FSU Scholarship Policies

These scholarships are for enrollment at Frostburg State University only. All scholarships are awarded based on the availability of funds. FSU reserves the right to adjust and/or cancel an award if it is subsequently determined that the recipient does not meet the qualifications for the scholarship. Following a vote by the FSU Foundation Board of Directors, no student shall receive grant and/or scholarship aid above the published cost of attendance. All scholarships require a completed application. Renewable scholarships will not be awarded to students who have not reapplied. (If you are receiving a scholarship in the current academic year and feel that you should receive it again next year, you must apply again.) Enrollment status will be evaluated each semester at the end of the drop/add period. If a student receives a scholarship that is based on full‐time enrollment and he/she is not enrolled in at least 12 credits (9 credits for graduate students), the scholarship will be canceled. No scholarship will be awarded for enrollment below 6 credits per semester. Some awards have specific minimum grade point averages that must be maintained, and the minimum for any award is a 2.5 overall grade point average. Recipients are reviewed at the end of each semester.

Institution Wide/Other Allegany County Association for Family and Community Education Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be a graduate of a high school in Allegany County, Maryland, with a minimum grade

point average of 3.0. Preference will be given to 4‐H Club members and members or direct descendants of members of the Allegany County Association for Family and Community Education (formerly the Homemakers Club). Applicants, including transfer students, will be eligible upon completing 60 or more hours of college level credit (junior class standing) and being enrolled or accepted at FSU with an overall FSU grade point average of 3.0 or better.

Allegany County Opportunity Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled at FSU pursuing a degree or professional certification. The recipient(s) must

have an overall grade point average of at least 3.0. Applicants must be a resident of Allegany County for a period of at least three (3) full years prior to the beginning of the academic semester for which the Scholarship Award would apply. Applicants must demonstrate adequate academic progress as defined by FSU in order to remain eligible for the Scholarship. The maximum Scholarship Award to any one recipient shall not exceed the total educational cost per academic year.

Alpha Delta Chi Fraternity Golden Anniversary Presidential Merit Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled full‐time at FSU. The recipient(s) must have an overall grade point average of

at least 3.5. Incoming freshman applicants must demonstrate strong academic achievement in high school as evidenced by class rank and SAT scores in the upper quartile. Transfer students must have a cumulative GPA of at least 3.5. Preference will be given to applicants with: a) demonstrated active involvement in extra‐curricular activities which serve the community; and b) academic ability.

Alpha Xi Delta Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be sophomores or juniors enrolled full‐time at FSU with an overall grade point average

of at least 3.0. The scholarship is open to both male and female students. Preference will be given to applicants who: 1) have a relationship with Alpha Xi Delta Fraternity through membership or family member of a sorority or alumna; 2) participate in activities that promote Alpha Xi Delta ideals of valuing education to achieve personal goals, supporting others through shared experiences and understanding, and service to those less fortunate; and 3) demonstrate active involvement and leadership experience in campus activities and organizations (i.e. greek organizations).

American Association of University Women Frostburg Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient will be a full‐time or part‐time student from Allegany or Garrett County (MD) with

demonstrated ability and participation in leadership activities and a minimum 3.25 grade point average. The recipient will have completed a minimum of 30 credits (sophomore and above) or a transfer student with 12 completed credit hours at FSU. Preference will be given to students with financial need.

American Federation of State, County, and Municipal Employees (AFSCME) Local 239 Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled full‐time at FSU. The recipient(s) must have an overall grade point average of

at least 3.0. Applicants must be a member, dependent, or family member (niece, nephew, grandchild, stepchild, etc.) of a member of the AFSCME Local 239 Union. Previous recipients will be considered equally among all eligible applicants. Applicants will be required to identify relationship to AFSCME Local 239 member. Preference will be given to applicants having demonstrated financial need.

American Legion Patriotic Scholarship Award Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be a dependent or descendant of a member in good standing of Farrady Post 24

American Legion with a minimum 2.7 grade point average and a declared major in any of the following: accounting, biology, business administration, chemistry, computer science, economics, education, environmental analysis and planning, foreign languages, general science, geography, history, international studies, law and society (justice studies), mathematics, physics, political science or wildlife/fisheries. Applicants must be a resident of Allegany or Garrett county for at least 5 years, and have graduated from a high school in either of these counties.

N. Rose Atwood Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be either an entering freshman who is a Maryland resident and a full‐time student

with a minimum 3.0 high school grade point average or an FSU sophomore, junior, or senior with a grade point average of 3.0. Demonstrated service to the University and/or community must be shown. The recipient must be financing part of his/her educational costs. This award is renewable.

