PROPOSED AMENDMENT TO THERULES APPLYING TO DOG SHOWSCHAPTER 7, Section 12 – JudgesThe AKC Board has endorsed the following

amendment to CHAPTER 7, Section 12, ofthe Rules Applying to Dog Shows, based on aproposal by the AKC Board and endorsed bythe Delegate Dog Show Rules Committee. Thiswill be voted on at the September 10, 2019Delegates Meeting.CHAPTER 7SECTION 12. Any club or association that

holds a dog show must prepare, after theentries have closed and not before, a judgingprogram showing the time scheduled for thejudging of each breed and each variety forwhich entries have been accepted. If a substi-tute or additional judge has been approvedChapter 7, Section 8 or Chapter 7, Section 13,as appropriate, will be quoted listing thechanges. The judging program shall indicatethe number of dogs entered and state the timefor the start of group judging, if any. The pro-gram shall be based on the judging of about25 dogs per hour by each judge. Each judge’sbreed and variety assignments shall be dividedinto periods of about one hour, except inthose cases where the entry in a breed or vari-ety exceeds 30. The final segment of a ringschedule may be expanded but may notexceed 50 dogs unless the entry is in a singlebreed or variety. The total number of dogsassigned each judge will be indicated. Theremainder of the section is unchanged.

Weighing and Color Determinations whenFactors of Disqualification in Breed Standardsor Eligibility Under Conditions of a Class orDivision of a Class Cancellations of AwardsThe AKC Board has endorsed the following

amendment to CHAPTER 14, Section 2, ofthe Rules Applying to Dog Shows, based on aproposal by the Delegate Dog Show RulesCommittee. This will be voted on at theSeptember 10, 2019 Delegates Meeting. CHAPTER 14SECTION 2. Any club or association hold-

ing a dog show must provide armbands dis-playing the catalog number of the dog beingexhibited which must be worn by eachexhibitor while in the ring. No exhibitor inthe ring may display any identification of theperson or the dog. Identification includes thename of the breeder, owner, kennel name orpast awards the dog has won. Lapel pinsdenoting membership in local, national orcharitable organizations are permitted.

The award(s) to the dog(s)moved up shall be counted the same as if ithad been the original award. If there is no dogof record to move up, the award shall be void.

OFFICIAL STANDARD FOR THE IRISH RED & WHITESETTERGeneral Appearance: The Irish Red & White

Setter is bred primarily for the field. The stan-dard as set out hereunder must be interpretedchiefly from this point of view and all Judges atBench Shows must be encouraged to judgethe exhibits chiefly from the working stand-point. The appearance is strong and powerful,well balanced and proportioned without lum-ber; athletic rather than racy with an aristo-cratic, keen and intelligent attitude. Size, Proportion & Substance: Dogs are 24½

to 26 inches tall; bitches are 22½ to 24 inchestall. The length of body from point of shoul-der to point of buttock is equal or longer thanheight to top of withers, up to a ratio of 10 L -9 H. Bone is moderate in proportion to size.Head: Expression - The gentle expression dis-

plays a kindly, friendly attitude. The eyes aredark hazel or dark brown; round or nearlyround, with slight prominence and tightly fit-ted eyelids. The ears are set level with the eyes,well back, lying close to the head. Skull - Theskull is broad, in proportion to the body androunded without showing an occipital protu-berance. Stop - The stop is distinct, but notexaggerated. Muzzle - The muzzle is clean andsquare, of equal length to skull, with parallelplanes. Bite - A scissors bite is ideal; a level biteis acceptable.Neck, Topline & Body: Neck - The neck is

moderately long, very muscular, but not toothick, slightly arched, free from all tendency tothroatiness. Topline - The topline of the dog,from the withers to the croup should be level,not sloping. The croup should be wellrounded and sloping slightly downward to thetailset. Body - The body is strong & muscularwith a deep chest and well sprung ribs. Theback is very muscular and powerful. Tail - Thetail is of moderate length, not reaching belowthe hock, strong at the root, tapering to finepoint; no appearance of ropiness and carriedlevel with or below the back.Forequarters: Angulation - shoulder blade

well laid back with upper arm equal in lengthand forming a nearly right angle with theshoulder blade. Tips of shoulder blades meet-ing fairly close, lie flat and are smooth withcontours of body. Elbow - The elbows are free,turning neither in nor out. Legs - The forelegsare straight and sinewy, well boned, with

strong pasterns. Feet - The feet are close-knitwith plenty of feathering between toes.Hindquarters: The hindquarters are wide

and powerful. Legs - The legs are of strongbone, well muscled and sinewy. The thighs,from hip to hock, are long and muscular. Thestifle is well bent. The hock is well let downand turns neither in nor out, hocks are ofmoderate length and strong. Feet - The feetare close-knit with plenty of featheringbetween toes.Coat: Long silky fine hair called “Feathering”

is present on the back of the fore and hindlegs and on the outer ear flap, also a reason-able amount is on the flank extending ontothe chest and throat forming a fringe. Allfeathering is straight, flat and not overly pro-fuse. The tail is well feathered. On the head,front of legs and other parts of the body thehair is short, flat and free from curl but aslight wave is permissible. Color: The base color is white with solid red

patches (clear islands of red color); both col-ors show the maximum of life and bloom.Flecking but not roaning is permitted aroundthe face and feet and up the foreleg as far asthe elbow and up the hind leg as far as thehock. Roaning, flecking and mottling on anyother part of the body is objectionable.Gait: When moving at the trot, the gait is

long striding, very lively, graceful and efficient.The head is held high, and the hindquartersdrive smoothly and with great power. Theforelegs reach well ahead and remain low.

