The SPMA is committed to being at the cutting edge of research. It has associationswithcriticalresearchunits,such as the Office of Planning and Institutional Research (PAIR) and the CenterforLeadershipDevelopment

oftheUniversityofBritishColumbiainCanada,whichstrengthenitscapacitytoproduce international research products.

In its endeavours to prepare students to utilise appropriate communication and information technologies, the Schoolisproudofitscollaborationwithinternational tertiary institutions such astheAndrewYoungSchoolofPolicyStudies at Georgia State University, USA. This has enabled it to establish innovative projects,suchasapolicyexperimentallaboratory in the southern hemisphere.

As South Africa is gradually being integratedintotheworldsystem,thedisciplines of public management and administration are becoming more international in their focus. Students and academics from South Africa and abroad are therefore grasping the opportunitytoaffiliatewiththeSPMA.

The School of Public Management and Administration (SPMA) at the UniversityofPretoriaiswellpositionedwithintheFacultyofEconomicand Management Sciences to expose students to a multidisciplinary rangeofspecialisations.Thisallowsforcross-fertilisationbetweenfields and the holistic development of graduates.

Message from the DirectorProf Dr Jerry O Kuye

The School of Public Management andAdministrationwasfoundedat an important moment in the history

of South Africa. It continues to mould andproduceanewgenerationofprofessionalswhoareequippedwiththeappropriate education and training that is attuned to the global and national human resources needs and demands ofthe21stcentury.Itsacademicoffer- ingprovidesstudentswiththeoppor-tunitytodevelopwell-conceivedareas ofspecialisation,particularlyatpost-graduate level. Students are challenged todevelopthequalitativeandquanti-tativeskillsthatarecriticalforindividualswhowanttoservethepublicinterestwithappropriateknowledgeandskills.

Its curriculum and programmes demonstrate a commitment to the scientific analysis of the challenges that confront the public sector and public affairs. In addition to the PhD in Public Affairs, it has introduced areasofspecialisationwithintheMaster ’s in Public Administration (MPA) programme,whichincludepolicymanagement and economics, public financial management, urban and regional management, and leadership development. Through the development and presentation of short courses that are customised to meet client needs, it also trains public servants in all spheres of government to improve service delivery.

ResearchenjoysahighpriorityattheSPMA. As a result of this, the School has

a higher research output per capita than any other school in Africa in public administration. It is also the most active departmentintheFacultyofEconomicand Management Sciences in terms of research. With only 10 staff members, it has produced an average of 19 academic articles per annum over the lastsixyears,withanaverageof92%ofthese being published in internationally accreditedjournals.

Over the past 13 years, the School has assumed a strategic and significant roleintheepistemicandknowledge-bearing community, scholarship, teaching and community engagement.

Thisismanifestedthroughitspartner-shipswithinternationaluniversitiessuch as the Hochschule Kehl University, Germany, and Florida State University, USA,aswellasclosecollaborationwithFlorida International University, USA, and RyersonUniversity,Canada.

AnhonourbestowedontheSPMAwasmyappointmenttotheBoardof Directors of the International Association of Schools and Institutes of Administration (IASIA). The SPMA is also a proud member of the International Institute of Administrative Sciences (IIAS). Locally,itisassociatedwiththePublicAdministration Leadership Academy (PALAMA), National Treasury, the South African Local Government Association (SALGA) and the South African Association of Public Management and Administration (SAAPAM). It is also

associatedwiththeGhanaInstituteofPublic Administration and Management.

As South Africa is gradually being integratedintotheworldsystemandthe globalisation process unfolds, it is becoming increasingly important for the SPMA to encourage its students and researchers to interrogate international issues related to public management and administration.

To address this need, the SPMA hosted thefirstInternationalConferenceonPublic Administration in 2008. This is nowanannualevent,withthefifthinternational conference held at the University of Pretoria on 16 and 17 November 2012.

ThehighesteeminwhichtheSPMA’sprogrammes are held can perhaps best be illustrated by the illustrious quality ofitsalumni,whichincludeaformerCabinetminister(MsGeraldineFraser-Moleketi),SouthAfrica’sambassadortotheRepublicofChilefromJanuary2013(Dr Hilton Fisher) and the South African HighCommissionertotheFederalRepublic of Nigeria (Ambassador Kingsley Mamabolo).

History

The transformation of the Department of Public Administration at the University ofPretoria,whichwasestablishedasearly as 1965, mirrors to a large extent the transformation of the country into a fully-fledgeddemocracy.Thefoundingdepartment had initially focused on the training of senior government officials whohadgoodexperienceinthepublicservice and had systematically moved up theranks.

AlthoughtheDepartmentunderwentanumber of changes during the course of itshistory,andwasevenre-establishedin1982, the biggest change came about in1992whenProfChristopherThornhill,whowasheadoftheDepartmentatthattime,wasaskedtoestablishtheSchoolofPublicAdministration at the University of Pretoria. ThismarkedtheendoftheDepartmentof Public Administration and heralded the startofanewerafortheSPMA.