Paul E. and Betty J. Barry Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be enrolled full‐time at FSU with an overall grade point average of 3.0 or better.

Preference will be given first to renewal applicants ‐ award may be received for three consecutive years if overall grade point average of 3.0 or greater is maintained. Second preference given to Frostburg residents who have graduated from a high school in Allegany County, MD, with demonstrated participation in extra‐curricular activities, volunteer service to the community, and clubs and organizations.

Barry J. Barton Vietnam Veterans/Agent Orange Scholarship Contact: Financial Aid / 301.687.4301

Deadline: March 1 Criteria: The recipient must be a Vietnam

veteran or a descendent of a Vietnam veteran, carrying a minimum 3.0 grade point average and demonstrating financial need. Applicants must submit a copy of DD214 as proof of eligibility. The scholarship may be renewed.

Belcher, Mitchell & Stakem Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled full‐time at FSU. The recipient will have completed a minimum of 29 credits

(sophomores, juniors, seniors eligible). The applicant must have demonstrated active participation in the Disability Support Services and/or Student Support Services programs. The applicant must provide a brief statement describing how personal involvement in these programs has helped overcome challenges while attending college. The recipient(s) must have an overall grade point average of at least 2.5. Preference will be given to applicants having demonstrated financial need.

A. P. Boxley, III Presidential Merit Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled full‐time at FSU. The recipient(s) are required to have an overall grade point

average of at least 3.5, strong academic achievement in high school as evidenced by class rank and SAT scores in the upper quartile. Transfer students must have a cumulative GPA of at least 3.5. Financial need may be a determining factor.

Walter and Annette Brock Environmental Studies Scholarship Contact: Geography / Department Chair / 301.687.4369 Deadline: March 1 Criteria: Applicants must be enrolled (full‐time or part‐time) in FSU's Department of Geography majoring in

Environmental Analysis and Planning or appropriate related programs developed in the future. The recipient(s) must have an overall grade point average of at least 3.0. Preference will be given in the following order: 1) renewal applicants, 2) students with legal residence in Allegany, Garrett counties in Maryland; Mineral, Hampshire counties in West Virginia; and Bedford, Somerset counties in Pennsylvania, and 3) academic ability.

Buckheit‐Ketterman Family Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled full‐time at FSU. The recipient(s) must have an overall grade point average of

at least 3.0. Preference will be given to applicant(s) who play musical instrument(s). Applicant(s) must provide a brief personal statement outlining extra‐curricular activities where he/she plays a musical instrument(s) including a list of all instruments the applicant has the ability to play. Examples may include, but are not limited to: solo/group accompaniment for religious services, member of a rock band, member of concert or marching band, solo/group performances at nursing homes, community events, and/or family functions, etc. Applicant(s) with a major/minor in music will NOT be considered for this award. Students who receive elective credit for participation in instrumental music courses (i.e. band) may be considered.

Chessie Federal Credit Union Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient will be member in good standing of Chessie Federal Credit Union and enrolled full‐time at

FSU with an overall grade point average of at least 3.0. Previous recipients are eligible to receive the award by applying by the published annual deadline. In the event of equally qualified applicants, preference will be given to those with demonstrated financial need.

Nikki Clark Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be a resident of Allegany County, Maryland, and enrolled as a full‐time undergraduate

at Frostburg State University with a declared major in criminal justice, education, psychology, sociology or social work. First preference is given to residents of the George's Creek District defined in 2002 by Allegany County as voting districts 8, 9, 10 and 18 (and district successors to this area) which includes residents in the general areas of Luke, Westernport, Barton, Lonaconing, Midland, Shaft and Frostburg. The recipient(s) must have an FSU overall grade point average of 3.0 or better. Freshmen must have an overall high school grade point average of 3.0 or better. Awards may be received for four consecutive years if an overall grade point average of 3.0 or better is maintained. In the event of equally qualified applicants, a preference will be given to those with demonstrated financial need.

Class of 1964 Presidential Merit Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient(s) must be a full‐time student with an overall grade point average of at least 3.5. Incoming

freshman applicants must demonstrate strong academic achievement in high school as evidenced by class rank and SAT scores in the upper quartile. Transfer students must have a cumulative GPA of at least 3.5. Preference will be given to applicants in the following order of importance (1) academic ability and (2) demonstrated financial need.

