About the Department

The Department of Communities’ mandate is fundamentally about providing pathways to individual, family and community wellbeing. The Department’s direction centres on building safe, strong, secure and inclusive communities that empower individuals and families across Western Australia to lead fulfilling lives.

The Department’s functions and services include disability services; child protection and family support; social and affordable housing; youth justice; community initiatives and remote regional services reform.

Role StatementThis position is jointly responsible for;

• Leading a cohesive approach across the Department for the management of communication and media relations, with a strategic focus on Digital and Design, Organisational and Events and Sponsorship.

• Managing internal and external relationships with relevant stakeholders;• Leading a cohesive multi-disciplinary corporate communications team.• Monitoring and engaging with stakeholders involved in opportunities and reactive issues

(internal and external) including the Ministers’ office, senior executives across the department, service providers and public.

• Proactively managing critical to high profile / risk issues or opportunities. • Providing advice for the Director General and senior executive on the treatment of high

profile / risk issues or opportunities.

Organisational ContextThe position is;

• Within the Office of the Director General. • Has a proactive and reactive advisory role to the Director General.• Is a contributing attendee in the Corporate Executive.• Responsible for the development of internal communications to support the direction of the

Department to all employees

Duties and ResponsibilitiesStrategic Communications

Proactively supports the Director General in maintaining a dynamic agenda for strategic internal and external communications and maintains a monitoring role to ensure a cohesive whole of Department and government approach.

Works in partnership with the Assistant Director Generals’ to advise on communications and issues management that meet specific business needs and ensures synergies across the Department.

Proactively manages high risk / high profile issues or opportunities informing the Director General and Corporate Executive of developments that may impact on the Departments reputation.

Monitors the internal and external environment to identify opportunities and potential issues and develops strategies to optimise the Departments management of such matters.

Leads the development of strategic communication projects, plans and treatments, including the use of social media, to ensure positive and consistent communications for internal initiatives.

Leads in the development of media management / treatment supports to enable approved staff to effectively engage with media in accordance with Departmental policy.

Leads the Corporate executive in the use of appropriate communications and engagement channels, including social media, tailored to meet the needs of internal and external stakeholders.

Coordinates and contributes to media releases, speeches and other external communications style and content such as annual report design, corporate branding strategies etc. as required.

Provides leadership to the Corporate Communications Business Unit to ensure cohesive whole of Department approach to the management of proactive and reactive issues.

Contributes to the effective strategic management of the Department as an advisory member of the Corporate Executive.

Stakeholder Relationship Management

Builds and fosters relationships, at the senior level, as relevant for Departmental business including the respective Ministerial Offices, senior public servants, industry and public representatives to positively influence and raise the profile of the Department.

Provides timely and proactive services that support the Director General and Corporate Executive with the internal and external promotion of the Departments business and achievements.

Provides advice on communications, media and political matters to Corporate Executive, drawing attention to potential areas of risk and advising on mitigation or prevention strategies.

Provides advice and information that supports Ministers, Cabinet, Parliament and its committees as required.

Manages an integrated media relations service through formal and informal engagement with media representatives across the spectrum of medium, channels and outlets; and the proactive facilitation of events or the placement of information to enhance the profile of initiatives linked to Ministerial portfolios.

Leadership, Direction and Management

Leads and jointly directs the functions of the Strategic Communications Business Unit and is accountable for providing direction, ensuring priorities align with the goals of the Department, and the allocation of resources to achieve outcomes.

Leads and manages a dynamic culture of service and accountability.

Delivers improved coordination and responsiveness across the business unit.

Provides opportunities for staff within the business unit to develop their professional capabilities in order to continually improve departmental performance standards with the flexibility to meet changing needs.

Essential Work-Related Requirements (Selection Criteria)1. Extensive experience in the management of high profile stakeholder engagement and

communications issues within a highly complex, dynamic and politically sensitive environment.

2. Demonstrated ability to understand strategic direction and integrate communications strategies, treatments and actions into a departmental or whole of government agenda.

3. Demonstrated ability to build and sustain effective relationships with a range of public and private stakeholders including Minister’s offices, senior public servants to effectively manage communications and media.

4. Demonstrated leadership skills with the ability to inspire purpose and harness expertise.

5. Highly developed communication skills, demonstrated ability to develop and deliver effective communications plans.

6. Highly developed conceptual and analytical skills.

7. Displayed knowledge and ability to work across all forms of media and communications platforms.

Desirable Work-Related Requirements (Selection Criteria)1. Possession of, or progress towards, a relevant tertiary qualification.

Essential Eligibility Requirements / Special Appointment Requirements 1. Appointment is subject to a satisfactory National Police Clearance.
