GENERAL INFORMATION

Before completing this form, please read the relevant sections in the Lifelong Learning Programme Guide and the 2009 Call for Proposals published by the European Commission. Please consult also the website of your National Agency, which contains additional information on closing dates, National Agency addresses to which the application must be sent, and specific priorities for that year. A link to the European Call for Proposals, the Programme Guide and further information such as Frequently Asked Questions can be found on the Lifelong Learning Programme website:

This application form should be completed by the coordinator of the proposed Partnership, in cooperation with the partners, giving full details of the Partnership including the details of all partners and all planned mobilities and grant requests for every partner. The coordinator must send a copy of the completed form to each partner. The coordinator and the partners complete and sign the declaration (section 4) and fill the information in part 1.2 on the cover page of their individual copies and submit the form to their National Agencies by 20 February 2009 (date as postmark). The partners must not change any of the information contained in the form completed by the coordinator; all copies must be identical except for the Declaration and the fields under 1.2 which should be filled separately by all applicant institutions on their copies of the form. Please note that the form should be completed well in advance before the deadline so that each participating institution is able to post its copy of the application on time.

Please note that each National Agency may request applicants to submit additional information in support of a Partnership application. Each applicant should check on the website of its National Agency before submitting the form.

CHECKLIST

Before submitting the application, please make sure that it fulfils the requirements listed below.

The application fulfils the application procedures and has been submitted respecting the closing dates set out in the Call for Proposals.

The form is not hand written (except for the Declaration and part 1.2). The form has been completed jointly by the whole Partnership and all partners have received

a copy. The form has been completed in full. The Work programme (section 6.1) contains planned mobility activities of each institution in

the Partnership and the Requested EU funding table (section 7) contains grant requests in euro for each partner.

The form has been completed using the communication language of the Partnership (this must be one of the official languages of the EU).

Multilateral Partnerships: The partnership consists of institutions located in at least three of the countries participating in the Lifelong Learning programme. Bilateral Partnerships: The partnership consists of two institutions, each one located in one of the countries participating in the Lifelong Learning programme. The eligible countries are the 27 Member States of the European Union, Norway, Liechtenstein, Iceland and Turkey.

At least one participating institution is located in a Member State of the European Union at the starting date of the Partnership.

eligible to participate in a Comenius Partnership. If the application concerns a Bilateral Partnership, it must include in its work programme a

reciprocal exchange of classes or groups of minimum 10 days involving pupils aged at least 12 (a class or group from one school visits the other, and vice versa). The minimum size of the group participating in each phase of the reciprocal exchange is 10 pupils in the case of "small group class exchanges" and 20 pupils in the case of "large group class exchanges" (depending on the grant amount requested). The two participating schools cannot have the same teaching language.

The copy submitted to each National Agency has been signed by the person authorised to enter into legally binding commitments on behalf of the applicant institution concerned (or a person duly authorised by the legal representative).

Each participating institution has fulfilled its contractual obligations in relation to any earlier grants received from the National Agencies concerned.

Each participating institution has checked with its National Agency whether there are any national eligibility criteria and/or national priorities and whether the National Agency requires any additional information to be submitted in support of the application.

Please note: It is strongly recommended to indicate in the Partnership application which of the partners volunteer to act as replacement coordinators, should the original coordinator be rejected in the selection procedure. Please tick the relevant box for each partner who wishes to volunteer – if needed, replacement coordinators will be taken in the order they appear in the form. Please indicate as many replacement coordinators as possible.

5. DESCRIPTION OF PROPOSED PARTNERSHIP

Please note that this section must be completed jointly by all institutions participating in the Partnership and must be identical in each copy submitted to each National Agency.

5.1 SUMMARY Summary of the planned Partnership. This description may be used by the European Commission and/or the National Agency when providing information on selected projects, so please be clear and precise and do not exceed 200 words.

