Pick 4

pool that sees 15 winners, a 25% takeout would

see each winner receive $1,250, but a 12% take-

out results in each player getting $1,467.

But cuts in takeout rates can't only work for

players. Long-term, they have to work for the

track and horsemen's purses.

Using the previous example, at a 25% rate

the wager earns $6,250 for the industry but at

12% it's just $3,000. In general terms, when the

Pick 4 takeout was more than halved and the

Daily Double was nearly cut in half, the track

would need to double its handle on the wagers

to continue to generate the revenue it had been

garnering on those two wagers.

While handle on these wagers at Sam Hou-

ston hasn't doubled, the track has seen enough

improvement to keep the rates in place. Since

cutting the Pick 4 takeout rate, Sam Houston

said the wager's handle is up 59% (2012 com-

pared with 2015). Daily Double handle is up 39%

(using 2013 for comparison as that was the year

rolling doubles were added).

The most telling numbers may be purses.

From 2012-2015, Sam Houston's total purses

improved 6.9% to $5.2 million, a stretch that saw

U.S. purses fall 3%. The improvement is especially

impressive because Sam Houston does not have

added gaming and relies solely on its pari-mutuel

product to generate purse money. BH
