OFFICIAL STANDARD FOR THE LHASA APSOGeneral Appearance: Reflecting his Tibetan

heritage as an indoor sentinel on the TibetanPlateau, north of the Himalayan Mountains,the Lhasa Apso is a small, sturdy, well-balancedrectangular dog of moderation possessing alevel topline and a tail carried well over theback. There should be neither exaggerationof any body parts nor hint of massive bone or

body. A distinguishing characteristic of theLhasa Apso is its heavy, dense, double coatthat is parted in the middle from head to tail.In addition, the Lhasa Apso has good headfalland well-feathered feet and legs as these fea-tures protected this small dog against extremetemperatures and the rough terrain of hisnative land.A Lhasa Apso is subject to the same require-

ment of soundness recommended for allbreeds. Structural faults are undesirable,regardless of whether or not such faults arespecifically mentioned in the standard. Anydeviation from the ideal described in the stan-dard should be penalized to the extent of thedeviation.Size: Variable, ideally between 10 and 11

inches at the shoulder. Bitches may or may notbe slightly smaller but should possess femininecharacteristics which easily distinguish femalesfrom males.Head: Expression - Alert, thoughtful, intelli-

gent. Heavy head furnishings enhance theproper Lhasa expression with good fall overeyes, good whiskers, and beard. Full depth ofdark pigmentation on eye rims and lips isessential to achieve the desired softness ofexpression. Eyes - Dark brown, almondshaped. Round full eyes and very small sunkeneyes are undesirable. Ears - Pendant, setslightly above eye level and carried close to thecheeks, heavily feathered. Skull - Narrow,falling away behind the eyes in a markeddegree, not quite flat, but not domed or apple-

shaped. Stop - Moderate. Muzzle - Straightforeface of fair length with the length from tipof nose to eye to be roughly one-third the totallength from nose to back of skull. A squaremuzzle is objectionable. Nose – Black. Bite -The preferred bite is either level or slightlyundershot.Neck, Topline, Body: Neck - Moderate in

length, blending smoothly into the shoulders.Body – Rectangular when viewed in profile,with the length from point of shoulder topoint of buttocks being longer than the heightat withers. Chest of good depth extending toor slightly below the elbow. Prosternum welldeveloped. Well ribbed up with the ribsextending well back towards hindquarters,strong loin, well-developed quarters andthighs. Topline - level from withers to croup,whether standing or moving. Tail - Well feath-ered and set sufficiently high to enable the tailto be carried well over the back in a curl lyingto the side; there may be a kink at the end.Low carriage of stern is a serious fault. Thismeans that when the Lhasa is moving, the tailis carried well over the back. A dropped tailwhile standing is not to be penalized.Forequarters: Shoulders - Well laid back.

Elbows close to the body. Shoulder blade andupper arm are ideally equal in length (i.e.,length from point of withers to point of shoul-der and point of shoulder to point of elbowshould be equal.) Viewed from the front, therib cage is oval in shape. Legs - Heavily fur-nished with hair. The legs are straight from

elbow to pastern. The vertical distance fromthe withers to the elbow equals the distancefrom the elbows to the ground. Pasterns - Strong, perpendicular. Dew claws -

may be removed. Feet - Well feathered/heav-ily furnished, should be round and catlike,with good pads. The hair may be trimmed forneatness. Hindquarters: Well-developed rear assembly.

Angulation of hindquarters should be in bal-ance with forequarters to provide equal reachand drive. Legs - Heavily furnished with hair.Hocks - Well let down, set slightly behind thepoint of buttocks, perpendicular to theground and turn neither in nor out. Feet –Same as forefeet.Coat: Double coated, heavy, straight, hard,

dense, not woolly or silky, of good length.Color: All colors equally acceptable.Gait: The Lhasa Apso gait is smooth and

effortless with good front reach and equallystrong rear drive without any hint of wastedaction. There is no tendency towards hackney,exaggerated lift or rolling. The rear legs reachunder the body and push out well behind, car-rying the body forward in balance with thefront. Going away, the pads of the rear feetgive evidence of good follow through, withoutexaggerated kickup. The legs move parallelcoming and going with a tendency to con-verge to a centerline as the dog increasesspeed. The topline is level and the tail is car-ried well over the back and may drape to theside. A Lhasa is shown at its own natural

speed, neither raced nor strung-up. It is unac-ceptable to reward a Lhasa that consistentlymoves with its tail down. Temperament/Character: Alert and sensi-

tive to their surroundings, Lhasas are usuallygay and assertive but may be chary/aloof withstrangers. Their regal attitude gives them anair of seriousness. The breed is extremelyintelligent, charming and loyal.

Legal Status ReportThe Board reviewed a status report onpending litigation and other Legal activitiesfor the month of July, 2019.

FINANCEJoseph Baffuto, CFO, presented AKC’sunaudited financial results for the periodended June 30, 2019. Total year to daterevenues of $38.4 million were less than 1%under budget, while also being $1.2 million,or 3.3% greater than 2018. Dog Registrations’volume of greater than 308,000 was 3% belowbudget, but 2% higher than 2018, along withTotal Litters processed of more than 131,500being 2% below budget and 3% higher thanlast year. Total operating expenses of $35.9million were $2.4 million or 6.2% belowbudget, as well as being 1.4% lower than 2018.YTD Operating income of $2.5 million issignificantly exceeding the 2019 budget yearto date and is well above 2018’s operatingincome of $829,000 during the same six-month period in 2018. Additionally, ourinvestment portfolio, with a positiveperformance in June, now reflects year to dateunrealized gains on investments totaling $12.0million dollars.