People willing to become active European citizens need knowledge, skills and the right attitudes concerning democratic structures and active participation.For all these reasons we create a partnership from different schools and countries and we join our forces in order to learn the human values. Our motto “to know us better” was inspired on mutual activities between the Greek, German, Cyprian and Italian partners during the Preparatory Visit in Thessalonica.A Lifelong Learning Programme supposes intercultural dialogue, as partners from different countries and cultures are involved. Any discrimination national or religious is excluded. This program can offer the occasion of a better acquaintance between countries, their residents, as well as, the way of promotion of intercultural education against the racism and xenophobia.Intercultural dialogue is the basis for real and lasting understanding and respect, which can only be built up through the acquisition of knowledge about other cultures. In this way intercultural dialogue can combat ignorance, prejudice, racism and xenophobia.Intercultural dialogue will be encouraged through arts and culture and by highlighting the cultural diversity and similarities of Europe.The main concepts of the project is the sensitization to the idea of “other people” and reflection on one's own intercultural identity. The concepts will be expressed through the topic of festivities, such as, private (wedding), religious (Christmas) and political festivity (National Day). The final result of the project will be a newly invented “European Festivity” which will include the different aspects of the previous ones.The students involved in the project can use languages, ICT, theatre, cinema, music, photo, arts, culture, local dances, sport, traditions and local customs, as vehicles for research and to communicate the results of their work. The students will collect and process information concerning the diachronical and synchronical dimension of their local festivities. The schools involved will create the portfolio which will include photos, paintings, video, theatre etc. Through the ICT technologies (internet, e-mail) and meetings we will share this information. The ICT knowledge and skills of students and teachers will be reinforced. A new learning environment which is attractive to teachers, students and the whole school will gradually be created, favoring innovation and creativity in the field of teaching.At the meetings we will work together, become more aware of our own national identity and at the same time we will learn about and appreciate other cultures. The final festivity will be an innovation that will combine elements of all cultures to contribute to the development of a new European identity. This transnational partnership developed between eleven schools from Hellas, Germany, Cyprus, Italy, Romania, Poland, United Kingdom, Lithuania, Spain, Estonia and Hungary, allows students and teachers an opportunity for exchange, dialogue and exposure to culture in another country. At a more global level, this project will offer a new perspective of culture and values. It will allow new approaches in traditional classes. It will increase the contacts and exchanges with other schools in Europe. It will allow schools to have a new perspective of the outside world, enabling the acquisition of intercultural skills, which are essential for the development of European citizenship.Our project represents a necessary approach to address the question, how religions and values can contribute to dialogue or tension in Europe. How European citizens of different religious, cultural and political backgrounds can live together and enter into dialogue of mutual respect and understanding. The project examines their belonging to Europe while discussing their outward cultural identity, thus opening the debate to include issue of the integration, mutual understanding and acceptance of everyone in Europe. The new face of Europe is determined by the different

member states which are becoming more and more cosmopolitan, particularly in major cities. We are currently witnessing a new generation of young people who are redefining their cultural identity in a changing Europe. Many children of migrants were born in Europe, went to school in Europe and would like to work and create a family in Europe. Eleven European meetings will take place during the development of the project and will allow the European dimension of activities to be reinforced. Teachers and students will be able to benefit from these exchanges and meetings, thus creating a true opportunity for intercultural exchanges and dialogue.

5.2 CONTEXTaWhat is the general context of each institution involved in the proposed Partnership? Is there a specific context as for example: Are the institutions in disadvantaged areas? Do the institutions have pupils, staff or other groups with specific needs, e.g. pupils at risk of social exclusion, pupils with special needs, migrants, refugees? If so, please explain.

