SCRCOG Chairman, James Zeoli, called the March 24, 2010 meeting of the South Central Regional Council of Governments to order. Self introductions from officials and guests followed. ITEM 1 – Legislative Reports Louis Mangini, Legislative Aide to Congresswoman DeLauro, announced that the House and Senate passed the jobs bill plus two other bills for an additional $16 million, including a continuing resolution for transportation funding through December 31, 2010.

ITEM 2 – February 24, 2010 SCRCOG Minutes Secretary DaRos stated that Chairman Zeoli submitted the minutes due to his absence on February 24. Upon a motion by Mayor Richetelli and seconded by Mayor Candelora, the board voted unanimously to approve the SCRCOG Minutes of February 24, 2010, as presented. ITEM 3- Treasurer’s Report for the Month Ending February 28, 2010 SCRCOG Treasurer, Mayor Picard, reported that the Treasurer’s Report was in the agenda packet on pages 9 and 10. Page nine shows $687,086 in cash and investments and $153,000 due from the Connecticut Department of Transportation for transportation planning and another $59,000 for planning of the Shoreline Greenway Trail. At this point in the fiscal year, expenses appear to be in line. Upon a motion by Mayor Picard and seconded by First Selectwoman Gorski, the board voted unanimously to adopt of the Treasurer’s Report for the month ending February 28, 2010. ITEM 4 – Transportation Committee Report

a. 2010-2013 TIP Amendment Four: • Project: Reconstruction of Route 63

Widen Whalley Avenue between Emerson Street and Amity Road to four full lanes. • Project: Design Activities / STPNH Urban Program

STP-Urban funds for Engineering, Scoping and Project Development • Project: STPA Funds for Engineering, Scoping, and Project Development

Chairman of the Transportation Committee, Mayor Dickinson, stated that a summary of TIP Amendment Four and the resolution are located on pages 11, 14, and 15 in the agenda packet. Finding nothing contradictory, Mayor Dickinson offered a motion, seconded by First Selectman Sheehy, to adopt FY2010 - FY2013 TIP Amendment Four. The motion passed by unanimous vote.

b. FY 2010-2011 and FY 2011-2012 Unified Planning Work Program

SCRCOG’s Transportation Planner, Stephen Dudley, reported that the FY 2010 and FY 2011-2012 UPWP had been reviewed by the Transportation Committee , including all the issues brought by member municipalities for planning studies for the next two years. A draft form for the first year is being presented for SCRCOG’s adoption. For the second year, a draft will be presented for consideration by SCRCOG the same time next year for amendments, other additional work, or to program additional monies that might not have been fully programmed at that point in time. Upon a motion offered by Mayor Dickinson and seconded by First Selectman DaRos, the board unanimously adopted the Resolution Approving a Draft Fiscal Year 2011 and 2012 Unified Planning Work Program.

ITEM 5 – SCRCOG’s Executive Director’s Report Executive Director, Carl Amento, presented an overview of eight items he has been working on. 1. $100 Million Sustainable Communities Planning Grant

Executive Director Amento explained that the federal government is looking at planning in a comprehensive way that involves transportation, housing and the environment. All three federal agencies are working together in an Office of Sustainability. The grant application is due by June 5 and will be awarded by August 2. Collaboration with other COGs to put in a strong Connecticut-based application for this is being explored. When specifics of the application and partnerships are ascertained, they will be presented for SCRCOG’s approval.

2. RGP’s Proposed Moving into SCRCOG Office In July

Executive Director Amento stated that RGP proposes to contribute $25,000 to SCRCOG in the next fiscal year--$7,500 for rent and $17,500 for staff support. A rent reduction of five percent, when our lease renews in December, has been negotiated with the landlord. In addition, a fit-out for the RGP offices in our existing space would be done at no charge to SCRCOG.

3. Regional Initiatives Proposed for Housing and Energy / Environment To align with the Sustainable Communities’ approach of comprehensive planning, Executive Director Amento stated that he would like to see SCRCOG develop capacities in the areas of housing, energy, and environment. He suggested that the most inexpensive way to begin would be to ask town representatives to meet and explore regional initiatives that could be undertaken in those areas. Currently, eighty-six percent of SCRCOG’s funding is derived from transportation resources. Executive Director Amento stated that he was reviewing initiatives undertaken by other COGs that are not as dependent upon transportation funds and would seek federal funds to diversify the revenue stream for these initiatives.

“The Livable Communities Act (S.1619) -- Creating Better and More Affordable Places to Live, Work and Raise Families” (in the agenda packet) was discussed. Executive Director Amento reported that although the “Act” is still pending before the U. S. Congress, $100 million for the “Sustainable Communities” regional planning grants has been advanced.