Parent Club request to retire "Tabitha" (LabradorRetriever)The Board reviewed a request from theLabrador Retriever Club to retire the“Tabitha” kennel name for LabradorRetrievers. The Labrador Retriever Clubwishes to retire the kennel name “Tabitha” tohonor the memory of Carol Heidl, who was alongtime friend to the breed and was aconscientious breeder who had a stronginfluence in preserving the ongoing integrityof the Labrador Retriever. The LabradorRetriever Club wishes to recognize CarolHeidl’s longstanding dedication andsignificant contribution by retiring the well-known kennel name “Tabitha”

Following a motion by Dr. Garvin, secondedby Mr. Powers, the Board VOTED(unanimously) to retire the “Tabitha” kennelname for Labrador Retrievers. The retirementof “Tabitha” will be published in the AKCGazette and a letter of acknowledgement sentto the parent club.

Appointment of Trial Board ChairsUnder the AKC Bylaws, Article XIII, Section 1,the AKC Board is to appoint Trial Boards andan Appeal Trial Board from time to time. Following a motion by Mr. Smyth, seconded byMr. Powers, the Board VOTED (unanimously)to approve the appointment of Ms. EugeniaHunter, ESQ. as Trial Board Chair.

Norwegian Buhund Proposed Breed StandardRevisionThe Board reviewed the proposed revisions tothe Norwegian Buhund standard submitted bythe Norwegian Buhund Club of America(NBCA). The current standard was approvedFebruary 9, 1991. The NBCA has submitted arevision to the dewclaw description forclarification.

Following a motion by Dr. Garvin, secondedby Ms. Biddle, the Board VOTED(unanimously) to approve the proposedrevision. The NBCA will ballot its membershipin accordance with the NBCA Constitutionand By-laws.

American English Coonhound Stud BookThe American English Coonhound Stud Bookis scheduled to close July 1, 2020. Currently,AKC will accept dogs registered with UnitedKennel Club and Professional Kennel Club.The Board reviewed a request, from theNational American English CoonhoundAssociation, to keep Stud Book open until July1, 2030.

This will be discussed further at the OctoberBoard meeting.

AKC Communication Q2 ReportThe Board reviewed a report from the AKCCommunications department highlighting

media coverage totals and activities highlightsfor the second quarter of 2019.

AKC Education Q2 ReportAshley Jacot, Director, Education, participatedin this portion of the meeting. The Boardreviewed a report of the work completed bythe Education Department in Quarter 2 of2019.

The AKC Canine College completed sevencourses and exams and gathered more than3,000 assets for courses that will be developedthrough 2020. Public Education launched onenew successful program, while continuouslygrowing longstanding programs and providingadditional resources to Clubs. In Quarter 2,Canine College is currently working on sixspecial projects, including courses onConformation for Beginners, Safe Handlingand Scent Work.

tinued to grow existing programs. 11Clubs completed the AKC Patch Pro-gram in Quarter 2.

• 81 Canine Ambassadors were added to ourregistry, bringing the total number to 187.A video was created to advertise the AKCCanine Ambassador program to Clubs andthe public.

• An advanced version of AKC CanineClubs launched in Quarter 2. AKC Ca-nine Clubs-Community Dogs is a collabo-ration between AKC Public Educationand Princeton University student Cam-den Olson. This club is for students ingrades 6-12 and focuses on teaching chil-dren about dog training and behavior.Camden’s research found that childrenthat engage in this program experiencea significant improvement in executivefunctioning skills, allowing for improvedacademic performance and behavior.

• AKC Public Education now maintainsthree Facebook groups. Learn aboutDogs with AKC Education is marketedtowards Club members and the generaldog owning public. The purpose of thisgroup is to share about our programs,encourage discussion and to share infor-mation that is of interest to dog owners.

• Facebook groups are also available forPublic Education Coordinators and Ca-nine Ambassadors, providing support

and resources for each. We currentlyhave 418 members across all threegroups.

AKC Education Webinar SeriesThe AKC Education Webinar Series continuesto serve our club members. Three webinarswere aired through the AKC EducationWebinar Series. These webinars served 330club members and garnered an average ratingof 4.4 out of 5. In Quarter 2, the following three webinarsaired.

AKC Government Relations Q2 ReportSheila Goffe, Vice President, GovernmentRelations (GR), participated in this portion ofthe meeting. The Board reviewed a memowhich provided information on the activitiesof the Government Relations Department.This memo provided an update on the secondquarter of 2019 and a status update on currentdepartment activity, major projects, significantlegislative issues and accomplishmentsLegislative/Regulatory Tracking: As of July 16,2019, Congress and legislatures in 8 states, theDistrict of Columbia, and Puerto Rico are insession. Forty-two states have adjourned forthe year. The AKC GR team is currentlymonitoring more than 2,150 legislative billsthat could impact responsible dog ownership,

the health and wellbeing of dogs, the rights ofdog owners, and/or the interests of theAmerican Kennel Club. In the second quarter, AKC GR published 44legislative alerts online and through geo-targeted emails to impacted constituents andsocial media. The GR team provided writtenor in-person testimony or comments,recommendations, or alternatives for themajority of these measures as well. AKC GR is also monitoring approximately 775active proposed regulation changes at the stateand federal level, with some 450 activelypending.National Legislative Conference: The AKC GRteam held a two-day national conference inAlexandria, VA and a celebration of purebreddogs at the U.S. Capitol in Washington, DC onJune 23-24.