HELLAS Our city has people from different countries who came here for financial or other reasons. Our schools have students of first or second and sometimes third generation of these families. These students belong to social and financial migrants. Using this project we try to improve their social integration. GERMANY The Maedchengymnasium Essen-Borbeck is situated in a part of Essen with traditional structures of a small town. Our students are girls, from 10 to 19 years old. Most of them are born in the region but 15% have a migration background. Their parents come from Turkey, Afghanistan, Iran, Lebanon, Russia, Poland and other countries. CYPRUS Our school has students from various countries (49 of the 346 students in the academic year 2008-2009). Moreover, we have students with special needs; Down syndrome, autism etc. The program will assist in understanding the characteristics of different cultures.ITALY Our school is situated in Calabria, a region in the south of Italy, in an area with a very high unemployment rate of about 35% due to the fact that many of our factories have closed down. Many young people have been forced to leave their homes to look for employment in the North of Italy or in Europe. Many refugees come to our areas to work as housekeepers or to take care of our elderly. Unfortunately, many of them live in our region illegally and therefore do not have work permits and documents that would give them the right to stay and work there legally. Many of our students live in small towns in the province of Crotone and travel an average of an hour a day to reach the school; for this reason they have very few opportunities to practice extra curricular activities. That’s why European projects are so important. Our aim is to help our students to be open minded and better their social, cultural and practical abilities, giving them the possibility to better understand and appreciate students from other countries. With the help of modern technology and of European projects we hope to give our students the possibility to become citizens of Europe with good communicative skills. ROMANIA The Industrial School Group “Nicolae Iorga” is located in the Vaslui County, town of Negresti. The Vaslui County is situated in the north – east region of the country,( one of the 8 regions of the country ) which is made up of six other counties, Vaslui being the last of the six as far as the following indicators are concerned: administration, population health, unemployment, natural movement, education, culture, agriculture, tourism, dwellings, physical infrastructure, justice, incomes of the population. It is a county confronted with a steep economical decline that has sound effects on the social, cultural and educational levels: the main agricultural region cannot be valorized at its full potential because of the natural conditions and the aged rural population; it has a low contribution to the whole of the country’s industrial production; the environment is decaying because of the faulty exploitation of the forests; the public- oriented services are of very poor quality; there is a drop in the percentage of active population ; the unemployment level is very high. Negresti town has a very low life level; the monthly wages are under the country’s average, and the most affected being the workers and the persons with a low education. The social situation of the town is not so different of the district one. The majority of the factories were closed, now the only places of work are the smallest ready-made clothes factories. Because of the poverty, there is a big percentage of the population’s immigration. A big number of children follow their parents, left abroad to work or they are secured by their grandparents, relatives or even, neighbors. Our institution receives and educates more than 1600 students from the town, but also from the surrounding rural area. The school integrates students with SEN coming from a Special School located in the town, especially to the school of arts and crafts level. There are also young

