#SaveKidsLives “Go Safe ‐ Road Safe”  

 UN Global Road Safety Week          (4‐10 May 2015)           Scottish Road Safety Week Every day more than 500 children lose their lives in traffic crashes globally. Thousands are injured. 

Globally the #SaveKidsLives campaign continues to build a massive momentum for the Third UN Global Road Safety Week (4 ‐ 10 May 2015). Thousands of people have already signed the Child Declaration for Road Safety.  As the picture below shows, many people are also showing their support with their very own #Safies.   

Sign it. The UN Global Road Safety Declaration is a  call for action to mark UN Global Road Safety Week in May 2015. It also urges world leaders to include a target to halve road traffic fatalities globally in the  Post‐2015 Development Goals, so that kids everywhere can be kept safe. Read more.

Forced marriage: teaching pack note Please note that the Scottish  Government teaching pack on  forced marriage has still to be  updated to take account of the  criminalisation of forced marriage.   The pack is at: www.scotland.gov.uk/resource/0041/00416988.pdf

         

Human Trafficking and Exploitation Bill  The committee has started taking evidence for this Bill which aims to clarify and strengthen criminal law by introducing a new single human trafficking offence as well as increasing the maximum penalty for offenders to life imprisonment. It would also place duties on Scottish Ministers to ensure immediate support for adult victims and to prepare a trafficking and exploitation strategy. More information at: scottish.parliament  

Domestic abuse and women with learning disabilities  Recent research by Michelle McCarthy at the University of Kent on domestic abuse and women with learning disabilities has resulted in a film for use with women.  It raises awareness of domestic abuse to encourage women with learning disabilities to seek help if they  are experiencing abuse.  The film is at https://vimeo.com/116967832  Hard copies, on disk, are available, free of charge, to women with learning disabilities,  from Michelle: 01227 827997   

Scottish Government opposes FGM The Scottish Government has produced a statement opposing FGM, signed by Ministers, the Chief Constable and the Lord Advocate. It also states that FGM is against the law. This is available as a leaflet for people to take with them if they visit their home country and are concerned that their family or community may put pressure on them to arrange FGM for their daughter. This is at: www.fgmaware.org/advice‐for‐girls‐‐young‐women.html

New resources on FGM The Women’s Support Project has launched various resources to support training and public education to raise awareness of FGM. These are on a new website at: www.fgmaware.org  The website also has information on the law, child protection, risk assessment and links to documents such as the Home Office multi‐agency guidance.  Resources include:  Sara’s Story: a short animated film for frontline practitioners which aims to raise awareness of FGM. The film is suitable for in‐house and multi‐agency training groups.         

Domestic abuse in the Polish community: learning from the first 18 months.  23rd April, Edinburgh.   Conference organised by Safer Families Edinburgh and Respekt to consider responses to domestic abuse in the Polish community. It will present the findings of a small‐scale evaluation of the Respekt project, which works with Polish men who perpetrate domestic abuse, and offers a safety planning and advocacy service for their partners. The conference will be of interest to: projects and agencies encountering domestic abuse and other related problems in Polish families; Polish family and community support agencies; child protection agencies; criminal justice social workers and managers; policy makers and politicians.  The conference is free but numbers are limited. Apply by emailing: saferfamilies@edinburgh.gov.uk

WATCH OUT FOR FREE TRIAL SCAMS AND POP-UPS Action Fraud has seen an increase in the amount of victims signing up for free trials for unapproved or misleading pharmaceuticals or supplements.   

Protect Yourself• If you desire such products speak to 

your GP or a local pharmacist. • Be vigilant of free trials and always read 

the Terms and Conditions. • Conduct basic online research of the 

company before registering your details and financial information. 

 

It is important to remember that in most free‐trial cases because you have paid for a product and received it, this cannot be recorded as a fraud. If you have already entered your card details on one of these websites, call up you bank immediately to stop these payments and give us a call on 0300 123 2040 for advice. 

 

The scam usually involves a ‘pop up’ on your computer or a text message advertising a free 14‐day trial. In signing up to this trial you are asked for your credit or debit card details and after the 14 days have elapsed, recurring payments are taken.  

Recurring payments or continuous payment authorities are similar to a direct debit, but can be much harder to cancel or identify who is debiting your account. In most cases victims are finding it extremely difficult to cancel the subscription and the products are either not delivered or are inferior.   

Common pharmaceuticals or supplements being advertised are teeth whitening products, food supplements and slimming tablets.

BE ALERT FOR PENSION FRAUDSHMRC have advised that from April 2015, people over the age of 55 will be given the flexibility of taking a number of smaller lump sum pension pots. 25% of the sum will be tax‐free, with the remaining pension fund charged at marginal rate of income tax.   

If you take out money from your pension fund before the age of 55, the normal tax rules apply.  We are concerned that fraudsters will take advantage of these rule changes by offering to invest pensions on the victim’s behalf.  Be very wary of such offers.  

