Introduction and Background In continuation of our commitment to bring the latest technologies with regard to both NDT techniques and equipment, the NDT Section of Saudi Council of Engineers and the Saudi Arabian Section of ASNT, are organizing the 2nd Middle East Nondestructive Testing Conference and Exhibition at Jubail Industrial City, Saudi Arabia from December 8-10, 2003. The oil, gas and petrochemical organizations have recognized that welding and corrosion related defects in materials cost billions of dollars every year, and can also cause catastrophic failures that result in serious injuries and loss of lives. The inability of detecting defects in materials due to lack of techniques and/or non-availability of appropriate equipment has been felt in many industries, especially in oil, gas, and petrochemical sectors. Due to its high operating temperature and pressure ranges, high humidity, corrosive atmosphere, high sulfur oil and gas products in some areas, and high corrosive petrochemical industries, Middle East and particularly the Arabian Gulf area experience various types of corrosion related problems. When taken in the context of magnitude of Gulf oil, gas and petrochemical production facilities and industry, the result is expression of keen interest in defect detection, sizing, identification and classification, preferably through nondestructive testing. Because of the broad approach necessary to resolve problems involving corrosion related defects, this Conference will present a diversity of papers covering a wide range of Nondestructive Testing (NDT) techniques and related topics. The Second Middle East Nondestructive Testing Conference is organized by the NDT Section of the Saudi Council of Engineers and Saudi Arabian Section-ASNT. The conference and exhibition will be held for three days, December 8, 9, 10, 2003. Conference Theme The theme for this conference is Nondestructive Testing Technologies for Innovative Solutions for the Safety and Reliability of Oil and Petrochemical Industries. This theme reflects the challenges faced by the nondestructive testing professionals. It will also focus on the latest innovative NDT solutions, methodology, techniques, certifications, training and equipment. The organizers of the conference wish to emphasize the role of existing and new NDT technologies in the oil, gas and petrochemical industries.

Conference Topics Formal presentations, informal technical meetings, and panel discussions are planned. The author should submit an abstract along with the enclosed form for consideration by the Organizing Committee. The abstract should not be of more than 400 words and should clearly state clearly objectives, subject matter and conclusions to be presented in the full paper. Exhibition Concurrently with the conference, an exhibition will be held at the conference venue. The exhibition is intended to provide an opportunity for companies, consultancy and research organizations to display and demonstrate their activities and services. The size of exhibition stands is 3 meters wide and 2 meters deep with 2.5 meter high. Stand fittings will consist of one octonary system stand, two fluorescent lights, fascia board in English, one AC power point, sufficient tables and chairs. An exhibition guide containing each exhibitor’s name and a brief profile of his company will be published and distributed to conference participants, VIPs and all visitors during the conference. The cost for one exhibition stand will be SR 4000.00 (US Dollars 1080). Exhibition space without stand fittings will cost SR 600/- or US $160 per square meter, minimum size being 6 square meters. Conference & Exhibition Venue The conference and exhibition will be held at the Royal Commission for Jubail and Yanbu Conference Center at Jubail Industrial City, Saudi Arabia. Main Sponsor:

Royal Commission for Jubail and Yanbu-Jubail Industrial City Jubail Industrial City is a world-class industrial city. Created on the desert shores of the Arabian Gulf, the city is only 25 years old. Yanbu Industrial City, Jubail’s twin city, is situated 350 km north of the city of Jeddah on the Red Sea. Both cities enjoy many merits whether for their strategic locations, or for abundant natural resources, or their devoted work force. But behind the shining silver skyline lies a story of courage and boldness, a story of a few good men who took the challenge and built the city on water. Jubail Industrial City (JIC) replaced the shallow shores of the Gulf to rise as the largest industrial compound in the Middle East concentrated on petrochemical industries. In September 1975, the Royal Commission for Jubail and Yanbu was established as an autonomous organization representing the government in the industrial sector. The Commission is led by the chairman and a board of directors. The chairman reports directly to the council of ministers. Its main purpose is to establish and maintain the city to facilitate all industries. Therefore it is responsible for the master plan and its execution in the short and long term. Pursuant to its career, the Royal Commission of Jubail (RCJ) has established several huge networks of facilities. They include: sea water cooling, potable water and waste water, solid waste disposal, material transportation and port facilities, telecommunication, electricity, and landscaping. Environment is a top priority at JIC. There is a dual commitment to safe and green environment between RCJ and their industrial partners. It has been a successful relationship since inception. By the grace and mercy of Allah, JIC has not witnessed any environmental danger and life between the fire spitting pillars of the plants and the calm green oasis of its communal half has always been in complete harmony.

About the Organizers:

Saudi Arabian Section of The American Society for Nondestructive Testing (SAS-ASNT) The Saudi Arabian Section of ASNT was founded in 1999. Since then, the Section has been very actively organizing and supporting the NDT profession and enhancing its credibility. The section offered several courses in various methods of NDT. Monthly dinner meetings have been held where various NDT topics and concerns have been enthusiastically discussed with keen interest. The Saudi Arabian Section’s impressive high activity has already earned it a ranking as the only international section of ASNT in the top 5 standings for the ASNT President’s Award. This was achieved within a year of receiving its charter from ASNT.

NDT Section 0f the Saudi Council of Engineers (NDTS-SCE) The NDT Section of the Saudi Council of Engineers (NDTS-SCE) was established in June 2001. The objectives of the NDT Section are to promote NDT engineering discipline and technology, and to facilitate the NDT technologies transfer to Saudi Arabia. Since its establishment, the NDT Section has been actively involved with various government organizations as well as local industries to encourage their participation in its activities to achieve the set objectives. Engineering Committee (EC), prior becoming the Saudi Council of Engineers, was established on 16 Ramadan 1402H (7/7/1982). EC is a non-profit professional organization for engineers of all disciplines. The primary objective of EC is to enhance the standard of the engineering profession through activities such as research, conferences, seminars, courses, lectures, and through consultations with statutory bodies and major employers on matters related to engineering. EC is represented on several committees set up by the Saudi Government to deal with engineering-related matters. On13/9/1423H corresponding to 18 November 2002, the Council of Ministers approved the

conversion of Engineering Committee to Saudi Council of Engineers. This new status has added to its role and responsibilities. It has also given it more authority to serve engineering professionals better.