This required a much broader type of training to that offered by the former Department of Public Administration. The establishment of the SPMA provided the necessary scope to present programmes totrainthecountry’snewpublicserviceofficials and senior managers. In 2000, ProfKuyewasappointedastheDirectorof the SPMA.

“Overthepastfewyears,theSPMAhastransformed itself into an entity that does morethanjustprovidestudentswithatertiary qualification. Its programmes extendbeyondtheconfinesofformalfull-time study programmes, and it is currently the frontrunner in the presentation of short courses by an academic institution,” Prof Kuye notes.

Through the campus enterprise ContinuingEducationatUniversityofPretoria(CEatUP),theSPMAisabletosharetheknowledgeandexperienceofitsacademicstaffwiththousandsofemployees in the public sector. These shortcoursescoverawiderangeofmatters regarding public management and administration.

Academiccitizenship

The SPMA’s formal academic offering comprisestwoundergraduatestudyprogrammes that provide a solid foundation for postgraduate study. Its undergraduate programmes are structuredinsuchawaythatstudents specialiseveryearlyoninthepro-gramme. This improves their employability andgivesthemasoundknowledgeofthe main aspects of the various fields of public management and administration.

AcademiccitizenshipisfosteredamongallSPMA’sstaffmembers,ensuringexcel-lent mentoring and encouragement for juniorresearchers,aswellasextensiveengagement and commitment to the civic community that is served by the SPMA. Its graduates are in demand in the public institutions in all three spheres of government, and postgraduate students are fortunate to have supervisors and coursepresenterswhoareleadingexpertsin their respective fields.

(Public Management) Option: Public Administration degree is the only one of itskind,andgivesworkingpublicsectorofficials the opportunity to obtain a formal qualification in public administration and managementthatwillgreatlyassistthemin their current positions and improve their promotional prospects.

Another programme that provides public sectormanagers,whohavespecialisedin fields other than public administration, withtheopportunitytoobtainapost-graduatequalificationinpublicmanage-ment and administration is the Master of Public Administration (MPA) degree. This is the SPMA’s flagship programme for public sector managers.

Leading minds in public management and administration

Thedevelopmentsthathavetakenplacein the SPMA over recent years have been madepossiblebyaremarkableteamof experts that comprise the SPMA’s staff

complement. Students are privileged to havelecturersandsupervisorswhoareleading experts in their respective fields andwhohavecontributedtotheSchoolhaving the highest research output per capita in the field of public administration in Africa.

StaffmembersoftheSPMAtaketheirresearch findings beyond the pages of internationaljournalsandfulfiladvisoryroleswheretheysharetheirknowledgeandresearchwithgovernment.Theyalso travel extensively to attend and participate in conferences nationally and internationally, and postgraduate students are encouraged to do the same.

Creatingopportunitiesfordebate

In 2011, the SPMA held its first Annual UndergraduateandPostgraduateYouthConference.Thisconferenceprovidesstudents – especially those in their final undergraduate and first postgraduate year of study in public administration –

the opportunity to debate important issues in a formal conference environment.Thisprovidesthemwithinvaluable conference experience.

ThethemeofthefirstconferencewasCapacity-building in the developmental state. It created the platform to explore some of the critical challenges that confront the developmental state. Approximately 80 students participated and the level of dedication and participationwasoutstanding.

The School of choice

Alltheseinnovativeandgroundbreakinginitiatives that have been launched at the SPMA has made it the school of choice for many undergraduate and postgraduate students in public management and administration students,notjustfromSouthAfrica,but from the rest of Africa and even worldwide.TheSPMAisSouthAfrica’sdesignated school for public sector education, at all levels.

Staff members, especially young academics, are recruited for the contributiontheycanmaketo

Prof Kuye has been a member of thedistinguishedpanelofjudgesforthePremierofGauteng’sExcellenceAwardssince2005.Heisanadvisoranda consultant to several government departments in South Africa and directed thefirstANCPoliticalEducationSchoolinGauteng in 2004.

He is a member of several editorial boards in the field of public administration, leadership and governance studies. He continues to serve in a senior advisory capacity to boards and commissions on a host of policy and governance issues.

He is a member of several international professional associations in the field of public administration and management, and is a member of the Institute of Public AdministrationofCanada(IPAC),theCommonwealthAssociationofPublicAdministrationandManagement(CAPAM),the International Institute of Administrative Sciences (IIAS) and the International Association of Schools and Institutes of Administration (IASIA).

He is consulted both internationally and across the African continent. He brings expertise to the discipline from the classic terrains that range from public administration, leadership, political and public governance, and diplomatic training to motivational and institutional administrative governance strategy.