4. Regional Service / Resource Sharing

The “key findings” noted in Phase I of the Municipal Opportunities and Regional Efficiencies (M.O.R.E.) Report were highlighted. The findings describe what other COGs are doing and which regional service sharing arrangements have and haven’t worked in the past. Executive Director Amento stated that he would submit for SCRCOG consideration a list of ideas for voluntary regional sharing of regional equipment, resources, and services.

5. Proposed Retention of Municipal Dues

The retention of municipal dues at $0.27 cents per capita was proposed. Executive Director Amento noted that this rate is the lowest in the state.

6. Proposed Change in Employees Health Insurance Plan

Executive Director recommended replacing employees’ current Anthem Century Preferred Plan Insurance with a high-deductible Aetna Health Insurance and Dental Plan. The deductible would be taken care of through an employee-managed Health Savings Account (HSA). Employee contributions would be increased from seven to ten percent. These changes would save $50,000 over the current year’s budget, $71,000 as against current year’s actual annualized cost, and $86,000 as against next year’s projected costs.

7. Proposed Increase in SCRCOG Workweek by 2 ½ Hours Plus a 3% Salary Increase

Executive Director Amento suggested extending the end of the workday from 4:00 P.M. to 4:30 P.M. to better align SCRCOG’s office hours with those of the Regional Growth Partnership and with the offices of SCRCOG members. These added hours would be used to support RGP and to undertake new housing, energy/environment, and regionalism initiatives without adding staff. The proposed salary increase would compensate staff for additional workload caused by RGP support, housing, energy/environment and regionalism initiatives.

8. Proposed Budget Reductions

Executive Director Amento advised the board of budget reductions in its liability insurance, worker’s compensation, and public officials’ liability insurance premiums. This is a reduction from $13,100 to $4,100. Overall, SCRCOG’s overhead costs were reduced by 6.2 percent or $55,000 for the next fiscal year.

Executive Director Amento announced that a joint Workforce Alliance Meeting with officials from SCRCOG, Midstate RPA, and the Connecticut River Estuary RPA will be held April 28 at the FOUR POINTS by Sheraton Meriden, 275 Research Parkway, Meriden, CT at 12:00 noon. Mr. Don Klepper-Smith will be the key-note speaker. Work on the agenda is in progress and times scheduled for the SCRCOG meetings will be rearranged: 10:00 A.M. Executive Committee and 11:00 A.M. SCRCOG Board. The SCRCOG meetings will also be held at FOUR POINTS by Sheraton Meriden.

ITEM 6 – Report by Executive Director of Regional Growth Partnership An update on RGP’s initiatives was presented by their Executive Director, Ginny Kozlowski. Brownfield Projects: • Ms. Kozlowski stated that there was a closing last week on the $25,000 Petro-Cleanup Loan for 48 Elm

Street, Meriden-petroleum assessment. The property owners are working with a manufacturer to move into the building once the cleanup is completed.

Business Development • Ms. Kozlowski reported that the RGP will hold a Strategic Planning Committee Meeting on March 31 to

coordinate the application for federal Economic Development District Designation. She indicated that the CEDS needed to be updated for July.

• RGP staff is currently attending the 2010 EDA Philadelphia Economic Development Regional Training Conference.

Marketing • To assist with their regional marketing campaign, Ms. Kozlowski reported that RGP selected a Milford-based

firm, York & Chapel Agency. A meeting of the RGP Marketing Committee will be held on March 26, right after their regular board meeting.

• Ms. Kozlowski noted that the production of the Visitor Guide is on schedule; and that since the beginning of the year; approximately $100,000 has been raised for RGP from outside funds.

ITEM 7 – DEMHS Region 2 Coordinator Mr. Roy Piper, DEMHS Region 2 Coordinator, reported that the State completed a preliminary damage assessment of the March 13 and 14 storms. Based upon their figures, Fairfield County reached both the state and county thresholds for damages. Fairfield County alone exceeded the State’s $4.4 million in accessed damages. Hopefully, the Governor will request a full damage assessment by FEMA for the New Haven and Fairfield Counties. After FEMA verifies the damage assessment figures, Fairfield County, and possibly some other areas, will be eligible for a seventy-five percent federal reimbursement under the Public Assistance Program. ITEM 8 – RPC Action Tables for February and March Regional Planning Commission’s Action Tables are on pages 19-21 in the agenda packet. ITEM 9 – Regional Cooperation / Other Business Rideworks Executive Director of Rideworks, Jean Taylor Stimolo, summarized the I-95 New Haven Harbor Crossing Corridor Improvement Program - Record of Decision Transit and Transportation System - Management (TSM) Components (Summary Report January 2009 – December 2009). Ridership on Shore Line East increased steadily through 2008, based largely on the price of gasoline. In the summer of 2009, there was approximately a two percent decrease in ridership which was primarily due to track construction. The average daily ridership at the State Street Railroad Station in New Haven, with commuter connection buses to Union Station, has been growing steadily.

