During the Octoberfloods, dozens of damsfailed across South Caroli-na. Today, 24 roads arestill closed due to dambreaches. SCDOT doesnot own or maintain dams,and is unable to performany road repairs adjacentto the dams until the De-partment of Health andEnvironmental Control(DHEC) has certified the

dams.DHEC is actively working

with dam owners to estab-lish the best path forwardat each site. In some cas-es, the dam owner is con-sidering permanently aban-doning the dam and re-storing the natural streamflow. For these cases,DHEC will work with thedam owner to certify thepermanent breach and, if

approved, SCDOT will in-stall the necessary struc-tures to move the waterunder the roadway.

Of the 24 dams impactingroads, 7 are currently unreg-ulated by DHEC. SCDOT isworking with dam owners atthese 7 sites to follow theDHEC process for repair orabandonment.

Road Closure UpdateTwo Bridge Replacements Completed in Ap

The Congress Road bridgereplacement, also in Rich-land County, was complet-ed on April 20.

Also, in WilliamsburgCounty, Old GeorgetownRoad was opened on April29, following extensiveroad and culvert repairs.

SCDOT continues tofast-track remaining bridgeclosures and monitor allother flood impactedbridges for signs of latent

damage.

SCDOT opened threeadditional flood related clo-sures in April. Two of thethree closures required full

bridge replacements com-pleted as part of our fast

track, design-build packag-es. Full bridge replace-ment on SC 48 (BluffRoad) in lower Richland

County was completedand opened on April 22.