Seen from front or rear, the forelegs and hindlegs below the hock joint move perpendicularlyto the ground with no crossing or weaving.Grooming: The trimming of an Irish Red

and White Setter should be kept to a mini-mum, maintaining a neat natural appearanceand not to be shaved with clippers. Light trim-ming with thinning shears is allowed. Underthe ears, tail, pasterns and hocks may betrimmed for neatness. Feet may be cleared ofhair including the bottom and around theedges leaving hair between the toes. No othertrimming is allowed including the whiskerswhich shall remain intact. Temperament: They display a kindly, friendly

attitude, behind which is discernible determi-nation, courage and high spirit.Faults: Any departure from the foregoing stan-

dard is considered a fault and the seriousness ofthe fault is in exact proportion to its degree.

The American Kennel Club will, at the re-quest of a judge or judge applicant, provide

The Board convened on Monday, July 8, 2019at 9:25 a.m.

All Directors were present. Also present wasthe Executive Secretary.

The May 2019 Board minutes, copies of whichhad been provided to all Directors, werereviewed. Upon a motion by Mr. Powers, seconded byMs. McAteer, the May 2019 minutes wereapproved unanimously.

EXECUTIVE SESSIONThere was an EXECUTIVE SESSION todiscuss sensitive business matters. It wasreported out of the Executive Session that theBoard unanimously elected Dr. Thomas Daviesto serve on the AKC Board effectiveimmediately. Davies will fill the seat left vacantfollowing the resignation of Harvey Woodingon Friday, July 5, 2019 (Class of 2021).

PRESIDENT’S REPORTBoard Action ItemsMr. Sprung reviewed Action Items andreported on Staff initiatives.

Update on AKC Operations CenterKeith Frazier, Executive Vice President,Business Support Services gave a presentationon the AKC Operations Center in Raleigh,NC. Renovations have taken place over the lastyear and a half at the NC Operations Center.The renovations were conducted in threephases, and included conference roomupgrades, the dismantling of the Data Centerand an upgraded Reception area. Reductionsand efficiencies from 2015-2019 resulted frommoving Registration Services and Call Centerstaff to work remotely; reconfiguring andmoving the data center to a data closet;transitioning to a virtual receptionist;remodeling, standardizing and reconfiguringconference and file rooms; and moving somestaff and affiliates from the third floor to thesecond floor. Mr. Frazier also provided anoverview of future initiatives, such as assessingthe generator replacement, upgrading thesecurity system, backing up the HVAC systems,and removing HVAC roof units. As part of therenovation AKC surrendered 6,401 sf from thethird floor reducing its total footprint to55,686 sf. AKC gained 3,785 sf as a result ofthe renovation project (Data Center andReception). AKC will save $1.6 million in rentalone. All of this work was completed under

budget and two months early.

International ConferenceMari-Beth O’Neill, Vice President, SportsServices and Paula Spector, Vice President,Corporate Services participated in this portionof the meeting. Based on a recommendationfrom the Board Chairman, AKC staffresearched the prospect of hosting anInternational Conference in 2021. Mr. Feeneyidentified three major topics to highlight atthis conference and staff is in agreement withthis potential selection:

* The state of the purebred dog worldwideand how to further promote it, includ-ing health.

* Government regulation of breeding andowning dogs, and strategies to influencelegislation.

* The state of the sport(s) of purebred dogsand recommendations to enhance partici-pation.

The Board viewed the basic overview of theproposed events, including dates, timeline andcosts associated with hosting such aconference. AKC will invite international clubsto appoint two to three individuals torepresent their organization at theconference, e.g. the Chair, Vice Chair,President or other senior executive(s). Theconference will last for one and a half daysand will take place at a NYC hotel or other

appropriate venue.

Following a motion by Mr. Tatro, seconded byMrs. Wallin, to Board VOTED (unanimously)to consider the matter at this meeting waivingthe Board’s normal notice procedures.

Following a motion by Mr. Smyth, seconded byMr. Sweetwood, the Board VOTED(unanimously) to approve the proposal forAKC to host a 2-day International Conferencefor foreign kennel clubs in the summer of2021.