Canines at the Capitol/ State Lobby Days. The 7th annual Canines at the Capitol eventin Raleigh, North Carolina, on April 10featured educational and policy informationand the opportunity for legislators and staff tomeet a dozen different dogs, watch trick dogand agility demos on the lawn of the statelegislature. The annual event has continuouslybeen one of the most popular events at theNC state legislature.

Together with the Maine Federation, AKCstaff provided resources for and participatedin a lobby day at the State capitol in Augusta,

Maine.

AKC GR completed planning for the first-everCalifornia Canines at the Capitol event, butinclement weather forced rescheduling. Theevent is rescheduled for in September inSacramento.

AKC GR provided planning, talking points,legislative language, material resources andgrant assistance to the NJFDC for alobby/educational day in Trenton, NJ in June.

Auburn University VetSchool/Theriogenology Foundation. Staffparticipated in the 2019 Caine BreederExcellence Seminar, providing information onthe increasing risk of disease transmissionassociated with imported and transported“rescue” dogs.

Regulatory Resources Center Launched. Anew online regulatory resources center(dedicated to implementing regulations —theprocess of writing, implementing &enforcement of rules after legislation isenacted) was launched. The resource is a newtab on the akcgr.org legislative action center.This expands and highlights AKC GRengagement and assistance beyond legislationto the crucial regulatory process. This isimportant because significant changes to howlaws are interpreted or enforced take placethrough the regulatory process. The

regulatory center is designed to educate aboutthe crucial impact that implementingregulations and regulatory changes have onhow dog laws are interpreted or enforced. Thecenter provides updates, alerts andinformation on how to address proposedregulatory changes impacting dog ownershipthat take place outside or after the legislativeprocess is completed. Information on federalregulations and AKC’s comments onregulatory proposals is now currently availableonline. The next phase of this project involvesproviding the same information for relevantstate regulations.

Op Eds/external articles published: AlbanyTimes Union, May 22, 2019, Let Consumer Pro-tection Protect Pets. This op-ed was published toeducate policymakers and the public aboutAKC’s concerns about a proposed ban on thesale of purpose-bred pets at retail outlets inthe state. Among the key points made is thatsuch sales are currently subject to consumerprotection laws (puppy lemon laws) which theban would abolish. The NY Assemblyadjourned without further action on theproblematic proposal.

Pets as Air Cargo. Sheila Goffe joined theDelta Airlines Animal Advisory Board and isparticipating in industry meetings working onsolutions to improve access and assure safetyof air travel for pets as cargo.

Parent Club Name ChangeThe Board was advised that the Parent Clubname for the Plott Hound will be updated tobe consistent with the name of the breed. TheBoard approved the change of the Breedname to Plott Hound earlier in the year.

The name of the Parent Club is now PlottHound Association of America.

COMPANION AND PERFORMANCEDoug Ljungren, Executive Vice President,Sports & Events, participated in this portion ofthe meeting. Westminster – Special Event Obedience Trial The Board reviewed a recommendation toallow the Westminster Kennel Club to hold aSpecial Event Obedience Trial on a one-timepilot basis in conjunction with their February2020 show.

Following a motion by Ms. McAteer, secondedby Mrs. Wallin, the Board VOTED(unanimously) to allow the WestminsterKennel Club to hold a Special EventObedience Trial on a one-time pilot basis in

conjunction with their February 2020 show.The continuance of this type of obediencetrial will be assessed as a regulation change forall clubs following the Westminster trial.

This is a one-time exception to the ObedienceRegulations.

Draft Dog TitlesThe Board Discussed a request from theScottish Terrier Club of America (STCA) tohave their breed become eligible to earn aDraft Dog (DD) title. The Board requestedthat staff obtain the input of drafting breedParent Clubs regarding non-drafting breedsearning such titles. All clubs were appreciativethe AKC sought their input. While themajority of clubs are not opposed to theSTCA’s request, the two in opposition werepassionate and felt strongly about theirposition.

Those opposed strongly believe that the titleshould only be available for breeds whosefunction includes drafting. This is consistentwith the principal behind PerformanceEvents, which is, the event is a test of the dog’sability to perform its function.

Following a motion by Dr. Davies, seconded byMr. Smyth, the Board VOTED to deny therequest from the Scottish Terrier Club ofAmerica. The motion passed with DirectorsBiddle, Carota, Cruz, Davies, Feeney, Garvin,

Hamblin, McAteer, Powers, Smyth, Tatro,Wallin voting in favor of denying the request,and Director Sweetwood voting against.

Scottish Terriers may still compete at draftingevents that are open to all breeds but are noteligible to earn an AKC Title.

Retriever Hunting Tests – Increasing Capacity inMH TestsThe Board reviewed a recommendation tomake three changes to the Regulations &Guidelines for AKC® Hunting Tests for Retrievers.Two of the changes will increase the capacityof the Master Hunter level test and onechange is intended to result in a moreefficiently run event. (1) Increase the entry limit in the Master leveltest by approximately 10%, (2) limit thescratch fee for dogs that scratch prior toclosing to approximately the credit cardprocessing fee incurred by the club or entryservice, and (3) request that individuals thathandle more than 12 dogs in a hunting testbring along assistance to get the dogs to theproper test and get them to the line in a timelymanner.