He is an internationally distinguished scholar ofreputewithnationalandlocalrelevance,and has contacts at a high level in both the academic sphere and government, whichistothebenefitoftheSPMA,bothata strategic and an institutional level.

Prof Thornhill founded the Department of Public Administration at the University of PortElizabethin1976andwasappointedits first professor and head. In 1982, he becameprofessorandheadofthenewlyre-establishedDepartmentofPublicAdministration at the University of Pretoria.

HefoundedtheSPMAin1993,whereheservedasitsfirstDirector.HewasDeanoftheFacultyofEconomicandManagement Sciences from 1997 until his retirement in 2001. He has 32 years of academic experience and 14 years of public service experience.

He is an internationally recognised scholar, and is a member of the CommonwealthAssociationofPublicAdministration, the International Association of Schools and Institutes of Administration, the International Institute of Administrative Sciences and the South African Association of Public Administration and Management.

SomeinternationalprojectsincludestudyvisitstoKenya,Côted’Ivoire,Zimbabwe,Germany,Belgium,Canada,France,the Netherlands, Hungary and Britain. He has also conducted collaboration projectswiththeUniversityofBudapest,Hungary, Indiana University and Florida StateUniversity,USA,andtheEuropeanParliament.

ProfThornhillisanNRF-ratedresearcherwhohaspublishedextensively.Heistheauthororco-authorof19books,andhaswrittenover60articlesandreports,and187 papers.

Prof Thornhill retired after 10 years as editor of the Journal of Public Administration at the end of 2010.

His research interests are local government and administration, and administrative theories. He has received numerousawardsforhisresearch,includingaLifetimeAchievementAwardfrom the South African Association of Public Administration and Management.

He lectures various modules in public management and administration, including public administration, public sector ethics, comparative public

administration, public organisational studies, public resources management, international administration and financial management. He is also the supervisor of a number of master’s students, and is the coordinator of the BAdmin Honours study programme. Dr Tshiyoyo is further engaged in the facilitation of various trainingprogrammesinpublicmanage-ment for professional institutions such as the Public Administration Leadership and Management Academy (PALAMA).

The BAdmin (Public Management) Option: Public Administration programmewasdesignedandintroduced by the SPMA in 2008 to address the critical need for capacity building,skillsdevelopmentandstrengthening competencies in the South African government. This is the onlydegreeofitskindofferedbyaSouthAfricanuniversity.Itisacustom-made degree programme that givespersonsworkinginthepublicsector an opportunity to pursue a formal graduate qualification in the field of public administration and management,withouthavingtostudyfulltime.UnliketheBAdminfull-timestudydegree,allthesubjectsthatcomprise this degree have been developedfromwithintheSPMAandwerecraftedespeciallyforworkingpublicsectorofficialsandmanagers.Candidateswillacquirein-depthknowledgeofnationalandinternational public management and administration, especially public resource management, public policy studies, public, financial and human resourcemanagement,andprojectmanagement. MAdmin

The MAdmin programme provides public managers and administrators withthekeyskillstheyneedtooperatein the public sector in a developing or transitional country context. It is primarily forindividualswithsomeresearchand/or practical experience in the public sector. The postgraduate qualification is designed to prepare individuals for the challenges and opportunities of a career in today’s public administration and management environment through the application of various research methods, aswellascomparativeapproachestothedisciplineinaselectedsubjectarea or topic. Students can choose to focus their research on municipal administration, public administration or public management.

ThisistheonlydegreeofitskindinAfrica. It focuses on doing research into mechanisms government has in place to ensure that its policies are carried out efficiently, effectively and successfully. Master of Public Administration (MPA)

TheMPAdegreeisasought-afterprogrammeforworkingmanagerswithinthepublicsectorwhohavegraduatedin fields other than public administration. Uponcompletion,theywillunderstandthe history and global role of public administration, understand and apply different public management theories and conduct research.

UnliketheMAdminandMPhildegreesthat require a BAdminHons degree as a prerequisite, the admission requirement for the MPA is a bachelor ’s degree or equivalent.However,candidatesmustprovide proof of administrative and managerial experience, preferably in the public sector. The SPMA annually receives over 200 applications for admission to the MPA programme, of whichonly50applicantsareselected.

Thisprogrammewasdevelopedtoprovide for the needs of employees

inthepublicsectorwithdiverseundergraduate qualifications, but whohaveenteredthemanagerialcadres. This is because the duties of a manager demand expertise that wouldnormallynothavebeenincludedin the undergraduate study. It is an internationally accepted postgraduate qualification and is characterised by itsmanagement-orientatedapproach.Itsobjectiveistoenablethemanagerin the public sector to perform his or her managerial functions effectively, irrespective of undergraduate qualification.

The curriculum includes five prescribed modules,aswellasanessay.Oncethese compulsory modules have been successfully completed, candidates can select five elective modules in whichtheywouldliketospecialise.