Cobey/Lane/Footen Leadership Award Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be a full‐time sophomore, junior or senior at FSU with demonstrated leadership skills

as evidenced by one year or more of service as a volunteer officer or student leader in programs or activities impacting the FSU campus. An overall grade point average of 3.0 or higher is also required.

Quincy and Eugenia Crawford Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The scholarship provides the cost of annual tuition for one student and is renewable as long as recipient

remains eligible under the award criteria. Preferences are: (1) student with an SAT score in the upper 25th percentile; (2) demonstrated financial need; (3) student who has served in a leadership capacity and who has expressed interest in pursuing a minor in leadership studies; (4) no applicant shall be discriminated against or given preferential consideration in regard to race, ethnicity, gender, or religion; and (5) an applicant can be afforded favorable consideration if he or she possesses a special talent that would, in the judgment of the scholarship committee, uniquely enhance the quality of campus life. Such favorable consideration could be granted to an applicant who, through past leadership activities, could bring a new perspective to campus life.

Cumberland Lions Club Memorial Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled full‐time at FSU. The recipient(s) will be a resident of Cumberland, MD. The

recipient(s) must be one of the following: a) an incoming freshman and graduate from a high school in Allegany County, b) a veteran. The applicant(s) must have an overall grade point average of at least 3.0. Applicants must have demonstrated financial need. Renewal will be automatic through graduation (up to four years) as long as a minimum GPA is maintained (2.75 as a freshman/sophomore, then 3.0 as a junior/senior).

Kathleen Dailey Hill Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be a graduate of Fort Hill High School in Cumberland (MD) in need of financial

assistance.

Emma and Paul Dailey Scholarship Contact: FSU Admissions Office / 301.687.4201 Deadline: Students eligible for this scholarship are automatically screened. Students are encouraged to complete

their admissions application early in order to be admitted by March 1 so that they are included in the screening process.

Criteria: The recipient must be an entering freshman, enrolled full‐time, with a combined (CR + M) SAT score of 1,200 or above and a high school academic grade point average of 3.5 or above. Renewal recipients must have a minimum overall grade point average of 3.25. Preference will be given to residents of Allegany County. This award is renewable.

Daly Computers Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled (full‐time or part‐time) with an overall grade point average of at least 3.0.

Dr. Harold and Geraldine Delaney Leadership Award Contact: Student and Educational Services / 301.687.4311 Deadline: March 1 Criteria: The purpose of the Dr. Harold and Geraldine Delaney Leadership Award is to promote the development

of student leaders through participation in co‐curricular and experiential leadership programs. Applicants must be enrolled full‐time at and have participated for at least one year in leadership programs and student activities as sponsored through the FSU Division of Student and Educational Services. The recipient must be a sophomore, junior or senior in good academic standing. Demonstrated participation may be shown by involvement in student leadership and volunteer programs sponsored by the Department of Student and Community Involvement; the G.O.L.D. leadership program coordinated by the Residence Life Office and other student leadership programs as identified by the FSU Division of Student and Educational Services.

Delta Chi Disability Support Services Endowed Scholarship Contact: Disability Support Services / Director / 301.687.4483 Deadline: March 1 Criteria: Recipient(s) must be enrolled full‐time at Frostburg State University with at least a 3.0 grade point

average. Applicants registered through the Office of Disability Support Services qualify for immediate consideration. Any FSU student may apply.

Ivan Diehl Alumni Achievement Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be a freshman who is a dependent or a descendant of any FSU alumni as recorded by

the Office of University Advancement. Demonstrated participation in extra‐curricular activities is also required.

Donahue Scholarship Contact: FSU Admissions Office / 301.687.4201 Deadline: Students eligible for this scholarship are automatically screened. Students are encouraged to complete


Criteria: The recipient must be an entering freshman, enrolled full‐time, with a combined SAT score of 1,100 (CR + M) and a high school grade point average of 3.5 or above, and be a resident of the immediate tri‐state area with a preference given to residents of West Virginia or Pennsylvania.

Joseph M. Ellis Memorial Scholarship for Volunteerism Contact: Office of Student and Community Involvement / 301.687.4210 Deadline: March 1 Criteria: The recipient must be at least sophomore status at FSU at the time of award. Applicants must have

demonstrated through volunteerism their commitment to serving those in need in the greater Frostburg community. An overall GPA of 2.5 or better is required. Students are eligible for one year only, and this scholarship is non‐renewable. In the event of equally‐qualified applicants, a preference will be given to the applicant who demonstrates the most consistent volunteerism within the previous year. All applicants must complete a 500‐word essay as follows: "In your opinion, what is one positive change that could be made in the greater Frostburg community purely through student volunteer efforts? Describe the actions you would take to promote this change."