(GBGVCA) asking for the Grand BassetGriffon Vendéen breed be eligible to apply forAKC Hunting Hound (HH, SHH, MHH,MHE) titles after having successfully passed ahunt test conducted by the Basset Hound Clubof America. AKC currently recognizes thesetitles for Bassets, Dachshunds, and PBGVsthrough the AKC Parent Club TitleRecognition Program.This will be discussed further at the OctoberBoard meeting.

AKC Temperament TestDr. Mary Burch, Director, AKC Family DogPrograms, participated in this portion of themeeting.

In January 2019, the Board approved the ideaof an AKC administered temperament testsuitable for all breeds.

While the Canine Good Citizen (CGC) testassesses trained behaviors related to the dog’smanners, the AKC Temperament Test (ATT)will assess the dog’s reaction to stimuli. Thesestimuli will be in the following six categories:Social, Auditory, Visual, Tactile (touch),Proprioceptive (motion) and UnexpectedStimulus.

The ATT will test for fear, shyness, inability torecover, and lack of cooperation. Desired traitsare that the dog will be emotionally stable,inquisitive, appropriately social for its breed,

biddable, and recovers from a startlingsituation in a reasonable amount of time. Dogswho show signs of aggression will not pass thetest.

The ATT is a pass-fail test. In a test, a dog mustpass 3 test items in each of the six categories(total of 18 test items). These are selected froma list of 24 possible test items.

An AKC club licensed to hold any type ofevent may apply to hold an ATT test. The hostclub is responsible for the administration ofthe test. An ATT test may be held as a stand-alone event.. An event application fee willapply. Tests will appear on the Event Searchwebsite. Clubs at their option may closeentries prior to the event or may allow day ofevent entries. An entry limit per event may bedetermined by the club.

Clubs may offer the test twice on the same day(morning/afternoon) or on two consecutivedays. When tests are given back-to-back (sameday or next day), the order of test items mustbe changed, one of the three test items withineach category must change, and the test layoutshould be as different as possible from theprevious test.

Handlers may talk to and praise the dogduring the test, although not excessively. Foodor toys may not be used in the test, either as areward or a lure. Dogs who do not pass the test

may retest when ready.

Dogs must be at least 1-year old and must beregistered or listed with the AKC prior totaking the test.

Earning the ATT Suffix TitleThe dog must pass the test two times undertwo different evaluators to qualify for the ATTsuffix title. The owner of the dog isresponsible for maintaining an AKC officialtitle application form, which the evaluatorsigns when a dog passes the test. The ownerthen applies for the title and pays a titleapplication fee.

On September 3, 2019 individuals may start toapply to be evaluators. An approved ATTevaluator must conduct and score the test.Initially, only AKC obedience judges, AKC rallyjudges, and CGC Evaluators are eligible to bethe evaluators for ATT tests. Interestedindividuals must apply, complete a series ofeducational activities related to temperamenttesting and they must pass an online test thatwill be administered through AKC CanineCollege. The educational activities willinclude: 1) watch a video of the ATT in action,2) watch a webinar on “How to Assemble anATT test kit”, 3) read the ATT EvaluatorGuide, 4) review a breed temperament guideand 5) watch a webinar on the ATT thatincludes how to score the test.Clubs may begin applying to hold events on

October 1, 2019 and Clubs may begin holdingevents on November 1, 2019.

Hydro Dash - A New Activity Offered by NorthAmerican Diving DogsThe Board was presented with a memo toinform them that North American DivingDogs (NADD) will be adding a new activitycalled Hydro Dash. NADD’s announcementabout Hydro Dash could be made as early asOctober. As part of AKC’s association withNADD, Hydro Dash will become a new activityin AKC’s title recognition program.

Currently the Rules Applying to Dog Shows Chapter11, Section 8-A indicates that dogs that areaggressive on the show groundsmust havecaused an injury for an event committee toconsider disqualifying the dog. Often it is theheroic behavior of an owner or bystander thatprevents the situation from resulting in an injury.In situations where a dog attacked and isbelieved to be a hazard, but did not cause aninjury, the rule does not provide thedisqualification option to the event committee.Following a motion by Dr. Garvin, secondedby Mr. Hamblin, the Board VOTED(unanimously) to approve modification ofRules Applying to Dog Shows Chapter 11, Section8-A to delete the words “resulting in an injury“ from the last paragraph to allow eventcommittees to disqualify dogs that aredetermined to have been aggressive at anevent and that the committee believes is ahazard to people or dogs without the doghaving caused an injury.

Last paragraph to read:Any dog, that in the opinion of the EventCommittee attacks a person or dog at an AKCevent and is believed by that Event Committeeto present a hazard to persons or other dogs,shall be disqualified by the Event Committeepursuant to this section, a report shall be filedwith the Executive Secretary of The AmericanKennel Club. The disqualified dog may notagain compete at any AKC event nor be on thegrounds of an AKC event unless and until,

following application for reinstatement by theowner to the American Kennel Club, theowner receives official notification in writingfrom the AKC that the dog’s eligibility hasbeen reinstated.The rule change will be read at the SeptemberDelegates meeting for a VOTE at theDecember Delegates meeting. Match Regulations UpdateThe Board reviewed a recommendation toupdate the Match Regulations to allow clubsthe option of not printing the date of thematch and location on the face of the ribbon.Currently the Match Regulations require PlanA and Plan OA matches to include the date ofthe match and the location of the match onthe face of all ribbons. In December 2018, theAKC amended the Rules Applying to DogShows, giving clubs the option of not printingthe date of the show and location of the showon the face of regular and non-regular classplacement ribbons. This will make the MatchRegulations consistent with the Rules Applyingto Dog Shows.

