Scheme Background• Existing Issues
• The junctions are operating at the limit of their capacity…
• …and at times there is blocking back of queues between junctions
which leads to long delays and gridlock.
• … and the local road network is difficult for pedestrians and
cyclists to navigate.
• Scheme Objectives
• Provide increased capacity improvements.
• Alleviate congestion throughout key junctions.
• Improve facilities for NMUs.
• Enhance road safety at junctions.
• Minimise adverse impact on the environment.

Bassaleg - Benefits
• Improved junction capacity with road
widening on the A467 Forge Road,
A468 Forge Road and on the
roundabout.
• Junction is now signalised allowing
smoother traffic movements by
providing balanced traffic flows
between the routes.
• Enhanced NMU facilities with
signalised pedestrian crossing on the
A467 Forge Road.
• New LED street lighting.
• New surfacing.

M4 J28 - Benefits• Improved junction capacity including
widening on the M4 eastbound off-
slip, new dedicated through road to
A48 SDR from the M4 eastbound off-
slip and Cleppa Park and elongation
of the roundabout with additional
traffic lanes and signals.
• Supplementary traffic islands to
separate flows, increasing capacity
and improving safety.
• New traffic signals for the A48 Cardiff
Road from Newport to help balance
the flows.
• Enhanced NMU facilities with new
signalised crossing points.

What happens next…..
• Seek Ministerial Approval.
• Commence mobilisation and start construction works
from Feb 2017.
• 16 months construction programme.