This cultural, ethnic and religious diversity that we consider enriching for our school, but we need more experience in the promotion of intercultural education and dialogue. That’s why a wider opening to the European culture, including cultures of the people of Europe is necessary, in order to educate our youngsters in the spirit of the cultural and linguistic diversity, tolerance, nondiscrimination and respect for other peoples culture, traditions and civilization.POLAND The Poland school is located in the poor country borough, where most people are farmers. Level of education in the borough is not high, for instance more than 80% of dwellers have elementary or vocational education, less than 16% have high education and only about 2% graduated from university. The nearest center is situated in Opole, about 50 kilometers from Skoroszyce. High costs of transport deprive students of opportunities to take part in cultural life or gain additional education. Despite the fact that students are from rather poor families, they are interested in improving their lifestyle by developing themselves.UNITED KINGDOM Oasis Academy: Lord’s Hill was opened in September 2008. The specialist focus of the Academy is Arts with Business & Enterprise. The Academy initially caters for approximately 900 students in the 11-16 age range. Oasis Academy: Lord’s Hill serves the area which is socially disadvantaged: the level if deprivation is well above the average, many learners have various special needs and are at risk of social exclusion; a small number of the Academy pupils are the ones who seek refuge from domestic violence. There is a high proportion of looked after children. Oasis Academy: Lord’s Hill has got increasing numbers of migrants, e.g. Romania. LITHUANIA Alytus music school is located in the south of Lithuania, far from capital Vilnius and other big cities. We have pupils and staff with special needs (oncological, Down syndrome, VCP) students from socially disadvantaged families (unemployed parents), also highly gifted and talented children that have many psychological and social problems in communication and self- expression areas. This project develops tolerance, intercultural knowledge and creativity and helps our students. SPAIN Our School is located in a small village, near the city. Some of our students have specific needs and others are migrants. The economic level of most of the families is medium-low. This project can help them develop new skills, feel European and use the new techniques in communication to contact other students from Europe.ESTONIA Paikuse Basic School has students from the age 7 to 16. After finishing our school the students go to secondary or vocational schools. It is very important to give them very good social skills, to teach them creativity. We have some students from mixed families (Estonian-Russian) but they speak very good Estonian. As unemployment increases there may be problems in the near future.HUNGARY Our town is located in the middle of Hungary, about 80km-s from the capital, Budapest. Our school, Klapka György Vocational School (EDU SCHVoc) has about 900 students; the age is between 14-21. Many of them are deprived from opportunities such as taking part in cultural life, intercultural exchanges and dialogue. There are students who need special treatment because of their mental ability, others suffer from their social background (unemployed parents, poverty). Our students learn English or German languages, however, they haven’t any possibility to use them and reflect on ‘other people’, to get information about other nations’ customs and traditions.We hope that this project can help in discovering cultures of different countries, regions, and will offer a new perspective of values of outside world which are very important for the development of European citizenship in future.

- Objectives: The project aims to raise awareness amongst EUROPEAN citizens and particularly among young people on the importance of using intercultural dialogue as a tool for promoting an active European citizenship. Action research can also be undertaken by larger organizations or institutions, assisted or guided by professional researchers, with the aim of improving their strategies, practices, and knowledge of the environments within which they practice.PROJECT METHODThe project method is an educational enterprise in which children solve a practical problem. The projects may be suggested by the teacher, but they are planned and executed as far as possible by the students themselves, individually or in groups. Project work focuses on applying, not imparting, specific knowledge or skills, and on improving student involvement and motivation in order to foster independent thinking, self-confidence, and social responsibility. the instruction by the teacher does not precede the project but is integrated in it. In other words the students first choose the project, and then they discuss what they need to know for solving the problem and learn the required techniques and concepts. Finally they execute the chosen project by themselves. Time for reflection should be provided during all phases of project learning, giving students the opportunity to evaluate their progress.The phases of our approach: Discussion and sensitization, organization of activities, realization of activities, collecting information, synthesis and process of information, evaluation.

To control the course of the project and to facilitate the communication between all the partners. To resolve, in collaboration with the partners, all the problems and difficulties. All the products of the project will be advertised in the partnership’s web site and will be diffused in collaboration with the local communities and local educational authorities. 5.5 COOPERATION AND COMMUNICATION

Please explain how effective cooperation and communication between participating institutions will be organised.

The aims and objectives were agreed by some of the partners in collaboration, during the Preparatory Visit in Thessalonica. All of us are convinced that the successful development of the project depends on our cooperation, good communication, and balanced distribution of responsibilities. We will communicate via Internet and also at close contact. Regular exchanges will be organised because visiting each other is very important. During these transnational meetings, an agenda and an internal evaluation will be fixed. Through ICT, we will communicate with each other, will follow up on our partners’ activities and will assist. After 1 year, an external evaluation will be done by all partners involved and their target groups. This evaluation by people from inside and outside the project will be continued during the second year. The exchange of good practices and experience needs good agreements and collaboration. During the first meeting the responsibilities of everyone will be determined and the coordinators will have the opportunity to share with them how they work with their students, their tools and their methods. After each meeting the partners will have the responsibility to report back on progress made. Each meeting will give the opportunity to update in the overall progress of the program and to determine again the aims and the work to do, in order to achieve them.