Doctoral studies

DAdmin

The DAdmin degree is an advanced research-focuseddegreeandonlystudentswhohavesuccessfullycompleted the MAdmin degree in Public Administration, Public Management or Municipal Administrationareallowedintotheprogramme.Candidatesshouldalsoprovide proof of research competence in the form of published articles or reports. Students are required to complete a thesis based on a topic that has been recommended by the Director of the SPMA and approved by thePostgraduateCommitteeoftheFacultyofEconomicandManagementSciences. Upon completion, the thesis willbeevaluatedbyinternalandexternalexaminersandstudentswillberequired to defend the thesis before an evaluation committee comprising internal and external members. DAdmin students can specialise in public administration, public management or municipal administration.

The doctoral programme places an emphasis on epistemology, thus requiring students to pursue research. The SPMA places an emphasis on innovative research themes, topics, programmes and trends in public affairs in a democratic and changing South Africa,andarapidlyadvancingworldarrangement.

Students are required to engage in research, analysis and application. They are also encouraged to participate in professional conferences, seminars and colloquia.

PhD in Public Administration and PhD in Public Management

StudentswhohavecompletedthePhD in Public Administration or the PhDinPublicManagementmakea considerable contribution to the discipline in both its domestic and international contexts, and have the skillstounderstandandaddressthepublic sector problems that confront theircountriesandtheworld.ThePhDisaresearch-intensiveprogramme.Onlycandidateswhohavegainedsufficientresearchknowledgeatmaster ’slevel to complete a doctoral thesis willbeadmittedtothisprogramme.The submission of an article to an accreditedjournalonthethesistopicis required as part of the graduating process.

CandidatesinthePhDprogrammesareexpectedtopresentresearch-

based seminar papers on topics such as the theories and practices of public administration and management, electronic government, international management, public sector finance, local government management and administration, and governance perspectivesoftheNewPartnershipforAfrica’sDevelopment(NEPAD)andtheAfrican Union. Additional electives in the PhD in Public Management include environmental management and sustainable development, and public management and administration. A reputation that extends beyond the country’s bordersThe SPMA has made good progress in its internationalisation efforts overthepastfewyears,formingmanycollaborativepartnershipsand attracting an increasing number of international students, especially from the rest of Africa, to enrol in its undergraduate, postgraduate and professional study programmes.

African Journal of Public Affairs

The African Journal of Public Affairs (AJPA) wasestablishedtoaddressthe need for an African independent journalthatpromotesleadershipandsustainability on the African continent. The Journal focuses on African and global issues in the field of public administration, public sector leadership, public finance, public policy, and public governance studies.ItwasofficiallylaunchedinJune2008,inpartnershipwiththeAfricanConsortiumofPublicAdministration(ACPA).

Thisquarterlyjournal,withtheDirectoroftheSPMA,ProfJerryKuye,asChiefEditor,hasgrowntremendouslysinceits inaugural edition, and received international accreditation from the International Bibliography of the Social Sciences (IBSS) on 27 May 2011.

Since receiving this accreditation, contributions have been received from fourcountries,allofwhichareworkingtowardsdevelopingsystemstoimprovepublic service delivery.

Some SPMA reflections

SPMA International ConferenceonPublicAdministration and Management

Thisannualconference,whichattractsdelegatesfrombothfirst-worldanddevelopingcountries,waslaunchedin the University of Pretoria’s centenary year, 2008, and formed part of the University ’s centenary celebrations.

This conference has become an annual event and attracts in the region of 50 internationalguestspeakers.Manydelegates attend this conference from countriesinAfrica,suchasTanzania,Ghana,Nigeria,SierraLeone,Malawi,Morocco,Rwanda,MauritiusandBurkinaFaso.

Other delegates include public administration researchers from the USA, Italy,SlovakiaandtheNetherlands,aswellasresearchersfromtheWorldBankand the United Nations Development Programme (UNDP). This large international attendance attests to the SPMA’s successful international relations, especiallywithotherAfricancountries.

The theme of the 5th annual conference, held on 16 and 17 November2012,wasPushing the model of governance in the public sector to higher levels of performance, effectiveness and accountability – global challenges and prospects.

A highlight of the 5th annual conference wasthedeliveryofthekeynoteaddressby the country’s Deputy President, Kgalema Motlanthe.

He commended the SPMA for having the foresight to organise a conference of this magnitude. According to the Deputy President, pushing the model of governance in the public sector to higherlevelsofperformance,effective-ness and accountability has uncannily relevant resonance to South Africa.

Hefurtherreflectedonthepost-apartheid South African public service by exploring three areas. Firstly, the inherited challenges of socioeconomic inequalitiesandhowthishistoricalexperience has shaped the public service and governance. Secondly, the South African government’s commitmenttorethinktheconceptofgovernance and the causal conditions of constraints in the public service and thebestwaysofdealingwiththemasgovernmentgoesforward.Lastly,howhighereducationinstitutions,suchas the University of Pretoria, can help government to produce the calibre of public servants that South Africa needs.