Emeriti of Frostburg State University Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Recipient(s) must be enrolled full‐time at FSU as incoming transfer students with an overall grade point

average of at least 3.5. Once merit is established, preference will be given to applicants having demonstrated financial need. The award is received for a second year provided that the recipient maintains full‐time status and a "B" average.

Farano Freshman/Sophomore Achievement Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be a freshman or sophomore. Freshman applicants must be accepted for admission to

FSU. Sophomores must maintain satisfactory academic progress. In the event of equally qualified applicants, preference will be given to applicants with demonstrated financial need. Awards may be received for two consecutive years (four semesters) if satisfactory academic progress is maintained.

Jeffrey P. and Carol A. Fegan Presidential Merit Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled full‐time at FSU. The recipient(s) must have an overall grade point average of

at FSU with a major in the Department of Nursing. Applicants seeking undergraduate and/or advanced degrees in nursing may apply. Preference may be given to residents of Appalachia as defined by the Appalachian Regional Commission.

Forever Frostburg Scholarship Contact: Financial Aid / 301.687.4301 Deadline: This scholarship has a special application process. Please speak to the contact listed for more

information. Criteria: Applicants will be students who encounter special circumstances at any time of year which hinder the

ability for the student or student's family to pay for college expenses. Examples include, but are not limited to: death of parent or spouse; loss of income by parent, student, spouse; divorce of parent or student; loss of federal benefits; unusually high medical expenses. Applicants must be enrolled full‐time at FSU with an overall grade point average of at least 3.0.

Fort Cumberland Lodge #211 and Ohr Lodge #131 Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be residents of Allegany County (MD) and attended Allegany College with an overall

grade point average of 3.0 or higher. The recipient will have attained or completed sophomore class status and be declared as a full‐time student at FSU. Preference will be given to undergraduate renewal applicants maintaining a minimum FSU grade point average of 3.0. The award may be received for two consecutive years.

Foundation for Frostburg Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: Applicants must be enrolled full‐time at FSU. Incoming freshmen are encouraged to apply. The

recipient(s) must have an overall grade point average of at least 3.0. The donor prefers a B‐average student and that GPA not be a weighted factor in selecting recipients for this award. The recipient must be a resident of the 21532 zip code and graduated from either Mountain Ridge High School or Bishop Walsh High School. Applicants must complete a brief essay (150‐200 words) entitled "Why I Love My Hometown of Frostburg." The award will be renewed automatically (without need of further essays) as long as the student remains enrolled full‐time at FSU and maintains a minimum 3.0 GPA. The donor intends to fund up to four students (1‐freshman, 1‐sophomore, 1‐junior, 1‐senior) annually for four years beginning with his/her freshman year.

student(s). The recipient(s) must have an overall grade point average of at least 3.0.

Frostburg State University Alumni Association Scholarship Contact: Financial Aid / 301.687.4301 Deadline: March 1 Criteria: The recipient must be a dependent and/or direct descendent of alumni from Frostburg State University

as recorded by the Office of University Advancement. Students who qualify for tuition waiver (based on their parent being employed by FSU) will not be considered. Applicants must be a full‐time student; for incoming freshmen, they must have demonstrated academic success; sophomores, juniors, and seniors must have a minimum grade point average of 3.0 or above. A demonstrated interest and/or involvement in extra‐curricular activities must be shown (example: community service, membership in organizations or project involvement). In the event of equally qualified applicants, a preference will be given to those with demonstrated financial need.

hours at FSU. The recipient(s) must have an overall grade point average of at least 2.5. Please submit one creative work (i.e. writing sample, audio or video recording, etc.) in standard electronic format. Your creative work must be your own personal creative work, and only one submission per applicant. Class group projects are not acceptable entries. Applicants should consult financial aid procedures in regard to submitting creative work.

lifelong goal (like her sister and grandmother before her) was to be an elementary school teacher. She graduated from Radford University in 2008 and shortly thereafter was diagnosed with cancer at the age of 22. Although her prognosis was not promising, Laura's positive attitude and perseverance prevailed, and she enrolled in the graduate program at Frostburg's Hagerstown campus in 2009. She graduated with honors in 2010, receiving her Master's in Teaching degree, and completing her studies while undergoing various chemo treatments.
