This document has been prepared by The Bridge and Volunteer Centre Borders working with a sub group of the Voluntary Sector Liaison Group made up of representatives from Volunteer Centre Borders, The Bridge, Borders Voluntary Community Care Forum, Borders Voluntary Specialist Youth Network and Borders Social Enterprise Chamber. All members of the VSLG have contributed to the outcomes and have supported the production.

Contribution to Single Outcome Agreement

2009-2010

This document is an ongoing work in progress which is informed by the context and operating environment outlined in the Third Sector Strategy 2009 – 2012. It details the contribution which the Scottish Borders Third Sector will make towards the Single Outcome Agreement for 2010. It has been compiled following consultation with a wide range of partners, stakeholders and customers and takes account of the Guidance for Community Planning Partnerships document issued by the Scottish Government and COSLA in October 2008. In order to reflect the Scottish Borders Community Planning arrangements, all activity has been grouped into 4 main themes:

• A Competitive Borders

• A Healthy Borders

• A Stronger and Safer Borders

• Public Service Infrastructure and Support NB. On the tables which follow the local outcomes in UPPER CASE are those deemed as the priorities, by the Community Planning Partnership Strategic Board.

Competitive Borders

Third Sector – statement of strategic intent: As a priority, the Third Sector will seek to provide services to communities which result in more skilled, knowledgeable and confident community members who have a much stronger belief in the possibility of change at a personal, group and community level. This will be aimed at encouraging individuals to play an active role in the regeneration of their communities and to promote positive attitudes to cultural diversity. Priority projects and initiatives will include those aimed at encouraging volunteering and work placements as a route into employment and supporting and helping voluntary organisations who have the potential to move into a trading position. As community ownership of assets is increasingly being recognised as a driver of regeneration the Third Sector will seek to provide support for communities to acquire assets and support community led economic regeneration projects that maximise the use of community assets.

Third Sector – Statement of strategic intent Addressing health inequalities and community care is a major priority for the Third Sector which will focus on supporting community led health projects, delivering capacity building activity in communities and facilitating community engagement around health. Specialist support on issues such as drugs, alcohol, caring and mental health and support to enable people to live independently are all elements where the Third Sector will continue to play a major support role. Creating new volunteering opportunities for people with learning disabilities, mental health issues, criminal records and addiction issues will remain key. In addition the sector is prioritising a range of equalities issues such as caring for vulnerable citizens, supporting people experiencing poverty, increasing community democracy and providing access to local services. The Sector has a vital role to play in helping migrants, socially excluded groups and others articulate their needs, shape policy, and develop appropriate services at a local level.

Third Sector – statement of strategic intent Strong communities require Third Sector organisations to deliver services and activities to meet local needs. The Third Sector will continue to provide support for volunteers and voluntary groups/organisations in communities to take forward solutions to locally identified need as well as providing activities and services in communities. Community safety will continue to be a priority with the sector working with young people in communities and working closely with the Community Safety Forum on intergeneration work. Priority will also be given by the Sector to the contribution it can make to addressing agendas around waste management, climate change, and conservation of the natural and built environment.

Third Sector - Statement of strategic intent In order to achieve greater public sector efficiency in the Scottish Borders it is essential that the input and views of the Third Sector are sought, valued and actioned. Third Sector organisations in the Scottish Borders are committed to ensuring their voice is heard in all public sector service delivery arenas. Third Sector organisations strive to provide a quality service in all their activity including contracted services from statutory bodies.