Deputy President Motlanthe further said that universities should consciously respond to social conditions in their approach in order to drive social developmentinanall-roundfashion:

“Universities and leadership institutions mustbeattheforefrontofbackingthe government’s efforts to improve public service, especially among young graduates. This requires greater investment in research and the teaching of theories of change and development,aswellasinstillingaselfless spirit of public service,” he said.

Inherwelcomingaddress,theVice-ChancellorandPrincipaloftheUniversityofPretoria,ProfCheryldelaRey,statedthat,withtheUniversityofPretoria’slong-term2025StrategicPlan,theUniversityhasplannedforgrowthinterms of the number of students to be accommodated.

Despite the global economic challenges,theUniversityofPretoriawillcontinuetogrowinresponsetofulfillingitspublicmandate.Growthwillbeinskillareasthataremostneededinthecountry.

ProfDelaReyacknowledgedthegovernment’s contribution, through the DepartmentofHigherEducationandTraining, by means of allocating funds to the University in order to expand

its infrastructure and improve service delivery.

“Ibelievethatgrowingthesystemisaresponsible thing to do. At the same timewemustkeepourcommitmenttohigh-qualityeducationthatwillrenderSouth Africa more competitive in the future,” said Prof De la Rey.

She also stated that it is not sufficient onlytoproducegraduateswithhightechnicalskills.Asadevelopingdemocracy,wehavetore-examineourcurricula to ensure that professionals assumetheirdutieswithcommitment.

“Graduates should also be committed to high levels of ethics and contribute to the improvement of the quality of life ofallthecitizensofthiscountry,”sheremarked.

Shealsoacknowledgedthecontributionmade by the SPMA. “We intend to continuetomakeadifferencetothelevel of leadership, particularly to the quality of professional leadership in this country,” Prof De la Rey concluded.

The SPMA’s reputation of academic excellence can be attributed to its qualityprogrammeoffering,whichis

presentedbyleadingexperts.Coupledwiththisisthediversityofthemesthatare covered in the programmes, the relevance of the programmes to the emerging dynamics of the country and the continent and its high research output. Its most importantl feature, however,isitscommitmenttogivingits students ample opportunities to specialise,dotheirownresearchandattend or participate in conferences from as early as their undergraduate years.

The SPMA supports the principle that students should be guided through their academiccareers,butwithoutbeingspoon-fed.

Thus, in all the SPMA’s academic programmes, students receive study guides or manuals that enable them tounderstandthebasicframework,supplementedwithadditionalrequiredreadingsthatallowthemtodeveloptheircognitiveabilitiesandcriticalanalysisskills.

In2011,theSPMAhostedanUnder-graduateandPostgraduateYouthConference.Thisprovidedstudents,specificallythoseintheirfinalunder-graduate year and first postgraduate years of public administration studies, the opportunity to explore and debate some of the critical challenges that confront the developmental state.

The theme of the inaugural conference wasCapacity building in the develop-mental state. Itwassuchasuccessthatitwasdecidedthatitshouldbecomeanannual event.

Approximately 80 students participated and discussed issues around the subthemes of effective policy management for efficient service delivery, accountability and transparency in the public sector, leadership and governance and human resource management practices.

Ambassador Hilton FisherDrFisherwasappointedasSouthAfrica’sAmbassadortotheRepublicofChileandassumeddutyinJanuary2013.Priortothat,hewastheHeadofCommunicationsandClientServicesattheGovernmentEmployeesPensionFund(GEPF),towhichhewassecondedfromNationalTreasury.Dr Fisher completed the Master’s in Public Administration (MPA) at the SPMA in 1998 and obtained a PhD in Public Affairs in 2006.

Hismaster’sdegreewasfocusedonempoweringanewcadreofmanagersinSouthAfricaimmediatelyafterthefirstdemocraticelection,whilehisdoctoraldissertationwasonthestateofe-governmentinSouthAfrica,withspecificreferencetotheGEPF.

Dr Fisher’s interests lie in public sector human resource management, the role of media in decision-making,freedomofinformationandpoliticalcommunication.

He has attended numerous international conferences and has presented papers on, among others,truth,socialjusticeandforgiveness,theTruthandReconciliationCommission(TRC),theNewPartnershipforAfrica’sDevelopment(NEPAD)andhostingtheFIFA2010SoccerWorldCup.

Ambassador Kingsley MamaboloAmbassadorMamabolohasbeenappointedasthenewPermanentRepresentative of South Africa to the United Nations. Prior to this position, heservedastheSouthAfricanHighCommissionertotheFederalRepublicof Nigeria from 2009 until January 2013.

