and token were also given to them as an appreciation of their contributions for the organization.

The culmination of the 1 Million Steps of Love, a Center wellness and fitness activity intended to collectively generate positive energy, express solid support, and offer fervent prayers for Dr. Ramon Bacani’s and his family, also took place in the early part of the celebration.

For 46 years, SEAMEO INNOTECH continues to develop programs and projects that would provide the best education solutions in Southeast Asia and beyond.

In line with the Center’s 46th anniversary celebration, staff

and partners joined hand in hand for the 1 Million Steps of Love, a Center-wide unity walk held on the afternoon of 22 January 2016 at the UP Diliman Academic Oval. SEAMEO INNOTECH Center Director, Dr. Ramon C. Bacani, also joined the said activity in Israel at the same time (10 AM). This activity initially intends to collectively generate positive energy, express solid support, and offer fervent prayers for Dr. Bacani’s wife, Ms. Nenette Bacani.

Aside from the Unity Walk, staff and partners previously pledged to walk and/or run a certain amount of kilometres within 12 days. A total of 3,769,231 steps were pledged, and to its success, staff and partners even exceeded this target.

On 17 February 2016 at the German Embassy in Bangkok,

Thailand, SEAMEO and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) signed a note verbale to formalize their partnership for the next phase of the regional school health program, Fit for School. The note verbale was signed by Dr. Gatot Hari Priowirjanto, Director of SEAMEO Secretariat, and by H.E. Mr. Peter Prügel, Ambassador of the Federal Republic of Germany

to Thailand. Mr. Bennet Benoza, Managaer of SEAMEO INNOTECH Knowledge Management and Networking Office, and Ms. Nicole Siegmund, Principal Advisor of the Regional Fit for School Program, were also present to witness the ceremonial signing.

The Fit for School program, jointly conducted by GIZ and SEAMEO INNOTECH, originated in the Philippines and is currently being implemented in Cambodia,

Indonesia, and Lao PDR. The program aims to support the Ministries of Education in their efforts to develop schools as healthy and enabling learning environments for children. The second phase of the program now focuses on supporting government partners in systematically and sustainably scaling up water, sanitation and hygiene (WASH) in schools. The Australian Council for Educational Research

(ACER) and SEAMEO INNOTECH have been commissioned to be the research team of the Early Childhood Care and Development (ECCD) Tracer Study, a UNICEF-funded four-year study on the development and learning of randomly selected pupils from Kinder up to Grade 2.

Since the last quarter of 2015, ACER and SEAMEO INNOTECH, through its Solutions Development Unit, have been around the country to gather baseline data on literacy, numeracy, oral language, and social and emotional

development of selected Kinder to Grade 2 pupils. The team is currently on their second round of data gathering, collecting data from more than 4,500 students in 67 schools in 9 Local Government Units/Municipalities across the Philippines (Quezon City, Bulacan, Quezon Province, Cebu City, Bohol, Southern Leyte, Davao City, Maguindanao, and Sarangani).

Through this longitudinal study, the team will analyse the holistic development of the children, the factors affecting the children’s learning performance and socio-emotional development, and the children’s oral language skills in Filipino and English. Results of

this study will serve as basis and helpful information for national policy and practice on early learning. The team also aims to develop and pilot classroom assessment tools for the wider replication of this study in support of the K to 12 reform.

The ECCD Tracer Study is led by UNICEF, in partnership with the Philippine Department of Education, Assessment, Curriculum and Technology Research Center (ACTRC), the Philippine Department of Social Welfare and Development, Australian Council for Educational Research (ACER), and SEAMEO INNOTECH.

Following the Open Educational Resources

(OER) Policy Forum last 23-24 September 2015, representatives from the Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), and University of the Philippines Open University (UPOU) gathered on 29-30 March 2016 for a workshop to finalize the joint circular—previously agreed on as a joint memorandum—in support of OER. The technical workshop

was facilitated and supported by SEAMEO INNOTECH and UNESCO Southeast Asia Center of Lifelong Learning for Sustainable Development (SEACLLSD).

After the intense discussion of the representatives of each agency and members of the technical panel, the group have come up with a joint circular on the adoption of OER policies. This joint circular will support the OER policies to be crafted by each agency. Agency-specific strategic plans were also drafted on the second day

of the writeshop. The group have agreed to include these strategic plans as annexes of the joint circular, together with the detailed action agenda, a copy of Paris Declaration on OER, and a copy of RA No. 10650 on Open Distance Learning.

This writeshop is part of UNESCO OER Policy Project which supports the OER policy development cycles in selected countries.

INNOTECH AND UST PARTNER FOR TEACHER TRAINING On 17 March 2016, SEAMEO

INNOTECH formalized its partnership with the University of Sto. Tomas (UST), through its College of Education, for collaborative works on teacher training. The signed memorandum of understanding establishes cooperation for organizing seminars, workshops, and trainings of teachers in Southeast Asia, as well as authorship, presentation, or publication of researches on innovative and technological education.

The MOU was signed by SEAMEO INNOTECH Center Director, Dr. Ramon C. Bacani, and UST College of Education Dean, Dr. Allan B. De Guzman. Also present in the signing are Mr. Benito Benoza and Ms. Carolyn Rodriguez from SEAMEO INNOTECH, and Rector Herminio Dagohoy, O.P. and Ms. Lilian Sison from UST.

The University of Sto. Tomas is the oldest existing university in Asia. Its College of Education houses the programs on teacher

education, nutrition and dietetics, food technology, and library and information science. Several degree programs of the College have been accredited by the Commission on Higher Education as Centers of Excellence and Centers of Development.