Event Service Fees - Rules Applying to DogShows Chapter 11, Section 2 The Board reviewed a recommendation by theDelegate Dog Show Rules Committee (DSRC)to move Chapter 11, Section 2 of The RulesApplying to Dog Shows, which addresses EventFees, to Chapter 17 as a new Section 3 withrevisions to the italicized section.

This will be discussed further at the Octobermeeting.

Show Secretaries - Rules Applying to Dog ShowsChapter 9, Section 2 The Rules Applying to Dog Shows, Chapter 9Section 2, addresses who may apply to theAmerican Kennel Club (AKC®) to act as aShow Secretary, and any limitations imposedupon those approved.

Staff received a request from AKC Boardmember Ms. Patricia Cruz to review Chapter 9Section 2 with respect to allowing anindividual to act as Show Secretary for events

held on the same day and same site held bydifferent clubs.Currently, Chapter 9 Section 2 of the Rules Ap-plying to Dog Shows states that Show Secretariesmay be approved to service an unlimitednumber of specialty shows, but will only beapproved to act as Show Secretary for theshow or shows of one group or one all-breedclub in a calendar year. This Section wasrecently modified by the Delegate body at itsDecember 2018 meeting where it voted infavor to approve the Delegate Dog ShowCommittee’s recommendation to convert theprevious italicized portion of this section intothe rule, as well as modifying language forclarity.

As the number of multiple events on the sameday has expanded with the ability of clubs tohold two all-breed shows, two group shows, oran all-breed and a group show in one day,corresponding reasonable requests have beenreceived for the AKC to modify the limitationsfor Show Secretaries.

Staff recommends that the Board approve amodification to Chapter 9, Section 2 of theRules Applying to Dog Shows to allowindividuals to act as a Show Secretary for onlyone all-breed or group club and any additionalgroup or all-breed show held on the same dayand site of the club.

Expanded Mentored Conformation Event Optionfor Local Specialty ClubsLisa Cecin, Director, Club Relations,participated in this portion of the meeting. The Board reviewed a recommendation toexpand the eligibility for the mentoredconformation event option to include newlyaccredited local Specialty clubs and existinglicensed local Specialty clubs, provided theclub has significant member experience invarious capacities of holding shows. This ispart of our ongoing efforts to simplifyprocedures by minimizing bureaucracy innumerous areas.With mentored events, points and titles canbe earned. An AKC Field Rep or AKCdesignated official from a mentoring club willbe available to assist the club in planning andconducting the event. A report includingdetails of the mentored event is submitted toClub Relations. If the results are acceptable,clubs are officially licensed to hold that typeof competition. For an existing licensedspecialty club which, at this time does nothold conformation but does hold AKClicensed events to qualify to hold a mentoredconformation show, it must have at least 5club members with extensive experience inthe sport. For new local specialty clubs,approximately 50% of club members musthave extensive member experience in thesport.

Roy Jones Dog ShowsThe Board was provided informationregarding Roy Jones Dog Shows (RJDS). RJDSissued a letter to the clubs they currentlysuperintend for, indicating they would workshows through January 2020. RJDS has been inexistence since the early 60’s and has servedvarious clubs for decades.

Judges Who Ring StewardThe Board reviewed a request, from theDelegate Dog Show Rules Committee, to modifypolicy in the Rules, Policies and Guidelines for Confor-mation Dog Show Judges to allow judges to stewardat an event with a separate catalog from theevent(s) they will officiate the sameweekend/cluster.Currently the guideline states: If you are asked tosteward, do so only after you have completed yourentire judging assignment for the weekend/cluster.

AKC on ESPNIn March 2019, AKC broadcasting, as part of itscomprehensive programming distribution plan,approached ESPN, the leader in sportstelevised events, with the intent to interestESPN in dog action sports organized andauthenticated by the AKC. As an outcome tothe AKC-led discussions, ESPN will program 6+hours on Saturday 8/24 to highlight dogprogramming with featured events from theAKC.AKC will produce or make available content /programming for 50 % + of the broadcast.

The AKC 2019 programming expansion planwas previously approved but did not includethe ESPN Dog Day platform as it is anunbudgeted opportunity that has beendeveloped to take advantage of market timing,the interest of a major distribution networkand advancement of the 3-year AKCTV plan.

Following a motion by Mr. Powers, secondedby Mrs. Wallin, the Board VOTED(unanimously) to consider the matter at this

meeting waiving its normal notice procedures.

Following a motion by Ms. Cruz, seconded byMr. Sweetwood, the Board VOTED(Unanimously) to approve effective8/12/2019 the new, unbudgeted investmentof $250,000 in 2019 to produce a minimum of2 hours of AKC branded programming fordistribution/use during AKC on ESPN DogDay and in future syndication. Theprogramming being produced is additive tothe AKCTV content library and providescontent for us on all AKC distributionplatforms (current and in the future) whilecreating revenue for the AKC. AKCTV Programming and Distribution:An update was provided on programming,viewership and traffic metrics for AKCTV, aswell as a recap of sponsorships across all AKCdigital properties as well as CorporateSponsorship.

