MCD is among the largest municipal bodies in the world providing civic services to population of more than 14 million. With the objective of providing facilities of parking near DPS, R.K.Puram where various sport activities related to Commonwealth Games-2010 will be held. MCD wishes to shortlist contractors / bidders / firms / companies.

Scope of ActivitiesThe work shall be covering of Nallah in order to provide road cum

parking over drain including civic facilities and proper entry and exit. The approximate cost of the project shall be Rs.15 crores, to be completed in 10 months. Being a Commonwealth Games Project, the time is the essence of the project.

Who can ApplyAny Contractors / bidders / firm / companies, organization / agency

who have completed one work costing Rs. 12 crores or two work costing Rs.9.0 crores or three work costing Rs.6.0 crores during the last seven years ending 31st March 2008 of similar nature of work such as bridges/culverts/similar RCC structures. The firm should have also executed one work of any nature costing not less than Rs.6.0 crores with some Central/State Government/Central Autonomous Body/Central Public Sector Undertaking.

The Financial Turnover of the company during the last three year shall be more than Rs.7.50 crores.

The firm should have Solvency more than Rs.6 crores.


He should not have incurred any loss in more than two years during last five years ending 31st March 2008.

How to ApplyThe RFQ may be collected from the address given below from

04/02/2009 to 17/02/09 on all working days between 1100 to 1700 hrs. along with a non refundable document fee by Demand Draft of INR 2500 (Rupees Two Thousand and Five Hundred only) in favour of Commissioner, MCD.

The RFQ form may also be down loaded from the official website of MCD, i.e. www.mcdonline.gov.in , and mcdetenders.com on or before 5:00 PM of 17/02/09.

SECTION-III

NANE OF WORK: COVERING OF OPEN NALLAH OPPOSITE D.P.S., SECTOR-XII, R.K.PURAM FOR PROVIDING PARKING FACILITY FOR COMMONWEALTH GAMES 2010

GENERAL SCOPE OF WORK

BACK GROUND

During the forthcoming Common Wealth Games 2010, Delhi Public School, R.K.Puram has been decided as one of the training venue for players of Commonwealth Games-2010 and there is a requirement of parking as well as smooth movement of traffic near DPS, R.K.Puram. Accordingly it has been decided to cover the Nallah opposite DPS upto Ring Road (near CNG Station).

Several prominent colonies like R.K.Puram, Nivedita Kunj, Som Vihar, Taj Apartment etc. and important schools are situated along this Nallah.

In the scheme it is proposed to cover the nallah in a width of 6-12m (average) in app. Length of 800 meters.


SECTION-IV

MINIMUM ELIGIBILITY CRETERIA FOR RFQ

Contractors/firms, who full fill the following requirements, shall be eligible to apply:

1. Any Contractors / bidders / firm / companies, organization / agency who have completed one work costing Rs. 12 crores or two work costing Rs.9.0 crores or three work costing Rs.6.0 crores during the last seven years ending 31st March 2008 of similar nature of work such as bridges/culverts/similar RCC structures. (Attested copies of certificate for satisfactory completion of works issued by an officer not below the rank of Executive Engineer to be attached).

2. The firm should have executed one work of any nature costing not less than Rs.6.0 crores with some Central/State Government/Central Autonomous Body/Central Public Sector Undertaking.

3. Should have had average annual financial turnover of Rs. 7.50 crores on construction of works during the last three years ending 31st March 2008. (Attach certificate duly audited by CA).

4. Should have a solvency of more than Rs. 6.0 crores. (Attested copy of solvency certificate should be attached).

5. Should not have incurred any loss in more than two years during the last five years ending 31st March 2008.

6. The department reserves the right to reject any prospective application without assigning any reason and to restrict the list of qualifying contractors to any number deemed suitable on the basis of technical bid submitted by the TENDERERs.

SECTION –VI

INSTRUCTIONS TO BIDDER

7.1 Throughout these bidding documents, the term “bid” and “RFQ” and their derivatives (bidder/TENDERER, bid/RFQ, bidding/RFQing, etc.) are synonymous.

7.2 RFQ should be signed and witnessed on all page including drawings of RFQ documents indicating full address of witness and the names of signatories.

7.3 In the event of the RFQ/RFQ being submitted by a firm, it must be signed separately by each partner thereof or in the event of the absence of any partner, it must be signed on his behalf by a person holding a power of attorney authorizing him to do so, such power of attorney should be submitted along with the RFQ documents and it must be disclosed that the firm is duly registered under the Indian Partnership Act 1952.

7.4 The bidder should designate one person (“Contact Person” and “Authorized representative and Signatory”) authorized to represent the bidder in its dealings with Municipal Corporation of Delhi. The “contact person” and Authorized representative and signatory shall sign the Acknowledgement of Receipt of request of proposal document. This designated person should hold the Power of Attorney and be authorized to perform all tasks including but not limited to providing information, responding to enquiries, entering into contractual commitments on behalf of the bidder, TENDERER etc.. The covering letter submitted by the bidder shall be signed by the Authorized Signatory and shall bear the stamp of the entity thereof. It will be better that the contact person should have Delhi address to avoid delay in communication/response.

7.5 TENDERER seeking any clarification or pointing out any ambiguity in RFQ document shall make a reference in writing to Executive Engineer (SPL. PR) Central Zone, Shiv Mandir Marg Jal Vihar, Lajpat Nagar-I, New Delhi-110024 Phone/Tele-Fax 011-29811615.

7.6 The contractor should engage consultants of repute for structural design.

7.7 The site for the work is available.7.8 TENDERER are advised to inspect and examine the site, its

surroundings, and satisfy them self before submitting the RFQ as nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their RFQ and satisfy themselves before submitting their RFQs. A TENDERER shall be deemed to have full knowledge of the site weather he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. The TENDERER shall be responsible for arranging and maintaining at his own cost all materials, tools &


plants, water, electricity, access facilities for all workers and all other services required for executing the work unless otherwise specifically provided for in the contract documents. Submission of a RFQ by a TENDERER implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions / local conditions and other factors having a bearing on the execution of the work.

7.9 The contractor shall not be permitted to RFQ for works in MCD (responsible for award and execution of contracts) in which his near relative is posted as Accounts Officer or as an officer in any capacity between the grades of Superintending Engineer and Assistant Engineer (both inclusive). He shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any equivalent to gazetted officer in MCD. Any breach of this condition by the contractor would render him liable to be removed from the list of pre-qualified contractors for this work.

7.10 No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative duties in the Engineering Department of the MCD is allowed to work as a contractor for a period of two years after his retirement from service, without the prior written permission of the MCD in writing. This contract is liable to be cancelled if either the contractor or any of his employees is found at any time to be such a person who had not obtained the permission of the MCD as aforesaid before submission of the RFQ or engagement in the contractor’s service.

7.11 In the RFQ documents the word “MCD” shall mean Municipal Corporation of Delhi wherever exists.

7.12 In the RFQ documents the word “Department” shall mean “MCD” wherever exists.