Hehashadadistinguishedcareerininternationalrelations,datingbackto1978whenhewasappointedDeputyHeadofMissionoftheAfricanNationalCongress(ANC)inTanzania.In1984,hewasappointedHeadofInformationandPublicityoftheANCMissioninZimbabwe.In1985,hewasappointedastheANC’sDeputyHeadofMissioninZimbabwe.Between

1987and1989,heservedastheANC’sHeadofMissioninMaputo,Mozambique.During1993and1994,hewastheANC’sHeadofMissioninbothZimbabweandMozambique.Until2002,hewasSouthAfrica’spermanentrepresentativetotheOrganisationofAfricanUnity(OAU),afterwhichhewasappointedasDeputyDirector-General:AfricaintheDepartmentofForeignAffairs.HewasalsoSpecialEnvoytotheGreatLakesinAfricafrom2006to2009.AsdeputyfacilitatorintheresolutionofconflictinBurundi,histeam successfully negotiated and delivered a peaceful solution leading to general elections in 2010. GeraldineFraser-MoleketiMsFraser-MoleketicompletedanMPA(cumlaude)attheSPMAin2006.InJanuary2009,shewasappointedasDirectorofDemocraticGovernanceintheBureauforDevelopment Policy (BDP) of the United Nations Development Programme (UNDP).

ShewentintoexileinZimbabwein1980,eventuallyreturningtoSouthAfricain1990.ShewasNationalAdministratoroftheSouthAfricanCommunistParty(SACP)until1992,andDeputyChairpersonuntil2002.

She has held several positions in the National Government, serving as Member of Parliamentfrom1994to2007.ShewasfirstappointedasDeputyMinisterandlaterMinister of Welfare and Population Development, a position she held until 1999, and Minister of Public Service and Administration until 2008. Her duties in public office have extendedoutsidethebordersofSouthAfrica.SheheldthepositionofChairpersonoftheAllAfricaConferenceofPublic/CivilServiceMinistersformorethanfiveyears,andhasbeenDeputyChairoftheUnitedNationsCommitteeofExpertsonPublicAdministrationsince2006.

She continues to play a leading role in establishing policy on gender equality in government and society, and has published several papers on gender equality and social development. She is active on several continental boards and committees.

HejoinedtheANCandUmkhonto-We-SizweandrosefrombeingafootsoldiertobecomingtheDeputyChiefofMilitaryIntelligencein1988.WiththepoliticalchangeinSouthAfrica,heoptedfordevelopmentstudiesandfollowedcoursesinthemanagementofcooperativesandthemanagementofdevelopmentprojectsinZambia.

Upon his return to South Africa, he headed the Drought Relief Programme of the IndependentDevelopmentTrustandlaterbecametheDirector:CorporateAffairsofNampak.In1998,heformedablackempowermentconsortium,KatlehoLinkages,consistingoftheReturnedExilesAssociation,theSowetoChamberofCommerceandIndustriesandawomen’sinvestmentgroup,Libambenili’ngashoni.

Some leading public sector scholars from the SPMADrPatrickSokhelaDrSokhelaisChiefDirector:ServiceDelivery in the Department of Public Service and Administration (DPSA). Prior tothisappointment,hewasemployedbytheCityofTshwaneMetropolitanMunicipality(CTMM).

He obtained an MPA from the SPMA in1999,followedbyaPhDinPublicAffairs.Thefocusofhisdissertationwasintergovernmental relations in the local sphereofgovernment,withspecificreferencetotheCTMM.Headdressedthe culture of intergovernmental relations inservicedeliveryintheCTMMandlocalgovernment in general, the management of change, and human resources development interventions.

HeattendedtheseventhPan-AfricanForum on the Modernisation of Public Services and State Institutions in 2011 on fighting corruption and strengthening good governance to reduce poverty and achieve overall and sustainable development in Africa.

DrSokhelaisnotjustworkingtowardsimproving service delivery, but also enhancing standards of living by improving government’s daily business of strategy and programme management. Government managers are to be capable of planning and implementing programmes or even managing change withinthoseprogrammes.

Dr Bruno LuthuliDrLuthuliisaDeputyDirectorofCompli-anceEvaluationsandOrganisationalReviewsintheOfficeofthePublicServiceCommissionofSouthAfrica.

He attended the Africa Monitoring and EducationSystemsWorkshopin March 2012 as a member of the South African delegation.

He received his PhD in Public Affairs from the SPMA in 2007.

This unionist turned public servant hails fromUmlaziinKwaZulu-Natalandhis employment history also includes holding the position of Human Resources Manager at Beier Industries.

His doctoral dissertation focused on performance measurement as a public policy implementation tool in the South Africanpublicservice,whereheadressed the implications and challenges of perfor-mance measurement and management in the South African public service. In his study, he proved that adequate utilisation of policy implementation mechanisms and deploying a performance measure-mentsystemwillleadtoimprovementinservice delivery.

He specifically examined government productivityandperformanceintheCityofTshwaneMetropolitanMunicipality(CTMM),andtheinnovativeperformancemeasurement system of the Department of Labour.