AKC Humane FundDaphna Straus, Vice President, BusinessDevelopment, participated in this portion ofthe meeting to provide an update on the AKCHumane Fund (HF). The Humane Fund’smission is to unite animal lovers in promotingthe joy and value of responsible pet ownershipthrough education, outreach and grant-making. AKC HF Programming consistsprimarily of grant-making and provides nodirect services.

Charitable and educational activities include:Breed Rescue Grants, Grants to DomesticViolence Shelters that allow pets or supportvictims and their pets, Scholarships, Awardsfor Canine Excellence (ACE Awards), Fundingfor the AKC Library.

the Domestic Violence (DV) program area.

DV Shelters successfully appealed for HFgrants to care for and improve infrastructurefor pets. 40 Organizations received grantawards

The HF administers the George WardScholarship Fund. It provides financialassistance to apprentice handlers pursuingacademic and professional enrichment. TheAKC Registered Handler Program Apprenticesseeking financial assistance for post-secondaryeducation are invited to apply.

The HF also administers the Sir John DSpurling Scholarship which supports diverseacademic pursuits. Annually it awards 5scholarships per year totaling $10,000 to full-time students enrolled in courses of study thatcontribute to the well-being of dogs andresponsible pet ownership. Eligible studies:veterinary medicine, veterinary technology,physical therapy, animal care, animal behavior,grooming and training. The HF receives 100to 200 applications annually

In 2017, AKC HF was accepted to the portfolioof Survey Monkey charities. The public drivesSurvey Monkey’s donations by taking surveys.Survey Monkey donates $0.50 per survey,donated to the charity of the respondent’schoice. To date, $32,439 has been contributedfrom 20K people.

Legal Status ReportThe Board reviewed a status report onpending litigation and other Legal activitiesfor the months of May and June 2019.

FINANCEJoseph Baffuto, CFO, presented AKC’sunaudited financial results for the periodended May 31, 2019. Total year to daterevenues of $32.5 million were less than 1%under budget, but were $1.4 million, or 4.7%greater than 2018. Dog Registrations’ volumeof just over 261,000 was 3% below budget, but2% higher than 2018, along with Total Littersprocessed of 107,500 being 2% below budgetand 3% higher than last year. Total operatingexpenses of $29.8 million were $2.2 million or6.9% below budget, as well as being 2.4%lower than 2018. YTD Operating income of$2.75 million is significantly exceeding the2019 budget year to date and is well above2018’s operating income of $591,000 duringthe comparable five-month period.Additionally, our investment portfolio nowreflects year to date unrealized gains oninvestments totaling $8.8 million dollars.

Doug Ljungren, Executive Vice President,Sports & Events, and Lisa Cecin, Director,Club Relations participated in this portion ofthe meeting.The Board reviewed the requirements for AKCmembership which are described in ARTICLEIV, SECTIONS 1, 2 and 3, of the AKC Bylaws.There is no restriction in the current Bylawswhich would prohibit a local Specialty Clubfrom applying to AKC for Member Club statusin accordance with Article IV of the Bylaws.However, no local specialty clubs have beenelected to membership since 1949.The section of the Bylaws enabling localSpecialty Clubs to become members (ArticleIV, Section 4) was removed as part of the 2000Bylaw overhaul, with the intent of making theBylaws consistent with practice. However, whileremoving the provision to enable them tobecome members, ARTICLE IV, SECTION 1,remained in place, and un-amended whichdoes not prohibit local Specialty Clubs frombecoming members.

Following a motion by Mrs. Wallin, secondedby Mr. Carota, the Board VOTED(unanimously) to direct the ExecutiveSecretary to send this information to theDelegate Bylaws Committee for their reviewand input.

Appointment of Trial Boards Under the AKC Bylaws, Article XIII, Section 1,the AKC Board is to appoint Trial Boards and

an Appeal Trial Board from time to time. Thelast time the Board appointed Trial Boardmembers was June 2014.

Over the past three years AKC has lost 2 TrialBoard Chairs and 4 Trial Board Members. Wecurrently have three (3) Trial Board Chairsand six (6) Trial Board members and aPerformance Event Trial Board, consisting ofa designated chair who must be an attorney, 2members and 2 alternates. The Boardreviewed the list of trial board members.

Revision to the Delegate Credential Forms Candi-date/Club The Board reviewed the current DelegateCredential Forms. There are two types ofDelegate Credential Forms, one filled out bythe Candidate and one filled out by theMember Club. Previous revisions to theDelegate Credential Forms were as follows:Candidate, December 2005 and Club, October1998. Following a motion by Mr. Carota, secondedby Mr. Hamblin, the Board VOTED(unanimously) to approve revisions to bothdocuments. The revised documents will beused effective immediately. Parent Club request to retire "Sunbarr" (Borzoi)The Board reviewed a request from theBorzoi Club of America to retire the“Sunbarr” Kennel Name for Borzoi. TheBorzoi Club of America considers the kennelname “Sunbarr” to be significant to thehistory and development of the modernbreed here and worldwide. Jim Barr’sSunbarr Borzoi produced multiple Best inShow and Best in Specialty Show winners andmany of Borzoi’s most influential sires anddams. Sunbarr Borzoi can be found behindBorzoi not only in America, Canada andMexico but also on the Continent, the BritishIsles, Japan, Russia, Australia, New Zealand.Following a motion by Dr. Garvin, secondedby Mr. Hamblin, the Board VOTED