5.6 IMPACT AND EUROPEAN ADDED VALUEWhat impact and benefits of European cooperation do you expect Partnership activities to have on persons (pupils and staff) and on the participating institutions?

The world-view becomes broader; relationship between teachers and students becomes more complete; the cooperation between different cultures improves. We will improve our skills organizing international team.We will gain knowledge about various projects in different countries, how they think about the problems, which solutions they search for, which results they achieve. The pupils and the staff will obtain self confidence and self knowledge, as they will be involved in the planning and implementation of workshops. They will be able to collect new ideas and materials and adapted methods learnt during the partnership meetings. They will develop their dexterities concerning the support of students and teachers. They will enrich their linguistic skills and the European dimension of knowledge and teaching. They will, also, develop their skills in research and

We will all realise that we have to build a Europe where each one have the possibility to develop his potential the most and each one will have the sentiment that he belongs at all in Europe. They will broaden their horizon by creating open schools to the society.The final products will be produced with the support of local and administrative authorities and they will be responsible for the distribution to other organisations aiming at the diffusion of the project’s results. Through transnational and interdisciplinary cooperation we will discover common characteristics and will accept the difference. So we will strengthen our sense of belonging to the same European community.

5.8 EVALUATION How will you evaluate, during and after the Partnership, whether the aims of the partnership have been met and the expected impact has been achieved?

The evaluation will take place on a regular basis. At the beginning of the project a common questionnaire will be handled out to determinate the level of students’ and staff’s cultural acceptance. The results will be discussed in the first meeting. A similar questionnaire will be given at the end of the project to determinate the change that may occur in students’ and teachers’ behaviour and attitudes. Moreover, each partner will have a portfolio in which plans, photos, e-mail communication will be held. The portfolio can be accessed by all partners via the common website. In all meetings there will be time to evaluate the project by group discussion between pupils and staff. The evaluation of the used methods, the content and the achievement of the proposed aims and objectives and about what needs to be adjusted seeks to ameliorate our methods and approaches. Furthermore, the dissemination and the quality of the final product can be evaluated by all people involved. At the end of the project each partner will have to make an self-evaluation, internal evaluation and external evaluation.

During the project all staff and pupils will be involved. In most subjects a relevant topic from our Comenius project will be given to the students. The topic of the project will be relevant to the curriculum of each school and/or subject. A group of 15-20 students and 5-7 teachers will have the role of the animator and coordinator. The group will meet independently from classes and discuss, make research, analyse and prepare the project’s material.The teachers through the project will have the opportunity to use innovative pedagogical approaches; team work, projects, artistic innovation and creativity. Songs, dances or poems will be integrated teaching different subjects at school – history, maths, biology, etc.

(1)All partners, in collaboration, will create an educational two year calendar that will include the major Public Days of all participating countries. The calendar will be in electronical form and it will be available to download form in Internet. The calendar will be distributed to teachers, parents, students and educational and local community. A portfolio will be created by all the participating organisations. The portfolio of each school can be accessed by all people involved in the project. All people involved in the project will exchange e-mails in order to share experience, good practice, offer assistance and resolve problems. During the transnational meetings teachers and students will be able to demonstrate at the host schools the project; photos, music, art, theatre etc. concerning certain festivities. After each meeting, every organisation will be obliged to organise an exhibition, in order to present all the activities which took place and the acquired experience during the meetings to school and local community.

(2)The results, the experiences and the final products of each activity and mobility will be diffused via local and national newspapers, media, e-mails to other schools and organisations and publication to national and international educational sites. By involving members of various organisations directly in the project (doing research together, also in other countries), we want to improve the quality of our work but also general involvement and distribution. The local community of each participating organisation will be asked to attend or/and contribute to the festivities.

(3) The project through the portfolio will be distributed and advertised via Internet. The use of Internet will be very helpful to our project because it will let other organisations, parents, students, teachers, adults, local, national and international community share our experience. The local press will be informed about the project, to share its outcomes with the wider community.
