SEMIRAMIS is a European research project which focuses on deploying and validating a pilot infrastructure supporting the secure and trusted exchange of data between multiple stakeholders to improve the mobility of European citizens by decreasing the administrative burden inherent to this mobility.

SEMIRAMIS will enable the creation of new e-services for citizens involving heterogeneous Domains and Federations within Europe.

In order to improve upon the state of the art in inter-federation information exchange, SEMIRAMIS attempts to:

■ Provide an efficient and secure implementation of cross border processes in Europe, involving:

■ public institutions■ citizens■ private institutions;

■ Ease the integration with new countries and federations, as well as with other identity federation solutions;

■ Focus on the users by■ increasing their mobility and keeping the interactions with the SEMIRAMIS

infrastructure efficient and friendly;■ informing him of the flow of his data and letting him be in control of this flow.

The efficient and secure implementation of “cross border” processes will become a critical issue in Europe.

The European data protection has became a key factor in the digital age, as users cannot use services if they don’t trust that their data is protected.

SEMIRAMIS is in line with this upcoming scenario in where “privacy by design” is the chosen methodology to improve privacy.

In fact, SEMIRAMIS aims to build up an infrastructure where users feel secure sharing their personal information whenever they experience data transaction issues with both public and private institutions, universities and telco operators.

SEMIRAMIS in the european context

Two different scenarios aim to prove the usefulness and applicability of the infrastructure.

eDoc Services for CitizensIt focuses on providing e-government services to European citizens moving to another European country and deciding to stay longer than expected.

Particularly, SEMIRAMIS will focus on the seamless and secure exchange of documents and attributes between the administrations and service providers involved.

Roaming StudentsIt focuses on students involved in the Erasmus exchange programme who move to another European university and require their personal record or related information to travel from the country of origin.

Specifically, SEMIRAMIS focuses on the following use cases:

D) Certificate of ResidenceA citizen has decided to stay in the Foreign Country and he registers himself in the Foreign City Council.

C) Communication ServicesA European Citizen has moved for a period of time to another European country, and chooses to have access to a specific Foreign Telco service (e.g. mobile shopping)

B) Public Education AccessA Citizen requests the admission for his child at a public education institution in his new destination of residence.

A) Job HuntingA European Citizen has moved for a period of time to another European country. Once there, the Citizen applies for a job in a Foreign Company .

A) MatriculationThe first process in which the roaming student has to

participate when moving to a university in a foreign country is the matriculation.

B) Apply for CoursesAfter being registered in the Foreign University, the student whishes to apply for courses.

C) Request Communication ServicesThe student rented an apartment to live and she wants to have there the same communication services she has at her home country.

D) Economic AidA student wants to receive an economic aid from his city council, in this particular case from his Home City Hall.

SEMIRAMIS will also respect user privacy and will comply with data protection regulations in the foreign and home country of the user.

It will apply tight security in the form of:■ standard protocols for exchange of information;■ encrypted user information;■ un-linkability of user attributes■ identity of the user managed through the use of pseudonyms■ minimum amount of components involved in the communications.

Privacy in SEMIRAMIS

SEMIRAMIS offers the user the possibility to authenticate using STORK, a European eID-interoperability platform tested in real life settings and ready to integrate new service providers, which will enable citizens to use their eID cards for improved security and interoperability in the authentication process.
