    Rep. Gary Miller (R-Calif.) pushed for a provision in last years transportation bill that allowed the city of Rialto, Calif., to shut down its airport.

    Take an active role assisting the airport manager or airport owner with airport related problems. Members can often help themselves by working with and helping an airport manager. They can often help city and/or county officials regarding airport matters.

    Free legal and practical counseling about airport matters, hangar leases, taxes and aircraft ownership from CALPILOTS's volunteer lawyer members.

    8.As a legal entity, a chapter can own property and/or enter into contracts. (Turlock and Shelter Cove Airports are currently managing and operating their respective airports under contracts with the airport owners)

    10.Establish a 501(c)(3) organization. Incorporation costs are $30 for the California Secretary of State, $25 for the California Franchise Tax Board and $50 as the first year dues for CALPILOTS chapter membership. All work of incorporation is provided free by CALPILOTS's volunteer attorneys.

    Rural community builds an airport to enhance its transportation infrastructure to draw people and new business.

    Over the years the community grows, as does the airport.

    Years later the community is encroaching on its own airport. Community fathers have long been replaced and new leadership forgets the value of the communitys airport. Homes are built closer and noise becomes an issue.Clueless politicians seek more tax revenue and review possibilities which typically include housing/non-airport businessesAirport is added to the endangered list

    Its not all bad news*Too many pilots believe that if they belong to AOPA/EAA/NBAA they dont have to worry..not true

    The nationwide pilot orgs do a great job but they have limited resources and are typically brought in after the fact

    Timing is critical-- we are able to move much faster at the local level

    We need to be proactive in support of our states airports, not reactive. They are irreplaceable transportation infrastructure assets!*Pilots and airport users dont do a good enough job of communicating with each other. It isnt clear that the majority of the state pilots understand the importance of organizing statewide to insure their airports future.

    Currently there is a lack of continuity between airport/pilot organizations. While nation wide organizations do their best to be there for support, the truth is that support assets assigned per state are limited.

    And, not every airport has a pilot/aviation advocate organization in place. This has to change if Californias airports are to have a chance to survive.

    We need to get better at organizing ourselves statewide, and one way to do this is to change the airport support model.

    Additionally, all pilots and aviation advocates need to pressure nationwide airport/pilot organizations to formally recognize and cooperate with their statewide airport/pilot organization to insure continuity of support.

    *In a perfect world, all airports have an airport/pilots association and are aware of the issues facing their airports

    The majority of state pilots understand the importance of organizing to protect their airports future, and belong to local and statewide pilot orgs.

    All airport organizations belong to the statewide organization and all pilots belong to local/statewide and national organizations.

    The national orgs work together with the statewide orgs to better use resources and to move faster when/as required.

    We must organize to take advantage of our numbers and to be more informed regarding GA in California

    **Aviation pays the state much more then it receives in funding, and this MUST change

    We need to prepare to protect our rights by standing up for them. This requires coordination and the ability to work together.

    User fees and taxes loom in our future so we had better be ready to deal with them.

    We will have a much better chance if we organize now*CALPILOTS has a very diverse amount of aviation experience in ranging from FAA Inspector, Security, Airport Commissioner, Aviation Lawyers, Consultants, Airlines and various Aviation Businesses.

    CALPILOTS has worked to create and maintains an excellent rapport with CalTrans Department of Aeronautics

    CALPILOTS has multiple reps to support you, as we will review a little later

    CALPILOTS is available locally by phone and email

    As CALPILOTS helps airport/pilot groups organize we will create and provide access to a knowledge base of useful information regarding airport issues (many are predictable and happen repeatedly

    CALPILOTS has a web site devoted to California Aviation, its airports, pilots and aviation enthusiasts and a bi-monthly newsletter each designed to keep you informed*Please note we are a non-profit volunteer organization

    Our Mission is Simple to promote and preserve Californias airports.

    Why?

    *The state is divided into five regions to serve you

    The Director-at-Large works with the airport/pilot groups when issues are identified and escalates to VP when/as required

    When a major airport support or preservation issue is uncovered, the VP works with the DAL to interfaces to the pilot/airport groups, providing assistance from the knowledge base available within CALPILOTS.

    Join CALPILOTS (it is your rights we are watching over)

    Join your favorite national org(s) (AOPA, EAA, NBAA)

    Work together within the system, not against it, as frustrating as that can be it is a must

    Fly FRIENDLY (be very worried about noise)

    Invite US to your airport/pilot organization meeting*Noise is an important issue. We all need to be aware of how we can reduce aircraft noise.*Your airports CLUP is VERY important, make sure it is up to date. It is renewed every five years

    All California documents are public and are available for your review. Get them from the Airport Director, City Airport Planning Committee, City Council, web sites etc. Information Privacy Act.

    Make sure there is a plan for airport access and security

    Do the research to determine the costs associated with your airport

    Attend your airport planning sessions, then --WATCH, LEARN, DISCUSS

    Attend Airport Board/Council or sub committee, prior to that-- PREPARE, DISCUSS, LOBBY, then PRESENT

    Assist you to work the system.. You have to work within the system which can be difficult at best

    Provide Guidance on educating the general public and local politicians regarding GA airports

In fact, state organizations dont really want to deal with individuals, they want to work with statewide organizations.

    6. Once a Chapter is formed it can help the interface with the Airport Manager as Chapters become part of the solution.

    *9. Just as there is a close feeling of fellowship at air shows, there is also a benefit of fellowship in Chapters.

    10. Establishing a 501(c) (3) is a difficult and expensive task. CALPILOTS will make it easy for your chapter to do so.*While we have a good start on organizing the states pilot/aviation advocates we need to do more. If your airport doesnt have a airport/pilot org why not?