(unanimously) to retire the “Sunbarr” kennelname for Borzoi. The retirement of“Sunbarr” will be published in the AKCGazette and a letter of acknowledgement sentto the parent club.Boerboel Stud BookThe Board reviewed a request from theAmerican Boerboel Club (ABC). The ABCsubmitted a request to keep the Stud Bookopen for the Breed. The Boerboel Stud Bookis scheduled to close January 1, 2020.Currently AKC will accept dogs registered withAmerican Boerboel Club. AKC Sport Servicesdepartments recommends that the BoerboelStud Book remain open until January 1, 2025.This will be discussed further at the Augustmeeting. Miniature American Shepherd Stud Book The Board reviewed a request from theMiniature American Shepherd Club of theUSA (MASCUSA). MASCUSA has submitted arequest to keep the Stud Book open for theBreed. The Miniature American ShepherdStud Book is scheduled to close January 1,2020. Currently AKC will accept dogsregistered with the MASCUSA Registry thatreviews pedigrees from the American StockDog Registry. Sport Services recommends thatthe Miniature American Shepherd Stud Bookremain open until January 1, 2025.This will be discussed further at the Augustmeeting. Spanish Water Dog Stud BookThe Board reviewed a request from the

Currently AKC willaccept dogs registered with the United KennelClub. Sport Services recommends that theSpanish Water Dog Stud Book remain openuntil January 1, 2025.This will be discussed further at the Augustmeeting. Treeing Walker Coonhound Stud BookThe Board reviewed a request from theNational Treeing Walker CoonhoundAssociation (NTWCA). The NTWCA hassubmitted a request to keep the Stud Bookopen for the Breed. The Treeing WalkerCoonhound Stud Book is scheduled to closeJanuary 1, 2020. Currently AKC will acceptdogs registered with United Kennel Club andProfessional Kennel Club. Sport Servicesrecommends that the Treeing WalkerCoonhound Stud Book remain open untilJanuary 1, 2030.This will be discussed further at the Augustmeeting. Parent Club Designation for BologneseThe Board reviewed a request from theAmerican Bolognese Club (ABC). The ABCrequests to be designated as the Parent Clubfor the Breed which will also allow them tohold FSS Open Shows. The AmericanBolognese Club has an active membershipparticipating in Companion Events and FSS

Open Shows when available. The clubprovides regular updates on club activities andBoard Meetings.This will be discussed further at the Augustmeeting. Parent Club Designation for Russian TsvetnayaBolonkaThe Board reviewed a request from theRussian Tsvetnaya Bolonka Club of America(RTBCA) to be designated as the Parent Clubfor the Breed which will also allow them tohold FSS Open Shows. The Russian TsvetnayaBolonka Club of America has an activemembership participating in CompanionEvents and FSS Open Shows when available.The club provides regular updates on clubactivities and Board Meetings.This will be discussed further at the Augustmeeting.AKC/AKCCHF/TFTheriogenology Residency Pro-gram 2021-2023 The Board reviewed a request to continuefunding for the AKC/AKCCHF/TFTheriogenology Residency Program in 2021 -2023. The request is being made in 2019 inorder to synchronize timing with the USveterinary resident match program. Thistimeline ensures the veterinary schoolsselected for funding by the AKC/AKCCHFhave the ability to participate in the nationalannual veterinary residency match and have‘top pick’ of new candidates to begin a 2021residency.

The AKC/AKCCHF/TF TheriogenologyResidency Program provides additionaltraining of specialists in small animaltheriogenology (reproductive medicine &surgery) with emphasis on canine genetics. Sixadditional Theriogenologists with expertise incanine reproduction and genetics will be fullytrained by 2026.

The cost of the program to fund tworesidencies per year in 2021, 2022 and 2023 is;$170K/year paid by AKC, $30K/year paid byAKCCHF, and $10K/year paid by TF.Management of proposals, proposal reviews,contracting and grant administration isprovided by CHF; with amounts due and paidin full by May 1st of each year. Following a motion by Mr. Hamblin, secondedby Mr. Sweetwood, to Board VOTED(unanimously) to consider the matter at thismeeting waiving the Board’s normal noticeprocedures.

Following a motion by Mr. Carota, secondedby Mrs. Wallin, the Board VOTED(unanimously) to continue funding for theAKC/AKCCHF/TF Theriogenology ResidencyProgram for an additional three years, from2021-2023, funding two new residents per yearat $100,000 per resident. Depending on theinstitution selected to receive funding, theresidency may be a two- or three-year trainingprogram, at the discretion of the institutionand at the same funding level no matter the

length of program.