Avoid losing your hard‐earned cash:  • Do not invest with companies which cold call you, 

offering extremely high returns. If it sounds too good to be true, it probably is. 

• Seek financial advice from the Citizens Advice Bureau, who work alongside the Treasury delivering the ‘Pension Wise’ service. Further information can be found here.

 

If you wish to invest your savings in a company, please ensure you seek advice from an FCA registered and authorised advisor Be aware of callers offering a free pension review service by phone call, email and text message and do not invest in unregulated markets such as overseas developments, storage units or forestry. 

AVOID BEING A VICTIM OF ONLINE AUCTION SCAMS?   Online auction sites are regularly targeted by fraudsters advertising desirable items for sale which are below market value, but do not exist. Fraudsters use a variety of techniques to persuade the potential buyer that the item is genuine and that any advanced payment will be protected or reimbursed should the product be faulty or not received. Protect yourself:  • Stay within the auction site guidelines . • Payments made via bank transfer, money 

transfer or e‐money are not protected, • View the item in person if possible. • If it seems too good to be true, it probably 

is.

  "We are holding a parcel in your name" Scam postcards are being delivered to UK residents’ homes claiming that a parcel containing “jewellery” is waiting for the homeowner. Find out how to protect yourself and report to Action Fraud if you have received one.******************************************

HELP PROTECT OUR COUNTRYSIDE FROM WILDFIRES The new chairman of the Scottish Wildfire Forum (SWF) is sending out a timely reminder that it’s everyone’s responsibility to protect Scotland’s countryside and environment from potentially devastating wildfires.   Deputy Assistant Chief Officer (DACO) Andy Coueslant recently took over the chairmanship of the SWF and he is keen to ensure wildfire incidents continue to fall.   We are now entering that time of year when the risk of wildfire is at its highest and Scottish Fire and Rescue Service (SFRS) will continue to work with landowners, tourists and communities to help reduce the number fires.  

There are a number of proactive steps land managers can take to help prevent wildfires, including strict adherence to the Muirburn Code, which applies to the controlled burning of heather within the permitted season. The fire service has historically worked with land managers to provide advice around their fire plans in an attempt to reduce the number of wildfires.

Neighbourhood Dispute Resolution ‐ Mediation Service We all want to be able to enjoy our own home, though sometimes, it’s not easy.   

There are so many things these days that can cause problems between neighbours: noise, pets, children, parking, fences – it’s no wonder sometimes things just get out of hand.  

Every so often, what starts off as a minor disagreement, ends up a full‐blown dispute, causing everyone stress and worry.  

  That’s where Mediation services can help. Mediators are trained and experienced people who are able to help you find a way forward that everyone can live with.

Keeping Scotland’s children safe from serious accidents Accidents are a leading cause of serious injury and acquired disability for Scotland’s children.  They are second only to cancer in the number of children they kill.  Yet most are preventable.  

Whether accident prevention is a direct part of your work or not, you can make a huge difference to the children and families in your community.    

Child Safety Week is organised by the Child Accident Prevention Trust’s (CAPT). It’s fun, it’s engaging and it gets results. Last year, an estimated 9,000 families across Scotland participated in Child Safety Week activities. And three‐quarters of them learnt something new about child safety and reported they would do something different as a result.

ADOBE AND LINKEDIN PHISHING EMAILS Current spam email campaigns are trying to infiltrate or infect email accounts by pretending to come from either Adobe or LinkedIn Support.  

• The emails from LinkedIn claim ‘irregular activities have prompted a compulsory security update’.  

• Adobe emails attempt to direct the user to the latest updates 

Phishing is an attempt by a fraudster to steal valuable information by pretending to be a company that you know and use. It relies on people to think the message is genuine. Victims are initially sent an email that will have either a link to a website, or contain an attachment. What the fraudsters want you to do is click on the link or attachment so that they can steal valuable information from your computer, like your bank account or credit card details

                             Protect yourself• Look at who the email is addressed to – many will say “Dear 

user” or “Dear valued customer” and will not be addressed directly to you. 

• If there are images included in the email they may be of a poor quality but will try to look like the company they are trying to represent. 

• The message may have a few spelling mistakes. • Do not click on the link supplied. Instead, go to the relevant 

website and log in from there.

READ THE SIGNS and help stamp out human trafficking It’s estimated that in 2013 in the UK 2,744 people, including 602 children, were potential victims of trafficking for exploitation – that is, being forced to work against their will. This is a 22% increase on the year before.   

Human trafficking is second only to the illegal drugs trade as the most profitable crime in the world.  Crimestoppers are working with the UK Human Trafficking Centre and the National Crime Agency to encourage you to pass on any information you might have about those committing this serious crime.