Land Reform Policy to promote women’s sustainable development in South Africa

ThemainthrustofthisstudywastoverifythecontributionthathadbeenmadebytheLandReformPolicyanditsrelatedprogrammestowardswomen’ssustainabledevelopmentinSouthAfrica.Thekeyaspectsofthestudyweretherelationshipthatexistedbetweenlandreform,economicgrowth,equity,theenvironmentandwomen’sempowerment.Theresearchexaminedtheroleplayedbywomeninthepolicycycle,whileassessingtheextenttowhichwomen’sneedshadbeenincorporatedintotheLandReformPolicy.Italsointerrogatedthebenefitsandapplicabilityofsomeofthelandreform-relatedprogrammestowardswomen’ssustainabledevelopment.Aqualitativecasestudyapproachwastakenwithdatacollectedthroughunstructuredinterviewsandsupplementedthroughanextensivenationaland international literature review.Theresultsrevealedthatwomenbeneficiariesweresuccessfulintheirlandreformprojectswhentheycommittedtoleadershippositionsinthelegalentity,wereeducated(formalthroughschoolandinformalthroughfarmtraining),energeticandproductive,representedaclosefamilygroupandwerethefull-timemanagersoftheirfarms.Women’ssuccessesinlandreformweretheproductoftheirowncommitmentandnotaproductofgovernmentsupport.

The transformation of the South African Police Service between 1994 and 2006: a critical assessment

ThisresearchevaluatedthetransformationintheSouthAfricanPoliceService(SAPS)between1994and2006asoutlinedinvariouspolicies.ServicedeliverytoallcommunitiesinSouthAfricawasestablishedastheoutcomeofthetransformationprocess.Theresearchbrokethetransformationupintosixprioritieswithatotalof37elements.Thereductionoftheprioritiesintoelementsfacilitatedananalysisofthetransformation.Itwasfoundthatonly14ofthe37elementswereactuallyachieved,translatingintolessthan50%ofthetransformationobjectiveshavingbeenmet,logicallyleadingtotheconclusionthatthecommunity’sneedsforgeneralwelfarewerenotbeingmetbytheSAPS.Theunderlyingreasonsforthisstateofaffairswerealsodetermined.Primarilyideologicaldifferencesinpolicyandpracticewerethefundamentalreasonsforthepoorperformanceintransformation.Thenewpolicyframeworkadvocatedthenewpublicmanagementapproachtopublicadministration,whilethestructures,proceduresandprocessesoftheSAPSwerestillbasedontheclassicalapproach.Consequently,asaresultofthisdiscrepancy,theSAPSbegandeviatingfromthepublicadministrationprinciplesoftransformation,whileaccommodatingitsinternaldysfunctions.Theabsenceofeffectiveleadershipaffectedservicedeliveryorthelackthereof.TheresearchproposedanewapproachofreformingratherthantransformingtheSAPS.Anewframeworkforpolicing,adoptingamoredevelopmentalapproachtoreformingthepolice–givenitspastdisparitiesandinequities–wasrecommended.Itwasshownthattheexpectationsofthenewpublicmanagementapproachcouldnotbeachieved in a South African context.

The aim of these courses is to add value to the training of public servants, to increase their

understandingofrelevantsubjectsandto provide further technical and practical training in their respective fields. It also serves as a “feeding system” for the BAdmin(block-release)andMPAdegreesforprofessionals,asmanypeoplewhoparticipate in some of these short courses decide to enrol for one of the formal degree programmes at a later stage.

Theseshortcoursesaremostlyclient-based and are customised to suit aspecificneed.Clientsincludedepartments at national, provincial and local government level. The SPMA has even developed and facilitated a training programme on managerial issues for a group of 18 Palestinian officials, and has developed training material for the ExecutiveDevelopmentProgrammeoftheGautengCityRegionalAcademy.

EmergingandAdvancedManagement Development Programme

The SPMA has developed and facilitated a number of programmes for the Public Administration Leadership and Manage-ment Academy (PALAMA), aimed at training and enhancing the competency of officials and managers in all three levels of government to improve service delivery. Through these programmes, public servants receive training in basic oradvancedprojectmanagement,andfinancial management for the public sector.

Beyond formal education –we excel in community service

TheSPMA’sworkgoesfarbeyonditsundergraduateandpostgraduateprogrammes.ThroughContinuingEducationatUniversityofPretoria(CEatUP),theSPMAoffersarangeofcoursesforpublicservantsinallthree spheres of government and on different managerial levels.