Media Coverage Sentiment RecapBrandi Hunter, Vice President,Communications and Public Relation,participated in this portion of the meeting.

Ms. Hunter presented a media coveragesentiment recap for 2017, 2018 and Q1 of2019. This report is an informationaldocument to categorize the type of coveragethe AKC has received. It is important for theAKC to track media clips to gauge the impactof our messaging in the media space (not tobe confused with social media). To obtain themost accurate measure of media impact, AKCcontracts with a multi-national media servicethat independently tracks media coverage andsentiment.

Sentiment is measured across print, online,television and radio outlets. Negativesentiment can be attributed to articles whereAKC is quoted or referenced that cover topicssuch as pet theft, animal attacks, and animalcruelty reports, and spikes in negativesentiment can be attributed to animalcruelty/breeder activity. On average, a largecompany has 12-15% negativity per year. AKCis currently trending at about 2.5% which iswell below the industry average.

Chapter 4, New Section 12. Dogs with Color-ing. Dogs with artificial coloring in their coats mayparticipate in AKC agility trials and ACT tests.The coloring must not cover more than one-third of the dog’s coat. Coloring below thehocks and elbows may not be yellow. Coloredmarkings on a dog must not be in poor tasteand cannot contain profanity or conflict with asponsor of a trial. It is the responsibility of thejudge to decide if the coloring is acceptable.This is a pilot program and will be reassessedby the Agility Department after approximatelyone year.Agility – For Exhibition Only Runs & The Fix andGo On Option The Board reviewed a recommendation to (1)allow dogs to run For Exhibition Only in theagility FAST and Time2Beat classes at theoption of the host club, and (2) allowhandlers, when their dogs perform an obstacleincorrectly, to “Fix and Go On” (immediatelyreattempt the obstacle) one time per course.No dog will receive a qualifying score if theyare running For Exhibition Only or use theFix and Go On option. It is recommendedthat both these changes will be done on a one-year pilot basis in order to give the staff timeto evaluate their impact.

In an FEO run, an exhibitor may bring a toyinto the ring to entice and reward a dog forcompleting obstacles correctly. It allowsexhibitors to work with their dogs in a trial

environment. This is particularly of value tonew exhibitors or exhibitors that are havingdifficulty with a specific obstacle. The toy maynot be thrown and may not make noise.Handlers may touch equipment and reset barsin FEO runs. Exhibitors would pay the regularentry fee. FEO runs count as entries and AKCis paid its regular recording fee. Because sometrials are full, allowing FEO runs is at theoption of the club. In order for the staff toassess how exhibitors use this option, therecommendation is this be offered on a one-year trial basis. The Agility AdvisoryCommittee recommended allowing FEO runs.In a survey of exhibitors, the idea received an83% approval rating.

The “Fix and Go On” option allow exhibitorsto immediately reattempt an obstacle that isdone incorrectly. This allows the dog tosuccessfully complete the obstacle and finishthe course on a positive note. The handlermay go back as much as two obstacles toproperly set up the dog’s approach. The “Fixand Go On” option may only be used once perrun. The dog shall receive a non-qualifyingscore. In order for the staff to assess howexhibitors use this option, therecommendation is this be offered on a one-year trial basis.

This will be discussed further at the Augustmeeting. If approved these recommendationswill become effective January 1, 2020.

Weimaraner Club of America National Walking GunDog Championship The Board reviewed a recommendation togrant the Weimaraner Club of America theright to hold a National Walking Gun DogChampionship. The dog who wins the eventwould be awarded the title NWGDC. This isconsistent with events currently held by theBrittanys, German Shorthaired Pointers,Vizslas, Irish Setters and Gordon Setters.

This is an addition to the Pointing Breed FieldTrial Rules. If approved by the Board, it mustbe approved by the Delegate body.

This will be discussed further at the Augustmeeting.

Retriever Hunting Tests – The Master AmateurHunter Title The Board reviewed a recommendation toaward a dog that has passed the MasterAmateur Invitational Hunting Test on threeoccasions the suffix title of Master AmateurHunter (MAH). Dogs that qualify more than three times willhave their accomplishment recorded by anumeric designation behind the title. This will be discussed further at the Augustmeeting. If approved this recommendationwill become effective November 1, 2019.

Obedience Judging Assignments & Scheduling The Board reviewed 4 recommendations to

amend the way obedience trial classes arescheduled, to improve the time it takes tocomplete judging assignments; reducing theburden of extended days for clubs, judges andexhibitors.

1) If after entries have closed, for the pur-pose of balancing the judging scheduleamong the approved judges, the clubmay elect to change the class assign-ments to facilitate a smooth running ofthe trial. Such adjustments may be com-pleted for overloads, low entries, or tobalance the entries between approvedjudges; affecting as few entries as possi-ble while keeping in mind the most effi-cient running of the trial. Clubs wouldbe allowed to reassign judges or removejudge(s) from the judging panel if en-tries are low and only if both the cluband judge(s) agree to the change. Whensuch changes are proposed, the clubmust receive approval from each af-fected judge in writing and the clubmust receive final approval from theAKC prior to the distribution of thejudging schedule. The judging schedulemust clearly identify any changes to theassignments and exhibitors would be en-titled to a full refund for entries affectedby the change.

