This position is responsible for assisting the Regional Manager with management of rental properties.

Duties and Responsibilities1. MANAGEMENT

1.1. Manages the region when the Regional Manager is involved in strategic management issues, so as to manage and control the activities of the region and represents the Regional Manager when unavailable.

1.2. Implements the various policies and procedures across the region for the Regional Manager.

1.3. Manages the activities of Housing Services Officers and Housing & Property Services Officers with respect to property management and rental services.

1.4. Monitors and manages the achievement of performance standards and targets.

1.5. Reports on staff performance, training needs, and makes recommendations on promotion/appointments for staff under supervision.

1.6. Liaises with government departments, local authorities, welfare and community groups, etc. in the tenancy management functions across the region, including area offices affecting the Portfolio's rental policy through General Manager, Service Delivery.

1.7. Represents the region and the portfolio at meetings/policy. Discusses in respect to the rental function.

1.8. Manages the various disability housing and home ownership programs across the region.

1.9. Promotes a high standard of Equal opportunity and Diversity, personal conduct and Occupational Safety & Health in the workplace.

2. HOUSING AUTHORITY APPEALS MECHANISM

2.1. Represents Department of Communities at Tier 2 level as required.

2.2. Manages Tier 1 decision reviews at Housing Services Officer level.

3. SERVICE DELIVERY

3.1. Manages staff responsiveness to customer enquiries at Housing Services Officers and Housing & Property Services Officers level.

3.2. Inputs information on stock / tenancies to support and assist the Regional Manager in the development and implementation of all asset management strategies for the region

3.3. Manages the operation of the Special Housing Assistance Programme for dysfunctional tenancies.

4. ADMINISTRATION

4.1 Prepares Board submissions, Parliamentary questions, Ministerial and Managerial enquires, Commissioner for Parliamentary Investigation and Equal Opportunity Commission enquiries for the region.

4.2 Replies direct to verbal Parliamentary enquiries.

4.3 Maintains regular visits to Regional Branches to inspect and report on housing estates, and to ensure adherence to the Department of Communities policy.

5. OTHER

5.1. Incurs expenditure within limits of delegated authority.

5.2. Represents Housing as required, including on-call emergency situations.

5.3. Attends strata management meetings.

Essential Work-Related Requirements (Selection Criteria)1. Substantial experience leading and managing staff to achieve high quality outcomes.

2. Strong customer focus with a comprehensive knowledge of the impact of political, social and economic issues affecting the Department of Communities customers and of support mechanisms and organisations that can assist.

3. Good written communication skills with the ability to deal effectively with sensitive matters.

4. Demonstrated negotiation, facilitation and presentation skills.

5. Strong analytical skills with the demonstrated ability to resolve complex matters.

6. Knowledge of, and demonstrated commitment to, the principles of equal opportunity.

Essential Eligibility Requirements / Special Appointment Requirements 1. Appointment is subject to a satisfactory National Police Clearance.

2. Possession of a current Western Australian 'C' or 'C-A' Class Driver’s Licence or equivalent, and the ability to travel in response to organisational needs. This requirement continues for the duration of employment in this position and from time to time production of the licence may be required upon request by the Department.