Referencing a graph on page 9, Ms. Stimolo reported that ridership on Dattco’s “S Route”, between Branford and New Haven, had dropped significantly in June for reasons unknown to the CT Department of Transportation. Ms. Stimolo addressed the number of website visits recorded monthly in 2009 to CT Rides, Shore Line East, Rideworks and I-95 New Haven Harbor Crossing Corridor Improvement Program. Visits to the NH Division were estimated at 51,000. Ms. Stimolo noted that anyone wishing to view this report can visit SCRCOG’s website, www.scrcog.org where it will be posted. Google’s Proposed Ultra High-Speed Broadband Network Executive Director Amento reported that Google plans to test an ultra high-speed broadband network in several trial locations across the country and New Haven is being considered. The application is due by March 26, 2010. There is a form on the City’s website seeking supporters to endorse the concept of New Haven’s eligibility. A motion giving Executive Director Amento authorization to submit a letter of support to Google for consideration of an ultra high-speed broadband network in New Haven was offered by Mayor Richetelli and seconded by Mayor Candelora. Resolution Fiscal Year 2010-Fiscal Year 2013 Transportation Improvement Program Amendment Five Whereas: U.S. Department of Transportation “Metropolitan Planning Regulations” (23 CFR 450)

prescribe that each metropolitan planning organization maintain a financially constrained multi-modal transportation improvement program consistent with a State Implementation Plan for Air Quality (SIP) conforming to both U.S. Environmental Protection Administration-established air quality guidelines and SIP-established mobile source emissions budgets; and

Whereas: The Council, per 23 CFR 450.324 and in cooperation with the Connecticut Department of

Transportation (ConnDOT) and public transit operators and relying upon financial constraints offered by ConnDOT, adopted a Fiscal Year 2010-Fiscal Year 2013 Transportation Improvement Program on October 28, 2009, after finding the Program conforming per U.S. Environmental Protection Administration (U.S. EPA) final conformity rule (40 CFR 51 and 93) and relevant Connecticut Department of Transportation air quality conformity determinations: Air Quality Conformity Reports: Fiscal Year 2010-2013 Transportation Improvement Program and the Region’s Long-Range Transportation Plans, May, 2007); and

Whereas: The Council, on October 28, 2009, indicated that periodic Program adjustment or amendment

was possible; and Whereas: Projects referenced in the Program amendment (below) are consistent with the region’s long-

range transportation plan (South Central Regional Long Range Transportation Plan—2007 to 2035, (May, 2007); and

Whereas: Council Public Participation Guidelines: Transportation Planning have been observed during

the development of the proposed Program amendment (below); and Whereas: By agreement between the Council and the Connecticut Department of Transportation, public

involvement activities carried out by the South Central Regional Council of Governments in response to U.S. Department of Transportation metropolitan planning requirements are intended to satisfy the requirements associated with development of a Statewide Transportation Improvement Program and/or its amendment; and

Whereas: Council of Governments’ review of transportation goals, projects and opportunities may result

Federal Transit Administration Section 5310 Capital Assistance to Non-Profit Organizations: SCRCOG Priorities The Section 5310 Program The State of Connecticut has been receiving Federal Section 5310 funding for elderly and disabled transportation annually since 1975. These funds are made available to non-profit organizations serving the elderly and/or people with disabilities and are to be used toward the purchase of a wheelchair accessible van or bus. These Federal Funds will cover 80% of the vehicle cost, up to a maximum of $40,000. Connecticut now receives approximately $1,600,000 in annual (FFY2010) Section 5310 support. Regions advance priorities - ConnDOT makes all final funding decisions. Using criteria provided by ConnDOT a funding priority list is prepared. It is then forwarded to the SCRCOG's Transportation Committee for their review. With Transportation Committee approval, the Priority List is then forwarded to area Mayors and First Selectmen for endorsement at the April Council of Governments meeting. The final selection of grant recipients is made by the Connecticut Department of Transportation, in cooperation with the Federal Transit Administration. Priorities SCRCOG received 4 applications for Section 5310 funding for the purchase of 6 vehicles. With the support of the Evaluation Panel it was decided to cancel this year’s 5310 Applicants Meeting and recommend the following regional priorities to the Council for consideration Easter Seals Goodwill Industries Inc. Request for 1 Bus Milford Council on Aging ` Request for 1 Bus Marrakech Inc. Request for 1 Van Mary Wade Home Request for 1 Bus Marrakech Inc. Item #1 Minutes of the March 10, 2010 meeting were unanimously adopted on a motion by J. Portley/ M. Piscitelli. Item #2 FY2010 –FY2013 TIP Amendment 5 included project # ENH-XXX Various Transit Enhancement Improvements. Action on this project was necessary to move the funds from FFY09 to FFY10. The Remaining 2 projects were #92-531 I-95/I-91/RT 34 Interchange Reconstruction E and #92-627 I-95 Corridor Improvement Project- B2. Both these projects will be advertised together at the end of the month J. Portley made the motion to approve FY10 TIP Amendment 5, M. Piscitelli seconded motion was approved. Item #3 J Rode reported on the Section 5310 program. This year 4 applications for the purchase of 6 vehicles were received. Based on criteria provided by ConnDOT and with the support of the Evaluation Panel, a list of recommended regional priorities was presented. J Portley made a Motion to accept the recommendation, K. Weiss seconded; motion carried unanimously. Item #4 First Selectman Michael Freda chaired the discussion on this item. S. Dudley presented an amendment to the FY2010-2011 and FY2011-2012 UPWP. Wallingford had requested the addition of a Transit Bus Ridership and Routing Study. The amendment added this project to the first year of the program (2011) and moved Wallingford’s Traffic Signal Study out to the second year of the program (2012). After a brief discussion, J. Portley made the motion to approve with the inclusion of the East Haven study; seconded by J. Bodwell, motion was approved.