2) If a judge is scheduled to begin a class inan assigned ring that is not going to beavailable on time, and by waiting for thatsame ring would otherwise cause the

judging to be delayed, allow the class tobe moved to any available ring at thetrial site that meets the same require-ments as the original ring, and noting atthe original ring the assignment hasbeen moved to the new location.

3) The Obedience Regulations allow clubsthe ability to schedule dogs by theirjump height and most clubs do arrangeentries in jump height order. However,by requiring clubs to do so will allowclubs to combine Regular and Preferredclasses for judging; which will save time.Scheduling the dogs in jump heightorder would allow the club to schedulethe Regular and Preferred Open classentries together, and the Regular andPreferred Utility class entries together,allowing one set-up for Open and oneset-up for Utility during the day. This willimprove the overall time it takes to judgethese classes, as the only difference be-tween them is the required jump heightfor the dog. The classes would bearranged by jump height and class. Forexample, the schedule would have alldogs in the Open B class jumping 8” fol-lowed by Preferred Open 8” dogs, thenOpen B 12” dogs followed by PreferredOpen 12” dogs, and so on.

4)Combine the walkthrough time forclasses that require them, when theyhave similar set-ups. The BeginnerNovice A class would be combined with

the Beginner Novice B class; and theNovice A class would be combined withthe Preferred Novice class. If a judge isscheduled to judge the Beginner NoviceA and Beginner Novice B classes, and ifthere are less than 20 combined entries(2-hours of judging) between the classes,the walkthrough for these classes wouldbe combined to save time. If a judge isscheduled to judge the Novice A andPreferred Novice classes, and if there areless than 20 combined entries (2-hoursof judging) between the classes, thewalkthrough for these classes would becombined to save time.

Obedience Non-Regular Brace Class Eligibility The Board reviewed a recommendation tochange the eligibility requirements for dogsparticipating in the Non-Regular Brace class inobedience, to allow any two dogs of a similarheight to be entered as a brace in the class.This will be discussed further at the Augustmeeting.

AKC FIT DOG UpdateThe Board reviewed a memo which providedan update on the status of the AKC FIT DOGprogram including 1) the portion of theprogram in which dog owners achieve fitnessgoals and 2) AKC FIT DOG clubs. The AKC FIT DOG program launched on

September 5, 2018. It offers dog owners whoreach a specified fitness goal a free carmagnet. Since that time, more than 2,500 dogowners have met the criteria of walking withtheir dogs at least 150 minutes per week forthree months. These dog owners havecompleted a FIT DOG questionnaire andrequested the AKC FIT DOG car magnet.AKC FIT DOG club program was launched onFebruary 27, 2019. These clubs are usuallymeet-ups where dog owners get together towalk with their dogs. Clubs that hold at leastfour organized walks per year can submit anapplication and receive a personalized bannerwith the club name and AKC FIT DOG logo

In the 3 months since AKC FIT DOG clubsbegan, 211 clubs have applied.

Westminster Kennel Club The Board reviewed a request from theWestminster Kennel Club to hold their February2020 event over three days which requires AKC

permission. Rules Applying to Dog Shows Chapter 2,Section 16 states that the duration of a dog showwill not exceed two days, unless permission begranted by The American Kennel Club for alonger period.

Following a motion by Mr. Tatro, seconded byMr. Powers, the Board VOTED (unanimously)to allow Westminster Kennel Club to holdtheir 2020 event over three days. After the2020 event, should WKC wish/need to holdfuture events over three days, a new one-timerequest for future events is to be submitted forthe Board to review.

Miscellaneous Class Changes for Consistency The Board reviewed a recommendation tochange Rules Applying to Dog Shows Chapter 3,Section 22, 4-6 Month Beginner Puppy Competi-tion Regulations Section 2, Obedience RegulationsChapter 1, Section 13, AKC Rally RegulationsChapter 1, Section 12, Tracking RegulationsChapter 1, Section 2, and Regulations for AgilityTrials Chapter 1, Section 3 to allow foreignbred and registered dogs to participate in theMiscellaneous Class prior to AKC registrationbeing completed.

The changes to these sections will allow thesedogs to participate in accordance with RulesApplying to Dog Shows Chapter 11, Section 1using their foreign registration number.

Acceptable Collars and Leashes at ConformationEventsStaff was directed, following the May 2019Board of Directors’ meeting, to review thecurrent Board Policy on use of trainingcollars at Conformation events so thatacceptable collars and leashes are defined.

