I. General delivery conditions

1. All shipments should meet the scrap specifications of SSM. The Supplier cannot deviate from

specifications without the prior consent of TSR Slovakia. TSR Slovakia reserves the right to cancel

orders if specifications are not met.

2. SSM will inspect scrap quality and quantity of each shipment. Inquiries regarding scrap specifications

should be directed to TSR Slovakia.

3. Deliveries by truck in 60m3 (or bigger) containers are not allowed, unless approved in writing by TSR

Slovakia. If supplier is not able to unload the material SSM has the right to reject the shipment.

Delivery by truck with two containers must have the same scrap grade in both containers.

4. Delivery shall be within time period set in the monthly purchase order. Deviations are not allowed

without written consent from TSR Slovakia. If the supplier fails to complete the order within the

specific time period, TSR Slovakia reserves the right to cancel the order.

5. Monthly purchase orders must be completed, i.e. 95% of ordered amount, before deliveries of the

new order can start. The tolerance for the ordered amount is +/- 5%, with a limit of 100MT per scrap

grade. Over-shipments are the responsibility of the supplier, unless approved in writing by TSR

Slovakia. The SSM weights preside over other weights and will settle the payment to all suppliers.

6. Demurrage costs as a result of non-conformance of scrap deliveries will be charged to the supplier.

Non-conformance is assumed in the following cases:

6.1. The material does not meet the scrap specifications SSM

6.2. Incomplete/incorrect documentation with the shipment

6.3. Delivery outside the agreed time period

6.4. Rejected shipment

6.5. Other reasons without infliction of SSM

II. General acceptance conditions for deliveries of scrap metal

1. No pressurized, closed or insufficiently open containers will be accepted in any grade of scrap.

Any scrap metal element capable to maintain gas (including air) or liquid under pressure

introduces the risk of explosion and is considered as closed container. Closed containers must be

cut in half.

Containers are considered insufficiently open when the opening is not visible or is less than 10cm in

any one direction. Examples are, among others, pipe sections capped at the ends, hydraulic

cylinders, gas cylinders, compressors of refrigerator, fire extinguishers, etc.

2. Ferrous scrap delivered to SSM should be free from dangerous material, inflammable or explosive,

fire-arms (whole or in part), munitions, dirt or pollutants which may contain or emit dangerous

substances. Must be free from chemicals, chemical substances or waste classified as hazardous.

Motor blocks and truck axes must be cut in half.

3. Ferrous scrap delivered to SSM should be free from rust or to be extremely rusty.

4. Ferrous scrap delivered to SSM can not contain any radioactive material.

5. Ferrous scrap delivered to SSM must be free from hazardous chemicals, substances and/or waste.

This includes, among others, carcinogenic substances and sulphur.

6. Ferrous scrap delivered to SSM should be free from non-metallic and non-ferrous materials like dirt,

glass, concrete, insulation and excessive iron oxide (rust). No combustible non-metallic material such

as wood, grease, oil, other lubricants, plastic, rubber, fabric and other chemical or organic

substances. No non-magnetic pieces. No water in any form; this will be deducted from the official

weight. The maximum allowable amount of waste in scrap is 1%. Exceeding the limits will be monthly

evaluated and a supplier will be penalized in accordance with contractual penalties specified in this

specification.

7. Ferrous scrap delivered to SSM should be free from larger pieces (brick-size) which are non-

conductors of electricity such as tires, pipes filled with cement, wood or concrete.

8. Ferrous scrap delivered to SSM should be free from non-ferrous materials in any form, like copper,

brass, cupro alloy, aluminum, lead (incl. terne sheets) and other.

January 2013, Version 12

- 3 -

9. Ferrous scrap delivered to SSM should be free from materials with high copper content like rebars

and merchant bars, unless permitted in the scrap specifications of SSM. Delivery of such shipment is

permitted after prior written approval of SSM.

10. Ferrous scrap delivered to SSM should be free from waste or by-products arising from steel melting,

heating, surface conditioning (including scarfing), grinding, sawing, welding and torch cutting

operations, such as slag, mill scales, bag-house dust, grinder dust and sludge.

11. Other chemical agents shall meet the limits shown for each scrap grade.

12. Maximum weight of any piece of ferrous scrap shall not exceed 300 kg.

13. Material must be prepared in a manner to ensure direct charging. Must be free from unbound

ribbons, twisted and connected pieces which are hard to separate.

More detailed specification of some undesirable items found in scrap within the meaning of

paragraphs 1 up to 12 is provided in the chapter XX (Table of undesirable items, substances and

materials found in scrap metal.

14. Non-magnetic part of scrap metal:

14.1. Truck transport – non-magnetic part will be estimated

14.2. Rail transport – weighted dirt (remains in a wagon after unloading) and estimated dirt

(dirt unloaded from a wagon with scrap).

If possible, STEELAGE Slovakia, s.r.o. will load the non-magnetic part back in a wagon before the

second weighing.

XXIII. Table of undesirable items, substances and materials found in

scrap metal.

1. Sealed or closed containers (all vessels able to hold gas or liquid under the pressure). Pipe parts,

hydraulic and gas cylinders, fire extinguishers etc are being consider as closed container. The vessel

is considered as insufficiently opened if the opening is not visible or is smaller than 10 cm in one

direction.

2. Radioactive material not even if the significant levels of external radioactivity has not been detected

due to the protective packaging or with respect to the location of closed item in the load.

3. Any ammunition, weapons or their parts including (grenades, projectiles)

4. Flammable, explosive and other hazardous material that may be hazardous to health, environment

or the steelmaking process.

5. Chemicals, chemical substances or waste that is classified as dangerous.

6. Excessive rust or extremely corroded.

7. Non-ferrous metals such as: metal brass, copper, aluminium or non-ferrous impurities

8. Lead in metallic or oxide form, lead sheets or plates.

9. Non-metallic materials such as: wood, concrete, rubber, plastic, textile and refractory material.

10. Waste or side products arising in the process of steel melting, heating, surface changes (including

scarfing), grinding, cutting, welding and flame cutting such as: slag, mill-scales, from dust de-dusting

and sludge.

11. Almost no oils and lubricants (only minor amounts of lubricants and oils).

12. Excessive amounts of iron oxide in any form other than the normal value of surface rust caused by

external storage under ordinary atmospheric conditions.