ProgrammingAKC DogCenter airs live on Tuesdays andFridays at noon from the AKC Museum of theDog. The show includes updates on the top dogs,feature stories, and AKC news.

Ask the Expert airs live, every Wednesday atnoon. Ask the Expert answers viewersquestions live via Facebook and covers topicssuch as health, training, grooming, and dogsports.

control and train dogs, including but notlimited to, collars with prongs, electroniccollars used with transmitters, muzzles andhead collars may not be used on dogs atAKC events, except as allowed in the AKCRules, Regulations, and policies.The American Kennel Club recognizesthat special training collars may be aneffective and useful management device,when properly used, for controlling dogsthat might be extremely active, difficult tocontrol on a neck collar, or dog aggressive.These collars are also recognized aspossibly useful for gaining control at thestart of basic obedience training, essentialeducation that dogs deserve and need.

There is a point at which owners shouldhave sufficient control of their dogs tomanage them on regular neck collars,without the use of special training collars.This is the point at which dogs areacceptable on the grounds of AKCcompetitive events and will have theopportunity to participate in those events.

All dogs must be presented on anacceptable collar and lead whencompeting at conformation dog shows. Anacceptable collar and lead is defined as asingle lead and collar combination utilizedfor the presentation of the dog. Examplesof acceptable collars and leads include:slip collar plus lead (loop or snap), slide

lead (i.e. resco), swivel lead, martingale(one piece), and martingale collar pluslead.

Special training devices and/or devicesused to mask deficiencies in training,temperament or conformation are notacceptable and not permitted for use atconformation dog shows; examplesinclude collars with prongs, electroniccollars, muzzles, harnesses and headcollars. The use of multiple acceptablecollars or lead and collar combinationssimultaneously is considered use of aspecial training device and therefore is notpermitted.

Retriever Hunting Tests – The Master AmateurHunter Title The Board VOTED to amend Regulations &Guidelines for AKC Hunting Tests for Retrievers,Chapter 2, to add a new Section 8 to award adog that has passed the Master AmateurInvitational Hunting Test on three occasionsthe suffix title of Master Amateur Hunter(MAH). Dogs that qualify more than three times willhave their accomplishment recorded by anumeric designation behind the title.

In order to be recorded a Master AmateurHunter (MAH), a dog must pass the MasterAmateur Invitational Hunting Test threetimes. Dogs passing the Master AmateurInvitational Test more than three times willhave this accomplishment recorded by anumeric designation behind the title. Forexample, a dog passing the test six times willearn the title MAH6. The MAH title will be inaddition to the MH title of a dog’s pedigree. Ahigher level MAH title will supersede aprevious MAH title.

The Master Amateur Retriever Club will notifythe AKC Performance Events Departmentwhen a dog has qualified for the title. TheMaster Amateur Retriever Club has agreed topay for the title application fee. Uponverification of the accomplishment, the titlewill be placed on the dog’s record. The MAHis a suffix title, appearing after the dog’sname. Once the title has been placed on adog’s record, it will appear on pedigrees andregistration certificates.

Weimaraner Club of America National Walking GunDog ChampionshipThe Board VOTED to approve an amendmentto the Field Trial Rules and Standard Proceduresfor Pointing Breeds to add a new Section 20 topermit the Weimaraner Club of America theright to hold a National Walking Gun Dog

Championship. The dog who wins the eventwould be awarded the title NWGDC.

Chapter 14. Section 20. A National WalkingGun Dog Championship for Weimaraners maybe held not more than once in any calendaryear. The stake must be held or sponsored bythe Parent Club. The event shall be for dogsover six (6) months of age. The WCA maydevelop entry qualifications that exceed theAKC minimum standard for a NationalChampionship. Dogs placing in this stake shallbe credited with championship points inaccord with the schedule for FieldChampionships and the winner shall beentitled to the designation “National WalkingGun Dog Champion of 20__.” (NWGDC)This will be read at the September Delegatemeeting for a vote at the December Delegatemeeting.

Obedience Non-Regular Brace Class Eligibility The Board VOTED to amend Chapter 20,Section 5 of the Obedience Regulations tochange the eligibility requirements for dogsparticipating in the Non-Regular Brace class inobedience, to allow any two dogs of a similarheight to be entered as a brace in the class.The change will become effective September 4,2019.Section 5. Brace Class. The Brace class will befor two dogs (including dogs listed with AKCCanine Partners) of similar height at thewithers that are eligible under these

Greyhound Proposed Breed Standard RevisionThe Board VOTED to approve a proposedrevision to the Greyhound standard to replacethe size reference in the standard with heightmeasurements instead of weight. TheGreyhound Club of America (GCA) may ballotthe membership in accordance with the GCAConstitution and By-laws.

Allowing FEO runs is at theoption of the club. It must be stated in thepremium and any pre-trial publications.

Chapter 5. This is a new section.Section 7. For Exhibition Only. (This is a pilotprogram) For Exhibition Only (FEO) runs areallowed in FAST and Time2Beat classes at theoption of the club. It must be stated in thepremium and any pre-trial publications. If ateam is running FEO, the handler may not usemore than the standard course time for thechosen class. Time will be started by the Timer

as soon as he handler starts their lead out. Ifthe handler has not told the scribe and thejudge prior to the start of the run that it is anFEO run, the judge will judge the run as ascored run and all regulations are in effect. Inthis case the judge will excuse the team fortraining in the ring as described in Chapter 4,Section 6.