Staff recommends the Board approve thedefinition of acceptable collars and leashesin conformation to be added as anaddendum to the Board’s Policy on TrainingCollars. If approved, it will be effectiveimmediately. (Text proposed to be added isindicated by underline)

Training CollarsSpecial training devices that are used tocontrol and train dogs, including but notlimited to, collars with prongs, electroniccollars used with transmitters, muzzlesand head collars may not be used ondogs at AKC events, except as allowed inthe AKC Rules, Regulations, and policies.The American Kennel Club recognizesthat special training collars may be aneffective and useful management device,when properly used, for controlling dogsthat might be extremely active, difficultto control on a neck collar, or dogaggressive. These collars are alsorecognized as possibly useful for gainingcontrol at the start of basic obediencetraining, essential education that dogsdeserve and need.

There is a point at which owners shouldhave sufficient control of their dogs tomanage them on regular neck collars,without the use of special training collars.This is the point at which dogs areacceptable on the grounds of AKCcompetitive events and will have theopportunity to participate in thoseevents.

competing at conformation dog shows.An acceptable collar and lead is definedas a single lead and collar combinationutilized for the presentation of the dog.Examples of acceptable collars and leadsinclude: slip collar plus lead (loop orsnap), slide lead (i.e. resco), swivel lead,martingale (one piece), and martingalecollar plus lead.

Special training devices and/or devicesused to mask deficiencies in training,temperament or conformation are notacceptable and not permitted for use atconformation dog shows; examplesinclude collars with prongs, electroniccollars, muzzles, harnesses and headcollars. The use of multiple acceptablecollars or lead and collar combinationssimultaneously is considered use of aspecial training device and therefore isnot permitted.

Disqualification by Event Committee Rules Apply-ing to Dog ShowsThe Board reviewed a recommendation toamend Chapter 11, Section 8-A of the RulesApplying to Dog Shows to allow disqualificationfor aggression by an event committee withoutan injury.Currently the Rules Applying to Dog ShowsChapter 11, Section 8-A indicates that dogsthat are aggressive on the show grounds musthave caused an injury for an event committee

to consider disqualifying the dog. Often it isthe heroic behavior of a bystander or ownerthat prevents the situation from resulting inan injury. In situations where a dog attackedand is believed to be a hazard, but did notcause an injury, the rule does not provide thedisqualification option to the eventcommittee.The recommendation is to modify RulesApplying to Dog Shows Chapter 11, Section8-A to allow event committees to disqualifydogs that are determined to have beenaggressive at an event and that thecommittee believes is a hazard to people ordogs without the dog having caused aninjury.This will be discussed further at the Augustmeeting.

Retrieving credits earned in amateur stakesmay count toward a dog’s Field Championshiptitle provided the credits were earned by win-ning first place in an amateur retrieving stake.This change will be effective January 1, 2020.Retrieving credits will not be calculatedretroactively prior to the effective date. Boerboel Proposed Breed Standard Revision The Board VOTED to permit the AmericanBoerboel Club (ABC) to ballot its membershipon proposed revisions to the Boerboel BreedStandard in accordance with the ABC’s Consti-

Event Show HoursThe Board VOTED to approve a policy relatedto the publication of show hours in the pre-mium list and catalog for conformation dogshows per AKC Rules. The policy is effectiveJanuary 1, 2020.

Show HoursThe Rules Applying to Dog Shows, Chapter 6Section 1 and Chapter 12 Section 1, re-quires that every show committee shallpublish the show hours (opening and clos-ing of the event) in the premium list andshow catalog. The published show hoursmust allow for at least one hour prior tothe anticipated start of any judging at theevent and may not extend beyond mid-night. All competition must be scheduledsuch that all judging is estimated to com-plete at least one half-hour prior to theend of the show hours, barring unforeseenand unavoidable delays outside of the con-trol of the event committee.

Each dog en-tered in a regular Junior showmanship Classat an all-breed dog show must be an AKCrecognized breed or FSS Breed with an AKCnumber and at least 6 months of age on theday of the event.A Limited Breed Dog Club, Group Show, hasthe option to offer the opportunity for a Jun-ior to show any breed eligible to be enteredat an all-breed event or a breed eligible tocompete in that event including the Miscella-neous Class breeds. At Specialty Shows, onlythe breed for the specialty is eligible to be en-tered.Dogs may be PAL, Full-, or Limited-Registeredto compete in Junior Showmanship Classes,additionally, spayed and neutered specimensare eligible for competition. Doug Ljungren, Executive Vice President,Sports & Events, Mari-Beth, O’Neill, Vice Presi-dent, Sport Services, Glenn Lycan, Director,Event Operations Support; Alan Slay, Director,Event Programs; and Bri Tesarz, Manager, DogShow Rules & Programs, participated in thisportion of the meeting via video conference. The Implications of the Size of ClusterThe Event Operations department presenteda memo based on its research regarding thechanging size of clusters over time.Staff has conducted the following research togain insight into the implications of clustering:

1. Has the average size (# days) of clusterschanged over time?

2. Has the increase in the size of clusters (#days) disadvantaged the smaller clusters?

3. Has there been a reduction of sites usedfor AB shows over time?

4. Are there areas of the country that arenot within reasonable driving distance ofan AB show?

The data collected indicates that:• the average # of days in a cluster has in-creased 38% over the past 18 years. Mostof this increase occurred from 2000 to

2010. Since 2010 there has been a 5% in-crease in the # days in a cluster.

• The number of 4- and 5-day clusters wereat an all-time high in 2018. 3-day clusterspeaked in 2009 and have fallen steadilysince, while the number of 2-day showshas fallen over time, but there has beenlittle change in the last three years.

