2.1 KeyEventsLastPeriod

Health & Safety (SHEQ Adviser) continues to attend the site weekly. (SHEQ Ops

Adviser) is assisting with regard to H&S compliance on site. Site Works Community Recycling Centre and Recycling Bulking Facility: The Acceptance Test Certificates were issued by the IC and dated 31st October 2017. The Taking Over certificates are still in preparation (the Taking Over date has been agreed and will also be the 31st October 2017). The snagging items are being addressed. Anaerobic Digestion: Underground Services from the Process Water Tank and from pumping station are ongoing; Piping erection GE/Monsal almost complete, hydro test almost complete; Odour control and Ventilation ducting progressing; Front Canopy (between buildings) ongoing; MCC cable terminations, Emergency Lighting and Cable containment completed; Continuation of Cable terminations in preparation area; Instrumentation works ongoing. Pre-commissioning of some subsystems should start in December. Gasification Facility: Ash building primary steel Structure ongoing; Roof completion main building ongoing; Cable trays installation ongoing and Cable pulling completed on Pre-treatment area; HV Switchgear installed, ready for connection; Continuation of cladding and curtain wall, concrete road slab execution west and east side and ground work for sewer and cable ducting; BOP piping Fabrication started; Fit out to visitor centre ongoing; Boiler and Gasification Installation Ongoing; Continuation of secondary steel installation in Gasification building. Continuation of ACC installation; Demi water package and Compressed air Plant installation Completed; Water Treatment plant installation ongoing; Gasification train installation and secondary steel continue; Turbine is being aligned. Programme Last revision of M+W’s programme (8th December 2017) shows no further delay in relation to the previous issue: completion forecast on 25th May 2018 for the AD Facility (10.5 months delay) and 19 July 2018 for the Gasification facility (8½ months delay). Good progress was made by M+W in closing outstanding design/procurement packages. Planning and Permitting The Planning Authority continues to visit the site monthly. No specific issues raised during these visits. The Planning Committee visited the site on 6th December 2017 and was satisfied with their visit. The planning application for the change of use of ‘Ivydene Cottage’ so that it can be used as a reuse facility is being progressed. A planning application is being prepared in relation to changes in landscaping which would allow to keep more construction material on site at the end of the project. Further consultation is taking place with local residents and planners. The preparation of the Environmental Permits Pre-Ops Conditions is progressing (out of 16 POCs, 11 have been submitted to the EA of which 3 have been approved). Design M+W has reviewed the acoustic study with regard to compliance to Planning and Permit. A last round of HAZOP studies is taking place during the first week of December

Comms & PR Only one complaint received relating to a construction spot light which was wrongly orientated towards neighbouring houses windows. The situation has been addressed. Financial Milestones 23 (Digester 1) has been certified and paid on the 5th December. Milestone 25 (pre-treatment AD) will re-submitted (first submission was premature with regards to achievement of conditions) at the beginning of December.

4.0 Progress

4.1 Programme

M+W has submitted its new Programme on the 08/12/17 (attached to their November Monthly Progress report). The progress on the AD and the Gasification is respectively 95% and 74% According to the new programme, the AD completion is scheduled for the 25th May 2018 (39w delay) and the Gasification’s completion remains on the 19th July 2018 (32w delay). SUEZ continues to pressure M+W to deploy accelerations and mitigation measures in order to recover some of the delay. Hill International (programme experts) continues to analyse the monthly programme submitted by M+W. A programme review takes place each month to review / discuss the programme, identify risk and mitigation measures. The AD Critical path is dictated by:

(expected to be minor) will be addressed during installation. o Updated 3D model showing all flue gas duct details (i.e. expansion joints etc) received in November.

Gasification Fit-Out o M+W responding to TQs, RFIs and holding weekly progress meetings with Designer Group. o Designer Group progressing the detailed design for the Gasification Fit-Out.

Gasification HVAC Systems o Part of larger Gasification Fit-Out package. o Designer Group progressing the detailed design for the Gasification Fit-Out.

BoP Piping Package o Contract awarded to ADI. o Installation expected to commence in December. o M+W have begun responding to TQs and arranging weekly coordination meetings with ADI.

Controls & Instrumentation (EC&I)

o Instrument Datasheets M+W Ireland have been assisting to accelerate completion of the instrument datasheets. Pressure and temperature instrument datasheets completed.

o CEPHA M+W continue to review HMIs as they’re completed by CEPHA. Gasifier FDS continues to be developed. CEPHA implementing Suez and M+W comments. All RIOs on site. WSC and BoP FDS’ delivered to CEPHA in November. AD PLC on site. CEPHA to continue working on PLC on site. Suez witnessed demo of work in progress control system 15th November.

o Control Valves Valves on order. Two control valves outstanding. Due to be ordered w/c 4th December.

o ON/OFF valves Valves on order.

o Self-Regulating Valves Valves on order. Some additional self-regulating valves required for Balance of Plant scope.

Process AD Facility

o HazOp and LoPA M+W continue to close HazOp and LoPA actions. Weekly meetings with SUEZ continue to address open HazOp and LoPA actions. Receipt of satisfactory responses from GE remains an issue.

o Hazardous Area Classification (HAC) Report Draft report showing initial findings received from GEXCON.

o ALM M+W continue to progress ALM action closure during regular meetings with SUEZ. Receipt of satisfactory responses from GE (Suez Water Technologies and Solutions) remains an issue. Main issue is related to receipt of updated 3D model from GE; this has been outstanding for > 9 months. GE (Suez Water Technologies and Solutions) sent two CAD staff to survey the AD plant. M+W awaiting outcome of this survey. Ongoing for 4 weeks.

o P+IDs Updated AD P+IDs issued to SUEZ in November.

o Control Philosophy Updated control philosophy reviewed by M+W engineering and commissioning teams.

o Outstanding Design Issues M+W continue to meet with GE (Suez Water Technologies and Solutions) on a weekly basis to discuss/close open design issues. Open HazOp / ALM / LoPA actions added to high-level design tracker to put pressure on GE (Suez Water Technologies and Solutions) management to resolve.

Gasification Facility

o OEP P+ID Design Review P+ID mark-ups CAD’ed in November. P+IDs including M+W comments expected w/c 4th December. Second round of CAD expected in December following additional reviews/clarifications of OEP’s design. Fabricom (and other subcontractors) using Process Master P+ID set showing all redline mark-ups.

o Gasification LoPA M+W Process team met with the other M+W projects in November to ensure consistency across all three projects. P00094_PM_Monthly_Client_Report_November_2017 16 of 34 Some findings of the other project LoPA studies will be incorporated into the Charlton Lane LoPA.

o HazOp Dedicated process engineer assigned to continue closure of open HazOp actions.