When running FEO, the handler may use a toyto reward the dog. At no time may the toy leavethe handler’s possession or be thrown, or theywill be excused from the ring. No food, no toysthat make noise and no balls that can roll awaymay be used. The handler may train any pieceof equipment as many times as they would like.Handlers may touch equipment during theFEO run, which includes resetting the bars.

The judge shall not judge the dog’s run butwill watch the run to ensure that the handleris not using harsh commands or correctionsand that the run is being done safely. Thejudge will immediately whistle to excuse theteam from the ring for any of theseinfractions. During FEO runs, dogs may beexcused or disqualified for menacing oraggressive behavior as in Chapter 1, Section23. The judge and ring crew must remain inthe ring during an FEO run.

For Fix and Go On –

Section 8. Fix and Go On. (This is a pilotprogram) At any time during a run thehander may immediately fix a single obstacleone time. The action shall be judged as aMandatory Elimination, which shall bemarked as an “F” on the scribe sheet, resultingin a non-qualifying score (NQ). The handlermay go back up to two obstacles prior to thefix. If a jump bar (bar jump or single barjump) is knocked, the handler may reset it,but the reset is limited to one jump bar. Thedog may not be verbally or physicallycorrected for the error. Weave poles may beimmediately re-attempted three times, but ifthe dog is brought back one or two obstaclesprior to the weave poles, it will be consideredthe one time Fix and Go On attempt. Oncehandlers have used the one-time Fix and GoOn option, they must immediately finish thecourse or exit the ring.

The judge shall not judge the dog’s run afterthe fix but will continue to watch the run toensure that the handler is going on tocomplete the course correctly, is not usingharsh commands or corrections and that therun is being done safely. The judge willimmediately whistle to excuse the team fromthe ring for any of these infractions.

(unanimously) to approve four (4)recommendations to amend the wayobedience trial classes are scheduled, toimprove the time it takes to complete judgingassignments; reducing the burden of extendeddays for clubs, judges and exhibitors.

1) If after entries have closed, for the pur-pose of balancing the judging scheduleamong the approved judges, the club mayelect to change the class assignments tofacilitate a smooth running of the trial.Such adjustments may be completed foroverloads, low entries, or to balance theentries between approved judges; affect-ing as few entries as possible while keep-ing in mind the most efficient running ofthe trial. Clubs would be allowed to reas-sign judges or remove judge(s) from thejudging panel if entries are low and onlyif both the club and judge(s) agree to thechange. When such changes are pro-posed, the club must receive approvalfrom each affected judge in writing andthe club must receive final approval fromthe AKC prior to the distribution of thejudging schedule. The judging schedulemust clearly identify any changes to theassignments and exhibitors would be enti-tled to a full refund for entries affected bythe change.

2) If a judge is scheduled to begin a class inan assigned ring that is not going to beavailable on time, and by waiting for that

same ring would otherwise cause thejudging to be delayed, allow the class tobe moved to any available ring at the trialsite that meets the same requirements asthe original ring, and noting at the origi-nal ring the assignment has been movedto the new location.

3) The Obedience Regulations allow clubs theability to schedule dogs by their jumpheight and most clubs do arrange entriesin jump height order. However, by requir-ing clubs to do so will allow clubs to com-bine Regular and Preferred classes forjudging; which will save time. Schedulingthe dogs in jump height order wouldallow the club to schedule the Regularand Preferred Open class entries to-gether, and the Regular and PreferredUtility class entries together, allowing oneset-up for Open and one set-up for Utilityduring the day. This will improve theoverall time it takes to judge these classes,as the only difference between them isthe required jump height for the dog.The classes would be arranged by jumpheight and class. For example, the sched-ule would have all dogs in the Open Bclass jumping 8” followed by PreferredOpen 8” dogs, then Open B 12” dogs fol-lowed by Preferred Open 12” dogs, andso on.

4) Combine the walkthrough time forclasses that require them, when they havesimilar set-ups. The Beginner Novice A

class would be combined with the Begin-ner Novice B class; and the Novice A classwould be combined with the PreferredNovice class. If a judge is scheduled tojudge the Beginner Novice A and Begin-ner Novice B classes, and if there are lessthan 20 combined entries (2-hours ofjudging) between the classes, the walk-through for these classes would be com-bined to save time. If a judge is scheduledto judge the Novice A and PreferredNovice classes, and if there are less than20 combined entries (2-hours of judging)between the classes, the walkthrough forthese classes would be combined to savetime.

CHAPTER 1OBEDIENCE REGULATIONSGENERAL REGULATIONS

Section 26. Judging Assignments, Schedulingand Judging Program. (Beginning atparagraph 5 in this section.)No judge will be assigned to judge for more

than eight hours in one day. This limitincludes rally and/or any breed judgingassignments. Judges may take 45 minutes toone hour for rest or meals at their discretion.When the Preferred Open and Utility classes

are offered, the Preferred class entries will bejudged in jump height order with the sameRegular class entries as stated in the premiumlist. The Preferred class entries will bedesignated with the letter P in the judgingprogram, catalog, judge’s books, and on theexhibitor armband. The awards as describedin these regulations, Chapter 1, Sections 19and 21, will be offered. The awards ceremonyfor each class must be conducted separately.Dogs may be entered in both the Regular andPreferred classes at the same trial.