• 2-day clusters have always had lower en-tries than larger clusters. There has beenno change in the relative disadvantage ofentries in 2-day clusters over the past 18years despite the growth in the number oflarger clusters. Overall, the relative en-tries by cluster size has not experienced asignificant change since 2010.

• There has been a steady and consistentreduction in AB dog show sites of about10 sites per year over the past 18 years(2000 to 2018). In 2000, 593 sites wereused, vs. 399 in 2018.

• Almost everyone in the continental U.S.lives within 200 miles of an AB dog show.

Conclusions1. The average number of days in a cluster

has increased. There are advantages anddisadvantages to this trend. For manyclubs, clustering is a means of survival.In some locations, the number of rea-sonably- priced venues is decreasing andclubs are forced to cluster. On the otherhand, there are instances where thegrowing size of clusters can have a nega-tive impact on existing shows, primarily

through their attraction of professionalhandlers.

2. The steady decrease in the number ofunique AB show sites across the countryis troubling. If the trend continues, atsome point there will be locations in thecountry where owners will no longer bewithin reasonable driving distance of anAB show.

3. The recent stabilization in the number of2-day shows is worth watching. A stabiliza-tion in the number of 2-day weekendshows would help maintain convenientaccess to the sport for local communities.The two shows-in-one-day program plusthe recent 1+1 initiative likely will have apositive impact on smaller shows, helpingthem to remain in their communities.

NEW BUSINESSPuppyVisor UpdateThe PuppyVisor pilot program launched inMarch 2019. AKC is already the expert, trustedsource for valuable information and guidanceon breeds and breeders. PuppyVisor takes thatexpert advice to a new level, providing one-on-one service to customers that appreciate aconcierge-type experience.For a one-time enrollment fee, AKCwill provideunlimited telephone support (toll free). AKCstaff members will answer questions and guidepuppy seekers to a choice that is right for them,using resources that include AKC.org breedpages, AKCMarketplace, Parent Club websites

and Parent Club breeder referrals. The cus-tomers will also receive help with preparingtheir home for their new puppy. The subscrip-tion includes AKCGoodDog! Helpline and AKCVetline, both for the lifetime of the dog. Theservice is available 7 days per week in both Eng-lish and Spanish.Each of the PuppyVisor Advisers is highly experi-enced with PurebredDogs and AKC events, withan average experience level of over 20 years, andall havemany years of experience serving onAKCGoodDogHelpline. The Advisers are alldog trainers and active AKC exhibitors, andsome are active breeders. The team includes aDVM, two vet techs, and an animal control offi-cer, and all are committed to helping people getoff on the right foot with their new dog.

AKCTV ESPN DAYRon Furman, Director of AKCTV and AKCDigital Properties participated in this portionof the meeting. Mr. Furman updated the Board on AKC pro-gramming will air on ESPN2 and ESPN digitalnetwork on August 24th. AKC will also host anevent at ESPN Global HQ campus in Bristol,CT, on August 24thThis is consistent with the goal of expandingAKC awareness, AKCTV broadcast audienceand growing AKC event participation. TheAKC on ESPN television programming high-lighting AKC Action Sports will air on thatsame day. AKC will bring the action sports of Agility,

NADD Diving Dogs, DiskDogs and Flyball tothe ESPN campus, where demonstrations andmini-competitions will be conducted. Live-look-ins during ESPN’s SportsCenter will featurethese demonstrations. A small Meet the Breedsevent will also be held to highlight and intro-duce dogs to the ESPN invited guests. ESPNplans on inviting 1000 of their select program-ming related staff to attend.Being broadcast that same day August 24th,ESPN2 will feature 6 hours of dog program-ming in which 2+ hours of the block will focuson AKC sports. The programming includes theinaugural broadcast of a 1-hr made for televi-sion program featuring the first-ever AKCAgility Premier Cup which was held in conjunc-tion with the Longines Masters of New York onThursday April 25th at NYCB Live, the newlyrenovated Nassau Veterans Memorial Coliseum. Additional AKC programming that day will in-clude a Flyball 30-minute show featuring thecompetition filmed at the Houston KennelClub Show the week of July 15 and additional1 hour of coverage of the events being stagedlive at ESPN Bristol. The pre-produced pro-grams will be available to AKCTV and in syndi-cation beginning in 2020. AKC will focus marketing and communica-tions efforts prior to August 24th to driveawareness of this programming and encouragethe entire AKC Family to tune-in.