Item #5 J. Rode presented the status on current urban projects included in the agenda package. Those present provided additional information on the progress of their individual projects. Building on the discussion from last month, Mayor Dickinson asked about the ARRA funds and the Pavement Preservation Projects. There followed a lengthy discussion regarding the difference in unit costs (town vs. DOT) and the process involved when using federal dollars. The Mayor intends to meet with Commissioner Marie to follow up. Item #6 J. Plaziak made a motion to adjourn meeting, J. Portley seconded. The meeting adjourned at 1:10 PM.

RESOLUTION Funding SCRCOG Empoyee Health Savings Accounts

WHEREAS: On March 24, 2010 the Executive Committee of the South Central Regional Council of

Governments approved an amendment to the Personnel Management Procedures regarding the replacement of the current health insurance coverage for SCRCOG employees under an Anthem Blue Cross Century preferred Plan with a new high deductible Aetna Connecticut QPOS health Insurance Plan; and

WHEREAS: Essential to the new plan is the funding of employee Health Savings Accounts at 90% of the high

deductible amounts of $2200 for a single employee and $4400 for married employees annually, and

WHEREAS: The new high deductable Aetna Health Plan begins June 1, 2010; NOW, THEREFORE BE IT RESOLVED BY THE SOUTH CENTRAL REGIONAL COUNCIL OF GOVERNMENTS:

Authorize SCRCOG to fund the Health Saving Accounts for SCRCOG employees by June 1, 2010.

RESOLUTION Authorizing The Executive Director To Apply

For A Sustainable Communities Planning Grant WHEREAS: DOT, HUD and EPA have formed the Partnerships for Sustainable Communities, pursuant to

which HUD has made $100 million in competitive grant funds available nationally to support multi-jurisdictional regional planning efforts that integrate housing, economic development, transportation and environmental planning;

WHEREAS: The multi-disciplined application requirements for this grant require SCRCOG to seek the

technical planning assistance of a consultant; NOW, THEREFORE BE IT RESOLVED BY THE SOUTH CENTRAL REGIONAL COUNCIL OF GOVERNMENTS:

1. Authorize the Executive Director to engage a planning consultant to prepare and submit an application for a Sustainable Communities Planning Grant, and

2. Authorize SCRCOG to join with another or other regional and local entities to submit a joint or combined application for this grant; and

3. Add $15,000 from SCRCOG’s reserve account to the current Fiscal Year Budget (Revision # 3) to compensate the selected consultant for such technical assistance.

The South Central Regional Planning Commission (RPC) is writing to indicate our strong support of the application by the Town of East Haven for a Small Cities Community Development Block Grant to continue to fund the Town’s Housing Rehabilitation Loan fund. The success of the program can be seen in the 35 rehabilitations, for low to moderate income households completed since 2008. By resolution, the RPC recommends that the Department of Community and Economic Development award the Town of East Haven a grant to continue to fund this important and successful program as the application proposal meets important housing goals identified in the South Central Regional Plan of Conservation and Development of providing a diverse and affordable housing stock.

2.2 3/25/2010 City of Meriden: Proposed Zoning Regulation Amendment to add Section 213-26.7 “Interstate Development District” to the City’s Zoning Code

Wallingford By resolution, the RPC has determined that due to the broad scope and scale of the permitted uses in the proposed Zoning Regulation Amendment, it is difficult to assess any potential inter-municipal impacts and/or impacts to the habitat and ecosystem of the Long Island Sound at this time.
