All new starters must carry out the touch screen H&S test prior to going out on site. No young persons would be allowed out onto site or in lorry. There are no lone workers allowed.

As above. Also SWC carry out a job check which is recorded onto check sheet prior to all works commencing and this would highlight all hazards. If risks change, operatives will contact supervisor to have all RAMS re-done to make relevant to job

A detailed site method statement specific is developed for each job which would include risk assessment and control measures

Reviewed – Markey construction, Grove street , Cheltenham. All RAMS were found to be very well put together, relevant to job specific. They were acceptable and record all initial risks and control measures

REMINDER - Handover inspections must be undertaken by someone independent of the erection team to comply with Barratt Group Specification.

Usually carried out by the client on site but SWC have advanced scaffold inspectors that can carry out this duty if requested to do so by client

The company prefer Apollo or Hilti for tying. They have a proof test machine that has been calibrated. However further training has been considered for all operatives Very rarely used on Barrett group sites

Office and yard very good facilities. Both ladies and gents toilets available. Office complex upstairs very well organised and tidy. Welfare facilities are in the process of being refurbished and upgraded Drying facilities also available

None, this was confirmed by checking the HSE website under SWC Scaffolds Ltd and the previous company Skyway Scaffolding

practices on an active site Inspection of scaffolding on Markey construction, Cheltenham. To be carried out on Monday 28/10/13

YARD AUDIT:

· Forklift operated by sister company and driven by trained operator only. · All materials after inspection are stored into racks and ends painted blue to indicate inspected and fit for use. · Racks very tidy and all materials segregated into correct sizes · Upper areas of racks have good safe access with ladder gates and double handrail and toeboards in place

· Following inspection and servicing of fittings they are segregated into correct types and stored into relevant bays ready for use · Yard compound was found to be very tidy and organised

· Boards stored into stacks of fifty, banded and stored in a safe manner under cover · Access to all racks and storage areas for lorries etc very good


Site audit - Markey construction, Cheltenham.

This is a new build house project managed by Markey construction. SWC at present have erected two number external base lifts to allow block work to continue. There is also a number of internal base lift scaffolds erected as required.

· all scaffolds on site have been erected as per industry best practice ( TG20:08) · all scaffolds have 100% brick guards included · all scaffolds have ladder gates fitted to all access points · loading bays have been erected as per generic design


· would suggest that SWL signage be fitted to all loading bay gates to inform users of scaffold limitations

this ladder gate has been fixed upside down preventing the self close mechanism to operate correctly – NEEDS TO BE CORRECTED OR REPLACED

all internal scaffolds have had yellow plastic base pads placed under each standard

· generally all scaffold on site was found to of been erected to a good and satisfactory standard throughout. · Feedback from site management was very positive · No operatives on site at the time of the audit · Documentation was found to be in good order – training records, scaffold register, RAMS etc.


CONCLUSIONS

1) Would the Company pass a NASC audit?

I believe that at the time of the audit SWC Scaffolds Ltd would NOT pass an NASC membership audit for the following reasons:

a. The Company have not been trading for a minimum of 2 years under their new name as required by NASC rules

In my opinion the Company WOULD have passed the NASC site inspection

2) Recommendations for Barratt Group

Overall, notwithstanding the comments in the body of this report the overall standard of this Scaffolding Company was found to be VERY GOOD, the policy and procedures are VERY GOOD. The management of operations is generally EXCELLENT. 100% CISRS cards is EXCELLENT, 54% trained Scaffolders is GOOD (and it can be seen that this will be increased over the next few months to 60% to 70%)). Actual work on site was in the main VERY GOOD (with the exception of 1 standard on a loading bay and poor ladder gate, that the Company stated would be put right as soon as possible) I would therefore recommend, unconditionally, that this Company should be given a FULL acceptance that they meet Barratt’s minimum requirements.