The judging program must list the start timefor each class scheduled to start before 12:00noon unless otherwise stated in theseregulations. In the case of a licensed ormember specialty trial open only to thespecialty breed, or a group trial, the start timefor only the first obedience class needs to begiven.

Classes scheduled to start at, or after 12:00noon, will be listed to start “after noon” andmust be judged in the order listed in thejudging program. If a judge is scheduled tobegin a class in an assigned ring that is notavailable, the class may be moved to anyavailable ring at the trial site that meets thesame requirements as the original ring. If thepublished judge is available prior to the listedstart time and all exhibitors have checked-inand agree, the judge may start a class earlierthan the class time listed in the judgingprogram. For classes that allow a walkthrough (BeginnerNovice, Novice A and Preferred Novice) thelisted start time is the time of the walkthroughand judging of the class will follow. When the same judge is judging Novice A andPreferred Novice, and there are less than 20combined dogs entered, the same start timewill be listed for both classes, and thewalkthrough will be combined. When thesame judge is judging Beginner Novice A andB, and there are less than 20 combined dogsentered, the same start time will be listed forboth classes, and the walkthrough will be

The awards ceremony for eachclass and division must be conductedseparately.If ten or more dogs are entered in BeginnerNovice A and/or B, or Novice A and/orPreferred Novice, 10 minutes will be allocatedin the schedule for the walkthrough. Whenthere are less than ten dogs entered in thoseclasses, 5 minutes will be allocated in theschedule for the walkthrough. All trials starting at or after 12:00 noon will listthe start time for only the first obedience classin each ring. When there are two trialsscheduled for the same day/same site, a starttime must be given for each trial. At no timemay a second trial on the same day/same site,begin prior to the start time published in thejudging program. Any non-regular class must be judged after theregular, preferred, or optional titling classes ifthe classes are scheduled to be judged in thesame ring.Contact information, e.g. cell telephonenumber for at least one committee memberthat will be present at the trial on the day ofthe event must be listed in the judgingprogram. A copy of the judging program will be sent tothe owner of each entered dog and to eachjudge; printed correspondence may beutilized at the exhibitor’s request. A copy of the judging program will bepublished in the catalog.(The remainder of Section 26 is unchanged.)

Section 28. Additional Judges, Reassignment,Split Classes. After the entries have closed, ifany judge exceeds the limit established inChapter 1, Section 26 of these regulations theclub will immediately secure the approval ofthe AKC for an additional judge or forreassignment of its advertised judges so thatno judge will be required to exceed the limit. If a judge was advertised to judge more thanone class and receives an excessive entry, atleast one of the classes shall be assigned toanother judge. Reassignment shall first go to any non-regularclasses, then to either the class with the lessernumber of entries or those with the lesserscheduled time. This will bring the advertisedjudge’s schedule as close as possible to themaximum limit. If a judge with an excessive entry wasadvertised to judge only one class, thesuperintendent, show or trial secretary willdivide the entry as evenly as possible betweenthe two judges by drawing lots.After the entries have closed, for the purposeof balancing the judging schedule among theapproved panel of judges, the club may electto change the class assignments to facilitatethe smooth running of the trial. Suchadjustments may be done for any reasonincluding overloads, low entries, etc. Whensuch judging class changes are proposed, theclub must first obtain approval in writing fromeach judge affected, and then final approvalfrom the American Kennel Club prior to

publishing the judging program. The clubshould make every effort to affect as fewentries as possible while keeping in mind themost efficient running of the trial. Clubs mayremove judge(s) from the judging panel ifentries are low, and both the club and thejudge(s) agree to this action in writing.A notification of any change of judge must besent to the owner of each entry affected. Thejudging schedule must clearly state whichclasses have been changed, and that exhibitorsare entitled to a full refund for entries affectedby the change. The refund request must be inwriting and submitted to the Trial Secretaryanytime up until 30 minutes prior to the startof the first scheduled obedience class at thetrial.(The remainder of Section 28 is unchanged.)

CHAPTER 2REGULATIONS FOR PERFORMANCE AND

Section 11. Notification and Announcement ofScores. Immediately following the lastindividual exercise in Novice, the judge willinform the handler if the team may return forthe group exercise. After the group exercisethe judge ill inform the handlers of aqualifying performance. In Beginner Novice,Preferred Novice, Graduate Novice, Open,Preferred Open, Graduate Open, Utility,

Preferred Utility and Versatility, the judge willinform the handler immediately following thelast exercise of a qualifying performance.After all the scores are recorded for the class,the judge will call the qualifying handlers backinto the ring for the awards ceremony. Theawards ceremony for each class and divisionmust be conducted separately. For the awardsceremony, dogs may be picked up and carriedinto the ring if the handler desires. Beforeawarding the placements, the judge willinform the spectators of the maximumnumber of points required for a perfect score.After scores of each placement have beenannounced the judge will tell the otherqualifying handlers their scores.

UPDATE ON AKC CANINE HEALTH FOUNDATIONDiane Brown, CEO, AKC Canine HealthFoundation (CHF) presented an update.

Since 1995, over 52 million dollars has beeninvested and 973 grants have been funded onresearch to cure, prevent and treat caninedisease. The research funded may also helppeople in addition to dogs. AKC CHF is theleading funding organization solely for caninehealth research.

Currently there are 128 active research grantstotaling $9.9 million. 92% of dollars donatedto AKC CHF go to research.2019 year-to-date grants funding levels are at$2,762,563 and will exceed $3 million by years