Every day, 15 children under 5 are admitted to hospital with suspected poisoning. The home is full of risks to the inquisitive baby or toddler.  Some of the many things that need to be out of reach or in a locked cupboard: 

 

• liquitabs,  • all cleaning products,  • everyday painkillers,  • prescribed medicines, • plant food,  • weedkiller, 

• cosmetics, • perfume and aftershave, • paint and thinners, • antifreeze and screen wash, • alcohol, • all nicotine products  

(cigarettes, e  cigarettes,  refill bottles and patches). Contrary to popular belief, child‐safe packaging is never child‐proof – some children can open tops in a matter of seconds.  So it’s easy for young children to be poisoned accidentally.  But it’s also easy to stop young children being poisoned.  Put cupboard locks on kitchen and bathroom cupboards, garden sheds, where you store some of the above items.

You MUST NOT drive under the influence of drugs or medicine  Rule 96 of The Highway Code has been updated. The new rule 96 wording is as follows:  

You MUST NOT drive under the influence of drugs or medicine.  For medicines, check with your doctor or pharmacist and do not drive if you are advised that you may be impaired.  

You MUST NOT drive if you have illegal drugs or certain medicines in your blood above specified limits. It is highly dangerous so never take illegal drugs if you intend to drive; the effects are unpredictable, but can be even more severe than alcohol and result in fatal or serious road crashes. Illegal drugs have been specified at very low levels so even small amounts of use could be above the specified limits. The limits for certain medicines have been specified at higher levels, above the levels generally found in the blood of patients who have taken normal therapeutic doses. If you are found to have a concentration of a drug above its specified limit in your blood because you have been prescribed or legitimately supplied a particularly high dose of medicine, then you can raise a statutory medical defence, provided your driving was not impaired by the medicine you are taking.

BORDERS VENUES TURN OUT FOR BEST BAR NONE AWARDS   Five  venues  across  the  Borders  are  celebrating  after  receiving official accreditation at  the 2014/15  local Best Bar None  (BBN) Awards ceremony.

The  event,  held  at  The Waggon  Inn,  Kelso  on  the  evening  of Tuesday 24 March 2015, saw Councillor William Archibald, Chair of the Local Licensing Board, present awards to the winners.

RESPONSIBLE DRINKING AT BORDER FESTIVALS With the start of  the season of Border Festivals Rugby 7’s and community festivals , the Safer Communities Team are reminding everyone that  every time you drink it adds up to more than you think.    

Scotland’s drink drive limit has been lowered.  The new limit is 50mg of alcohol per 100ml of blood.   

Think about how you’re going to get home, before you head out ‐ and  remember to consider any journeys the morning after. The best approach is to have NO alcohol at all if you’re intending to get behind the wheel ‐ alcohol at any level impairs driving.   For more information, see www.dontriskit.info

 ‘Equally Safe – Reforming the Criminal Law to Address Domestic Abuse and Sexual Offences’, published, 26 March 2015. In November, the First Minister announced in her programme for Government, that the Scottish Government will consult on the introduction of a new specific criminal offence of committing domestic abuse and also on legislation to tackle the non‐consensual sharing of intimate images.   

The consultation also seeks views on: • The introduction of mandatory Jury directions in sexual offences cases; • Changes to non‐harassment orders; and  • Changes to the extra‐territorial effect of Scots law concerning sexual offences against children.

NATIONAL WARNING ON USE OF BATH SEATS FOR BABIES AND TODDLERS Public Health England (PHE) has issued an urgent alert on bath safety, and especially the use of bath  seats following a series of deaths and near misses reported by London’s Child Death Overview Panels (CDOPs).  

Bath seats have been implicated in each case, and according to reports, one in three deaths from accidental drowning in children aged 0‐2 involve bath seats. Keep babies safe from drowning in the bath.  

Public Health England calls accidental child drowning in baths: “A tragic but preventable cause of child injury and death which remains an issue across the country”.  

The mum of the little boy who died said: “I found my child had tipped back into the water and released from the seat. The moments after that were probably the worst experience me and my fiancé will ever go through.”  

Katrina Phillips, Chief Executive of the Child accident Prevention Trust, said: “While a baby may look secure in a bath seat, they can easily wriggle or slip out or the seat itself can tip over and immerse the baby in water. Babies can drown in just a few centimetres of water, very quickly and with no noise or struggle. They can’t recognise danger and don’t have the strength to try to reach the surface.  This means you need to stay with your baby all the time near water – don’t rely on older children to supervise a baby”.  

“Remember, bath seats may be useful pieces of kit for busy parents but they are not safety devices.”  

 

 

Help to raise awareness by sharing this article with parents.  CAPT has published an in‐depth article on bath seat safety. This covers the nature of the risk, advice to parents, and the real‐life story of an 11‐month‐old boy from Dundee who drowned when his mum dashed downstairs to grab his pyjamas.

CALLING ALL YOUNG DRIVERS In 2014 the Council agreed to sponsor young drivers to take free advanced driver training (Skill for Life Courses run by the Institute of Advanced Motorists ‐ IAM) in a bid to reduce the number of young drivers killed and injured on local roads.  Any qualified young driver aged 17 to 25 who lives within the Scottish Borders Council area is eligible to take the training.     

Last year 50 young people took advantage of this opportunity to develop safer driving skills.