Municipal Management Development Programme

Thisprogrammeprovidesdelegateswithan advanced understanding of the management function in an organisation, and is designed for persons in senior posts.Itaimstodeveloptheirskillsto effectivelyservethecitizensofSouth Africa.Aftercompletionofthepro-gramme,delegateshaveabetterunder-standing of the role and responsibility of local government. They have improved skillsandknowledgetocontributetothe strategic planning processes, manage theirownworkperformance,applymunicipal budgeting principles, and participateinthedesignandimple-mentation of municipal supply chain management. The SPMA has presented client-specificprogrammesto,amongothers,GautengANCcouncillorsin2003,2004, 2007 and 2008, the Department ofLocalGovernmentofNorth-West,theBohpirimaDistrictMunicipality,aswellasfortheCityofTshwane(since2007).

Municipal Financial Management Development Programme

The various courses under this programme are aimed at training municipal officials (mainly from the financial management area) to achieve minimum competency levels as published in the Municipal RegulationsonMinimumCompetencyLevels of National Treasury in 2007. These courseswerepresentedtoanumberof groups of the Institute of Municipal Finance Officers (IMFO) and the Local

GovernmentSectorEducationandTrainingAuthority(LGSETA)between2007 and 2011. The course most often presented is the strategic management, budgeting implementation and performance management course, inwhichofficialsreceivetraininginmunicipal budgeting, preparing and analysing financial reports, strategic planning, and managing municipal income and expenditure.

Public Financial Management Programme

ThePublicFinancialManagementPro- grammeisaimedatcreatingawarenessand an understanding of the Public Finance Management Act (PFMA) and its implicationsamongpublicsectorworkers.The course covers topics such as strategic planning and budgeting, costing, expenditure,assetmanagement,risk management and supply chain management to ensure that delegates understand the basic concepts and principles necessary for sound financial management, and that they can comply withtherequirementsofthePFMAandTreasury Regulations upon completion of the course. Since 2011, the SPMA has designed and offered public financial managementandprojectmanagementcoursesasloose-standingunitsoraspartof a programme to clients such as the South African Police Service (SAPS), the South African Revenue Service (SARS), theSafetyandSecuritySectorEducationandTrainingAuthority(SASSETA),theGovernmentEmployeePensionFund(GEPF),LimpopoRoadsandTransportandtheGautengDepartmentofEducation.

The SPMA also offers a public financial managementcoursefornon-financialmanagersworkinginthepublicsector.

ExecutiveLeadershipMunicipal Development Programme

This programme provides senior managers and other local government representativeswithbackgroundknowledgetothemanagementfunction and intergovernmental relations applicable to local government. The programmewasdesignedtoensurethe accelerated development of knowledgeandskillsrequiredforthe effective implementation of the municipality ’s vision and mission. The SPMAhaspresentedtheExecutiveLeadership Municipal Development Programme on behalf of the South African Local Government Association (SALGA) to 18 groups in Gauteng, four groupsinKwaZulu-Natal,threegroupsinLimpopoandtwogroupsintheEasternCapebetween2006and2009,inaddition to another 18 groups in 2009 and 2010.

ParticipantsinthefirstMPAwithspecialisationinmunicipalinfrastructuremanagement,togetherwithstaffoftheSPMAandrepresentativesoftheDevelopmentBankofSouthernAfrica– a DBSA/SPMA initiative.

Municipal officials benefit from DevelopmentBankfunding

As a result of the SPMA’s excellent reputation of service in the public sector, especially in terms of management development in the municipal sphere, theDevelopmentBankofSouthAfrica(DBSA) and the Industrial Development Corporation(IDC)haveprovidedfunding for employees of various local municipalitiestofollowacustomisedMPAprogrammepresentedbytheSPMAwithspecialisation in municipal infrastructure management.

Thisisanewlydevelopedspecialisationthat has been developed by staff of the SPMA as part of a programme that is being presented across the South African DevelopmentCommunity(SADC)regionincollaborationwithMakerereUniversityinUgandaandtheUniversityofDakarinSenegal.Itisatwo-yearprogrammethatwasdevelopedspecificallytocapacitate local government officials whoareinvolvedinthemanagementof municipal infrastructures, such as energy,water,sanitation,androadsand transport (prospective candidates include engineers, electricians and environmental managers). It satisfies a need that has been identified throughout

theSADCregionforthedevelopmentofskilledprofessionalstomanageexistinginfrastructurewithinlocalgovernment.

The participants in this programme are all senior managers in possession of a bachelor’s degree or equivalent tertiary qualification and have administrative and managerial experience in the public sector.Classesarepresentedinblockweeks,whichenablesparticipantstocompletetheprogrammeonapart-timebasis,whileapplyingtheknowledgethattheygaintotheirmanagementtasksasthey go.

During the first year of study, participants examine selected topics related to public administration and human resourcemanagement,aswellaspublicmanagement theories. The second year focuses on public entrepreneurship management, public policy analysis, modern management techniques and organisational analysis. The programme includesaresearchmodule,whichrequires participants to complete a mini-dissertationwithinthetwo-yearcycle. Scientific study tours and public administration infrastructural tours, based onthestructuresoftheDBSA,IDCandSPMA, are a unique component of this programme.
